Eastern Libya commander Khalifa Haftar has thrown much of his military forces into attacking<a href="https://www.google.com/url?client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;q=https://www.wionews.com/world/air-strikes-explosions-rock-tripoli-suburb-212467&amp;sa=U&amp;ved=2ahUKEwiT6Ly4ievhAhW86XMBHdUaDTUQFjADegQIDxAC&amp;usg=AOvVaw0nRY6xAqGxxbs1d-oircPP"> Tripoli,</a> but the outcome of the offensive could be determined by a separate battle to keep open the parallel finance system that funds his soldiers.

Mobilising Libya`s biggest military campaign since the 2011 overthrow of Muammar Gaddafi, Haftar has advanced on the U.N.-backed administration in the capital from a bastion in the east, where he has a parallel government and central bank branch.

The general has funded his eastern state with a mix of unofficial bonds, Russia-printed cash and deposits from eastern banks, accumulating debt worth around 35 billion Libyan dinars ($25.18 billion) outside the official banking system.

But diplomats and banking sources say that those sources of support might be closing, as the Tripoli-based central bank, which controls the country`s energy revenues, has taken steps to curtail the operations of banks in the east.

Those banks have in recent months struggled to meet minimum deposit requirements, which could give the Tripoli central bank allied to Tripoli Premier Fayez al-Serraj the excuse to shut off access to hard currency, they said.

"There is a looming banking crisis that could undermine eastern authorities` ability to fund themselves in the near future," said Claudia Gazzini, senior Libya analyst at International Crisis Group.&nbsp;

"The crisis was already in the making before the war broke out."

Haftar has built up his Libyan National Army (LNA) with the help of the United Arab Emirates (UAE) and Egypt supplying heavy gear such helicopters, according to U.N. reports.
&nbsp; &nbsp;&nbsp;
WELFARE STATE&nbsp;

But Gulf countries such as the UAE have preferred not to give cash directly to Haftar, fearing it will end up being used for the wrong purposes, several diplomatic sources told Reuters.

That has forced the septuagenarian leader to use merchants to import vehicles and other gear, using hard currency obtained from the Tripoli central bank and paid out by eastern commercial banks issuing letters of credit, military sources said.

There is no public data on the costs of Haftar`s war, but he has sent more than 1,000 troops west plus support staff like drivers or medics, military sources and residents said.&nbsp;

Fuel is not a problem, costing just 0.15 dinars a litre, with state oil firm NOC serving the whole country.

But in its attempt to capture Tripoli the LNA has used hundreds of vehicles, with convoys going west non-stop from Benghazi, carrying anything from soldiers to ammunition to food.&nbsp;

In addition, every day two flights with Russian-made transport planes go from Benghazi to Jufrah in central Libya, his main base. Seriously wounded soldiers are flown to Tunisia.

The offensive has stalled, and so the LNA has vowed to move in yet more troops.&nbsp;

Haftar`s finances face another potential vulnerability.

In November, the House of Representatives allied to Haftar approved a law to set up a military investment authority which gives the LNA control (like in Egypt)&nbsp;of parts of the economy including civilian activities such as scrap metal.

The investment vehicle`s companies are exempted from taxes and import duties, as part of a welfare state envisaged by Haftar, but they need banks to deal with partners abroad and expand their businesses, analysts say.

"If the banks fail, Haftar`s welfare state will come under pressure," said a Western diplomat.

SUPPORT NETWORK

Functioning banks are also needed for Haftar`s parallel government to pay salaries and serve an LNA support network, analysts say.

The central bank in Tripoli covers some public salaries in eastern Libya but not LNA soldiers hired after 2014 when the country split into western and eastern administrations.

The Tripoli central bank has already cut three eastern banks from Libya`s electronic banking system to curb their operations.

Lenders have still been able to get hard currency via other banks but in a further step the Tripoli central bank might shut access completely, diplomats and business sources said.

The Tripoli central bank (CBL) has vowed to stay neutral and but diplomats say it is also helping Serraj, approving his plans to allocate some 2 billion dinars for his own war effort.

CBL did not respond to mailed questions.

There has been a banking crisis building up all across Libya and especially in the east, where three eastern banks have struggled to keep a required 20 percent of customers` deposits at the Tripoli central bank.

They have been paying out more hard currency in recent months, but need to balance accounts.

"Their deposits with CBL have fallen short of their statutory minimum requirements," Husni Bey, a prominent business leader and owner of HB group.

Data received by Reuters confirmed his.

FEW OPTIONS

Diplomats do not expect Tripoli central bank governor Sadiq al-Kabir to shut eastern banks completely as this would pose risks for western lenders.

The same banks operate in the west and east with money flows hard to differentiate.

But they fear the longer the conflict lasts, the harder it will be to unify the central banks and repay debt.&nbsp;

The west has piled up a debt of 68 billion dinars, bringing Libya`s total deficit and public debt to 130 billion, including unpaid state obligations such as social insurance, said Bey.

The biggest worry among diplomats is that Haftar, who surprised world powers with his offensive, might try selling crude from oilfields and ports, bypassing NOC.&nbsp;

"If the offensive fails, Haftar might do this as he feels encouraged by (U.S. President Donald) Trump," said one Western diplomat.

On Friday, the White House said that Trump had told Haftar by phone he recognised his "significant role in fighting terrorism and securing Libya`s oil resources", a comment which has enraged his opponents but fired up LNA supporters.

After the Tripoli assault, Libya's next battle could be over banks

Afghan civilians are for the first time being killed in greater numbers by US and pro-government forces than by the Taliban and other insurgent groups, a UN report released Wednesday revealed.

The bloody milestone comes as the US steps up its air campaign in Afghanistan while pushing for a peace deal with the Taliban, who now control or influence more parts of the country than at any time since they were ousted in 2001.

During the first three months of 2019, international and pro-government forces were responsible for the deaths of 305 civilians, whereas insurgent groups killed 227 people, the United Nations Assistance Mission in Afghanistan (UNAMA) said in a quarterly report.

Most of the deaths resulted from air strikes or from search operations on the ground, primarily conducted by US-backed Afghan forces, some of which UNAMA said "appear to act with impunity".

"UNAMA urges both the Afghan national security forces and international military forces to conduct investigations into allegations of civilian casualties, to publish the results of their findings, and to provide compensation to victims as appropriate," the report states.&nbsp;

UNAMA started compiling civilian casualty data in 2009 amid deteriorating security conditions in Afghanistan.&nbsp;

It is the first tally since records began that shows pro-government forces have killed more civilians than insurgents have.&nbsp;

In 2017, the US military started quickening its operational tempo after President Donald Trump loosened restrictions and made it easier for American forces to bomb Taliban positions.&nbsp;

While other nations may contribute logistical or technical support, it is US aircraft that conduct most strikes. Afghanistan's fledgeling air force is also flying more sorties.

The US has sent huge B-52 bombers on runs over the country and benefited from an increase in aerial hardware as operations against the Islamic State group in Iraq and Syria tapered off.

UNAMA's report did however find that overall, civilian casualties dropped 23 per cent as compared to the first three months of 2018.

In all, UNAMA documented 1,773 casualties last quarter: 581 deaths and 1,192 injured -- the lowest first-quarter toll since 2013.&nbsp;

The drop was driven by a decrease in the use of suicide bomb attacks, but UNAMA did not know if this trend came as a result of a harsh winter or if the Taliban were trying to kill fewer civilians during peace talks.

Still, UNAMA chief Tadamichi Yamamoto, who also serves as the UN secretary general's special representative for Afghanistan, said a "shocking number" of civilians are being killed or maimed.

"All parties must do more to safeguard civilians," Yamamoto said in a statement.

Last year was the deadliest yet for Afghan civilians, with 3,804 killed, according to UNAMA.

More civilians now killed by US, Afghan forces than by insurgents: UN report

At least 45 children were killed in <a href="https://www.wionews.com/south-asia/cctv-video-shows-suspected-suicide-bomber-entering-sri-lankan-church-moments-before-blast-212866">Sri Lanka serial blasts</a> that ripped through the country on Easter festival, United Nations said on Tuesday.

"The total now is 45 children who died," UNICEF spokesman Christophe Boulierac told reporters in Geneva, stressing that others "are wounded and are now fighting for their lives," meaning the toll among minors from the Sunday attacks could rise.

