The diplomatic spat between Washington and Kabul came to a head last month when Afghanistan's national security advisor Hamdullah Mohib accused Khalilzad of a lack of "transparency", even suggesting the Afghan-born envoy wanted to be "viceroy" of his native country.

Washington reacted furiously, with US officials reportedly refusing to attend meetings in which Mohib was present. The outspoken advisor visited eastern provinces when Khalilzad was in Kabul.

Among those Khalilzad met with was a group of seven women from the Afghan Women Network.

Under the Taliban's strict interpretation of Sharia law, women were stripped of all basic rights and were sometimes executed for alleged adultery.

"Women should not be forgotten in the talks, and our rights should not be trampled," Robina Hamdard, an advocacy manager at the network, told AFP.

"We want everything -- women's rights to education and social activities -- to be guaranteed during the talks... We want a lasting peace, not a shaky peace."

Khalilzad's schedule in Islamabad has not been announced, but he had already met with officials including Foreign Minister Shah Mehmood Qureshi early Friday, according to the foreign ministry.

Pakistan says it supports an Afghan-led peace process and is helping to facilitate the talks. Washington and Kabul have long held Pakistan's shadowy intelligence services responsible for supporting and training the Taliban.&nbsp;

In an interview with a US-funded radio network, Khalilzad said he hoped 2019 would be the "year of peace."

Most of the reconstruction funds, 63 per cent or $83.1 billion, were spent on Afghan security services, including salaries, equipment, infrastructure and training, the report said.

In recent years, financial support for Afghan forces has been even more critical, with $4.8 billion allocated in 2018, or 83 per cent of funds set aside for reconstruction.

"It does not take an advanced degree in mathematics to recognize that if donor support is decreased or eliminated - whether there is a peace agreement or not -- the Afghan government and its military in particular, will be in dire straits," said Sopko.

The report warned that if an elusive peace deal is achieved, some 60,000 heavily armed Taliban fighters will have to be peacefully reintegrated into Afghan society, "as disaffected former Taliban who may have been expecting a peace dividend may return to violent and predatory behaviour."

"Without financial support, the government of Afghanistan cannot survive," it stressed.

"Should peace come, if that peace is to be sustainable, it will come at an additional price that only external donors can afford.

"That is why we have issued today's report -- to encourage policymakers to vigorously think about the 'day after.'"

The US envoy seeking a peace deal with the Taliban is currently on a trip to Afghanistan and Pakistan that is scheduled to run through April 10.

US envoy Zalmay Khalilzad is spearheading efforts to strike a peace deal with the Taliban with the help of Pakistan.

Khalilzad, the Special Representative for Afghanistan Reconciliation, said that Pakistan has an important role to play in Afghan peace talks and cannot be underestimated, state-run Radio Pakistan quoted him as saying.

Pakistan has been bargaining for the first meeting between President Trump and Prime Minister Khan in return for Islamabad's help in bringing the Taliban to the negotiating table. The cricketer-turned-politician assumed charge as Pakistan prime minister in August last year.&nbsp;

The representatives of the Afghan Taliban, the US as well as officials from Pakistan and Saudi Arabia have been meeting in Doha, Qatar. The talks were facilitated by Islamabad as Washington continues to seek an end to the nearly 18-year war in Afghanistan that has killed over 2,000 US soldiers.

The US has 14,000 troops deployed in Afghanistan. Two US soldiers were killed in an operation in Afghanistan on Friday, Fox News reported.

Friday's deaths were the first for US forces there since January. Last year, 13 American troops died while deployed there.

President Trump's signal that he is ready for a meeting with the Pakistani leadership also came hours after a senior administration official warned that the US remained concerned about India-Pakistan tensions as their militaries were still on alert nearly three weeks after their most dangerous confrontation in decades following the Pulwama terror attack.

Tensions between India and Pakistan escalated after a suicide bomber of Pakistan-based terror group Jaish-e-Mohammed (JeM) killed 40 CRPF personnel in Jammu and Kashmir's Pulwama district in February 14.

