US Secretary of State Mike Pompeo will meet North Korea's number two Kim Yong Chol in New York on Thursday, the State Department said.

They "will discuss making progress on all four pillars of the Singapore Summit joint statement, including achieving the final, fully verified denuclearization," a statement said, referring to the agreement signed at a June summit between President Donald Trump and North Korean leader Kim Jong Un.

The meeting comes with the two sides at loggerheads nearly five months after the summit, in which Trump and Kim pledged to work toward the denuclearization of the Korean peninsula.

North Korea's foreign ministry has warned that Pyongyang will "seriously" consider reviving its nuclear weapons programme unless US sanctions are lifted.

In announcing the meeting with Kim Jong Chol on Sunday, Pompeo said he expected to "make some real progress" including on laying the groundwork for a second summit between Trump and Kim Jong Un.

Kim Yong Chol is a general, a former top intelligence chief and right-hand man to the North Korean leader.

He visited the White House in the diplomatic run-up to the Singapore summit, and has been Pompeo's chief interlocutor in the months since.

In mid-October, Pompeo evoked the possibility of a second summit, preceded by talks with Kim Yong Chol.

"We're working on finding dates and times and places that will work for each of the two leaders," Pompeo said at the time.

England's great Wayne Rooney is set to come out of international retirement to make a final appearance for the Three Lions against the United States later this month in an international friendly at Wembley.

The Football Association announced on Sunday that England's legendary footballer will make his farewell appearance.

Rooney, who plays for DC United, will earn his 120th international cap. He had announced his retirement from international football in August 2017.

"I am truly humbled and hugely excited to play for England at Wembley again," said Rooney in a statement issued by the FA that billed the game as his "final England appearance".

"I would like to thank Gareth Southgate and The FA for inviting me back and helping to support my Foundation in the process."

Rooney, who is England's record goalscorer with 53, has not played since a 3-0 victory over Scotland in November 2016.

The match against the USA will be called The Wayne Rooney Foundation International in support of the striker's charity aiding disadvantaged children, with England manager Gareth Southgate naming the 33-year-old in his squad.

He has scored 12 times for DC United since he joined them after the end of the last English season, following a second spell at boyhood club Everton, and helped them climb from the bottom of the league ladder to the play-offs.

US prepares to tackle migrant 'invasion'

The fiancée of Jamal Khashoggi on Monday criticized President Donald Trump’s response to his killing, urging him to set aside US trade interests in the push for truth, and demanded Riyadh disclose more details to bring those who ordered it to justice.

The death of Khashoggi - a Washington Post columnist and a critic of Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman - sparked global outrage and pitched the world’s top oil exporter into crisis.

Trump has hedged his criticism of Saudi leaders over Khashoggi, insisting he does not want to imperil a “tremendous order” of US $110 billion of weapons he says will support 500,000 US jobs - figures that experts say are highly exaggerated.

His fiancée, Hatice Cengiz, told an audience on a visit to London she was disappointed with Trump’s approach.

“I am disappointed by the actions of the leadership in many countries, particularly in the US,” she said.

“President Trump should help reveal the truth and ensure justice be served. He should not pave the way for a cover-up of my fiance’s murder. Let’s not let money taint our conscience and compromise our values.”

When asked who was ultimately responsible for the killing, Cengiz told Reuters in an interview in Turkish: “This took place inside a Saudi diplomatic mission ... In such circumstances, the Saudi Arabian authorities are responsible for this.”

Trump has said Prince Mohammed, who has consolidated control over Saudi security and intelligence agencies over the past three years, bore ultimate responsibility for the operation that led to Khashoggi’s killing.

She said the West is considered a stronghold of human rights and democracy so it should stand up to the killers of her husband-to-be.

Khashoggi, 59, entered the Saudi consulate in Istanbul on October 2 to obtain paperwork necessary for his upcoming marriage to Cengiz, a Turkish national. He did not walk out of the consulate. Cengiz first raised the alarm.

Saudi Arabia initially denied any involvement in Khashoggi’s disappearance but a Saudi official eventually attributed his death to a botched attempt to return him to the kingdom.

Later, Riyadh said the killing was premeditated and Prince Mohammed has vowed that the killers would be brought to justice.

Saudi Arabia has detained 18 people and dismissed five senior government officials as part of the investigation into Khashoggi’s murder. Some were members of a 15-man hit team, many of them Saudi intelligence operatives, who flew into Istanbul hours before Khashoggi’s death, Turkish security sources say.

“This incident, this assassination, took place in the Saudi consulate,” Cengiz said, speaking through a translator. “So the Saudi authorities probably know how such a murder took place.”

“They need to explain what happened,” said Cengiz, who was somber, guarded and appeared at times on the verge of tears.

