The Vatican spoke out on Wednesday against the United States' decision to no longer consider Israeli settlements illegal, joining stiff international criticism of the policy reversal.

Without naming the US, the Holy See said in a statement that "recent decisions ... risk undermining further the Israeli-Palestinian peace process and the already fragile regional stability."

"The Holy See reiterates its position of a two-state solution for two peoples, as the only way to reach a complete solution to this age-old conflict," the Vatican said.

On Monday, US Secretary of State Mike Pompeo announced that the Israeli settlements were "not, per se, inconsistent with international law," breaking with UN Security Council resolutions declaring the settlements to be illegal as they are built on occupied Palestinian land.

The policy shift puts the US at odds with virtually the whole of the rest of the international community, and criticism came on Tuesday from the European Union, the United Nations and the Arab League.

Courts in Israel have declared most major settlements legal.

More than 600,000 Israelis live in settlements in east Jerusalem and the West Bank, alongside more than three million Palestinians. The settlements remain one of the thorniest issues in the decades-long Israeli-Palestinian conflict.

The Holy See said it supported Israel's right to live in peace and security within the borders that are recognised by the international community and supported "the same right that belongs to the Palestinian people, which must be recognised, respected and implemented."

Israel has welcomed the US decision, with Prime Minister Benjamin Netanyahu saying he was "very moved" by Pompeo's announcement.

US President Donald Trump's administration had "corrected a historic injustice and lined up with truth and justice," Netanyahu said.

Pope Francis, who arrived on Wednesday in Thailand ahead of a visit to Japan, has not himself directly addressed the issue.

The Vatican's top financial investigator charged with investigating money laundering and other such crimes has left his post after the non-renewal of his contract, the Holy See said on Monday.

Rene Bruelhart, a Swiss lawyer, had worked for the Vatican's financial watchdog, the Financial Information Authority (FIA), since 2012.

"Thanking him for his service in recent years (the Holy Father) has appointed his successor," the Vatican said in a statement, saying that Bruelhart's mandate had expired.

The agency's new head will be announced after Pope Francis' return to Italy on November 26 from a trip to Asia. The new investigator is someone with a "high professional profile and accredited competence at the international level," the Vatican said.

Bruelhart's departure comes after the number two official at the authority, the Italian Tommaso Di Ruzza, was suspended amid an ongoing probe into a transaction involving the purchase of a luxury building in London financed by church donations.

Di Ruzza, whom Bruelhart had strongly defended, was suspended from his functions last month along with four others, his office raided and his computer and documents seized by police.

The FIA is an anti-money laundering authority designed to lend transparency to operations by the Institute of Religious Works (IOR), which acts, among other roles, as the Vatican Bank.

The IOR, which has been embroiled in a series of political and financial scandals over the past few decades, handles the accounts of Vatican employees as well as clerics, religious congregations and diplomats affiliated with the Holy See.

Pope Emeritus Benedict XVI (2005-2013) launched a clean-up of the authority during his papacy, continued by Pope Francis, which has to date resulted in the closure of nearly 5,000 suspect bank accounts.

Before his arrival at the Vatican, Bruelhart -- nicknamed "James Bond" by the press -- headed Liechtenstein's financial intelligence unit, bringing that financial centre in line with international norms. Previously, he helped repatriate to Iraq assets that Saddam Hussein had placed abroad.

Bruelhart's arrival at the Vatican was met by opposition from members of the old guard at the notoriously secret institution, precipitating Pope Francis' decision in 2014 to do away with the FIA's governing council, made up of five Italians.

A Kerala nun has approached the Vatican, the highest seat in the Roman Catholic church hierarchy, against her dismissal from her congregation.

Sister Lucy Kalappura, one of the nuns who protested against the rape-accused bishop, Franco Mulakkal last year, has written to Congregation of Oriental Churches in the Vatican against her dismissal from Franciscan Clarist Congregation (FCC) and seeks to present her case before Pope Francis

"I will be granted an opportunity to present my case to Pope Francis... I rest my firm faith with the Tribunal that I will not be disowned and allowed to be destroyed for being faithful to my calling and responsive to the call of my spiritual conscience," Kalappura stated in the letter.

Sister Lucy was expelled by the FCC in August this year. Earlier, the congregation termed as "grave violations" the nun buying a car on loan, possessing a driving license, publishing a book and spending money without her superiors' permission.

Sister Lucy dismissed the charges, saying many of them were a "deliberate attempt to paint her in bad light."

She now seeks an opportunity to appear in person before a tribunal which would consider her appeal against the Congregation's decision.

"I fervently hope that the honourable members of the Tribunal would appreciate the truth that I am a collateral victim of this Franco Mulakkal scandal, in regard to which the mettle of the Church's commitment to truth and justice is being tested in full public view," her letter read.

In January this year, she was served the first warning letter by the Superior General of the Congregation, followed by two more in February and March for violating the vow of obedience.

Bishop Mulakkal, a senior member of the Roman Catholic clergy in India, was arrested last year following allegations by a nun that he repeatedly raped and sexually assaulted her at a Kuravilangad convent between 2014 and 2016, a charge that he denies.

The prelate is currently out on bail.

Expelled Kerala nun writes to Vatican against dismissal from congregation

An assembly of Roman Catholic bishops from the Amazon on Saturday proposed that married men in the remote area be allowed to be ordained priests, which could lead to a landmark change in the Church's centuries-old discipline of celibacy.

The proposal, made in a final document from a three-week assembly, known as a synod, passed by 128 votes in favour to 41 against.

Pope Francis will consider it, along with many other proposals on issues including the environment and the role of women, in a future document of his own, known as an Apostolic Exhortation.

Separately, when he closed the synod's final working session earlier on Saturday, Francis announced that he would reconvene a commission to study the history of women deacons in the early centuries of the Catholic Church, responding to calls by women that they are allowed to take up the role today.

But the issue of a married priesthood for the Amazon region was by far the most contentious item in the 120-paragraph final document.

The proposal calls for married men who are already deacons in the Church, have a stable family relationship, and are proven leaders in their communities to be ordained as priests.

It said the ordination to the priesthood would have to be preceded by an "adequate formation".