India launched a counter-terror operation in Balakot. The next day, Pakistan Air Force retaliated and downed a MiG-21 in aerial combat and captured its pilot, who was handed over to India on March 1.

The US official also warned that another terrorist attack in India could be "extremely problematic" for Pakistan and it would cause a re-escalation in tensions.

"We need to see Pakistan taking concrete and sustained action to rein in the terrorist groups, mainly the Jaish-e-Mohammed and the Lashkar-e-Taiba in order to ensure that we don't have re-escalation (of tensions) in the region", the official said.

"If there's any additional terrorist attack without Pakistan having made a sustained, sincere effort against these groups, it would be extremely problematic for Pakistan and it would cause re-escalation of tensions, which is dangerous for both countries," the official said on the condition of anonymity.&nbsp;

Elected political structure should remain in Afghanistan post pullout: India to US

The Pentagon has not received any order from President Donald Trump to withdraw troops from war-torn Afghanistan, a top US commander said Thursday.

"We've not--congressman, we've not been directed to withdraw (troops from Afghanistan), and there are no orders to withdraw anything," Commander of the US Central Command, General Joseph Votel told members of the House Armed Services Committee during a Congressional hearing.

Trump had in December last year announced that the US would pull troops from Afghanistan.

General Votel said his advice is that any decision to reduce forces in Afghanistan should be done in full consultation with its coalition partners, and of course the government of Afghanistan.

"It should pivot off political progress and the reconciliation process," he said, responding to questions from lawmakers on news reports about a timeline of withdrawal of troops from this war-ravaged country.

The US General said any drawdown or withdrawal of troops from Afghanistan should be based on conditions on the ground and the progress in the political process as well.&nbsp;

A high-level US team led by Special Representatives Zalmay Khalilzad is currently holding talks with the Taliban representatives in Qatar's capital, Doha.

"Khalilzad's efforts are really focused on developing a framework that can lead to inter-Afghan discussions," Gen Votel said, adding that this involves overcoming some obstacles that, right now, are preventing the Taliban from talking to the government of Afghanistan.&nbsp;

"But Khalilzad is working through those issues. Once those inter-Afghan discussions are commenced, then I think we will have the opportunity to address the issues that you are talking about directly," he said when Congresswoman Debra Haaland asked if he can tell how the framework addresses the rights of women in Afghanistan and how women were being included in the negotiation process.&nbsp;

The US Commander said that the US and the Taliban are in the very early in the process of talks.&nbsp;

"There have been no agreements from either side. We have not given anything up and they have not given anything up," he said, adding that the US and Special Representatives Khalilzad is not leaving out the democratically-elected government of Afghanistan in the process.

Winning in Afghanistan, the general described means a negotiated settlement between the government of Afghanistan and the Taliban, and safeguarding US national interests.

"Particularly ensuring that this country, this region can't be used to attack our homeland. So that would have to be satisfied as part of an overall agreement here in terms of that and I think is a lot of the nuance of the ongoing discussions that are taking are taking place right now," Gen Votel said.

"I have a team on the ground right now trying to negotiate with the&nbsp;Taliban&nbsp;terrorists in Afghanistan," news agency Reuters quoted Pompeo as saying.&nbsp;

The United States has not declared the&nbsp;Taliban&nbsp;a terrorist organisation.

A US&nbsp;State Department spokesman has declined to elaborate on the comment saying that "secretary's work speak for themselves".

"That is a complicated problem, and if you add in the regional players -- Afghanistan, Pakistan, India, China, Russia, all who have an interest in Afghanistan -- it's an incredibly complicated negotiation," he asserted.

At the same time, he said Khalilzad, who was leading American efforts in this regard, was on the ground, trying to "find pockets where there's sufficient agreement that everyone can begin to move forward, take all the various complex pieces and bring them together" to hopefully get an agreement.

Pompeo said the Afghan agreement would be "based on fundamental understandings about different interests and incentives" that the parties had so that this agreement would hold and stay.

"In this case, if we could do this, if we could pull off a resolution in Afghanistan, boy, the good that we could do for the world. I hope Ambassador Khalilzad makes progress," he said.

