<p>But when Kiso rushed back from work, the house was gone, the reports said.</p>

<p>Akemi Yamashita, a 54-year-old Wajima resident, told AFP she had been driving on Saturday when "within only 30 minutes or so, water gushed into the street and quickly rose to half the height of my car".</p>

<p>"I was talking to other residents of Wajima yesterday, and they said, 'It's so heartbreaking to live in this city'. I got teary when I heard that," she said, describing the earthquake and floods as "like something from a movie".</p>

<p>"I can't help thinking the Noto region might be cursed or something."</p>

<p>Scientists say human-driven climate change is intensifying the risk posed by heavy rains because a warmer atmosphere holds more water.</p>

<p>Zelensky&nbsp;has said that if the plan is backed by the West, it will have a broad impact on Moscow, including a psychological one that could help compel Russian President Vladimir Putin to end the war diplomatically.</p>

<p>"The Victory Plan envisages quick and concrete steps by our strategic partners - from now until the end of December,"&nbsp;Zelensky&nbsp;told reporters on Friday.</p>

<p>On Friday, the leader said the steps involved establishing&nbsp;Ukraine's&nbsp;place in the world's "security architecture", battlefield decisions including the Kursk operation, bolstering&nbsp;Ukraine's&nbsp;armoury and supporting the economy.</p>

<p>Oleksandr Kovalenko, a Ukrainian military analyst, said&nbsp;Zelensky&nbsp;might press for longer-term assurances of aid into 2025 and seek some kind of declaration of post-Biden continuity in support.</p>

<p>"This will be a very important moment. Perhaps in some ways, in a political and military-political sense, it will be a pivotal moment," he said.</p>

<p>Zelensky&nbsp;is almost certain to repeat his call on Biden to authorise long-range strikes into Russia, a move Moscow has said would make NATO members direct participants in the war and elicit a response.</p>

<p>Ukraine wants to strike military installations up to 300 km (186 miles) inside Russia, such as airfields that host attack helicopters and warplanes&nbsp;used to fire glide bombs. Washington has said it does not see the easing of those restrictions as a battlefield game-changer.</p>

<p>Russia, which occupies 18 per cent&nbsp;of Ukrainian territory, has been on the offensive since last October and in August chalked up its fastest sustained recent month of advances.</p>

<p>Ukraine's&nbsp;toehold in Russia's Kursk region could serve as a bargaining chip at talks or as an insurance policy against any outside push to freeze the war along current lines. But Kyiv would have to hold the territory amid serious&nbsp;manpower challenges against a much larger foe.</p>

<p>Meanwhile, Russia has been making progress towards the transport hub of Pokrovsk. Its capture could wreak havoc with Ukrainian logistics and open up new lines of attack.</p>

<p>Kovalenko said Russia likely wanted to capture Pokrovsk by the year-end.</p>

<p>"That would allow them... to strengthen pressure on the information front to catalyse thoughts of peace negotiations, naturally on their terms," he said.</p>

<p>"We advise civilians from Lebanese villages located in and next to buildings and areas used by Hezbollah for military purposes, such as those used to store weapons, to immediately move out of harm's way for their own safety," Israeli military spokesman Rear Admiral Daniel Hagari said in a media briefing.</p>

<p>"The IDF (military) will engage in (more) extensive and precise strikes against terror targets which have been embedded widely throughout Lebanon."</p>

<p>Hagari said the military had launched new strikes against Hezbollah sites since Monday morning.</p>

<p>"The strikes will go on for the near future," he said.</p>

<p>In a separate briefing to journalists, a military official emphasised that the appeal made to Lebanese people was the first of its kind.</p>

<p>"This the first time that we do this kind of warning in that way," said the official, who cannot be further identified under military rules.</p>

<p>"If you are in a house where there is a rocket or a cruise missile, get out immediately," the official said, adding that the military was "monitoring from the air" to gauge compliance.</p>

<p>The official also said the Israeli military was currently only focused on an "aerial campaign".</p>

<p>Netanyahu held a meeting with the Knesset’s Foreign Affairs and Defense Committee earlier on Sunday (Sep 22), in which he stressed he was not standing in the way of a hostage deal and instead blamed Hamas for demanding numerous revisions to the proposed ceasefire outline.</p>

<p>Netanyahu's statement comes at a time when families of hostages are increasingly accusing the Israeli PM of abandoning the captives under the pretext of tackling the threat in Lebanon.</p>

<p>“Netanyahu does not have the authority to abandon the captives under the guise of launching a war in the north,” the families said during a press conference held near the Defense Ministry headquarters in Tel Aviv.</p>

<p>The families also accused Netanyahu of “disregarding the lives of their relatives held in Gaza and choosing instead to escalate tensions on multiple fronts.”</p>

<p>Protesters have urged President Isaac Herzog to intervene and force Netanyahu government to start negotiations with Hamas.</p>