This solution to the shortage of priests, backed by many South American bishops, would allow Catholics in isolated areas to attend Mass and receive the sacraments more regularly.

At least 85% of Amazon villages cannot attend Mass every week and some cannot do so for years.

Conservatives oppose the change, fearing it would be a slippery slope leading to a married priesthood throughout the 1.3 billion-member Church.

They fear that if one part of the Church was allowed to ordain married men as an exception, there would be nothing to stop other areas with a shortage of priests doing the same, even in developed countries.

A CBS News poll last year said nearly 70 per cent of American Catholics favour letting priests marry.

The document said that some bishops in the synod thought the issue should be discussed on a universal basis.

Women Deacons

Conservatives are also opposed to women deacons, saying the diaconate is linked with the male priesthood.

Many deacons in the Church around the world today are married men.

Deacons, like priests, are ordained ministers. They may not celebrate Mass, but they may preach, teach in the name of the Church, baptise and conduct wedding, wake and funeral services and even run a parish with the permission of a bishop.

In his closing comments to the synod, Francis said: "We still have not grasped the significance of women in the Church."

Scholars have debated the precise role of women deacons in the early Church.

Some say they ministered only to other women, such as at immersion rites at baptism and to inspect the bodies of women in cases where Christian men were accused of domestic violence and brought before Church tribunals.

Others believe women deacons in the early Church were fully ordained and on a par with the male deacons at the time. The Church did away with female deacons altogether in later centuries.

A commission that handed its report to the pope this year was inconclusive. Francis, who ends the synod ceremoniously with a Mass in St Peter's Basilica on Sunday, gave no details on when the new commission would start its work.

Francis and his predecessors have ruled out allowing women to become priests.

But advocates of women priests see a female diaconate might eventually make it easier for a future pope to study the possibility of women priests.

Vatican synod proposes ordaining married men as priests in the Amazon

Tens of thousands of Catholic faithful flocked to a football stadium in Brazil Sunday to celebrate the Vatican's canonization into sainthood of Sister Dulce Lopes Pontes, dubbed the "mother of the poor."

Sister Dulce, as she is affectionately known in the world's biggest mostly Catholic country, was one of five people elevated by the pope to the highest position within the church on October 13.

But for many devotees in hot and humid Salvador, where Sister Dulce was born in Brazil's northeast in 1914, the nun was a saint long before the Vatican recognized her two "miracles".

"Now, everyone sees her as a saint. But for all the work that she did, for us, she was always a saint," Creusa Costa, 59, told AFP, as she decorated a statue of Sister Dulce with flowers at the entrance of her sanctuary in a poor neighborhood of the capital of Bahia state.

Most new saints must have two "miracles" to their names, usually, scientifically inexplicable healings, attributed to prayers.

Sister Dulce, who died in 1992, is the first Brazilian-born female saint.

She is credited with stopping a woman from haemorrhaging after giving birth and returning the vision of a man who had been blind for years.

In the week since the Vatican ceremony, the number of people paying homage to Sister Dulce at her shrine in the coastal city has surged.

Believers from across the country take pictures of the white and blue habit worn by the nun when she was buried or talk to her in the room where her remains are kept beneath a ceramic replica of her body.

"She is in heaven, but she's looking after us even more than when she was here," said Maria Silva de Oliveira, who along with Creusa, was involved in decorating the Fonte Nova football stadium, one of the venues for the 2014 World Cup, for a special ceremony organized by the Salvador Archdiocese.

De Oliveira had planned to attend the Vatican sainthood event, but changed her mind after suffering indigestion, which she says "was a message from Sister Dulce."

Born into an upper-middle-class family in Salvador, Sister Dulce started a health clinic for poor workers and opened a school, a hospital, and an orphanage, as well as care centres for the elderly and disabled.

The nun, dubbed the "good angel of Bahia", was a member of the Missionary Sisters of the Immaculate Conception.

She was nominated for the Nobel Peace Prize in 1988.

The year before her death she was visited in hospital by Pope John Paul II, who called her work "an example for humanity".

Since her rise to sainthood, Sister Dulce's face has been plastered all over Salvador, a popular tourist destination.

It appears on signs, T-shirts, hats, rosaries, cups and even the wrapping of sweet Christmas bread.

Multicoloured ribbons that usually pay homage to Senhor do Bomfim, or Lord of the Good End, a representation of Christ revered by Catholics as well as practitioners of the African-rooted Candomble religion, now also carries the name of "Saint Dulce of the Poor."

Pope Francis will canonise five new saints on Sunday, including Sister Mariam Thresia from Kerala, India.

Minister of state for external affairs, V Muraleedharan, who himself is from the southern Indian state of Kerala, will be representing India during the ceremony.

She will be canonised on Sunday morning at Mass in St Peter's Square along with Cardinal John Henry Newman, Giuseppina Vannini, Dulce Lopes Pontes, and Marquerite Bays.

According to the Vatican, she had "mystical experiences, including the gift of healing and prophecy".

Born in 1876, and named after Saint Teresa of Avila, she was the founder of Congregation of the Holy Family of Thrissur district in Kerala.

In 2000, on April 9, Sister Thresia was beatified by Pope John Paul II. Beatification is the first step towards canonisation and permitting public veneration.

According to the Vatican, she received stigmata or appearance of bodily wound corresponding to crucifixion wounds of Jesus Christ around wrists and feet, something she kept as a secret.

Many miraculous cures have been linked to her including of one Mathew Pellissery who had congenital club feet but was cured after praying and invoking the help of Sister Mariam Thresia. Mathew's case was examined by the Vatican that played a role in Sister Mariam Thresia's sainthood.

Prosecutors have urged Australia's High Court to refuse to hear a final appeal by former Vatican treasurer George Pell against his convictions for sexually abusing two 13-year-old boys in the late 1990s.

In opposing arguments put by Pell's lawyers to Australia's highest court, prosecutors said there was no error in the approach taken by the Victorian state Court of Appeal.

The state appellate court upheld Pell's convictions, in a 2-1 ruling in August, on five charges of abusing the two boys at St Patrick's Cathedral in Melbourne when he was archbishop there.

