A one-year-old from the US state of&nbsp;Louisiana was found alive after his four-year-old brother was found dead and their mother was arrested.

A passerby on I-10 eastbound near mile marker 10 in Vinton, Louisiana, called the Calcasieu Parish Sheriff's Office deputies on Tuesday (July 9) at 9:00 am&nbsp;(local time) amid the search for the one-year-old, according to a press release shared by the sheriff's office&nbsp;on Facebook.

According to the press release, police had been searching for the one-year-old since his four-year-old brother's body was discovered in the water near the Vinton Welcome Center on Monday (July 8).

The child and his mother, Aaliyah N Jack, 25, of Lake Charles, were last seen on Saturday (July 6).

Jack was located in Mississippi, without the one-year-old, by the Meridian Police Department and taken into custody, according to police. Judge Tony Fazzio imposed a $300,000 bond, charging her with failure to report a missing child.

"We looked at this 1-year-old as our miracle baby because he was still alive... unbelievable," Calcasieu Parish Sheriff Gary "Stitch" Guillory said at a news conference on July 9, according to a video released by the Associated Press.

“This is a tragic incident our detectives are currently investigating. Fortunately, we were able to locate the 1-year-old, who was taken to a local hospital to be checked out. He is now safe and in the care of authorities. We understand the community’s concern and are committed to ensuring justice for the children involved," Guillory said.

"CPSO detectives are actively working to gather all the information and details surrounding this case and the death of the 4-year-old. We will dedicate all necessary resources to ensure a thorough investigation. Our hearts go out to the family members of these two children,” he added.

"Detectives are continuing the investigation, and more charges are possible. The coroner will determine the cause of death," the release read.

NATO Secretary General Jens Stoltenberg told the press later that this was the first time the 32 NATO allies had come together to label China this way, and that it was an important message.

Kyiv said Thursday that it had seized a foreign cargo ship and detained its captain, alleging that the vessel had illegally exported Ukrainian grain from the annexed Crimean peninsula.

Since Russia's capture of swathes of agricultural land in Ukraine in early 2022, Kyiv has accused Moscow of illegally harvesting and shipping grain produced on occupied territory to third countries.

The Ukrainian prosecutor general's office said it had "seized" a foreign vessel in the Odesa region that had earlier exported agricultural products via the port of Sevastopol, a key military hub for Russia in the Black Sea.

The Security Services of Ukraine (SBU) said in a separate statement that it had detained the ship's captain, accusing him of violating rules on entering occupied territory.

It also claimed that the grain exported by the vessel, Usko Mfu, had been produced in southern Ukraine.

The charges carry a maximum penalty of five years in prison, the SBU said, while prosecutors identified him as a citizen of Azerbaijan, an ex-Soviet country in the South Caucasus.
