Israel-Hamas War: Hamas says it's ready to implement Ceasefire

The European Union's top diplomat Josep Borrell warned on Tuesday that increased violence in the occupied West Bank since the Israel-Hamas war erupted meant it risked becoming "a new Gaza".

Violence in the West Bank, which Israel has occupied since 1967, and is separated from the Gaza Strip by Israeli territory, has flared alongside the war that began after Palestinian militant group Hamas attacked Israel on October 7.

Borrell said Israel was opening "a new front... with a clear objective: to turn the West Bank into a new Gaza -– in rising violence, delegitimising the Palestinian Authority and stimulating provocations to react forcefully."

Israel was also "not shying away from saying to the face of the world that the only way to reach a peaceful settlement is to annex the West Bank and Gaza," Borrell added at a ministerial meeting of the Arab League in Cairo.

He accused "radical members of the Israeli government" of trying to make it "impossible to create a future Palestinian state", which Prime Minister Benjamin Netanyahu and several cabinet members have painted as a threat to Israel.

Some Israeli ministers have recently called to increase military operations in the West Bank.

"Without action, the West Bank will become a new Gaza," Borrell said.

"And Gaza will become a new West Bank, as settlers' movements are preparing new settlements," he told the meeting.

"The international community deplores, feels, and condemns, but finds it hard to act."

Israeli settler attacks against Palestinians in the West Bank hit a record in 2023, according to Israeli rights group Yesh Din, and the European Union has said last year saw the most settlement building permits issued in decades.

Some 490,000 Israelis live in the West Bank, in settlements that are illegal under international law, alongside three million Palestinians.

Since the Gaza war began on October 7, Israeli troops or settlers have killed at least 662 Palestinians in the West Bank, according to the Palestinian health ministry.

Israel's military on Tuesday (Sep 10) acknowledged it was highly likely its troops shot dead Ayşenur Ezgi Eygi, the American-Turkish woman, in the West Bank. The Israel Defense Forces (IDF) expressed its regret over the incident, calling it ‘unintentional.’

Earlier, the IDF said it conducted an investigation into the incident.

“The inquiry found that it is highly likely that she was hit indirectly and unintentionally by IDF fire, which was not aimed at her but aimed at the key instigator of the riot,” the IDF statement read.

“The incident took place during a violent riot in which dozens of Palestinian suspects burned tyres and hurled rocks towards security forces at the Beita junction,” it added.

IDF’s statement came after US Secretary of State Antony Blinken termed the killing of the 26-year-old woman “unprovoked and unjustified”.

“No one should be shot and killed for attending a protest,” Blinken said during a trip to London.

Israel-Hamas War: Protesters surround IDF HQ as cabinet discusses Ceasefire Deal

Israeli forces pulled out of the Palestinian city of Jenin on Friday, leaving a mass of damaged buildings and infrastructure, following one of the biggest security operations in the occupied West Bank in months.

Road diggers began clearing piles of debris and rubble left by the operation, which involved hundreds of troops and police backed by helicopters and drones entering all areas of the city and the adjacent refugee camp as well as surrounding villages.

Thousands of residents were displaced from their homes during the nine-day operation, during which troops fought running gunbattles with Palestinian fighters from factions including Hamas and Islamic Jihad and Fatah.

"When they entered, they used bulldozers and began destroying everything. They left nothing," said Jenin resident Samaher Abu Nassa.

Water and electricity services remain cut and around 20 km of roadway was dug up by Israeli bulldozers, a tactic the military said was aimed at neutralizing roadside bombs but which has ripped up much of the centre of the city.

A statement from the military said 30 explosives planted under the roads had been dismantled.

The Palestinian foreign ministry accused the military of transferring the tactics used to level the Gaza Strip into the West Bank.

Jenin, in the northern part of the West Bank, has long been a stronghold of Palestinian armed factions, and the Israeli military said the operation, which also targeted the city of Tulkarm, was aimed at thwarting Iranian-backed militant groups planning attacks on Israeli civilians.

It said troops had killed 14 militant fighters during the operation, including the local commander of Hamas in Jenin. Forces also arrested 30 suspects and confiscated weapons and dismantled infrastructure including an underground weapons storage depot underneath a mosque and an explosives workshop.

On Friday, thousands, including large numbers of armed men who fired into the air, joined funeral processions for people killed during the fighting. Many of the bodies were wrapped either in Palestinian flags or the green, black and yellow flags of Hamas, Islamic Jihad or Fatah.