"The appeal raises no question of law of public importance," the prosecutors said in a filing to the High Court on Tuesday. The facts of the case were "carefully and thoroughly explored by the majority of the Court of Appeal", they said.

Pell's lawyers have seven days to respond, after which a panel of High Court judges will decide whether to hear the appeal, a High Court spokesman said. That decision can be made just on the submitted applications or following a hearing.

The earliest the case could be heard would be in 2020, should the court decide to take on the appeal.

Pell is the highest-ranking Catholic worldwide to be convicted of child sex offenses. He was jailed in March for six years and will be eligible for parole in October 2022, when he will be 81.

Two of the three judges at the Victorian appeal court ruled that "it was open to the jury to be satisfied beyond reasonable doubt that Cardinal Pell was guilty of the offenses charged".

Pell's lawyers argued at his trial that it was impossible for him to have committed the offenses in light of all the activity that went on after mass in the priests' sacristy area of the cathedral, where the offences were said to have occurred.

Pell's lawyers said in his leave to appeal to the High Court that the Court of Appeal's majority, in believing his accuser, had incorrectly shifted the burden of proof to the defense to show that the offenses were impossible.

Prosecutors said in response "there was little evidence that approached what could be described as an 'alibi'" and the account of Pell's accuser was backed by evidence, including his detailed description of the priests' sacristy, which was off-limits to choirboys.

The global spotlight has recently been on the world's largest rainforest, which is vital for the planet but is suffering from its worst outbreak of fires in years, due in part to an acceleration in deforestation.

The working document for the "synod", which mainly brings together bishops from nine Pan-Amazonian countries, denounces in scathing terms social injustices and crimes, including murders, as well as suggesting a Church action plan.

"Listen to the cry of 'Mother Earth', assaulted and seriously wounded by the economic model of predatory and ecocidal development... which kills and plunders, destroys and devastates, expels and discards," the 80-page document says.

The run-up to the three-week synod, or assembly, saw some 260 events held in the Amazon region involving 80,000 people, in a bid to give the local populations a voice in the document.

Among those attending the synod as an observer is Sister Laura Vincuna, a missionary trying to protect the territories of the Caripuna indigenous people in the Brazilian Amazon.

"Help us defend our motherland, we have no other home!" she said on Saturday.

"Earth, water, forest: without these three elements nobody can do anything," she said on the eve of the synod.

Controversial ideas

Sunday's gathering comes as Brazilian President Jair Bolsonaro, a climate-change sceptic, told the United Nations that the world's media were lying about the Amazon, and attacked indigenous leaders as tools of foreign governments.

In his 2015 encyclical on ecology and climate change "Laudato Si", Francis denounced the destruction of the Amazonian rainforest in the name of "enormous international economic interests".

Last year the world's first Latin American pope visited Puerto Maldonado, a village in southeastern Peru surrounded by the Amazon jungle, to meet thousands of indigenous Peruvians, Brazilians and Bolivians.

That trip was the first step towards this synod, which opens Sunday with a mass in St. Peter's Square.

Francis' hopes of bringing the Catholic faith to far-flung populations will also see the bishops gathered in Rome debate a highly controversial proposal -- allowing married men to become priests.

The issue deeply upsets some traditionalists, who argue that making an exception for the Amazon would open the door to the end of celibacy for priests, which is not a Church law and only dates back to the 11th century.

The German Catholic Church in particular, which has an influential progressive wing, has been hotly debating the subject.

The synod, which runs until October 27, will also reflect on making official roles for women, who already play a central part in the Amazonian Church.

Of the 184 prelates at the synod, 113 hail from the Amazonian region, including 57 from Brazil.

Others taking part include 17 representatives of Amazonian indigenous peoples and ethnic groups, and 35 women -- who will not have the right to vote on the final document.

Pope Francis installed new cardinals on Saturday, putting his stamp on the future of the Roman Catholic Church with men who share his vision for social justice, the rights of immigrants and dialogue with Islam.

Ten of the 13 bishops elevated to the high rank are under the age of 80 and so are eligible to vote in a conclave to elect a new pope from their ranks.

Francis has now appointed more than half of the 128 cardinal electors, increasing the possibility that the next pope will continue his progressive policies.

Over six years he has appointed more cardinal electors than those still alive who were named by former Pope Benedict and the late Pope John Paul combined.

At a ceremony in St Peter's Basilica, known as a consistory, Francis gave the new cardinals their trademark red biretta, or hat, and asked them to always be compassionate with others and loyal.

The geographical distribution of the new cardinal electors reflects Francis's desire to give more clout to small national churches outside of Europe and North America, countries on the periphery of world political power. Nearly 50 per cent of the cardinal electors now come from the developing world.

Pope installs new cardinals, puts another stamp on Church future

Pope Francis will travel to Thailand in November, the Vatican said Friday, in a visit to Asia that will sweep in the Japanese cities of Hiroshima and Nagasaki which were both decimated by atomic bombs in 1945.

It has been nearly four decades since a pontiff visited Thailand and Japan, both Buddhist-majority countries.

The late Pope John Paul II went to Japan -- where Shinto and Buddhism are the main religions -- in 1981, and he travelled to Thailand three years later where he met with the late King Rama IX and the Queen Mother.

The current pontiff will travel to Thailand from November 20-23, and then Japan to November 26, the Vatican said.

In Bangkok, Pope Francis will "preside at religious ceremonies and pastoral visits to Catholic communities," said a press statement from the Catholic Bishops' Conference of Thailand.

He would hold "two masses", added Monsignor Vissanu Thanya-anan of the Catholic Bishops Conference of Thailand.

The four-day papal visit will mark the 350th anniversary of the founding of the "Mission de Siam", which was first established by Pope Clement IX in 1669.

Today, the 388,000-strong Christian community makes up an estimated 1 per cent of the population in Thailand, with the majority residing in the north and many within ethnic minority groups like the Jarai and the Akha.

Embattled ethnic groups, like the Montagnards who fled religious persecution in neighbouring communist Vietnam, also reside in Thailand seeking asylum.

Sister Ana Rosa Sivori, the Pope's second cousin who runs a Catholic girls' school in northeast Thailand, said his visit to a Buddhist-majority Thailand is meant as an outreach to other religions.