At least <a href="https://www.wionews.com/south-asia/sri-lanka-bombings-death-toll-from-terror-attack-rises-to-310-40-people-arrested-212788">321 people were killed and about 500 were injured</a> by a string of bombings that tore through churches and luxury hotels on&nbsp;Sunday in Sri Lanka. The attacks are been billed as the worst-ever in the history of the island nation after the civil war that ended almost a decade ago.&nbsp;

People from at least eight countries were killed in the series of attacks, including five citizens of Britain, <a href="https://www.wionews.com/india-news/sri-lanka-attacks-death-toll-of-indians-rises-to-10-212823">at least ten Indian nationals</a>, three Danes, two each from China and Turkey and one each from Netherlands and Portugal.

The state of emergency, which gives&nbsp;police and the military special powers to counter militant strikes, came into force at midnight.

Suspects can be detained without any court order under emergency.

Officials are also investigating why more precautions were not taken after an April 11 warning from Sri Lanka's police that a "foreign intelligence agency" had reported the National Thowheed Jamath (NTJ) planned suicide attacks on churches.&nbsp;

Meanwhile, Sri Lankans observed three-minute silence today to pay tribute to the victims. National flags were also lowered and people bowed their heads as the silence began at 8:30 am.

The government has declared a full day of national mourning on Tuesday, with flags at all government institutions lowered to half mast, liquor shops ordered shut and radio stations and television channels expected to play sombre music.

At least 45 children killed in Sri Lanka blasts; death toll may rise further: United Nations

The UN leadership strongly condemned the<a href="https://www.wionews.com/south-asia/south-asia-unites-in-sri-lankas-hour-of-grief-212409"> string of attacks on churches and hotels in Sri Lanka</a> on Easter Sunday that killed 290 people and injured more than 500 others, with the chief of the world body Antonio Guterres saying he was "outraged" by the devastating blasts.

Eight blasts, including<a href="https://www.wionews.com/south-asia/reaction-to-sri-lanka-attacks-212545"> suicide attacks</a>, targeted St Anthony's Church in Colombo, St Sebastian's Church in the western coastal town of Negombo and Zion Church in the eastern town of Batticaloa around 8.45 am (local time) as the Easter Sunday mass were in progress.

Explosions were reported from three five-star hotels - the Shangri-La, the Cinnamon Grand and the Kingsbury in Colombo.

Six Indians were among 290 people killed in the attack which shattering a decade of peace in the island nation since the end of the brutal civil war with the LTTE.

In a statement issued by his spokesman Stephane Dujarric, UN Secretary-General Guterres said he was "outraged by the terrorist attacks" on churches and hotels in Sri Lanka on Easter Sunday, which is a "sacred day" for Christians around the world.

The UN Chief "recalls the sanctity of all places of worship. He hopes the perpetrators will be swiftly brought to justice," the statement added.

Expressing his deepest condolences to the families of the victims, the people and Government of Sri Lanka, Guterres commended the Sri Lankan leadership and unity of the people of the island nation in the wake of the attacks.

"The Secretary-General reiterates the support and solidarity of the United Nations with the people and the Government of Sri Lanka in this difficult moment for the nation," the statement said.

A state of emergency was declared from midnight Monday after a crucial meeting of the National Security Council chaired by President Maithripala Sirisena.&nbsp;

No group has claimed responsibility for Sunday's attacks, but police have so far arrested 24 people - mostly members of the same group - in connection with the blasts.

Police said that 9 out of the 24 arrested for involvement in the blasts were ordered to be remanded by the Colombo magistrate's court till May 6.

Government's spokesman Rajitha Senaratne said local Islamist extremist group called the National Tawheed Jamath (NTJ) is suspected of plotting the blasts.

In a tweet, UN's Resident Coordinator for the Indian Ocean island Hanaa Singer said the UN "strongly condemns the horrific attacks carried out against civilians and worshippers...Heartfelt condolences to the families, victims, Government and people".

President of the UN General Assembly Maria Fernanda Espinosa also expressed her "deep sadness" over the blasts.

She said her thoughts were with the people of Sri Lanka, "affected by yet another act of senseless violence".

"We must unite in our common humanity to condemn these heinous acts and stop targetting innocent people, practising their faith in peace," Espinosa said.

United Nations leaders strongly condemn multiple blasts in Sri Lanka

A UN investigator on Thursday urged United Nations to provide justice to slain journalist<a href="https://www.google.com/url?q=https://www.wionews.com/world/khashoggi-murder-planned-and-perpetrated-by-saudi-officials-un-expert-195896&amp;sa=U&amp;ved=0ahUKEwiQhP2lxdvhAhWw6XMBHQYmCPUQFggFMAA&amp;client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;usg=AOvVaw3xT-CA2v91T0XsDAYpjpQw"> Jamal Khashoggi</a>, recommending that the "perpetrators" and the "masterminds" behind the murder should be "tried".

Agnes Callamard, an academic who leads an international probe into the killing at the Saudi consulate in Istanbul on October 2, is expected to release her findings to the United Nations Rights Council before its next session in June.

"My report is ... going to spend a lot of time and pages on the next steps and the recommendations and how we provide accountability to Mr Khashoggi, to his family, friends and colleagues," Callamard told Al Jazeera on Thursday.

It will examine how "we ensure that the killing, and the vacuum the killing generated in terms of accountability so that we take steps to address the vacuum", she added.

"I am not a court of law. I cannot try the perpetrators. I can provide the information, I can recommend that the perpetrators and the masterminds be tried, but I cannot do that myself," Callamard said.

"You have to wait a few more months as I go through the various options, but you will find that in the report."

According to US intelligence agencies, Khashoggi`s murder was enacted upon orders given by Saudi Crown Prince Mohammad bin Salman.

However, Saudi Arabia has repeatedly rejected all the allegations against its Crown Prince, adding that it is committed to bringing the perpetrators to justice.

Meanwhile, prosecutors are seeking the death penalty for five of the 11 people allegedly involved in Khashoggi`s murder.

If the accused are convicted and given death penalties, the Saudi justice system would allow Khashoggi`s family to grant mercy to the alleged murderers through the so-called "blood money" arrangement.

I cannot try the perpetrators. I can provide the information, I can recommend that the perpetrators and the masterminds be tried, but I cannot do that myself," Callamard said. "You have to wait a few more months as I go through the various options, but you will find that in the report." According to US intelligence agencies, Khashoggi`s murder was enacted upon orders given by Saudi Crown Prince Mohammad bin Salman.

Khashoggi murder perpetrators should be tried, says UN investigator

The Afghanistan government's policies to prevent ill-treatment of detainees, linked to ongoing conflict, in the war-torn country's prisons were having an effect, but they were far from sufficient as torture of prisoners is likely still widespread in these jails, the United Nations&nbsp;has said.&nbsp;

Based on interviews with more than 600 detainees and published jointly by the UN Assistance Mission in Afghanistan (UNAMA) and the UN Human Rights Office (OHCHR), their latest report on the treatment of prisoners in 77 facilities in 28 out of 34 provinces indicates that an average of nearly one in three, provided "credible and reliable" accounts of suffering.

In the previous reporting period, covering 2015 and 2016, the ratio was closer to four in 10, it said noting that an "encouraging reduction" in the level of abuse since 2016 have been witnessed.

Beatings was the most common form of torture and ill-treatment, according to the report, which also noted that "the vast majority" of detainees held for alleged links to extremist group ISIS (also known as Daesh) or other opposition forces, said they had been tortured or ill-treated to force them to confess - and that the treatment stopped once they did so.

Significant differences in the treatment of detainees were found depending on the jail where they are held, with one Afghan National Police (ANP) facility in Kandahar, linked to a 77 per cent torture rate - well above the 31 per cent ANP average.&nbsp;

The Kandahar findings included allegations of "brutal" forms of torture such as "suffocation, electric shocks, pulling of genitals and suspension from ceilings", the UNAMA and the OHCHR said, while underlining that abuse allegations in ANP detention centres had fallen - from a 45 per cent average since 2016.&nbsp;

The report, which finds that youngsters are at higher risk of suffering mistreatment, discusses how detainees' rights are violated in other areas.&nbsp;

These include a lack of legal safeguards to prevent torture, difficulties in gaining access to lawyers and the continued absence of accountability for perpetrators, with very limited referrals to prosecution.&nbsp;

UN High Commissioner for Human Rights (OHCHR), Michelle Bachelet, said the report's findings demonstrated that the embattled Government's policies put in place to combat torture and ill-treatment were having an effect, but they were far from sufficient.

"A year ago, on this day, the Government of Afghanistan committed itself to the prevention of torture by acceding to the Optional Protocol to the Convention against Torture," Bachelet said.&nbsp;

"I urge the Government to work swiftly to create a National Preventive Mechanism to ensure independent, impartial scrutiny of the treatment of detainees. A well-resourced watchdog of this sort, which is able to make unannounced visits to places of detention and raise awareness of what constitutes torture and ill-treatment according to international human rights law, can go a long way towards the ultimate goal of fully eradicating torture."

