US Secretary of State Mike Pompeo on Monday expressed hope that India will support its efforts in Venezuela by not purchasing oil from the “authoritarian” Maduro regime.

“We are asking the same thing of India as we are of every country: Do not be the economic lifeline for the Maduro regime. So we talked about (Venezuela) – I certainly won’t characterize the conversations; they’re private conversations,” Pompeo said in response to a question.

“In the same way that India has been incredibly supportive of our efforts in Iran, I’m confident that they too understand the real threat to the Venezuelan people. We had a good conversation around that,” Pompeo said.

At a news conference, Pompeo said the nations that support Venezuelan President Nicolas Maduro are, by the nature of this “illegitimate” regime, carrying out the very foreign interventionism of which they accuse others.

“Today, the United States is drawing a clear line between those who aid the forces of repression and those who give life to the Venezuelan people’s democratic dreams. There is no ambiguity here about the truth,” he said.

Similar kind of warning to other nations was issued by US National Security Adviser John Bolton.

“The United States will not stand idly by while foreign financial institutions facilitate illegitimate transactions that benefit Maduro and his cronies, and perpetuate the corruption that has devastated Venezuela,” he said.

Earlier in the day, the Treasury sanctioned a Russia-based bank attempting to circumvent US sanctions on Venezuela’s state-owned oil company PDVSA. It sanctioned Evrofinance Mosnarbank, a Moscow-based bank jointly owned by Russia and Venezuela, for being involved in facilitating illegitimate transactions that prolong Maduro’s usurpation of democracy, it said.

“The illegitimate Maduro regime has profited off of the suffering of the Venezuelan people,” said US Treasury Secretary Steven Mnuchin.

“This action demonstrates that the United States will take action against foreign financial institutions that sustain the illegitimate Maduro regime and contribute to the economic collapse and humanitarian crisis plaguing the people of Venezuela,” he said.

In another tweet, Bolton asked international banks not to have a relationship with the Maduro regime.

“Bankers: Do not help Maduro and his accomplices steal the assets of the Venezuelan people. The United States is watching. The world is watching. The Venezuelan people are watching,” he said.

Electrical service once again has been restored in parts of Caracas after the <a href="http://www.wionews.com/world/at-least-15-dialysis-patients-die-in-venezuelas-blackout-ngo-202260">blackout that began last week</a> affecting more than half the country's states, according to reports from local residents.

Caracas Mayor Erika Farias told Venezuela's Telesur television that electric power has been "progressively" restored starting early Sunday after the <a href="http://www.wionews.com/world/venezuelas-maduro-blames-us-weapons-for-massive-blackout-202264">blackout last Thursday</a> - more than 72 hours ago - affected much of the country.

She said that there could still be "fluctuations" in electric power, as have been registered over the past 48 hours in some parts of Venezuela.

However, in the states of Zulia, Aragua, Carabobo, Tachira and at least 11 more of the country's 23 states, residents are still in the dark.

Last Thursday, after the blackout first hit, Electric Energy Minister Luis Motta Dominguez said publicly that the country's main hydroelectric facility - the Guri plant - had been "sabotaged."

Guaido's return, details of which his team have kept under wraps, could become the next flashpoint in his duel with Maduro as he seeks to keep up momentum and spur his international backers to further isolate the socialist government.

His arrest could allow the opposition to highlight how the Maduro administration represses political foes and prompt the United States to impose even harsher sanctions. But it could also strip the opposition of a public figurehead who has brought unity after years of infighting.

Guaido, who is recognized as Venezuela's legitimate head of state by most Western countries, said on Sunday he would undertake the "historic challenge" of returning in time to lead protests on Monday and Tuesday during the Carnival holiday period, an unusual time for demonstrations.

By 10.30 am local time, Guaido still had not appeared in Caracas, though in a recorded message posted on his Twitter account he said he was en route to his home and he would be with "the men and women I most admire" in a few hours.

"Upon my arrival, whatever path the dictator takes, we are going to continue," he said.

Guaido secretly left Venezuela for Colombia, in violation of a Supreme Court order, to coordinate efforts there on February 23 to send humanitarian aid into Venezuela to alleviate widespread shortages of food and medicine.

But troops loyal to Maduro blocked convoys of aid trucks sent from Colombia and Brazil, leading to clashes that killed at least six people along the Brazilian border, rights groups say.

From Colombia, he then travelled to Argentina, Brazil, Ecuador and Paraguay to shore up Latin American support for a transition government that would precede free and fair elections.

On Sunday, he departed by plane from the Ecuadorean coastal town of Salinas but has not appeared publicly since, beyond a Twitter broadcast that evening from an undisclosed location.