"This visit shows his desire... to bring a message of peace," she told AFP, adding that she would be with her cousin during the Bangkok visit and hopes for some "private" time.

A-bomb sites

The Vatican also provided more details of a visit to Japan, which was announced in January. The Pope had wanted to work in the country as a missionary in his youth but the plan was abandoned following a lung operation.

Japan is home to some 450,000 Catholics and 510,000 Protestants.

"During the latter visit, the Holy Father will visit Tokyo, Nagasaki, and Hiroshima," said the statement, adding that an official schedule will be provided on a later date.

Hiroshima and Nagasaki were decimated after the US dropped nuclear bombs at the end of World War II in 1945.

More than 140,000 people were killed in Hiroshima, while the port city of Nagasaki suffered a death toll of 74,000.

The Pope has referenced the bombings in the past.

In January last year, he printed cards with a 1945 photo of victims of the Nagasaki bombing, inscribing the words "the fruit of war" in Italian on the card above his signature.

The photo, captured by American photographer Joe O'Donnell, showed a young boy standing ramrod straight carrying his dead younger brother on his back while waiting for his turn at a cremation site.

Since Pope Francis' election six years ago, he has made two trips to Asia, visiting the Philippines and Sri Lanka in 2014, followed by Myanmar and Bangladesh in 2017.

In Dhaka, he met with Rohingya refugees who fled from Myanmar following a brutal military crackdown, which UN investigators have said amounts to "genocide".

Referring to the Muslim minority group as "Rohingya", he asked for their forgiveness for their persecution -- his words sparking great controversy in neighbouring Myanmar, where they are reviled as so-called "Bengali" illegal immigrants.

Pope Francis on Tuesday returned to Rome after a weeklong visit to Africa, with stops in Mozambique, Madagascar and Mauritius -- a prosperous island nation where he urged citizens to welcome migrants in search of a better life.

Jude Law brought the follow-up to "The Young Pope" to the Venice Film Festival on Sunday, presenting a glimpse of his return in the Paolo Sorrentino-directed papal drama, which at one point sees him wearing just "a napkin".

The second series, called "The New Pope", sees Law reprise the role of Lenny Belardo, who becomes Pius XIII, the first American pope in history.
After Law`s character falls into a coma, the sophisticated John Brannox, played by Hollywood actor John Malkovich, is elected to the papal throne, taking the name John Paul III.

Two episodes out of the series` nine screened at the festival, which runs until Saturday. A teaser trailer shows Law strolling down a beach wearing white swimwear and surrounded by women. He is mirrored by Malkovich, who walks through the Vatican in full papal garb.

"You`ll be surprised to know that those swimming trunks actually weren`t the smallest costume I got to wear," Law told a news conference on Sunday.
"There`s actually one scene where I was wearing a napkin. I have a photo of it because it was truly the smallest costume I was ever given."

In the drama, miracles appear to take place and both popes have to learn to co-exist.

"The main inducement was to work with Paolo Sorrentino," Malkovich said of joining the project.

"The Vatican or even religious things in general are probably not a primary field of interest for me, but I thought he made it very interesting in the first series in a way that was quite unexpected and something with a very unique vision."

Pope Francis arrived late for his weekly address in St. Peter's Square on Sunday, explaining that he had been stuck in an elevator in the Vatican for 25 minutes and had to be freed by firefighters. "I have to beg your pardon," the smiling pontif said as he started the address about 10 minutes late. He then explained that there had been a electrical power problem in the Vatican and that he had been stuck in the elevator until freed by Vatican fire officers. "A round of applause for the fire brigade," he told the crowd.

A Chinese Catholic bishop has been ordained with the joint approval of the Pope and Beijing for the first time under an agreement intended to encourage a rapprochement between China and the Holy See.

China's roughly 12 million Catholics have for decades been split between a government-run association, whose clergy were chosen by the atheist Communist Party, and an unofficial underground church loyal to the Vatican.

But under the terms of the deal agreed in September last year, both Beijing and the Vatican will now have a say in appointing Catholic bishops.

China's official church, the Chinese Catholic Patriotic Association, said Yao Shun was ordained as bishop of the diocese of Ulanqab in north China's Inner Mongolia Autonomous Region on Monday.

The law in China requires priests and bishops to register and align with the country's official church.

But the Vatican said the bishop, who it named as Antonio Yao Shun, had also "received the Papal Mandate" at the ordination, according to a statement by Matteo Bruni of the Holy See press office.

It said the ordination was the "first to take place in the framework of the Provisional Agreement between the Holy See and the People's Republic of China", which severed diplomatic relations in 1951.

According to a report in the state-run Global Times on Wednesday, China faces a shortage of bishops, with around a third of the 98 dioceses having no bishops and many older ones set to retire.

State media reports said another Chinese bishop was set to be ordained Wednesday, although the official church did not confirm this.

Pope Francis recognised seven clergy appointed by China as part of the September deal, despite fears the accord would be used by Beijing to further crack down on worshippers outside the official church.

"The consecration of Father Yao Shun is good news for the Vatican," said Ian Johnson, an author who writes on Chinese religion.

"This was someone they wanted installed in office and now Beijing has allowed that to happen. It shows that the compromises are not all one-way, which is how some of the Pope's critics have portrayed the deal."

Although ties have improved as China's Catholic population grows and the Vatican intensifies efforts to restore relations, tensions remain.

The Vatican is the only European diplomatic ally of self-ruled Taiwan, which is viewed by China as a breakaway province awaiting reunification.

In June, the Vatican called for Beijing not to intimidate Catholics who were still choosing to worship at underground churches that refuse to swear allegiance to the official state church.

Recent years have also seen a clampdown on religious worship in China on multiple fronts, with churches destroyed in some regions and restrictions on the sale of Bibles.

The agreement met with fierce criticism from some quarters when it was announced last year.

Hong Kong's outspoken Cardinal Joseph Zen said at the time that the deal was "a major step toward the annihilation of the real Church in China".

First bishop ordained in China under Vatican deal

The Vatican on Monday reaffirmed Catholic teaching that priests cannot reveal what they learn in confession, in an apparent response to moves in Australia and elsewhere to force them to do so in cases of sexual abuse.