Also highlighted in the report are concerns over an Afghan National Army-run detention facility in Parwan, in the north-east of the country.&nbsp;

These include overcrowding and the use of solitary confinement as the sole disciplinary measure, despite progress and "tangible results" made by the Government in implementing a national plan to eliminate torture.

"We welcome the steps taken by the Government to prevent and investigate cases of torture and ill-treatment over the past two years," said Tadamichi Yamamoto, the UN Special Representative for Afghanistan.&nbsp;

"However... There is still a long way to go to eradicate this horrendous practice among conflict-related detainees, he added. "Respect for the rule of law and human rights is the best way to create the conditions for sustainable peace."

Afghanistan made progress against torture in detention centres, but needs to do more: UN report

India abides by UN regulations, but let down

The United Nations owes India USD 38 million, the highest it has to pay to any country, for the peacekeeping operations as of March 2019, UN Secretary-General Antonio Guterres has said as he voiced concern over the world body's deteriorating financial health.

In his report on improving the financial situation of the world body, he said, as of March 31, 2019, the total amount payable to troop- and police-contributing countries with respect to active peacekeeping missions was USD 265 million.

Of this, the UN owes USD 38 million to India, followed by Rwanda (USD 31 million), Pakistan (USD 28 million), Bangladesh (USD 25 million) and Nepal (USD 23 million), Guterres said in his report.

He said the arrears to troop- and police-contributing (TCCs/PCCs) countries could increase to USD 588 million by June 2019 "in the worst-case scenario".

The UN chief added that which troop- and police-contributing countries will or will not be paid depends on the cash position of the individual missions to which they contribute and is not determined by their individual capacity to shoulder that unfair burden.

"That has created a paradox. The United Nations is now effectively borrowing for prolonged periods from troop- and police-contributing countries. Many of them are low-income countries for which that imposes a significant financial burden.

At the same time, the Organisation is asking those same countries to do more to train their personnel and improve the quality of their equipment, all while operating in increasingly challenging environments. The United Nations, however, is not fulfilling its obligation towards them in a timely manner," he said.

Guterres further said that troop- and police-contributing countries make every effort to provide well-trained and well-equipped personnel to peacekeeping operations, and they continue to improve on that objective.

"Reimbursement by the UN for their contributions is key to supporting those efforts. The delays in reimbursing the contributing countries expose them to financial challenges in pursuit of their efforts and consequently have an adverse impact on the operations and the delivery of their mandates," he said.

Earlier this year, India's Permanent Representative to the UN Syed Akbaruddin had said that the financial situation of the United Nations peacekeeping, particularly the non-payment/delayed payment of arrears to the troop/police-contributing countries, is a "cause for concern".

He had said that the practice of delaying payments to TCCs/PCCs, even as contractual obligations to others are met, cannot continue unaddressed.

"It results in TCCs/PCCs bearing unsustainable burdens. In some cases, TCCs and PCCs are owed 100 to 200 times their cumulative annual financial contributions to the UN," he had said.

Guterres said while the UN is working to become more effective, nimble, accountable, transparent and efficient, the success of the organisation's efforts depends not only on the internal efforts of the Secretariat but also on the support of Member States and on the predictability and adequacy of their financial contributions to UN programmes and activities.

Expressing concern about the organisation's deteriorating financial health, the UN chief, said the UN is facing deepening liquidity problems in its regular budget, a trend that must be urgently halted and reversed.

"Peacekeeping operations also face frequent cash constraints that forced the Organisation to postpone the settlement of its obligations to troop- and police-contributing countries," he said.

The UN had a positive cash balance of USD 412 million at the end of 2010 but it finished 2018 with a negative cash balance of USD 323 million a decrease of USD 735 million in an eight-year period.

Guterres said that regular budget assessments are issued at the beginning of each year and member states are required to pay their contributions in full within 30 days.

In 2017 and 2018, 73 member states had paid their contributions in full by the end of the first quarter, compared with 62 in 2016 and 67 in 2015. So far, 74 member states have paid in full in 2019.

"Regrettably, some member states pay neither in full nor on time. The level of arrears at the end of 2018 was USD 529 million, equivalent to more than 21 per cent of that year's assessments and nearly 150 per cent of the liquidity reserves," he said.

The United States is responsible for 22 per cent of the USD 5.4 billion regular budget for 2018 and 2019 and more than 28 per cent of the USD 6.7 billion peacekeeping budget for the year to June 30.

As of the end of the 2017/18 peacekeeping fiscal year, outstanding contributions to peacekeeping operations amounted to almost USD 2 billion, well above the USD 1.3 billion unpaid as on June 30, 2017.

"The overall level of unpaid peacekeeping contributions is also affected by the decision of one Member State to contribute at a level approximately 3 per cent below its applicable rate of assessment," he said.

The UN chief requested the General Assembly to increase the Working Capital Fund to USD 350 million effective July 1, 2019 and to create a Peacekeeping Working Capital Fund of USD 250 million and authorise its use to address the liquidity challenges of active peacekeeping operations among ways to help improve the financial situation of the world body and deal with timely payment of dues to troop and police contributing countries.&nbsp;

United Nations owes India $38 million for peacekeeping operations: UN Secretary-General Antonio Guterres

The United Nations Security Council condemned <a href="https://www.wionews.com/south-asia/taliban-announce-spring-offensive-amid-afghan-peace-push-209755">Afghanistan's Taliban</a> on Monday for announcing a spring offensive and called on all parties to instead seize the opportunity to begin talks.

In a unanimous statement, the council said the Taliban's announcement will "only result in more unnecessary suffering and destruction for the Afghan people."

The Taliban launched attacks near the northern city of Kunduz and in Kabul on Saturday, hours after announcing the start of the spring offensive.&nbsp;

At least nine people were killed and scores wounded in those attacks, according to Afghan officials.

The bloodshed came as the US pushes for a peace settlement with the Taliban, and ahead of a new round of talks expected to take place in Qatar later this month.

The Security Council "called on all parties to the conflict to seize the opportunity to begin an inclusive intra-Afghan dialogue and negotiations that result in a political settlement," said the statement.

US officials have already met several times with the Taliban and further talks are expected in the Qatari capital Doha later this month that would include Afghan political leaders.

Zalmay Khalilzad, the US diplomat who has held several rounds of talks with the Taliban in hopes of reaching a peace deal, called the announcement of the spring offensive "reckless" and "irresponsible."

To facilitate travel to Doha, the council has lifted travel bans for 11 Taliban delegates, including Mullah Abdul Ghani Baradar, a cofounder of the Islamist movement and its top political leader, as well as Sher Mohammad Abbas Stanikzai, the Taliban's former deputy minister of foreign affairs.

Seven children were killed and 10 more wounded Sunday when an unexploded mortar shell blew up in eastern Afghanistan, an official said.

The incident appears to be the latest instance of discarded ordnance claiming civilian lives, in a country littered with landmines, homemade bombs and old shells.

Assadullah Dawlatzai, the Laghman governor's spokesman, said the circumstances around how the children found the mortar and why it exploded were under investigation.&nbsp;All the victims were below the age of 15, he said.

Abdul Marouf Jalili, the head of the Laghman provincial hospital, said seven bodies and 10 wounded victims had been brought to the facility.&nbsp;He confirmed all were children.

The blast occurred on the outskirts of Mehtarlam, the capital of Laghman province, east of Kabul.

The United Nations Mine Action Service recently said that in 2017, about 150 people each month were killed or wounded in Afghanistan by mines and so-called explosive remnants of war.&nbsp;Curious kids often pick up the devices.

While many landmines come from the Afghan-Soviet war in the 1980s and the civil war in the 1990s, casualties have increased from homemade bombs as a result of the intensifying fight between the Afghan government and the Taliban.

India is hopeful it will avoid US sanctions over its purchase of <a href="https://www.wionews.com/world/india-should-be-careful-while-acquiring-russias-s-400-triumf-air-defence-missile-cautions-us-congressman--140572">Russia's S-400 missile system</a>, Defence Minister Nirmala Sitharaman told.

New Delhi has been "heard and understood" by the US administration over its accord to buy the S-400 missile defence system for $5.2 billion, the minister said in an interview this week.

Prime Minister Narendra Modi made the deal with <a href="https://www.wionews.com/south-asia/india-to-purchase-russias-s-400-air-defence-units-in-multi-billion-dollar-deal-7456">Russian President Vladimir Putin</a> in October, defying US warnings of sanctions on countries buying Russian military equipment. The sanctions were part of measures to punish Moscow for its actions in Ukraine in 2014.

