Tensions escalate in West Bank; Palestinian killed in explosion

Israel has enforced strict rules for a two-year pilot period from Thursday to limit the ability of foreigners to enter and stay in the occupied West Bank despite international criticism of the regulation that includes compulsory declaration of romantic relationships.

A 90-page ordinance replacing the previous four-page document came into effect on Thursday. The rule is expected to stifle the Palestinian economy and academia and the work of aid agencies, and create complications for hundreds of thousands of Palestinian families with dual nationality, who are already grappling with the convoluted permit system in place, reported The Guardian.

Nearly all foreign nationals coming to volunteer, work or study in the West Bank will be granted only single-entry visas, with some being valid for only three months, and will have to leave between visas and wait – in some cases for more than a year – before reapplying for entry.

In most cases, residency is limited to a 12- to 27-month period, making family life and long-term employment almost impossible.

As per the new rule, people born in Jordan, Egypt, Morocco, Bahrain and South Sudan – even if they have citizenship of a second country – are now barred from the West Bank except under exceptional circumstances. It is pertinent to mention here that about 60% of the Jordanian population is of Palestinian origin.

COGAT, the Israeli military civil body responsible for government policy in the occupied Palestinian territories, had first outlined the new rules in February. As reported earlier by WION, the text had to be revised several times after legal challenges from rights groups citing the formalisation of discriminatory practices and hence the implementation was delayed.

The proposal made headlines in July when international media picked up on a clause stating that foreigners must inform Israeli authorities within 30 days if they fall in love with a Palestinian.

Subsequently, the one-month period for declaring a romantic relationship and visa cooling-off period for newly married couples has been dropped from the final document, but Palestinians and human rights organisations say it still requires foreign nationals to declare love interests, and non-security-related information such as property or inheritance, at the discretion of Israeli officials.

COGAT did not respond to request for comment on whether the final text of the rules differed substantially from previous versions, reported Guardian.

Quotas on the number of foreign lecturers and students have been scrapped, and allowances been made for long-term visas for doctors and teachers. The new procedures though still allow quotas on visa categories “in accordance with the interplay of relevant considerations, including the political/security situation”.

HaMoked, an Israeli non-profit focusing on Palestinian legal rights, had filed an injunction in June alleging discriminatory and restrictive criteria, but the petition was rejected on the grounds that it was premature.

“Those affected have to try and work within the new procedures and exhaust all the possible administrative options first. So when dual nationals or foreign volunteers or whoever begin getting denied entry to the West Bank, that’s when we can file a new petition on their behalf,” said HaMoked’s executive director Jessica Montell.

“Under international law, the Israeli military is only allowed to work for the interests of the occupied population, or its own security needs. These restrictions obviously advance neither,” she said.

India has called for the status quo to be maintained in West Bank's Masafer Yatta. The area, in the southern West Bank, has a collection of Palestinian villages. In a recent ruling, an Israeli court ruled in favour of the state repurposing the region for Israeli military use. This impacts over 1000 Bedouin Palestinians in the area, who are now being evicted by Israelis. speaking at the security council on Thursday, Indian Diplomat, A Amarnath, said, "We are following the developments in Masafer Yatta with concern. Tensions have risen over the potential legal eviction of Palestinian families in the area, which includes children. We appeal for the status-quo to be maintained in Masafer Yatta in the interest of peace and stability."

Masafer Yatta comes under area C, which means it is under full Israeli military and civilian control. Under the Oslo pact, the West Bank is defined into areas A, B and C. Area A comes under full Palestinian control, Area B under joint Israeli and Palestinian control and Area C under full Israeli control.

Pointing to the clashes At Jerusalem's Al Aqsa Mosque during Ramazan, an Indian Diplomat said it "illustrated the potential volatility surrounding the holy sites in Jerusalem" and "provocative actions or rhetoric must be avoided and the historic and legal status quo in the holy sites of Jerusalem must be respected and fully preserved." A large number of Indians visit Jerusalem, which among several holy sites also houses the Al Zawiyya Al Hindiyya — the Indian Hospice. The historic place is associated with the Indian Sufi saint Baba Farid and is located inside the Old City of Jerusalem.

Earlier this month, Palestinian-American journalist Shireen Abu Akleh was killed in Jenin Refugee Camp on West Bank. Both Israeli and Palestinian sides have blamed the other side for her death. New reports suggest she might have been killed during the Israeli firing. Her death caused a massive global outcry, UN security council calling for a fair and impartial investigation into her killing,

During the statement, Amarnath condemned the "violent attacks and the killing of civilians have continued in Palestine and Israel" which have "resulted in an increasingly high number of casualties, including women and children" calling for "immediate steps must be taken to ensure the complete cessation of violence." He also listed India's contribution to UNRWA or United Nations Relief and Works Agency for Palestine Refugees in the Near East. It is a UN agency that supports the relief and human development of Palestinian refugees. India has contributed $2 million over 4 years to the body, and in addition, pledged $5 million for UNRWA's program budget for this year.

