"We have been warning from day one that this is a devil that everyone should fight," the WHO chief said at a virtual press conference at its headquarters in Geneva.

President Trump last week had frozen funds to the United Nations health agency over "mismanaging" the crisis and not acting fast enough as the disease spread worldwide.

Trump had also accused the WHO chief of a "China bias". Tedros had retaliated on the US accusation last week saying that "if you don't want many more body-bags then you refrain from politicising" the pandemic while dismissing an alleged racism row against him.

"I don't give a damn... I am proud of being black or proud of being negro," he said.&nbsp;

US is the biggest single contributor to the United Nations' health agency. Trump had said the virus could have been contained if the WHO had accurately assessed the situation in China, where the virus broke out.

"WHO is reviewing the impact on our work of any withdrawal of US funding and will work with our partners to fill any financial gaps we face," Tedros had said last week as the war of words between the WHO and US administration continued.

The US has been hit the hardest with the virus with 761, 991 confirmed cases and over 35,000 deaths.

On March 11, Dr. Tedros finally decided to declare a pandemic. The same day, he also chose to criticise WHO member nations in public.

The WHO chief blamed them for not taking the coronavirus threat seriously. Dr. Tedros warned of &nbsp;"alarming levels of inaction" by some countries. Obviously, this did not include China because China's response, according to the WHO chief, was perfectly "flawless".

In simpler words, doctor Tedros "politicized" the COVID-19 pandemic and he still is and when he is asked questions about his politics all we get are cryptic one-word answers in response words that sound too rich coming from him.

He's been tweeting these standalone words perhaps he's trying to be dramatic.&nbsp;

America has cut the funding of the World Health Organisation, last week, the US President Donald Trump had called the WHO "China centric". On Tuesday night, he decided to hold back funds.

Everybody knows what's going on there, says the US president. His criticism matters because America is the largest contributor to the WHO.

The biggest donor last year, America gave more than $400 million to the international health body. That was around 15 per cent of the WHO budget. China was the second largest contributor.

The Xi government gave about $86 million in the last financial year to the WHO. Now, the fact is Donald Trump should be the last one to preach about timely action and his own list of failures is fairly long.

But in this case, his criticism of the WHO is fair and accurate. Government officials and health experts the world over have raised serious questions about the WHO or downplaying this crisis for moving too slowly and for bending over backwards for China.

With Canada on the verge of becoming the world's second nation to legalise recreational marijuana, the head of the World Health Organization said Wednesday that countries should think twice before opening that door.

WHO chief Tedros Adhanom Ghebreyesus, who was in the Philippines for a regional meeting, told AFP the organisation supports availability of drugs like marijuana for medical reasons.

"Of course we believe that people who need it, especially for pain management, should have it. There should be access," he said.

That access should be clearly regulated, he added, and throwing open the doors to full legalisation carries its own health risks.

"I think any addictive substance is not good for human health," he said. "We wouldn't encourage countries to follow those who are actually... legalising it."

As he spoke, Canada was a week away from allowing for adults to buy, grow and consume cannabis, the second nation in the world to do so after Uruguay's move five years ago.

'Understand impact'&nbsp;

Canadian officials have justified legalisation on the grounds that it would take traffickers and dealers out of the equation and protect young people.

Nine American states have also given the greenlight to recreational use, and many more allow it for medical purposes.&nbsp;

But Tedros said, similar to alcohol and tobacco, drugs like marijuana needed to be controlled because of the risk they posed outside medical settings.

He pointed to the strides nations around the world have made in curbing tobacco smoking, which the WHO considers to be the substance that causes the most damage to health globally.

While use is levelling off or even decreasing in some countries, WHO estimates there are still over a billion smokers globally.

As cannabis legalisation grows, the United Nations figures point to a much smaller number of users, with 2013 numbers showing nearly 182 million non-medical users.

For countries that do proceed with recreational legalisation, Tedros said it is key that they closely monitor the impact on their citizens' health.

Legalisation has already prompted a range of questions on public safety that Canadian authorities have had to broach.

They have reminded motorists that driving while high is still illegal, while soldiers are to be banned from smoking or otherwise consuming the drug up to eight hours before reporting for duty.

"We are encouraging them to understand its impact and do assessments from the start," Tedros added.&nbsp;

"Legalising it we hope will not mean that they are really not to be encouraged to study its impact."