President Donald Trump's administration imposed sanctions on China's military last year over Beijing's purchase of the S-400 and other military hardware.&nbsp;

It has also warned NATO member Turkey of sanctions for buying the S-400, and has suspended Turkey's participation in a US jet programme.

Sitharaman told AFP that Washington has taken on board that India, bordering both Pakistan and China, needed arms from Russia, and others, to remain a "strong partner".&nbsp;

Negotiations with Moscow, a longstanding supplier to India's military, on the S-400 began before the US sanctions were introduced, she said.

"In the case of S-400 we have explained ourselves well... That has been heard and understood," Sitharaman said. "They have appreciated the point of view put forward."

Asked if she was confident that India would avoid sanctions, Sitharaman said,&nbsp;"Yes I hope so."

Cold water

Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA).

Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency.&nbsp;

But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner."

He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives."

China

Washington is in a tricky position with India. It wants to bolster ties with the Asian giant to counter China's assertiveness, a trend which has also rattled New Delhi.

In 2017 India and China had a military standoff over a Doklam claimed by both Beijing and Bhutan, a close ally of India.

Since then China and India have sought to patch up relations, including at a meeting between Modi and President Xi Jinping at Wuhan, China in April 2018.

"Sometimes there are differences and you have a face-off," Sitharaman said. "But our attempt, particularly after the prime minister's Wuhan meet with the Chinese president, our attempt has been that these differences... cannot be allowed to become disputes."

But China has also made inroads in Sri Lanka and the Maldives -- countries that India considers to be in its sphere of influence -- through its One Belt, One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI).

India has particular concerns about a series of projects passing through Pakistan occupied Kashmir, a disputed territory which was the fuse for a new military flare-up between Pakistan and India in February.

China has also blocked efforts to put on UN sanctions blacklist the leader of a Pakistan-based militant group that claimed a suicide bombing in Kashmir's Pulwama district&nbsp;on February 14 that killed 40 Indian paramilitary troops.

New Delhi has reportedly declined a Chinese invitation to take part in an OBOR forum in China later this month.

"Areas which are ours legally, which are under illegal occupation of Pakistan, are the ones which are becoming part of the China-Pakistan Economic Corridor," Sitharaman said.

"So having made that position very clear, we have not participated in anything to do with OBOR, and we stick to that position," she said.

"So having made that position very clear, we have not participated in anything to do with OBOR, and we stick to that position," she said.

India's population grew at an average annual rate of 1.2 per cent between 2010 and 2019 to 1.36 billion, more than double the annual growth rate of China, according to a report by the United Nations Population Fund.

India's population in 2019 stood at 1.36 billion, growing from 942.2 million in 1994 and 541.5 million in 1969.

India's population grew at&nbsp;an average annual rate of 1.2 per cent between 2010 and 2019, the UN sexual and reproductive health agency said in the State of World Population 2019 report.

In comparison, China's population stood at 1.42 billion in 2019, growing from 1.23 billion in 1994 and 803.6 million in 1969.

China's population grew at an average annual rate of 0.5 per cent between 2010 and 2019, the report said.

According to the report, in India, the total fertility rate per woman was 5.6 in 1969, dropping to 3.7 in 1994 and 2.3 in 2019.

India recorded an improvement in life expectancy at birth. The life expectancy at birth in 1969 was 47 years, growing to 60 years in 1994 and 69 years in 2019.

Giving a snapshot of India's population composition in 2019, the report said 27 per cent of the country's population was in the age bracket of 0-14 years and 10-24 years each, while 67 per cent of the country's population was in the 15-64 age bracket.

Six per cent of the country's population was of the age 65 and above.

Indicative of the improvement in the quality of India's health care system, the report noted that Maternal Mortality Ratio (MMR) in the country dropped from 488 deaths per 100,000 live births in 1994 to 174 deaths per 100,000 live births in 2015.

Director of UNFPA Geneva Monica Ferro said the figures were "worrisome" and it was essential to raise the level of consent and access to vital health services for millions of women around the world.

"Don't forget: each one of these numbers is a person," she said.

The findings, relating to women aged between 15-49 years, were published for the first time as part of the United Nations Population Fund's (UNFP) State of World Population 2019 report.

The report includes, for the first time, data on women's ability to make decisions over three key areas: sexual intercourse with their partner, contraception use and health care.

According to the analysis, the absence of reproductive and sexual rights has major and negative repercussions on women's education, income and safety, leaving them "unable to shape their own futures".

Early marriage continues to present a major cultural obstacle to female empowerment and better reproductive rights, the UNFPA report said.

"A girl who marries when she is 10 will probably leave school. And because she leaves school, she won't get the negotiating skills, and she won't get the specific skills which will allow her to then get a better-paid job,"&nbsp;Ferro said.&nbsp;

Those women and girls left behind "are typically poor, rural and less educated," Ferro said, adding that "two-thirds of all maternal deaths today occur in sub-Saharan Africa".&nbsp;

Despite these concerns, the UNFPA report highlights that "untold millions" have enjoyed healthier and more productive lives in the 50 years since the agency was founded, thanks to pressure from civil society and governments to dramatically reduce unintended pregnancies and maternal deaths.

Highlighting positive changes in the last half-century, the report shows that in 1969, the average number of births per woman was 4.8, compared with 2.9 in 1994, and 2.5 today.

Looking ahead to future challenges, the UN agency highlights the threat to women's and girls' reproductive rights posed by emergencies caused by conflict or climate disasters.

About 35 million women, girls and young people will need life-saving sexual and reproductive health services this year, as well as services to address gender-based violence, in humanitarian settings, it warns.

"Every day, more than 500 women and girls including in countries with emergency settings, die during pregnancy and childbirth, due to the absence of skilled birth attendants or emergency obstetric procedures," Ferro said.&nbsp;

The UN chief warned Libya is on the brink of "a very dangerous situation" as forces loyal to the internationally recognised government and a rival strongman battle for control of the capital.

Thousands of people have fled heavy fighting on the outskirts of Tripoli that has left dozens dead and prompted mounting global alarm.

UN chief Antonio Guterres on Wednesday appealed for a halt to hostilities to prevent the situation spiralling out of control.

"It's still time to stop," he told reporters after briefing the UN Security Council in a closed session in New York.

"It's still time for a ceasefire to take place, for a cessation of hostilities to take place, and to avoid the worst, which would be a dramatic, bloody battle for Tripoli."

Nearly a week of fighting on the city's doorstep has already killed 56 people and wounded 266, the World Health Organization said.

"Thousands of people have fled their homes, while others are trapped in conflict areas. Hospitals inside and outside (Tripoli) are receiving daily casualties," it said.&nbsp;

The UN chief was in Libya when forces loyal to military strongman Khalifa Hafta last week launched an offensive to capture the capital, which is controlled by a UN-backed government and an array of militias.

Haftar backs a rival administration based in eastern Libya that refuses to recognise the authority of the Government of National Accord (GNA) led by Fayez al-Sarraj.

Guterres said Libya was facing a "very dangerous situation" and urged a halt to the fighting to allow political negotiations to start anew.

"It is very clear for me that we need to restart a serious political dialogue and a serious political negotiation but it is obvious that cannot take place without a full stop to the hostilities," he said.

The council met for more than two hours behind closed doors to consider how to address the fresh fighting that has derailed efforts to end instability that has been exploited by jihadists and people-smugglers.

The United Nations postponed a national conference that was to open on Sunday to draw up a roadmap to elections, meant to turn the page on years of turmoil since the NATO-backed overthrow of dictator Moamer Kadhafi in 2011.

'Cat and mouse'

Heavy clashes shook Ain Zara, a town dotted with farms on the southeastern outskirts of Tripoli where pro-GNA fighters managed to reverse an advance by Haftar's forces.

On the town's main street, lined with shops and houses, a sand barrier erected by pro-GNA forces separated the two camps.

"Today, the criminals of Haftar's group have advanced, but we destroyed a tank and two armoured vehicles," said a pro-GNA fighter who gave his name as Youssef.

"The situation is good now," he said.

Behind him, artillery fire stirred up a cloud of sand as the sound of machine guns and anti-aircraft guns rang out.

Suddenly a shell sliced through the air and hit a nearby house.

"You see, he (Haftar) wants to destroy our houses and all of Tripoli," &nbsp;one of the fighters shouted.

Haftar's self-styled Libyan National Army (LNA), which controls swathes of the country's east, said on Wednesday it had seized a barracks in the Aziziya area around 50 kilometres (31 miles) south of Tripoli after "ferocious clashes".

It said several fighters loyal to the UN-backed government had been detained and their weapons seized.

