The comments come amid growing concern over possible Israeli retaliation for last week's Iranian missile attack, as Iran's Foreign Minister Abbas Araqchi visits Saudi Arabia and other Gulf states including Qatar for talks on Wednesday.

They followed discussions between Iran and Gulf Arab capitals last week on the sidelines of an Asia conference in Qatar, when Gulf states sought to reassure Iran of their neutrality in any conflict between Tehran and Israel.

US&nbsp;President Joe Biden is expected to hold a telephone call on Wednesday with Israeli Prime Minister Benjamin Netanyahu that will include discussion of any plans to strike Iran, according to a person familiar with the matter.

Washington hopes to weigh in on whether the response is appropriate, a separate person briefed on the discussions said. The White House did not respond to a request for comment.

Biden said last Friday he would think about alternatives to striking Iranian oil fields if he were in Israel's shoes. Last week he also said he would not support Israel striking Iranian nuclear sites.

Iranian official says Gulf states must not allow the use of airspace against Iran

More than 370 million girls and women alive today, or one in every eight worldwide, experienced rape or sexual assault before the age of 18, the United Nations children's agency said on Wednesday.

The number rises to 650 million, or one in five, when taking into account "non-contact" forms of sexual violence, such as online or verbal abuse, UNICEF reported, in what it called the first global survey of the problem.

The report said that while girls and women were worst affected, 240 to 310 million boys and men, or around 1&nbsp;in 11, have experienced rape or sexual assault during childhood.

"The scale of this human rights violation is overwhelming, and it's been hard to fully grasp because of stigma, challenges in measurement, and limited investment in data collection," UNICEF said in releasing the report.

It comes ahead of an inaugural Global Ministerial Conference on Ending Violence Against Children in Colombia next month.

UNICEF said its findings highlight the urgent need for intensified global action, including by&nbsp;strengthening laws and helping children recognize and report sexual violence.

UNICEF said sexual violence cuts across geographical, cultural, and economic boundaries, but Sub-Saharan Africa has the highest number of victims, with 79 million girls and women, or 22 per cent affected. Eastern and South-Eastern Asia follow with 75 million, or 8 per cent.

In its data for women and girls, UNICEF estimated 73 million, or nine&nbsp;per cent, were affected in Central and Southern Asia; 68 million, or 14 per cent, in Europe and Northern America; 45 million, or 18 per cent, in Latin America and the Caribbean, and 29 million, or 15 per cent, in Northern Africa and Western Asia.

Oceania, with six&nbsp;million, had the highest number affected by percentage, at 34 per cent.

Risks were higher, rising to one&nbsp;in four, in "fragile settings," including those with weak institutions, UN&nbsp;peacekeeping forces, or large numbers of refugees, the report found.

UNICEF Executive Director Catherine Russell called sexual violence against children "a stain on our moral conscience.”

"It inflicts deep and lasting trauma, often by someone the child knows and trusts, in places where they should feel safe."

UNICEF said most childhood sexual violence occurs during adolescence, especially between ages 14 and 17, and those who suffer it face higher risks of sexually transmitted diseases, substance abuse and mental health issues.

After arriving at the scene, some officers barricaded the house while others applied a temporary bandage to the woman’s arm to stop bleeding until paramedics arrived.&nbsp;

"I have dogs, and to see an outcome like this is absolutely heartbreaking, and we do understand people will be upset... but we were left with no other choice," said&nbsp; Sgt Warrick.&nbsp;A second small dog was found injured at the scene and is being cared for by the RSPCA.&nbsp;

Two neighbours told the Australian Broadcasting Corporation (ABC News)&nbsp;that the dog involved in the incident was known for being aggressive and also mentioned that it had attacked him before.

Sgt Warrick said that police may have been contacted for the dog before, but currently, they are looking into the specifics.

Israel on Friday slammed a UN probe which concluded it was deliberately seeking to destroy healthcare in the Gaza Strip and abusing Palestinian detainees, branding the findings "outrageous".

The United Nations Independent International Commission of Inquiry (CoI) said Israel had "perpetrated a concerted policy to destroy Gaza's healthcare system".

The country is "committing war crimes and the crime against humanity of extermination with relentless and deliberate attacks on medical personnel and facilities", it added, in a report released Thursday.

Israel said it firmly rejected the allegations, in a statement from its mission in Geneva.

"This latest report is another blatant attempt by the CoI to delegitimise the very existence of the State of Israel and obstruct its right to protect its population, while covering up the crimes of terrorist organisations.

Israel also rejected accusations of widespread and systematic abuse of Palestinian detainees, amounting to war crimes and crimes against humanity.

"Israel is fully committed to international legal standards regarding the treatment of detainees. This includes prohibition of excessive use of force and ill-treatment," the mission said.

It accused the commission of creating an "alternate reality", and thereby contributing to "the exacerbation of this conflict".

A three-member panel of Malaysia's Federal Court unanimously commuted Azilah's death sentence to 40 years in jail, effective from his arrest in November 2006, and 12 strokes of the cane, his lawyer, Athari Bahardin, said.

Shaariibuu Setev, the victim's father, had backed the policeman's request for a commuted death sentence, citing a need to respect the sanctity of life in a letter to the court that was seen by Reuters.

Altantuya was killed and her body blown up with military-grade explosives in a forest on the outskirts of Malaysia's capital of Kuala Lumpur in 2006, court records show, but the question of who ordered the slaying remains unanswered.

Civil society groups have said her murder was linked to her role as an interpreter in Malaysia’s purchase of two French submarines in 2002.

In a 2019 court filing, Azilah had accused ex-premier Najib, who was Malaysia's defence minister at the time of the murder, of ordering the killing.

Najib, now serving a six-year jail term for corruption, has repeatedly denied allegations linking him to Shaariibuu or graft in the submarine purchases.