To arrive in Caracas by Monday morning, he could take commercial flights from Bogota, Panama City or Miami. A Reuters reporter on the one morning flight from Bogota said he was not on it.

Maduro, who has called Guaido a coup-mongering US puppet and denies there is a humanitarian crisis in Venezuela, has said his arrest depends on the justice system.

"He can't just come and go. He will have to face justice, and justice prohibited him from leaving the country," he told ABC News last week.

The United States has warned Maduro of the consequences of arresting Guaido and the Treasury imposed new sanctions on Friday targeting Venezuelan military officials.

His reappearance in Venezuela would pose an immediate challenge to the <a href="http://www.wionews.com/world/russia-tells-us-it-is-ready-for-bilateral-talks-on-venezuela-200893">embattled Maduro,</a> who will have to decide whether to arrest him for defying a travel ban -- thereby provoking strong international condemnation -- or allow him to enter unmolested, which would undermine his authority, analyst says.

"I'm announcing my return to the country. I am calling on the <a href="http://www.wionews.com/world/us-sanctions-six-venezuelan-security-officials-for-obstructing-aid-200558">Venezuelan people</a> to mobilize all over the country tomorrow at 11:00 am (1500 GMT)," Guaido wrote Sunday on Twitter.

Guaido, who has been recognized by more than 50 countries as Venezuela's interim president, did not say how or when he would return, though speculation is rife that a flight from the Colombian capital Bogota to Caracas is the most likely route.

However, it's possible that he plans to slip across the border with Colombia in the same way he left Venezuela, claiming on that occasion that he had help from Maduro's military.&nbsp;

In a second tweet, Guaido said he would provide an account of his tour and announce the opposition's "next actions" on social networks at 8:30 pm (0030 GMT Monday).

Guaido held talks in Salinas - a coastal resort town west of Guayaquil - on Saturday with President Lenin Moreno, and met with Venezuelan refugees. 
On Sunday around noon he flew out of Salinas without revealing his destination.

Defying a Venezuelan government travel ban, Guaido slipped across the border to Colombia on February 23 in an attempt to escort in truckloads of international humanitarian aid. While in Colombia he met with visiting US Vice President Mike Pence.&nbsp;

The 35-year-old political newcomer then traveled to Brazil, where he met the &nbsp;country's new right-wing president, Jair Bolsonaro, and on Friday traveled to Paraguay and Argentina.

In a poke at Maduro during his trip, he said he was invited to visit Chile later this month.

Guaido, who heads the opposition-led National Assembly, stunned the world on January 23 when he proclaimed himself Venezuela's acting president after the legislature declared Maduro a usurper and illegitimate over his May 2017 re-election, which was widely criticized as fraudulent. Maduro's new term in office began on January 10.

Guaido wants to oust Maduro and set up a transitional government ahead of new elections.

Guaido "must return to Venezuela and continue to press internally, as the international support is enormous," Eufracio Infante, 64, a Venezuelan lawyer and history teacher, told AFP.

"We are facing a very delicate situation and every minute we are approaching an outcome we hope will not be catastrophic," he said.

Maduro -- who retains the support of Venezuela's powerful military -- enjoys strong support from Russia, which accuses Washington of interventionism, and China, which is concerned over the fate of billions of dollars in loans to Maduro's regime.&nbsp;

The socialist president warned last week that Guaido should "respect the law" and would have to "face justice" if he returns to the country. 
Guaido said last week he intended to return to Venezuela "despite threats" to arrest him. The United States and other allies have expressed concern for his safety.

"The challenge has gone very far," political analyst Luis Salamanca told AFP. "If he comes in and they stop him, it will generate strong internal reaction as well as internationally. Maduro is at permanent risk."

European Union Foreign Policy chief Federica Mogherini warned on Saturday that any measure that would put at risk Guaido's "freedom, safety or personal integrity would represent a major escalation of tensions and meet the firm condemnation of international community."

"Guaido has grown so much politically that they haven't been able to touch him, in the traditional ways ... which is to put him in prison or force him to flee the country, harass him," said Salamanca.

Separately, Chile's President Sebastian Pinera sharply criticized UN rights commissioner Michelle Bachelet - Chile's president 2006-2010 and 2014-2018 - on Sunday for failing to condemn Maduro for human rights violations.

Pinera, a Chilean billionaire elected president for the second time in 2017, is a key supporter of Guaido, and joined the Venezuelan opposition leader in Cucuta, Colombia last weekend in a failed attempt to send international humanitarian aid into Venezuela.

Pinera said in an interview published in the El Mercurio newspaper that Bachelet's predecessor at the UN, Zeid Ra'ad Al Hussein of Jordan, "was much clearer, more categorical in condemning human rights abuses."