A document from the Vatican's Apostolic Penitentiary, which deals with issues of the sacrament of confession, said no government or law could force clergy to violate the seal "because this duty comes directly from God."

The document, which did not mention any countries or the sexual abuse crisis, complained of a "worrying negative prejudice against the Catholic Church".

Most countries' legal systems respect the religious right of a Catholic priest not to reveal what he has learned in confession, similar to attorney-client privilege.

But the sexual abuse crisis that has embroiled the Catholic Church around the world has seen this right challenged more frequently.

In Australia, an inquiry into child abuse recommended that the country introduce a law forcing religious leaders to report child abuse, including priests told of it during confession.

So far, two of Australia's eight states have introduced laws making it a crime for priests to withhold information about abuse heard in confession. Others are still considering their response.

In May, the California state Senate passed a bill to require the seal of confession to be broken if priests learn of or suspect sexual abuse while hearing the confession of a fellow priest or a colleague such as a Church worker.

Church leaders in both the United States and Australia have opposed such laws and the document backed them up unequivocally.

"Any political action or legislative initiative aimed at breaking the inviolability of the sacramental seal would constitute an unacceptable offence against the (freedom of the Church)," the document said.

"(The Church) does not receive its legitimacy from individual States, but from God; it (breaking the seal) would also constitute a violation of religious freedom, legally fundamental to all other freedoms, including the freedom of conscience of individual citizens, both penitents and confessors," it said.

The document said a priest could not demand that a penitent turn himself or herself into authorities as a condition for receiving absolution from their sins.

The penitent also cannot free a priest from his obligation to respect the seal of confession, it said.

Vatican says laws cannot force priests to break seal of confession

A Vatican document on Monday said the Church should consider ordaining older married men as priests in remote areas of the Amazon, a historic shift which some say could pave the way for their use in other areas where clergy are scarce.

The recommendation, contained in a working document prepared by the Vatican for a synod of bishops from the Amazon scheduled for October, also called for some kind of "official ministry" for women in the area, although it did not elaborate.

It was the most direct mention ever in a Vatican document of the possibility of a married priesthood, albeit limited, and a greater ministerial role for women in one area of the world.

The document spoke of the possibility of ordaining what are known as "viri probati" - Latin for men of proven character - to deal with the shortage of priests. Such men would be elderly, outstanding members of the local Catholic community and with grown-up families.

"While affirming that celibacy is a gift for the Church, there have been requests that, for the most remote areas of the region, (the Church) studies the possibility of conferring priestly ordination on elderly men, preferably indigenous, respected and accepted members of their communities," the document said.

It said such men could be ordained "even if they already have an established and stable family, in order to guarantee the sacraments that accompany and sustain Christian life."

Only priests can say Mass or hear confessions, meaning that Catholics in isolated communities in the Amazon can go for many months without participating in either of the sacraments.

Monsignor Fabio Fabene, the undersecretary of the Vatican department that organises synods, told Reuters that in responses to questionnaires to bishops in the region, there had been "very widespread" requests for "Viri Probati" to be considered.

Some Catholic scholars have said the approval of "viri probati" in the Amazon may eventually pave the way for their use elsewhere in the world as a response to the shortage of priests.

Pope Francis, in an interview with a German newspaper in 2017, said he was willing to consider ordaining "viri probati" men as priests in isolated communities. He has also mentioned their possible use on remote Pacific islands.

But he ruled out a general opening the priesthood to all married men or watering down the Catholic Church’s commitment to celibacy, seen as a virtue that frees priests to devote their lives fully to serve God.

The synod on Oct 6-27 at the Vatican will include bishops and other representatives, including indigenous peoples, from Brazil, Bolivia, Peru, Ecuador, Colombia, Venezuela, Guyana, Suriname and French Guyana.

At the end of their conference, participants will vote on various articles in a final document, which will then go to the pope, who will decide whether to make it an official Apostolic Exhortation based on the synod meetings.

The document also issues a strong defence for the protection of the environment in the Amazon, deforestation, illegal mining and development projects that threaten native cultures and the delicate ecosystem vital for the planet.

It said such men could be ordained "even if they already have an established and stable family, in order to guarantee the sacraments that accompany and sustain Christian life." Only priests can say Mass or hear confessions, meaning that Catholics in isolated communities in the Amazon can go for many months without participating in either of the sacraments.

Pope Francis paid tribute on Wednesday to Chinese Catholics for holding on to their faith despite "hardships and trials", an apparent reference to Beijing's restrictions on religion.

His comments to tens of thousands of people gathered in St. Peter's Square for his weekly general audience came as the Vatican and China are still in the implementation phase of a landmark deal, signed last September, on the appointment of bishops.

The deal has split Catholics in China and around the world, with some critics of the pope saying he has caved in to the Communist government. The deal's most outspoken critic has been Cardinal Joseph Zen, the former archbishop of Hong Kong.

Francis noted that this Friday would mark a feast day particularly celebrated by Catholics at the shrine of Our Lady of Sheshan, near Shanghai.

"This happy occasion allows me to express special closeness and affection to all the Catholics in China, who, among daily hardships and trials, continue to believe, to hope and to love," he said.

Pope denounces 'hardships and trials' facing Catholics in China

Pope Francis has approved pilgrimages to Medjugorje, a village in Bosnia that is steeped in controversy over whether the Madonna appears to local people, the Vatican said on Sunday.

A statement by spokesman Alessandro Gisotti, said, however, that the official approval should not be interpreted as Church authentication of the alleged apparitions, because more investigation and study was needed.

Six children first reported visions of the Virgin Mary in 1981 in a scenario reminiscent of famous apparitions in the French town of Lourdes in the 19th century and more then 100 years ago in Fatima in Portugal.

In the following years, the Bosnian village became a major pilgrimage site, attracting hundreds of thousands each year and giving many visitors what they say is a renewed sense of spirituality.

The pilgrimages, which include faithful from as far away from North America and Asia, took place although they were not officially authorised by the Vatican.

They also gave locals a steady source of much-needed revenue.