"For the moment, it's still a game of cat and mouse," said a commander from a pro-GNA group.

"We're still organising ourselves. The war hasn't truly started," he told AFP in Ain Zara.

Heavy arms fire was heard from the front line about 10 kilometres (six miles) away where the city's disused international airport has changed hands several times over the past week.

Haftar's forces appear to be advancing on two fronts, from the south and southeast of Tripoli, while coast roads to the east and west of the city are defended by fighters loyal to the GNA.

The strongman, whose key allies are the United Arab Emirates, Egypt, Saudi Arabia and Russia, is a former Kadhafi military chief who has emerged as a major player in Libya's political struggle.&nbsp;

Children at risk

NATO chief Jens Stoltenberg said the alliance was "deeply concerned by the situation in Libya."

"The current military operation and advance on Tripoli are increasing the suffering of the Libyan people and putting civilian lives at risk," he said.

The UN children's agency (UNICEF) said "nearly half a million children in Tripoli and tens of thousands more in the western areas are at a direct risk due to the intensification of fighting".

Although casualties remain limited so far, the International Crisis Group warned further escalation "could precipitate a humanitarian disaster".

"If unleashed, a full-fledged offensive could become a proxy war between regional powers and cause innumerable casualties as well as immense devastation," it said.

Libya: United Nations chief urges ceasefire to avert 'bloody battle' for Tripoli

The Nepal government is planning to pull out its security troops from <a href="http://wionews.om/world/airstrike-halts-tripoli-flights-as-thousands-flee-libya-clashes-208862">war-torn Libya </a>as the condition in the African country worsens.

"Our Nepali troops are currently guarding the United Nations mission in Libya. We have opted to withdraw from there and have already taken forward the procedure to inform the UN as the condition dives down further," Nepal Army Spokesperson Yam Prasad Dhakal told ANI.

With the evacuation of American and Indian troops from Libya last week, Nepali peacekeeping contingent is assigned to safeguard the United Nations peacekeeping mission in Libya's capital Tripoli.

"For now, we have planned to evacuate troops from Libya to Tunisia," Brigadier General Yam Prasad Dhakal, said.

However, a date or time period when the Nepali blue helmets would be withdrawn is yet to be announced.

The move of Nepal to withdraw its troops from Libya comes in less than a week after the American and the Indian troops vacated the African nation.

A contingent of 231 Nepali Peacekeepers from the Nepali Army landed on Libya in 2016 and currently, 230 peacekeepers are stationed in Libya whereas one officer from Nepal is currently present in Tunisia as an observer.

The Libyan National Army (LNA) led by Khalifa Hafter, a military strongman is heading towards the Libyan Capital Tripoli with threats to invade it whereas, the Government of National Accord (GNA) has lined up rebel forces in outskirts of the capital to defend itself.

The oil-rich African nation is now disconnected from air traffic as its only working International Airport was bombarded on April 8, which means only the roadway in and out from the war-ravaged nation is functional.

Iran appoints Majid Takht Ravanchi as new UN ambassador

Fighting raged around Tripoli and an air strike closed its only functioning airport Monday, as Libyan strongman Khalifa Haftar defied international calls to halt his advance on the capital.

Thousands were also reported by the United Nations to be fleeing the capital city in face of Haftar's surprise assault which has left dozens dead.

The EU's foreign policy chief on Monday added her voice to those urging the eastern strongman to stop his offensive, in the wake of calls for restraint by the UN Security Council and the United States.&nbsp;

"I make a very strong appeal to Libyan leaders and in particular to Haftar to stop all military activities ... and to return to the negotiation table", Federica Mogherini said after talks with EU foreign ministers.

Dozens of people have been killed and thousands displaced in the fighting since Haftar's forces launched their onslaught against Tripoli and its unity government on Thursday.

A security source at Mitiga airport, east of the capital, said no side had yet claimed responsibility for Monday's air raid, which hit a runway without causing casualties.

The civil aviation authority decided "to suspend aerial traffic until further notice" to the capital, said Mohammed Gniwa, a spokesman for national carrier Libyan Airlines.&nbsp;

An airport source, who did want to be named, confirmed the suspension.

The oil-rich north African country has been rocked by violent power struggles between an array of armed groups since the NATO-backed overthrow of dictator Moamer Kadhafi in 2011.

Haftar, a former Kadhafi military chief, has emerged as a major player, his self-styled Libyan National Army backing an administration in the country's east in opposition to the UN-backed Government of National Accord.

Having seized control of much of eastern Libya and buoyed by a series of victories in the desert south, Haftar turned his sights on Tripoli, vowing to "cleanse" it of "terrorists and mercenaries".

'Immediate halt'

After a pause overnight, fighting resumed Monday morning around the capital's destroyed main airport, some 30 kilometres (18 miles) south of Tripoli, and the rural area of Wadi Rabi further east.

World powers have expressed alarm at the violence, saying it threatens to further destabilise Libya and derail UN-led efforts to find a political solution to the country's woes.

The US has appealed for an "immediate halt" to combat operations and the UN Security Council has called on Haftar's forces to stop their advance.

On Sunday Russia blocked proposals for the council to adopt a formal statement, instead insisting that all Libyan forces be urged to stop fighting, diplomats said.&nbsp;

Moscow is a key supporter of Haftar, along with Egypt and the United Arab Emirates.

But the Kremlin on Monday urged "all sides to reject actions that could provoke bloodshed in battle and the deaths of civilians".

Fierce clashes Sunday near Tripoli saw Haftar's fighters and other powerful western Libyan armed groups exchanging fire including air strikes.

Forces backing the Tripoli-based GNA on Sunday announced a counteroffensive dubbed "Volcano of Anger".

Spokesman Colonel Mohamed Gnounou said it was aimed at "purging all Libyan cities of aggressor and illegitimate forces", in reference to Haftar's fighters.

Civil war fears&nbsp;

Unity government health minister A'hmid Omar told Libya's Al-Ahrar television station late Sunday that around 50 people had been wounded along with those killed.

His ministry on Monday put the death toll at 35.

Haftar's forces have said 14 of their fighters have died.

The UN Humanitarian Coordinator in Libya, Maria Ribeiro, said Monday the fighting had displaced more than 2,800 people, blocked rescuers from reaching casualties and damaged electricity lines.

She again urged the warring parties to implement a temporary humanitarian ceasefire.

The previous day, fighting raged throughout a two-hour window set by the UN for a pause in hostilities for civilians and the wounded to flee.

Haftar's offensive has threatened to plunge the country into a full-blown civil war and once again thwart diplomatic efforts to find a solution to Libya's woes.

It was launched just days ahead of a planned UN conference aimed at uniting Libya's rivals and paving the way for elections.

Envoy Ghassan Salame has insisted the UN was "determined" to go ahead with the April 14-16 conference.

The UN mission in Libya said on Twitter that Salame met Monday with unity government head Fayez al-Sarraj in Tripoli to discuss how to "assist at this critical and difficult juncture".

Civil war fears Unity government health minister A'hmid Omar told Libya's Al-Ahrar television station late Sunday that around 50 people had been wounded along with those killed.

Airstrike halts Tripoli flights as thousands flee Libya clashes

A conference between Libya's warring parties set to start on April 14 is to go ahead despite <a href="https://www.wionews.com/world/libyan-national-army-should-halt-advance-on-tripoli-unsc-208273">renewed fighting around Tripoli</a>, the United Nations' envoy said Saturday.

"We are determined" to hold the talks "as scheduled" unless prevented by serious obstacles, Ghassan Salame said at a press conference in the capital, target of a new offensive this week by military strongman Khalifa Haftar.

Haftar, commander of the self-proclaimed Libyan National Army (LNA), launched an offensive on Thursday to take the capital, held by a UN-backed unity government and an array of militias.

His forces clashed south of the capital Friday and Saturday with forces that back the country's unity government.

The UN's conference of key players is set to draw up a "roadmap" to lead Libya towards legislative and presidential elections.

Libya's rival leaders agreed in Paris last year to hold elections before the end of the year, but that vote never materialised as the two rival administrations and numerous militias grapple for power.

But Salame said Saturday: "We want to reassure Libyans that we will stay alongside the Libyan people to make the political process a success without resorting to escalation."

Since the toppling of dictator Moamer Kadhafi in a 2011 NATO-backed uprising, Libya has been divided between an array of armed groups.

The internationally-recognised unity government, born out of UN-backed talks, has struggled to assert its control.

Haftar, who has seized much of eastern Libya, backs a rival administration and has repeatedly vowed to seize Tripoli and "cleanse" it of "terrorists and mercenaries".