We appeal for the status-quo to be maintained in Masafer Yatta in the interest of peace and stability." Masafer Yatta comes under area C, which means it is under full Israeli military and civilian control. Her death caused a massive global outcry, UN security council calling for a fair and impartial investigation into her killing, During the statement, Amarnath condemned the "violent attacks and the killing of civilians have continued in Palestine and Israel" which have "resulted in an increasingly high number of casualties, including women and children" calling for "immediate steps must be taken to ensure the complete cessation of violence." He also listed India's contribution to UNRWA or United Nations Relief and Works Agency for Palestine Refugees in the Near East. It is a UN agency that supports the relief and human development of Palestinian refugees. India has contributed $2 million over 4 years to the body, and in addition, pledged $5 million for UNRWA's program budget for this year. Veteran journalist shot in the head during Israeli raid, calls grow for an Independent probe

Calls mounted Wednesday for an independent investigation into the killing of veteran Al Jazeera journalist Shireen Abu Akleh, who was shot dead as she covered an Israeli army raid in the occupied West Bank.

The Qatar-based TV channel charged that Israeli forces deliberately and "in cold blood" shot Abu Akleh, 51, a Palestinian-American and a Christian, in the head during the unrest in the Jenin refugee camp.

Israel's Prime Minister Naftali Bennett said it was "likely" that "armed Palestinians -- who were indiscriminately firing at the time -- were responsible for the unfortunate death of the journalist".

Another Al Jazeera journalist, producer Ali al-Samudi, was wounded in the incident in which both wore helmets and vests marked "Press". He later said no Palestinian fighters were nearby, stressing that otherwise "we would not have gone into the area".

Defence Minister Benny Gantz later said that "the preliminary investigation conducted by the (army) in the last several hours indicate that no gunfire was directed at the journalist –- however, the investigation is ongoing."

Army chief Aviv Kohavi said, that "at this stage, it is not possible to determine the source of the gunfire which hit her".

The European Union urged an "independent" investigation into her death, while the United States' envoy to the UN, Linda Thomas-Greenfield, called for the killing to be "transparently investigated."

The office of the UN human rights chief Michelle Bachelet said it was "appalled", and also called for "an independent, transparent investigation."

Asked about Israel's openness to an international investigation, army spokesman Amnon Shefler said the military's internal investigative systems were "robust" and that it would conduct its own probe.

Shefler told reporters that Israel "would never deliberately target non-combatants," calling Abu Akleh's death "a tragedy that should not have occurred."

Israel has however publicly offered to participate in a joint investigation with the Palestinian Authority.

There were no immediate indications on whether the PA would agree to a joint probe.

Abu Akleh's body was in Ramallah on Wednesday evening, where thousands were carried her remains around the West Bank city, chanting "thank you, dear Shireen."

In a sign of her prominence in the West Bank, residents laid flowers on the roadside as the vehicle carrying her body moved towards Nablus, where an autopsy was conducted before her eventual burial in her native Jerusalem.

Al Jazeera said in a statement that "the Israeli occupation forces assassinated in cold blood Al Jazeera's correspondent in Palestine".

The Palestinian Authority said it held Israel "responsible" for Abu Akleh's killing.

The Israeli army released a video showing Palestinian gunfire in the Jenin camp early Wednesday, but not in the precise spot where Abu Akleh was killed.

An AFP photographer reported that Israeli forces were firing in the area, and that he then saw Abu Akleh's body lying on the ground, with no Palestinian gunmen visible at the time.

The Israeli army has stepped up operations in Jenin, a historic flashpoint in the Israeli-Palestinian conflict, in recent weeks.

Several of the suspects blamed for deadly attacks on Israelis were from the area.

Witnesses in Jenin said Wednesday that the Israeli army had been targeting the home of an Islamist operative, with an apartment's heavy metal door blown off its hinges.

Majid Awais, a witness, told AFP that Abu Akleh "turned in panic" when she saw her colleague Samudi was shot, and that she was struck by the fatal bullet moments later.

Her death came nearly a year after an Israeli air strike destroyed a Gaza building that housed the offices of Al Jazeera and news agency AP.

Tensions have risen in recent months as Israel has grappled with a wave of attacks which has killed at least 18 people since March 22, including an Arab-Israeli police officer and two Ukrainians.

A total of 31 Palestinians and three Israeli Arabs have died during the same period, according to an AFP tally, among them perpetrators of attacks and those killed by Israeli security forces in West Bank operations.

In the latest unrest targeting Israeli forces, a West Bank Palestinian attempted to stab a police officer in Jerusalem's Old City late Wednesday.

Officers opened fire, leaving the attacker with serious injuries, police said.

The latest Palestinian death was an 18-year-old killed by Israeli troops during clashes near Ramallah on Wednesday. The army said its forces had used rubber bullets to suppress unrest.