When asked what she would say to Prince Mohammed if she ever got the chance to speak to him, she said: “I don’t think that will ever happen.”

Turkish President Tayyip Erdogan, who Cengiz praised, has urged Riyadh to disclose who ordered the murder and prosecutors have prepared an extradition request for 18 suspects from Saudi Arabia.

“The explanations given so far by Saudi Arabia are not sufficient,” Cengiz said. “I want to know the details of who is responsible.”

Asked if she held Crown Prince Mohammed or the Saudi royal family responsible, she said:

“I and my government would like all those responsible, from the person who gave this order to those who carried it out, to be brought to justice and punished under international law,” she said.

Cengiz said she had not been contacted by Prince Mohammed or the Saudi royal family, nor offered any condolences by them.

Cengiz met Khashoggi in May at a conference in Istanbul and their relationship blossomed. But the decision to marry in Istanbul, whose mosques reminded Khashoggi of his hometown Medina, set off a paper chase that ultimately ended in death.

Turkish law required that Khashoggi, who was divorced, provide proof that he did not have a wife and thus his trip to the consulate. Cengiz said she had been shown no recordings of what happened inside the consulate and that she got most of her information from the media.

“Like everyone else, I am still waiting for answers,” she said. “The world should know who instigated, were involved in and committed this crime.”

Khashoggi fiancee slams Trump response to killing, tells him to put trade interests aside

Shortly after US President Donald Trump announced in May he would reimpose sanctions on Iran, the State Department began telling countries around the world the clock was ticking for them to cut oil purchases from the Islamic Republic to zero.

The strategy is meant to cripple Iran's oil-dependent economy and force Tehran to quash not only its nuclear ambitions, but this time, its ballistic missile program and its influence in Syria.

With just days to go before renewed sanctions take effect November 5, the reality is setting in: three of Iran’s top five customers – India, China, and Turkey - are resisting Washington’s call to end purchases outright, arguing there are not sufficient supplies worldwide to replace them, according to sources familiar with the matter.

That pressure, along with worries of a damaging oil price spike, is putting the Trump administration’s hard line to the test and raising the possibility of bilateral deals to allow some buying to continue, according to the sources.

The tension has split the administration into two camps, one led by National Security Adviser John Bolton, who wants the toughest possible approach, and another by State Department officials keen to balance sanctions against preventing an oil price spike that could damage the US and its allies, according to a source briefed by administration officials on the matter.

The global price of oil peaked just below US $87 a barrel this month, a four-year high. Because of that concern, the source said, the administration is considering limited waivers for some Iranian customers until Russia and Saudi Arabia add additional supply next year, while limiting what Tehran can do with the proceeds in the meantime.

Revenues from sales could be escrowed for use by Tehran exclusively for humanitarian purposes, the source, who asked not to be named, said – a mechanism more stringent than a similar one imposed on Iran oil purchases during the last round of sanctions under US President Barack Obama.

“If you’re the administration, you’d like to ensure you don’t have a spike in the price. So, you are better off from mid-2019 onwards to aggressively enforce the barrels side of reducing to zero and in the interim aggressively enforcing the revenue side,” the source said.

Such concessions could be problematic for the White House as it seeks stricter terms than under Obama, who along with European allies imposed sanctions that led to an agreement limiting Iran's nuclear weapons development.

The State Department declined comment for this story, but the administration has confirmed Washington is considering waivers. US Treasury Secretary Steven Mnuchin told Reuters that countries will first have to reduce purchases of Iran’s oil by more than the 20 percent level they did under the previous sanctions.

'A BIT UNPREDICTABLE'

US Treasury and State Department teams have traveled to more than two dozen countries since Trump pulled out of the nuclear deal on May 8, warning companies and countries of the dangers of doing business with Iran.

US allies Japan and South Korea have already ceased importing Iran's crude. But the situation is less clear among other, bigger buyers.

Brian Hook, the State Department’s special representative for Iran, and Frank Fannon, State's top US energy diplomat, most recently met with officials in India, Iran’s No. 2 buyer, in mid-October after a US source said for the first time that the administration was actively considering waivers.

An Indian government source said India told the US delegation that rising energy costs caused by a weak rupee and high oil prices meant zeroing out Iranian purchases was impossible until at least March.

“We have told this to the United States, as well as during Brian Hook’s visit,” the source said. “We cannot end oil imports from Iran at a time when alternatives are costly.”

A US diplomat confirmed the discussions, saying limited waivers for India and other countries was possible.

India typically imports over 500,000 barrels per day (bpd) of Iranian oil, but has reduced that level in recent months, according to official data.

Discussions are also underway with Turkey, Iran’s fourth biggest crude buyer, even though Turkish President Tayyip Erdogan and Turkish ministers have openly criticized the sanctions.