Some of those involved, now adults, say they still experience apparitions regularly, and that the Madonna tells them ahead of time when she will appear to them.

But some Catholics believe the apparitions are a hoax.

Former Pope Benedict set up a commission of theologians and bishops to study the situation.

Its report has not been published but was given to Pope Francis in 2014.

Speaking to reporters in 2017, Francis said investigations are continuing into the first alleged apparitions but he said at the time that he was highly sceptical about claims that they are continuing.

Francis did acknowledge that some people who go to Medjugorje experience spiritual renewal and 'encounter God, change their lives.'

The Vatican`s statement on Sunday said a papal delegate to Medjugorje, Polish Archbishop Henryk Hoser, would ensure that pilgrims who visit the site are aware that Church theologians are still investigating the authenticity of the claims.

South Sudan's warring rivals President Salva Kiir and rebel leader and former vice president Riek Machar will attend a retreat at the Vatican on Wednesday and Thursday, the Holy See said.

The arch-rivals will attend "an occasion for encounter and reconciliation, in a spirit of respect and trust," the Vatican said in a statement on Tuesday.

The Vatican said that the encounter between "those who at this moment have the mission and the responsibility to work for a future of peace and prosperity for the South Sudanese people" had been proposed by the Archbishop of Canterbury Justin Welby.

Participants will receive a Bible at the end of the meeting inscribed with the message "Seek that which unifies. Overcome that which divides," the Vatican added.

South Sudan was born in a blaze of optimism in 2011 after it gained independence from Sudan.

But the rivalry between Kiir and Machar unleashed a civil war in 2013 characterised by brutal violence, rape and UN warnings about ethnic cleansing.

More than 380,000 people have died and four million people have fled their homes.

Holy Men, Unholy Act: How sex abuse scandals have shaken the Church

Pope Francis on Friday enacted sweeping new legislation to protect children from sexual abuse within the Vatican and other Holy See institutions in Rome as well as by its diplomatic corps worldwide.

Previously, the abuse of minors and vulnerable people came under various legal provisions, some of them instituted on an ad hoc basis.

The new provisions mark the first time a unified and rigorous policy for the protection of children, which the Vatican has been demanding from local churches, has been compiled for the headquarters of the Roman Catholic Church.

The changes were issued under the form of an Apostolic Letter, a 12-article law, and a set of detailed guidelines affecting personnel in the Vatican and its related institutions such as pontifical institutes and embassies.

While there are few minors who live inside the Vatican, such as children of security officials, there is a "pre-seminary" on Vatican grounds that houses altar servers, and many children visit Vatican institutions such as the museums every day.

The "pre-seminary," from where some of the teenage boys who study there have gone on to become priests, was hit by a sexual abuse scandal in 2017. It involved one boy alleging that he had been abused by another minor. He said it was made possible by inadequate supervision on the part of adult priests.
The pre-seminary was mentioned specifically in one of the articles of the new legislation.

The over-arching law, which the Vatican first promised to the United Nations Committee on the Rights of the Child in 2013, goes into effect on June 1.

It calls for a Vatican official or employee convicted of abusing a child to be dismissed, sets up procedures for reporting suspected abuse, and imposes more screening of prospective employees to prevent hiring potential abusers.

A top Vatican official says China's government should not fear 'distrust or hostility' from the Roman Catholic Church, writing amid speculation over whether President Xi Jinping will meet Pope Francis this week.

Senior Vatican sources have said Francis is willing to meet Xi and that intermediaries had made overtures to the Vatican, but the Chinese side had not yet formally asked for a meeting. Any encounter would be the first between a Chinese leader and a pope.

Xi's visit, starting Thursday, is his first to Italy following a historic agreement in September between the Vatican and the Chinese government on the appointment of bishops in China.

Beijing cut diplomatic ties with the Vatican in 1951 and has remained concerned that an independent Church in China could threaten its authority.

'The Holy See (nurtures) no distrust or hostility toward any country,' Vatican Secretary of State Cardinal Pietro Parolin writes in the introduction of a new book on China to be published on Tuesday. An advance copy of Parolin's comments in the book, 'The Church in China - A Future Yet to be Written' - were made available to Reuters.

Parolin, second only to the pope in the Vatican hierarchy, said the Catholic Church's work in China "cannot be separated from a stance of respect, esteem, and trust toward the Chinese people and their legitimate state authorities."

This appeared to be another attempt by the Vatican to allay Beijing's concerns.

While the historic September agreement initiated an unprecedented direct dialogue between the Vatican and China, Beijing and the Holy See have not resumed diplomatic, relations.

Parolin wrote that the previously 'inextricable knots' in relations between China and the Vatican could be untied through a new, unified approach involving a mix of 'theology, law, pastoral work, and even diplomacy.'

It is routine for heads of state and government visiting Italy to also meet the pope. A Vatican source said it could be inserted into Xi's schedule "at the last minute'. A Vatican spokesman said it is not on the pope's schedule.

The September deal, in the making for more than 10 years, gives the Vatican a long-sought say in the choice of bishops in China. Critics, particularly conservative Catholics, have labeled it a sellout to the Communist government.

Many believe the September deal is a precursor to a resumption of diplomatic ties with Beijing.

That would mean severing relations with Taiwan, which Beijing regards as a renegade province. The Vatican is the self-ruled island's last remaining diplomatic ally in Europe.

Former Vatican treasurer Cardinal George Pell was sentenced to 6 years in jail on Wednesday by an Australian court for sexually abusing two choir boys in Melbourne in the 1990s.

Pell, a former top adviser to Pope Francis, is the most senior Catholic worldwide to be convicted for child sex offences.

County Court of Victoria Chief Judge Peter Kidd said there was a real possibility that at aged 77, Pell could spend the rest of his life in prison.

"In my view, your conduct was permeated by staggering arrogance," said Kidd in handing down the sentence after Pell was convicted of five counts of sexually abusing two children.

"Viewed overall, I consider your moral culpability across both episodes to be high."

Pell has maintained his innocence and has filed an appeal to be heard in June.

The offences against two 13-year-old boys took place after Sunday mass in late 1996 and early 1997 in a room and a corridor at St Patrick's Cathedral, in Melbourne, where Pell was archbishop.