The US and the Taliban have paused negotiations in Doha, with the diplomatic push aimed at ending the war in Afghanistan set to restart over the weekend following "solid" talks between the adversaries.

The latest meetings follow marathon talks last month that saw the US and the Taliban walk away with a "draft framework" focused on a potential US troop withdrawal and a pact to prevent Afghanistan from harbouring terrorists.&nbsp;

"Emerging from three solid days of talks with the Taliban in #Doha. Meetings were productive," tweeted US special envoy Zalmay Khalilzad, who is leading the American side during the negotiations.

"We continue to take slow, steady steps toward understanding and eventually #peace," he said.

"Both sides will take the next two days for internal deliberations, with plans to regroup on Saturday," Khalilzad added.

Taliban spokesman Zabiullah Mujahid confirmed the pause, adding the insurgents were "committed to the current peace process along with peace".

The US has continued to push for a ceasefire in the war-torn country and the opening of negotiations between the Taliban and the Kabul government.&nbsp;

"The release of Mullah Baradar, which was my request... They (Pakistan) accommodated that because Mullah Baradar has a reputation of being more open, more pro-peace," said the top American envoy who is leading the Trump Administration's efforts to have peace talks with the Taliban.

Former Afghanistan President Hamid Karzai and his successor President Ashraf Ghani have said that Baradar can play a pivotal role in the peace process and that he has tried to facilitate talks between the Taliban and the US, Khalilzad said.

The official, who declined to be identified, described "significant progress" in talks last week with Afghan Taliban militants in Qatar on a foreign troop pullout, but more negotiations were needed on a ceasefire and its timing.

"Our goal is to help bring peace in Afghanistan and we would like a future partnership, newly defined with a post-peace government," the official told Reuters. "We would like to leave a good legacy."

Both US officials and the hardline Islamic group hailed progress after the talks on Saturday but the US official said that no draft deal had been finalised.

As well as the sticking point of the ceasefire, the Taliban did not discuss the need for talks with the Afghan government to reach a political settlement that the US believes is a core part of a deal.

The draft also includes assurances from the hardline Islamic group that it will not allow Afghanistan to be used by al-Qaeda and Islamic State to attack the US&nbsp;and its allies - a core U.S. demand. Similar assurances involving other groups are given to Pakistan in the draft pact.

The Taliban also want to be part of an interim government after any ceasefire, Taliban sources said.

It was not clear whether the draft described by the Taliban sources was acceptable to both sides or when it could be completed and signed.

A fresh round of talks between Khalilzad and the Taliban is expected to take place on February 25 in Doha, two senior Taliban sources said.

While he has not been directly involved up until now, Ghani's role is likely to grow as a full deal gets closer and diplomacy intensifies.

Without going into detail on Saturday night, Khalilzad said in tweets that nothing could be agreed without an intra-Afghan dialogue and a full ceasefire.

"He (Khalilzad) will inform Ghani and his officials about all the developments, seek their opinion before travelling back to Washington," a senior Afghan official said on conditions of anonymity.

Khalilzad is also due to brief top regional diplomats on Monday morning.

Ghani's options

Western diplomats describe Ghani as being in a tight spot, with no authority to decide on the troop departure and the final decision to declare the ceasefire resting with the Taliban.

He, however, does enjoy the power to decide to support an interim government rather than push for presidential elections which could prove to be a distraction to the peace effort.

So far he has rejected talk of an interim government. "It is time for Ghani to choose between elections or peace process," said a western diplomat based in Kabul.

Despite the progress on a pact, violence is widely expected to continue, with the Taliban mounting daily attacks against the Afghan government and its security forces.

The Taliban now control about half of Afghanistan's territory and Ghani said in Switzerland last week that 45,000 members of the country's security forces had been killed since he took office in 2014.

A former Taliban leader said despite an agreement for an 18-month withdrawal, he predicted intense fighting ahead.

"I think Taliban won't stop their fight until they get 100 per cent sure that foreign forces are leaving Afghanistan," said Sayed Mohammad Akbar Agha, who heads Ways to Save Afghanistan, an independent group run by tribal elders and religious scholars working towards securing peace.