An industry source in Turkey familiar with the talks told Reuters the country had cut Iranian imports in half already, and could get to zero, but would prefer to continue some purchases.

Obama's administration granted a six-month waiver to Turkey, but the source said Turkey expected the Trump administration to impose tougher requirements for obtaining waivers that could potentially cover shorter periods.

“It could be for three months, or they may not get a waiver at all. It is all a bit unpredictable this time, as we understand a lot of things are up to Trump,” the source said.

The situation is least clear in China, Iran’s biggest customer, whose state-owned buyers are also seeking waivers. The country took in between 500,000 and 800,000 bpd from Iran in the past several months, a typical range.

Beijing's signals to its refiners have been mixed, said the two sources. Last week, Reuters reported Sinopec Group and China National Petroleum Corp (CNPC), the country's top state-owned refiners, have not placed orders for Iranian oil for November because of concerns about the sanctions.

Joe McMonigle, energy analyst at Hedgeye in Washington, said he expected the administration would have to accept some level of Iranian oil buying from China, given its consumption.

“Of all the countries, I don’t think they think China is going to zero,” he said.

US State Department's Fannon is scheduled to travel to Asia in coming days, with a speech in Singapore planned for Oct. 30; an official did not say if Fannon would use the trip to discuss Iran with China.

Trump's Iran sanctions resolve faces test from oil-thirsty China, India

The shooting of a black man and woman at a Kentucky supermarket was being investigated as a possible hate crime, a federal prosecutor said on Friday.

Gregory Bush, 51, a white man, has been charged with shooting Maurice Stallard, 69, in front of his grandson as they shopped in a Kroger Inc grocery store in Jeffersontown, some 15 miles (24 km) from downtown Louisville. According to an arrest citation, he then went to the parking lot and shot Vickie Jones, 67.

Bush has been charged with murder and 10 counts of first-degree wanton endangerment.

"Federal investigators are supporting local law enforcement and examining this matter from the perspective of federal criminal law, which includes potential civil rights violations such as hate crimes," U.S. Attorney Russell Coleman said in a statement on Friday.

An armed bystander with a carry permit for a concealed weapon exchanged gunfire with Bush in the parking lot before the suspect fled in his car. He was apprehended shortly afterwards, police said.

Ed Harrell told the Louisville Courier Journal that he pulled out his pistol as Bush approached him in the parking lot and Bush told him not to shoot as "whites don`t kill whites."

It was not immediately clear if Bush had legal representation.

If investigators suspect the killings were racially motivated, Bush could also be charged for a hate crime.

Both Stallard and Jones were shot from behind multiple times, Jeffersontown Police Chief Sam Rogers told reporters on Thursday.

Rogers said Bush suffered from mental illness and court records showed he had a history of violence and at least one instance when he used a racial slur.

About 15 minutes before walking into the Kroger supermarket Bush tried to get into a predominantly black Baptist church, police said, citing surveillance video.

First Baptist Church administrator Billy Williams told local CBS affiliate WLKY there were eight to 10 people in the church at the time.

In 2015, self-described white supremacist Dylann Roof, then 21, shot and killed nine black people in a church in Charleston, South Carolina.

British foreign minister Jeremy Hunt said on Friday that allegations regarding the case of Saudi journalist Jamal Khashoggi would be totally unacceptable if true but any response by Britain would be "considered".

"Part of our reaction will depend on the Saudi reaction, and whether we sense that they are taking it as seriously as we are taking it. But this is a very, very serious matter," Hunt told BBC radio.

"Our relationship with Saudi is a strategic relationship as well. Our response will be considered... (but) in the end, if these stories are true, we have to be absolutely clear, it would not be consistent with our values."

Turkish officials have said they believe Khashoggi was murdered at the Saudi consulate in Istanbul. Riyadh denies the allegations.

Kim Jong Un invited Donald Trump to visit North Korea during their historic summit and the US President accepted, Pyongyang state media reported today, calling it the start of a "radical switchover" in the nuclear-armed Cold War foes' fraught relations.

The unprecedented encounter in Singapore yesterday saw the leader of the world's most powerful democracy shake hands with the third generation scion of a dynastic dictatorship, standing as equals in front of their nations' flags.

Kim agreed to the "complete denuclearisation of the Korean Peninsula", a stock phrase favoured by Pyongyang that stopped short of long-standing US demands for North Korea to give up its atomic arsenal in a "verifiable" and "irreversible" way.

In its first report on the landmark summit, the official KCNA news agency ran a glowing dispatch on the talks, describing them as an "epoch-making meeting" that would help foster "a radical switchover in the most hostile (North Korea)-US relations".

The report said the two men each asked the other to visit their country.

"The two top leaders gladly accepted each other's invitation," KCNA said.

Pyongyang has reason to feel confident after the meeting which was a major coup for an isolated and heavily sanctioned regime that has long craved international legitimacy.