The UN Security Council on Friday called on Haftar to halt his advance on Tripoli, warning the military move was putting Libya's stability at risk.

Libya talks to go ahead despite new fighting: UN envoy

Ever imagine living in floating cities? In a bid to create sustainable living spaces, the United Nations has achieved another feat and unveiled a unique concept of 'floating cities'.

The first UN Roundtable on floating cities began a day ago in New York, United States with an aim to find an alternative and a solution for the present day living spaces.&nbsp;

As per reports, the UN seems to be all convinced with the project presented by the BjarkeIngels Group and a company called Oceanix. The concept offers the ideation of floating cities harbouring completely self-sufficient communities built on water, housing as many as 10,000 residents.&nbsp;

UN unveils concept of floating cities that can withstand natural disasters, house 10,000 residents

Diplomats and activists on Monday denounced intense Chinese lobbying, pressure and even threats to rein in criticism of Beijing during last month's session of the UN Human Rights Council.

Human Rights Watch (HRW) charged that the Chinese mission in Geneva had sent a letter to a number of missions urging them to stay away from a US-organised event on March 13 about China's treatment of Uighurs and other Muslim minorities in Xinjiang province.

The letter, signed by Ambassador Yu Jianhua and seen by AFP, tells countries "not to co-sponsor, participate in or be present at this side event... in the interest of our bilateral relations and continued multilateral cooperation."

HRW slammed these "threats", with the organisation's Geneva director John Fisher warning that the public outcry over the treatment of Muslim minorities had "sent China into panic mode."

Chinese officials, he said in a statement, are now "using public as well as private pressure to block concerted international action."

The Chinese mission did not immediately respond to a request for confirmation and comment.

But several diplomats confirmed to AFP that their missions had received the letter ahead of the event.

It took place on the sidelines of the rights council's three-week session and focused on allegations that upwards of one million Uighurs and other mostly Muslim Turkic minorities are being held in detention centres in Xinjiang.

China maintains instead that the Uighurs and others are at "campuses" for vocational training set up to counter radicalisation.

Xinjiang, which shares a border with several countries including Pakistan and Afghanistan, has long seen violent unrest, which China claims is orchestrated by an organised "terrorist" movement seeking the region's independence.

But many Uighurs and Xinjiang experts say the violence stems largely from spontaneous outbursts of anger at Chinese cultural and religious repression, and that Beijing plays up terrorism to justify tight control of the resource-rich region.

'Stage-manage everything'

On Monday, several diplomats backed HRW's claim that China had exerted significant pressure on countries to speak on its behalf during the conclusion of a review of its rights record before the council on March 15.

"They were doing their best to stage-manage everything," a Western diplomat, speaking on condition of anonymity, told AFP.

"When you see how few countries spoke up about Xinjiang, I am sure it did have an effect," the diplomat added.

"They are not staying idle," another Western diplomat said.

According to HRW, Chinese officials pressured the UN to remove elements provided by UN experts and NGOs from the so-called Universal Periodic Review (UPR) report and tried to block the accreditation of Uighur activist Dolkun Isa.

A UN official told AFP that "receiving pressure from governments attempting to silence critics is fairly common, but a particularly high number of these complaints come from China about the credibility of participants."

"This session was particularly bad," acknowledged the UN official, who asked not to be named.

HRW also charged that China had intentionally pushed friendly states to flood the speakers' list for the 20 minutes allocated to countries' concluding remarks.

Nearly 100 countries requested the right to speak -- over three times more than usual in this situation --&nbsp; but only 13 were permitted to take the floor.

In advance, the rights council drew the name of the first country, Mali, from a hat, and from there countries were called upon in alphabetical order, through to the Philippines.

This meant that most critical voices from Europe and North America were not called upon, with only Norway speaking up against China's Xinjiang policies.

Non-governmental organisations were also given a chance to speak, but there too, groups praising China grabbed six of the 10 available speaking slots.

"It speaks volumes that China felt it necessary to twist arms and mount propaganda displays to try to suppress scrutiny of its rights record," Fisher said.

Diplomats, activists decry Chinese 'threats' at UN rights council

The United Nations decried Monday new&nbsp;<a href="https://www.wionews.com/world/brunei-defends-tough-new-islamic-laws-against-growing-backlash-206826">"cruel and inhuman" laws</a> set to take effect in Brunei this week which impose death by stoning for gay sex and adultery, and amputations for theft.

"I appeal to the government to stop the entry into force of this draconian new penal code, which would mark a serious setback for human rights protections for the people of Brunei if implemented," UN rights chief Michelle Bachelet said in a statement.

Brunei, an absolute monarchy ruled for 51 years by Sultan Hassanal Bolkiah, has said it will implement the new penal code starting Wednesday.

Brunei first announced the measures in 2013, but implementation has been delayed, in the face of opposition by rights groups, and as officials worked out the practical details.

The new law stipulates the death penalty for a number of offences,&nbsp;<a href="https://www.wionews.com/world/brunei-to-punish-gay-sex-and-adultery-with-death-by-stoning-206138">including rape, adultery, sodomy, robbery</a>&nbsp;and insulting or defaming the Prophet Mohammad.&nbsp;

It also introduces public flogging as punishment for abortion as well as amputation for theft and criminalises exposing Muslim children to the beliefs and practices of any religion besides Islam.

Bachelet pointed out that a wide range of UN rights experts had "expressed their concerns about the cruel, inhuman and degrading punishments contained in the Penal Code order".

Her comments came after a long line of politicians and celebrities, including George Clooney and Elton John, condemned the new laws and called for a boycott of hotels owned by the sultanate.

Homosexuality has long been illegal in Brunei, which practises a stricter brand of Islam than neighbours Malaysia and Indonesia, but it will now become a capital offence.&nbsp;

The law applies only to Muslims.

Last execution in 1957

Bachelet urged Brunei to uphold a long tradition of not applying the death penalty laws that have remained on its books. The country last carried out an execution in 1957.

She stressed that international law imposes very stringent restrictions on the use of the death penalty, which can only be applied for the crimes of murder and intentional killing, and only after all due process requirements have been met.

"In reality, no judiciary in the world can claim to be mistake-free, and evidence shows that the death penalty is disproportionately applied against people who are already vulnerable, with a high risk of miscarriages of justice," Bachelet said.

"I urge Brunei to maintain its de facto moratorium on the use of capital punishment."

The UN High Commissioner for Human Rights also warned that the new laws could encourage violence and discrimination on the basis of gender, sexual orientation and religious affiliation.

"Any religion-based legislation must not violate human rights, including the rights of those belonging to the majority religion as well as of religious minorities and non-believers," she said.

The World Sindhi Congress (WSC), which represents the interest of the Sindhi People, has formally asked the United Nations to send a fact-finding team to Pakistan to investigate the ongoing human rights violations in Sindh province of Pakistan and to clear the way for formal United Nations intervention in the rapidly deteriorating human rights situation in Sindh.

Lakhu Luhana, the secretary general of London-based World Sindhi Congress said, "Sindhi people are currently facing the worst atrocities in their history. Enforced disappearances are occurring on an average of 10 persons per month, violence against religious minorities has reached unprecedented levels&nbsp;&nbsp;- in last 2 months 13 underage girls from the most vulnerable Sindhi Hindu community have been abducted and forcibly converted".

He laid stress on an urgent visit of UN fact-finding mission to Sindh where the people are facing persecution in the hands of state agencies.

Lakhu Luhana added, “The resources of Sindh, rather sustaining the life of Sindhi people, are being looted illegally and immorally. Sindhi people are not only dying of force-induced hunger and disease but now by enforced disappearances as well”.

"Sindhi people seem to have no hope for any remedy or justice from the state of Pakistan and its institutions in spite of a continuous democratic struggle of decades. It is a critical situation requiring urgent international intervention. Therefore,&nbsp;&nbsp;Sindhi people&nbsp;&nbsp;request the UN to send a Fact-Finding Commission to Sindh&nbsp;&nbsp;to investigate and gather data and evidence of unprecedented onslaught on political, economic, social, cultural and human rights including the right to live of Sindhi people", said Lakhu Luhana&nbsp;&nbsp;who continues to highlight the atrocities of Sindhi people at the UN Human Rights Council Sessions in Geneva.

On Friday in Karachi city - another NGO which highlights the plight of the minorities in Sindh the People’s Human Rights Organisations held a press conference to raise the issue of protection of minorities.

Addressing the media Ihsan Ali, Chairman People’s Human Rights Organisation said Sindh government has failed to protect the human rights of the Hindu minority.

Further, he added that unfortunately, the State was turning a blind eye to the people of Sindh especially the Hindu minority.