Pell was found guilty on four charges of indecent acts and one of sexual penetration. He faced a maximum of 10 years in jail for each charge.

"In my view, the first episode in the priest's sacristy involved a brazen and forceful sexual attack on the two victims," Kidd told a packed court.

"The acts were sexually graphic. Both victims were visibly and audibly distressed during this offending," he said, adding Pell's behaviour had a "nasty element" to it.

Kidd made it clear the sentence was based solely on the crimes Pell was convicted of by the jury, and that Pell was not to be made a scapegoat for the failings or perceived failings of the Catholic Church.

He set a non-parole period of three years and eight months. He also said Pell would be registered as a sex offender for life.

"I am conscious that the term of imprisonment...carries with it a real, as distinct from theoretical, possibility that you may not live to be released from prison," the judge said.

Pell's sentencing was shown live on television, reflecting the high level of interest in the case, although only the judge was shown and the broadcast was cut immediately after the sentence was delivered.

The senior Catholic was convicted in December, but the verdict was suppressed from being made public in Australia by a court order until February 26, when further child sex offence charges against Pell dating back to the 1970s were dropped.

Pope Francis announced on Monday that he has decided to open fully the Vatican's secret archives on the wartime pontificate of Pope Pius XII, something which Jews have been seeking for decades.

Some Jews have accused Pius, who reigned from 1939 to 1958, of turning a blind eye to the Holocaust during World War Two by not speaking out forcefully.

The Vatican has said Pius worked quietly behind the scenes to save Jews and so as to not worsen the situation for many, including for Catholics in parts of Nazi-occupied Europe.

The archives will open on March 2, 2020, Francis announced in a speech to members of the Vatican's Secret Archives. He said "the Church is not afraid of history", adding that Pius' legacy had been treated with "some prejudice and exaggeration"

The American Jewish Committee (AJC), one of the world's leading Jewish groups, welcomed the move.

"For more than 30 years, the AJC has called for the full opening the Holy See’s Secret Archives from the period of World War Two," said Rabbi David Rosen, the AJC's International Director of Interreligious Affairs.

"It is particularly important that experts from the leading Holocaust memorial institutes in Israel and the U.S. objectively evaluate as best as possible the historical record of that most terrible of times, to acknowledge both the failures as well as the valiant efforts made during the period of the Shoah," Rosen told Reuters in an email, using the Hebrew word for the Holocaust.

Vatican will open secret archives of WWII pope: Francis

The Vatican will open an internal investigation into Australian Cardinal George Pell following his conviction for sexually assaulting two choirboys, its spokesman said Wednesday.

Pell, once one of Pope Francis' closest advisors, is the most senior Catholic cleric ever to be convicted of child sex crimes.

"The Congregation for the Doctrine of the Faith will now handle the case following the procedure and within the time established by canonical norm," Vatican spokesman Alessandro Gisotti said in a statement.

The investigation could result in a canonical trial and Pell's eventual expulsion from the priesthood.

He may face the same fate as American Theodore McCarrick, a former cardinal who was defrocked earlier this year in a first for the Catholic church over accusations he had sexually abused a teenager.

An Australian jury unanimously found Pell guilty in December on one count of sexual abuse and four counts of indecent assault against two boys at Saint Patrick's Cathedral in Melbourne in the 1990s.

The 77-year-old is facing up to 50 years' jail after being convicted on five counts of sexual and indecent assault of two choirboys in the sacristy of Saint Patrick's Cathedral in 1996-97, shortly after Pell became archbishop of Melbourne.

Pell, who has lodged an appeal against the verdict, will be sentenced on March 13.

He was to spend his first night behind bars Wednesday, capping an extraordinary fall from grace for one of the most powerful men in the Catholic Church.

Vatican to open probe into Australian Cardinal Pell over child sex abuse

Pope Francis on Sunday vowed to tackle every single case of sexual abuse by priests, comparing paedophilia to "human sacrifice", but drew an angry response from victims.

As the pope promised an "all-out battle" against abusive priests at the end of the landmark Vatican summit on the issue, his critics dismissed his speech as a "stunning letdown".

And when he blamed the Devil for abuse in the Church, one victim described his comments as "pastoral 'blah-blah'".

In his closing address to top bishops, he also insisted the Church was not the only place children were assaulted.

"If in the Church there should emerge even a single case of abuse -– which already in itself represents an atrocity -– that case will be faced with the utmost seriousness," Francis promised.

"I am reminded of the cruel religious practice, once widespread in certain cultures, of sacrificing human beings – frequently children – in pagan rites," he said.

The sexual abuse of minors was "a widespread phenomenon in all cultures and societies", Francis said, as he denounced priests who prey on children as "tools of Satan".

"I make a heartfelt appeal for an all-out battle against the abuse of minors both sexually and in other areas... for we are dealing with abominable crimes that must be erased from the face of the earth," he said.

Children must be "protected from ravenous wolves", he said, adding: "We stand face to face with the mystery of evil".

Fresh action promised

The scandals have hit countries around the world, with lives devastated from Australia to Chile, Germany and the US.

Pope Francis had opened the four-day meeting by calling for "concrete measures" against child sex abuse and handing 114 senior bishops a roadmap to shape the debate on tackling paedophile priests.

The pope will issue "a new Motu Proprio" on the "protection of minors and vulnerable persons", summit moderator Federico Lombardi said after the pope's speech.

"Motu Proprios" are legal documents issued under the pope's personal authority, and this one will "strengthen prevention and the fight against abuse on the part of the Roman Curia and Vatican City State," he said.

Francis also wants to create "task forces" to help local parishes fight clerical paedophilia and the Vatican will draw up guidelines for bishops on dealing with abuse cases, he added.

'Stunning letdown'

The meeting was marked by soul-seeking and self-recrimination by the Church, and horror stories from abuse victims.

But the 82-year-old pontiff had warned victims to lower their expectations, saying much of the work would be done after the summit.

"Pope Francis's talk today was a stunning letdown, a catastrophic misreading of the grief and outrage of the faithful," said Anne Barrett Doyle, co-director of BishopAccountability.

"If the powerful testimonies of the past week moved the needle in the right direction, the pope today moved it back," she said.