In a blockbusting press conference after the summit, Trump said the US would halt military exercises with Seoul -- something long sought by Pyongyang, which claims the drills are a rehearsal for invasion.

The US stations around 30,000 troops in security ally South Korea to protect it from its neighbour, which invaded in 1950 in an attempt to reunify the peninsula by force.

"We will be stopping the war games which will save us a tremendous amount of money," Trump told reporters, adding that "at some point" he wanted to withdraw US troops from the South.

Both Seoul and US military commanders in the South indicated they had no idea the announcement was coming, and analysts expressed immediate concern.

Ending the drills "is in excess of all expert consensus, South Korean requests, and even a close reading of North Korean demands", said Adam Mount of the Federation of American Scientists.

The KCNA report said Trump committed to ending the drills during his meeting with Kim.

It added that denuclearisation on the Korean peninsula would be dependent on the two sides "refraining from antagonising... Each other out of mutual understanding".

The Singapore summit was a potentially legacy-defining meeting for both men -- comparable to president Richard Nixon's 1972 visit to China, or Ronald Reagan's 1986 summit with Mikhail Gorbachev in Reykjavik.

World powers from China to Japan, the European Union and Russia welcomed its outcome -- while cautioning it was only the first step towards resolving the nuclear stand-off with Pyongyang.

Many agreements have been made in the past with North Korea that have later fallen apart, and ahead of the meeting, critics expressed concerns that it risked being more about headlines than substantive progress.

It also legitimised Kim, critics charged, feting a regime which stands accused of widespread human rights abuses. In the event, the two leaders showered each other with compliments in the sumptuous setting of a luxury Singapore hotel, a marked contrast from their previous rounds of mutual insults, such as "mentally deranged" and "little rocket man". Trump said he had formed a "special bond" with Kim, whom he described as "very talented".

KCNA said the two leaders ate and walked together, "deepening friendly feelings" towards each other.&nbsp

Kim invites Trump to visit Pyongyang as North hails 'radical switchover'

The United States unveiled a new $256 million representative office in Taiwan’s capital on Tuesday, a de facto embassy that underscores Washington’s strategic ties with the democratic, self-ruled island as it faces escalating tensions with China.

Washington cut diplomatic ties with Taipei in 1979 but remains the island’s strongest ally and sole foreign arms supplier. It opened the American Institute of Taiwan (AIT) to conduct relations between the two sides after severing ties.

In comments certain to rile Beijing, Taiwan President Tsai Ing-wen said the new complex was a reaffirmation of both sides commitment to a “vital relationship.”

“The friendship between Taiwan and the U.S. has never been more promising. The great story of Taiwan-U.S. relations remains to be filled with the efforts of those that will one day occupy this building,” Tsai said.

So long as both sides stood together, nothing could come between them, she added.

The new complex, a significant upgrade from the low-key military building the AIT had used for decades, will serve as the representative office later this summer, said AIT Director Kin Moy.

Marie Royce, U.S. Assistant Secretary of State for Educational and Cultural Affairs, said at a ceremony to mark the unveiling that the complex was a symbol of the strength and vibrancy of the U.S.-Taiwan partnership.

“We have faced many trials along this journey, but we have risen to the challenge at every turn, knowing that our shared commitment to democracy would see us through,” said Royce, who is the highest-ranking State Department official to visit Taiwan since 2015.

The sprawling new site occupies 6.5 hectares, including Chinese gardens, in Taipei’s Neihu district. AIT’s Taipei office has nearly 500 American and local employees, while its Kaohsiung branch has more than 30 staff.

The ceremony was attended by scores of high-ranking Taiwan officials as well as senior business executives, including Morris Chang, the former chairman of Taiwan Semiconductor Manufacturing Co Ltd (TSMC), the world’s biggest contract chip maker.

China claims self-ruled Taiwan under its “one China” policy and Beijing has never renounced the use of force to bring what it sees as a wayward province under its control.

China’s hostility towards Taiwan has grown since President Tsai was elected in 2016. Beijing suspects Tsai wants to push for formal independence, which would cross a red line for Communist Party leaders in Beijing.

Widely read Chinese state-run newspaper the Global Times said on Tuesday China needed to warn Taiwan and the United States against provocation.

“The mainland must continue to build up its deterrence against Taiwanese authorities, making them know that the U.S. cannot be their savior,” it said in an editorial on the opening of the new office.

Taiwan recently lost two diplomatic allies after they switched ties to China, while some international companies have changed their websites to show the island’s designation as being part of China.

China has also stepped up military drills, sending bombers and jet fighters on exercises near the island that Taipei has denounced as intimidation.

Taiwan has lobbied Washington to sell it more advanced equipment, including new fighter jets, to bolster its defenses.
