California’s bill on banning or restriction of cellphones was passed 76-0 in the state assembly and 38-1 in the senate. It will now require school boards or other concerned governing bodies to develop a policy to limit or prohibit the use of smartphones on campus by 1 July 2026, and also update the policy every five years.

"We know that excessive smartphone use increases anxiety, depression, and other mental health issues - but we have the power to intervene. This new law will help students focus on academics, social development, and the world in front of them, not their screens when they're in school," Newsom said in a statement.

In one such disturbing incident of abuse, the body and head of a decapitated dog were found in a shallow grave in Evesham. Another dog with a fractured skull was found in a south London alleyway in January.

There were also reports of a cage with a dead XL Bully dog found floating in a Birmingham canal in June. A puppy was also found with blunt force trauma injuries to its head.

But even worse, these could be deliberate acts of cruelty towards dogs who have become increasingly demonised in recent months," she said.

Durov said those who violate the app's rules will have their IP address and phone numbers shared to authorities “in response to valid legal requests.” The policy will apply across the world, he wrote.

The company will hold a legal analysis of the authorities' request for such details before disclosing user data to them, he said.

Earlier, the privacy policy was broken only if court orders were issued against those using the platform for promoting terrorism, something that never happened before as per Telegram's own transparency reports.

Telegram has in the past been accused by experts and authorities of being a place for terrorist recruitment and propaganda.&nbsp;

Saying his aim is to make Telegram “safer and stronger,” Durov also mentioned a crackdown on those abusing its search function.

Tsunami alert issued in Japan following 5.6-magnitude earthquake

A senior aide of the new president told AFP a day after the election that his People's Liberation Front party will "not tear up" the IMF deal.

"Our plan is to engage with the IMF and introduce certain amendments," Bimal Ratnayake said.&nbsp;

"We will not tear up the IMF programme. It is a binding document, but there is a provision to renegotiate."

Sri Lanka's tiny stock market fell sharply within the first few minutes of trading on Monday, when Dissanayake took office, but recovered quickly and ended the day with the main All Share Price index 1.19 percent higher.