Swiss victim Jean-Marie Furbringer said: "Honestly it's a pastoral 'blah-blah', saying it's the fault of the Devil".

"It talks about the Devil, it talks about evil... There is no talk about permanently excluding child rapists and abusers who are employees of the Church," said Britain's Peter Saunders, a victim who resigned from a Vatican advisory commission on combating abuse.

Vatican specialist Marco Politi told AFP it would be "crucial to see what happens in the coming months.

"If structures are not put in place to file complaints and address the needs of victims, then the next scandal to break out will not only hit the local church but also the credibility of the pontificate," he said.

In his lengthy speech, Francis said the Church would draw inspiration from the "best practices" in the Seven Strategies for Ending Violence against Children, measures developed under the guidance of the World Health Organisation (WHO).

'Heed their cries'

Those gathered at the Vatican heard testimonies from victims, one of whom was forced to have three abortions after being abused for years by a priest who beat her, while another said he had been molested more than 100 times.

"The echo of the silent cry of the little ones who, instead of finding in them fathers and spiritual guides encountered tormentors, will shake hearts dulled by hypocrisy and by power," Francis said.

"It is our duty to pay close heed to this silent, choked cry," he added.

But Francesco Zanardi, survivor and head of Italian victims' association Rete Abuso, said the Vatican had "lost credibility".

"We wanted to see measures, to see the bishops (guilty of protecting paedophile priests) named. Start by opening the Vatican archives, not by destroying documents. Start handing documents over to the civil authorities," he said.

The Vatican has in the past refused to hand over internal documents about abuse cases to police investigating paedophilia.

German Cardinal Reinhard Marx admitted Saturday that "files that could have documented the terrible deeds and named those responsible were destroyed, or not even created.''

Pope vows to battle child sex abuse by Catholic church but fails to appease victims

Vatican to host conference on sex abuse this week

The Vatican has defrocked former United States cardinal, Theodore McCarrick after a church trial found him guilty of sexually abusing minors.

McCarrick is the highest-ranking Catholic figure who has been dismissed from priesthood over the sexual abuse crisis, reported CNN.

During his tenure, he led the Archdiocese of Washington and was recognised as a powerful advocate of the Catholic Church`s political priorities in the country.

According to a statement from the Vatican, Pope Francis has recognised the judgment to be of a "definitive nature" and "res iudicata" which means it is no longer subject to appeal.

The Pope has accepted the resignations of as many as five American bishops since 2015. The church has been roiled in a sex abuse crisis as several Catholic figures have been accused of either sexual misconduct or of mishandling the abuse cases.McCarrick, who is 88 and resides in Kansas, can no longer present himself as a priest or celebrate the sacraments.

The Pope had asked the former cardinal to live a secluded life of "prayer and penance" last summer. Following his defrocking, McCarrick will no longer be provided for by the church, so his way of sustenance hangs in a balance now.

Don't fight in front of the kids: Pope Francis

Pope Francis will visit Romania for three days from May 31 to June 2, the Vatican announced on Friday.

"Welcoming the invitation of the president, state authorities and the Catholic Church in Romania, the Holy Father will make an apostolic journey to the country from May 31 to June 2, 2019," the Vatican statement said.

The statement said programme details would be revealed later.

The visit will be the second in quick succession the 82-year-old Argentinian makes to the region as he is due in Bulgaria, then Macedonia from May 5 to 7.

The leader of the Catholic Church is looking at a full schedule for 2019 having already pencilled in a February trip to Abu Dhabi and Morocco in March.

That will follow hard on the heels of World Youth Day, which the pontiff will attend in Panama in January.

Bulgaria, Macedonia and Romania are home to small Catholic minorities with all three nations overwhelmingly Orthodox.

Visiting predominantly Orthodox nations will reinforce the image Francis wishes to project of a church seeking wider dialogue with other branches of Christendom as well as other faiths.

Looking further ahead, Francis has said he hopes to visit Japan in 2019 and a trip to Madagascar has also been mentioned.

But the Vatican has yet to unveil which invitations from Catholic nations will be taken up over the next 12 months.

Pope Francis to visit Romania: Vatican

The traditional nativity scene in St. Peter`s Square won`t be so traditional this year. For the first time, it is made of sand - 720 tons of it.

For the past two weeks, Rich Varano, a professional sand artist, has been guiding three sculptors from the Netherlands, Russia and the Czech Republic, to craft the work, which measures about 5.5 metres high by 16 metres wide (18 feet high by 52 feet wide).

Varano, 60, the artistic director of the massive work, doesn`t mind if you call him 'Mr Sandman'. Sand is his life and love. The American from Florida divides his time between the United States and Italy.

"It`s very special to be making one here in a place with so much history, so much culture, so much art and in the shadow of such masters," he told Reuters on Thursday as his team worked quietly to finish ahead of Friday`s unveiling to the public.

"It is an incredibly humbling experience to be here," he said.

Heavy trucks brought the sand, of a type particularly suited for sculpting, from the northern Italian seaside city of Jesolo, near Venice, in mid-November.

It was compacted into a large rectangle and the artists started sculpting away from the top down with tools including sticks, trowels, and even dental utensils for the finer parts.

"What separates us professionals and the average person playing on the beach is that we understand how to make sand stick together well," the white-bearded Varano said, wearing a yellow hard hat.

The scene consists of Joseph, Mary, the infant Jesus, angels, shepherds, animals and the three wise men, kings the Bible says followed a star in the east that led them to Bethlehem.

Varano said beach sand is not suitable, partly because it is not very compactable. The sand is taken from more inland areas and is similar to river sand.

A large overhead canopy will protect the scene from any heavy rain and plastic curtains will be lowered in case of storms or strong winds before it is dismantled in January.

"It`s an ephemeral art in the sense that it is not intended to last forever," he said, "even though we could make it last indefinitely if we wanted to".

Varano said he expected some criticism from conservatives who think nativity scenes should be made up of traditional statues.

"I would not be surprised if there were some people who had concerns, but there are so many more who will enjoy it and that makes me happy," he said.

Once the Christmas season is over, it will be returned there and used for other sand sculptures.