Ihsan Ali said&nbsp;&nbsp;People’s Human Rights Organisation wants to share its apprehensions on the very disappointing situation for the Hindu community which has been subjected to untold misery in the two months of February and March 2019.

The Sindh Assembly had unanimously passed the Sindh Criminal Law (Protection of Minorities) Bill 2015 on November 24. Under the bill, anyone found involved in a forced conversion could face a minimum of five years and a maximum of life in prison along with a fine. However, the bill was never implemented.

The Pakistan People's Human Rights organisation expressed concern that if the bill to protect minorities was amended or abrogated under pressure from extremist religious parties, it would increase the sense of insecurity among non-Muslims, adding that the human rights situation for all minorities was very grave in Sindh.

News brief: Big stories of the day

Afghanistan's summer harvest will be one of the most critical in years, especially of wheat, its biggest cereal crop, as the country recovers from floods and the worst drought in decades, government and aid organization officials say.

Ample snow and rain during winter partly replenished soil moisture and raised hopes for a better wheat crop, which is a food source for rural families who turn their harvested grain into bread. Last year, however, drought displaced hundreds of thousands of people and also forced farmers who stayed in their homes to sell livestock and tools to survive, making recovery a multi-year challenge.

Many farmers were unable to plant crops last year because of parched conditions.

Jabbar, 44, a farmer in Balkh province in northern Afghanistan, sold sheep, cows and one camel at discounted prices to buy food for his family of 12. Recent floods washed away some of his land that had been planted with peas and wheat.

"I have a big family so it's my responsibility to feed them. If it rains or not, it is harmful to us," he said, referring to the double damage inflicted by drought and flood.

"I hope I can get good results this year."

Floods in March complicated the recovery. Heavy rains killed at least 63 people and destroyed or damaged more than 12,000 homes, affecting 119,600 people, according to the United Nations' Office for the Coordination of Humanitarian Affairs (OCHA).

Some 243,000 people remain displaced from last year's drought in the western provinces of Herat, Badghis and Ghor, according to OCHA. Many have moved to urban areas where they live in tents on public and private lands, creating tensions with landowners.

"If the harvest is OK, that will help communities come out of a terribly bleak period. If it's not OK, we'll need a massive injection of food quickly," said Toby Lanzer, the UN's deputy special representative for Afghanistan.

The winter wheat harvested in June and July will need to help feed displaced people and some 10.6 million people who are struggling to find enough food where they live, Lanzer said.

Farming accounts for one-third of the country's economy, although only 12 per cent of its land is arable.

The wheat crop's outlook remains uncertain, said Agriculture Minister Nasir Ahmad Durrani, in an interview on March 20. If the temperature warms too rapidly, melting snow could create floods that wipe out ripe crops, he said.

It is also unclear how many wheat farmers were able to plant last autumn, said Rajendra Aryal, the representative in Afghanistan for the UN's Food and Agriculture Organization (FAO).

Many farmers used the wheat seed to make bread to survive, rather than save it for planting, Aryal said.

"The people were already poor," he said. "It will be very difficult if the harvest fails, so I don't even want to think that way."

The floods also damaged critical farm infrastructures, such as irrigation canals, reservoirs and wells. The Afghan government is working to repair damaged infrastructure, especially in the provinces of Kandahar and Farah, Durrani said.

Afghanistan produced 3.6 million tonnes of wheat last year, down 25 per cent from the five-year average, according to the FAO.

The country dipped into its grain reserve last year for 190,000 tonnes of wheat, leaving just 50,000 tonnes left, Durrani said.

The expected shortfall between supply and demand this year will be made up through wheat imports from countries including Pakistan and Kazakhstan, he said.

Abdul Majid Khan, who coordinates aid related to food security and agriculture for the UN, said a plan is in place to assist families who return home as the drought abates. It includes food assistance, cash for work and farm supplies, but the plan still requires approval from international donors.

"My biggest concern delays in funding," he said. "We can lose the trust of the people."

A significant number of families should be able to return, as long as it is safe, said Zlatan Milisic, country director for the World Food Programme.

"There are no more resilient people on Earth," UN Representative Lanzer said about Afghans. "But goodness me, it is being tested."

The United States faced sharp criticism Wednesday at the <a href="https://www.wionews.com/world/syria-requests-un-security-council-meeting-on-golan-205899">UN Security Council</a> over its decision to recognize the Golan Heights as Israeli territory, which big powers denounced as a violation of UN resolutions.

Britain, Washington's closest ally, said the decision was in violation of Resolution 497 that declared Israel's annexation of the Golan as "null and void."

France warned that any attempt to turn away from international law was "doomed to fail" as the United States prepares to unveil its Middle East peace proposals.&nbsp;

Russia appealed to governments to reject the US decision and to continue to view the Golan as Israeli-occupied territory.

"If anybody feels any temptation to follow this poor example, we would urge them to refrain from this aggressive revision of international law," said Russian Deputy Ambassador Vladimir Safronkov.

The council was meeting at the request of Syria, which in a letter to the council called the US decision a "flagrant violation" of UN resolutions.

Three Security Council resolutions call on Israel to withdraw from the Golan, which it seized from Syria in the 1967 Six-Day War and annexed, in a move that was not recognized internationally.

The United States defended its decision, arguing it bolstered Israel's security and could contribute to the stability of the entire Middle East by keeping Syria and its Iranian ally in check.

To allow the Golan to be controlled by Syria "would turn a blind eye to the threats emanating" from Damascus and from Iran and its Hezbollah allies that want to use the Golan to attack Israel, said US diplomat Rodney Hunter.

The 1,000-strong UN Disengagement Observer Force (UNDOF) was dispatched to a buffer zone between Israel and Syria in the Golan in 1974, tasked with monitoring a ceasefire.

Trump's decision prompted speculation that Washington would seek to end the UNDOF mission when its mandate comes up for renewal in June.

"This announcement does not affect the 1974 Disengagement Agreement, nor do we believe it undermines UNDOF's mandate in any way," said Hunter, adding that UNDOF "continues to have a vital role to play in preserving stability between Israel and Syria."

China recalled that UN resolutions declare the Golan as a territory occupied by Israel, with Deputy Ambassador Wu Haitao adding that "China is opposed to any unilateral action that attempts to alter that fact."

US under fire at United Nations over Golan Heights decision

UN: One-third of causalties in Mali attack were children

At least 13 civilians were killed, mostly children, in an <a href="https://www.wionews.com/south-asia/air-strikes-kill-dozen-afghans-battle-intensifies-in-taliban-strongholds-205323">air strike by "international forces" in the northern Afghan city of Kunduz</a> late last week, the United Nations said Monday.

The strike happened between late Friday and early Saturday in support of ground operations conducted by pro-government forces fighting Taliban militants in the area.

"Initial fact-finding indicates that 10 of those killed were children, part of the same extended family who were displaced by fighting elsewhere in the country," the UN mission in Afghanistan said in a statement.

The US is the only member of the international coalition in Afghanistan that provides air support in the conflict.

A NATO spokesperson told AFP the coalition was investigating the claims.

"Those who were killed were internally displaced families who had fled the war in Dasht-e-Archi district and had recently moved to the city," added Khosh Mohammad Nasratyar, member of Kunduz provincial council, saying three children were also wounded in the attack.

The deaths come as ordinary Afghans continue to bear the brunt of the conflict, with more civilians killed in the Afghan war in 2018 than during any other year on record, according to a UN report.

The uptick in violence in 2018 coincides with a significant increase in the number of deaths caused by the "deliberate targeting of civilians", according to the report, mostly stemming from suicide attacks by insurgents allied with the Taliban or Islamic State (IS).

An increase in air strikes by US and Afghan forces also led to more civilian deaths in 2018, with more than 500 killed by "aerial operations for the first time on record".

Fighting continues to flare across Afghanistan even as the US and Taliban press forward in peace talks aimed at ending nearly 18 years of fighting.

The ongoing peace talks with the Taliban follow years of escalating violence in Afghanistan.

According to the UN, at least 32,000 civilians have been killed and another 60,000 wounded in the last decade.

Kunduz has been the scene of repeated air strikes gone awry over the course of the conflict, including an Afghan strike last April on an outdoor religious gathering in Dashte Archi that killed or wounded 107 people, mostly children, according to the UN.

And in 2015, a US airstrike struck a Medecins Sans Frontieres (Doctors Without Borders) hospital amid heavy fighting in the area, killing 42 people, including 24 patients and 14 members of the NGO. &nbsp;

Air strike kills 13 civilians, mostly children, in Afghanistan

Dogon hunters killed more than 100 people in an attack on a Fulani village in central Mali on Saturday, local officials said, as a UN delegation visited the country.