In all 21 people were killed in Jenin during the operation. Many were claimed as members by the armed factions but a number were uninvolved civilians, including a 16-year-old girl, apparently shot by a sniper while looking out of the window.

While the Israeli military's main focus over most of the past year has been in Gaza, the West Bank has seen a surge in violence, with repeated clashes between the military and Palestinian fighters as well as raids by Jewish settlers on Palestinian villages and attacks by Palestinians on Israelis.

More than 680 Palestinians have been killed in the West Bank and East Jerusalem, according to Palestinian health ministry figures. Many have been armed fighters but others have been youths throwing stones at protests or civilians with no involvement in the violence.

In the same period, dozens of Israeli civilians have been killed in attacks by Palestinians or in rocket and missile attacks from the Iranian-backed Hezbollah in southern Lebanon.

West Bank violence: Are Israeli Ministers inciting violence against Palestinians?

The United States on Wednesday (Aug 28) announced new sanctions on West Bank settlers over violence against Palestinians, urging greater accountability efforts by its ally Israel, which responded with anger to the move.

The sanctions were announced on the same day that Israel launched a wide-scale attack on the West Bank that it said killed nine Palestinian fighters, despite warnings by President Joe Biden's administration against expanding the war in Gaza.

"Extremist settler violence in the West Bank causes intense human suffering, harms Israel's security and undermines the prospect for peace and stability in the region," State Department spokesman Matthew Miller said in a statement.

"It is critical that the government of Israel hold accountable any individuals and entities responsible for violence against civilians in the West Bank," he said.

The latest sanction targets included Hashomer Yosh, an Israeli group that has supported the unauthorized settler outpost of Meitarim Farm in the south Hebron Hills.

Volunteers from the group earlier this year fenced off a village whose 250 Palestinian residents had all been forced to leave, the State Department said.

Israeli Prime Minister Benjamin Netanyahu, who relies on support from far-right politicians who advocate for the establishment of new settlements on Palestinian land, denounced the move.

"Israel views with utmost severity the imposition of sanctions on citizens of Israel. The issue is in a pointed discussion with the US," Netanyahu's office said in a statement.

Hashomer Yosh's website, using the biblical name for the West Bank, says the group helps "various farmers throughout Judea and Samaria, who bravely protect our lands and stand strong in the face of economic difficulties and frequent agricultural crime."

The Israeli settlements in the West Bank are illegal under international law.

The State Department also imposed sanctions against Yitzhak Levi Filant, who was accused of leading armed settlers in setting up roadblocks and patrols with a goal of attacking Palestinians.

Since Hamas's unprecedented October 7 attack on Israel triggered war in Gaza, Israeli forces have also stepped up operations in the West Bank, a Palestinian territory occupied by Israel since 1967 and separated geographically from Gaza by Israeli territory.

At least 640 Palestinians have been killed in the West Bank by Israeli troops or settlers since the start of the Gaza war, according to an AFP count based on Palestinian official figures.

The Biden administration has repeatedly voiced concern to Netanyahu about settler violence and about the expansion of settlements, but has made little impact on the Israeli government's decision-making.

Last month, the United States imposed sanctions on Lehava, a group of more than 10,000 members, which the State Department described as the "largest violent extremist organization in Israel."

US sanctions generally bar targets from the US financial system, leading Israeli banks to restrict dealings with sanctioned individuals for fear of repercussions.

The Biden administration, which has been pushing for a ceasefire between Israel and Hamas, has held off on imposing sanctions on government ministers leading the settlement policy.

Finance Minister Bezalel Smotrich, who also heads civil affairs at the defence ministry, earlier this month approved a new settlement on a UNESCO World Heritage Site near Bethlehem, saying he wanted to "fight against the dangerous project of creating a Palestinian state by creating facts on the ground."

Watch | Israel war: Israel launches fresh operations in West Bank × Volunteers from the group earlier this year fenced off a village whose 250 Palestinian residents had all been forced to leave, the State Department said. Hashomer Yosh's website, using the biblical name for the West Bank, says the group helps "various farmers throughout Judea and Samaria, who bravely protect our lands and stand strong in the face of economic difficulties and frequent agricultural crime." The Israeli settlements in the West Bank are illegal under international law. Last month, the United States imposed sanctions on Lehava, a group of more than 10,000 members, which the State Department described as the "largest violent extremist organization in Israel." US sanctions generally bar targets from the US financial system, leading Israeli banks to restrict dealings with sanctioned individuals for fear of repercussions.