"The new toll is 115 dead" in the village of Ogossagou, said Cheick Harouna Sankare, mayor of neighbouring Ouenkoro. "It is a massacre of Fulani civilians by traditional Dogon hunters."

Earlier he had reported the deaths of around 50 people, but warned the toll could rise because many people were unaccounted for. Those bodies had now been found, he said.

The victims were shot or hacked to death with machetes, said a security source. Malian troops with local support arrived at the site in the afternoon, and they gave a toll of at least 105, a security source added.

Boubacar Kane, the governor of Bankass district, which covers Ogossagou, said the "provisional toll" was 115. Survivors had accused traditional hunters of carrying out the attack, he added.

The attack was launched at dawn Saturday in the village near the border with Burkina Faso, said several sources. The district has been the scene of frequent inter-communal violence.

Two witnesses questioned separately by AFP said hunters had burned down nearly all the huts in the village.

The massacre took place as a delegation from the United Nations Security Council visited the Sahel region to assess the jihadist threat there.

The UN mission in Mali, MINUSMA, said in a Twitter message it "firmly condemns such attacks against civilians" and called on the Malian authorities to investigate.

The UN said the visiting ambassadors from the Security Council countries met on Saturday with Mali's Prime Minister Soumeylou Boubeye Maiga and discussed with him the volatile situation in the centre of the country.

Land disputes&nbsp;

While local attacks are fuelled by accusations of grazing cattle on Dogon land and disputes over access to land and water, the area is also troubled by jihadist influence.

In the past four years, jihadist fighters have emerged as a threat in central Mali. A group led by radical Islamist preacher Amadou Koufa has recruited mainly from the Muslim Fulani community.

Since then, there have been repeated clashes between the nomadic Fulani herders and the Dogon ethnic group.

Last year that violence cost the lives of 500 civilians, according to UN figures.

In January, Dogon hunters were blamed for the killing of 37 people in another Fulani village, Koulogon, in the same region.

The Fulani have repeatedly called for more protection from the authorities. The government in Bamako has denied their accusations it turns a blind eye to -- or even encourages -- Dogon attacks on the Fulani.

Once considered a beacon of democracy and stability in Africa, Mali in recent years has been dogged by a coup, civil war and Islamist terrorism.

Extremists linked to Al-Qaeda took control of the desert north in early 2012, but were largely driven out in a French-led military operation launched in January 2013.

In June 2015, Mali's government signed a peace agreement with some armed groups, but the jihadists remain active, and large tracts of the country remain lawless.

Despite the presence of UN peacekeepers, a strong French military contingent and the creation of a five-nation military force in the region, jihadist violence has not abated.

More than 100 killed in Mali massacre as UN visits

The United Nations is making plans to help Bangladesh relocate thousands of Rohingya refugees to a remote island off its coast, documents seen by Reuters show, a move opposed by many refugees and that some human rights experts fear could spark a new crisis.

Bangladesh says transporting refugees to Bhasan Char – a Bay of Bengal island hours by boat from the mainland – will ease chronic overcrowding in its camps at Cox's Bazar, which are home to more than 1 million Rohingya, members of a Muslim minority who have fled neighbouring Myanmar.

Humanitarian and human rights groups have criticized the relocation proposal, saying the island is flood-prone, vulnerable to frequent cyclones and could be completely submerged during high tide.

A document was drawn up by the World Food Programme (WFP), the UN's food aid arm, shows the agency has supplied the Bangladesh government with detailed plans – including a timeline and budget – of how it could provide for thousands of Rohingya transported to the island within weeks. It stresses that any relocation should be voluntary and done "in accordance with humanitarian principles and code of conduct".

The document, labelled as a "Concept of Operations" and dated March 12, outlines how the organization and its partners "may facilitate the identification, staging, forward movement, reception, and sustainment of refugees" on Bhasan Char, estimating an initial appeal for donor funding of between $8.6 and $19 million.

More detailed operational planning would be needed it says, noting the Concept of Operations had been "developed quickly and without the benefit of any recent on-site assessment".

Gemma Snowdon, communications officer for WFP in Cox's Bazar, said the organization was part of "ongoing discussions" with the government over the future of the refugee response.

"The viability of safely relocating people to Bhasan Char needs to be thoroughly assessed and WFP is investigating the potential operational needs, financial costs, and challenges in several areas that we traditionally support in emergencies: food security, emergency telecommunications and logistics," she said.

Refugee influx

The numbers of refugees in the Cox's Bazar camps have grown dramatically since August 2017, when a Myanmar military-led crackdown that UN investigators have said was conducted with "genocidal intent" prompted some 730,000 Rohingya to flee. Myanmar has denied almost all allegations of atrocities made by refugees during what is says was a legitimate counterterrorism operation by its security forces.

Bangladesh says it is struggling to cope with the influx and wants to start relocating thousands of refugees to the island, which it says has been secured with flood defence embankments and cyclone shelters.

A senior UN official told reporters in the Bangladeshi capital Dhaka on Thursday the organization welcomed the fact the government had "taken steps to identify alternative settlements".

"As you also know if you have been to Kutapalong and the various camps in Cox's Bazar area, it is clear that there is huge congestion," said Volker Turk, Assistant High Commissioner for the UN refugee agency.

Mozammel Haque, the head of Bangladesh's cabinet committee on law and order and a senior government minister, told Reuters in an interview the government planned to start moving refugees next month.

"We are in talks with UN agencies and they have agreed," he said. "Now we are working on other things like how to move them and other strategies. We are the host country. We will decide where to keep them. And we are doing everything to ensure their safety and security."

Abul Kalam, the Relief and Repatriation Commission chief based in Cox's Bazar, told Reuters preparations were "still going on" and the site was not ready.

Flood-prone island

Bhasan Char, a flat and featureless island that emerged from the sea 20 years ago, has never been inhabited.

Humanitarians have not visited since a four-hour trip in September 2018, according to WFP. An internal report produced after that visit, also seen by Reuters, found a 1,500-acre area of the 13,000-acre island had been encircled by a nine-foot (3 metre) embankment, short of the 21-foot barrier recommended by WFP.

Housing with corrugated iron roofs and concrete floors and walls for about 70,000 people had been built, but there were only enough cyclone shelters for 17,000.

A UN human rights investigator who visited in January said earlier this month she feared a "new crisis" if Rohingya were taken to the island.

"There are a number of things that remain unknown to me even following my visit, chief among them being whether the island is truly habitable," said Yanghee Lee, the UN special rapporteur on human rights in Myanmar.

In Cox's Bazar, local officials are compiling lists of the first refugees to be moved, District Administrator Mohammad Kamal Hossain told Reuters.

On Thursday, a poem by a Rohingya refugee titled 'Do Not Send Me to the Island' was posted to social media. "I'm a human being, I deserve all human rights," it read.

"You know, we are refugees, surviving in refugee camp for two years," the author, 22-year-old Mohammed Rezuwan, told Reuters in a message. "Still we are tolerating so much tragedies."

UN draws up plans to ‘facilitate’ Rohingya relocation to island

The United States said Thursday it had sent a team to <a href="https://www.wionews.com/world/over-1000-feared-dead-in-mozambique-storm-204202">cyclone-hit Mozambique</a> to provide safe drinking water and other necessities after the region's biggest storm in decades.

Aimee Lauer, who is heading the response for the US Agency for International Development, said that an initially light 15-member team was en route to Mozambique with a potential expansion planned once the scope of the disaster becomes clear.

The group will provide chlorine tabs for safe water and hygiene kits to help stem the spread of water-borne diseases after Cyclone Idai smashed into the coast of Mozambique, she said.

"Obviously when you have that much water, access to drinking water for families is a significant necessity," she told reporters.

"That is not something that will be resolved overnight but in the coming weeks, hopefully, and months, as the water recedes and the infrastructure -- water sanitation capacity -- comes back online, we should see that shift," she said.

USAID said it was providing $700,000 in assistance -- $200,000 to respond to Cyclone Idai and the rest to cope with flooding earlier this month in Mozambique as well Malawi and Zimbabwe.

World Vision, a US-based Christian charity, said it has provided aid across all three countries including mosquito nets and chlorine to 80,000 people in Malawi.

The scope of the tragedy is massive with officials estimating that 1.7 million people have been affected, with the confirmed death toll nearing 400.

The United Nations has launched an appeal for assistance but said it did not yet have enough information to give an accurate estimate of the need.

US team seeks to provide water, hygiene in cyclone-hit Mozambique

China has lodged a diplomatic protest with the United States after <a href="https://www.wionews.com/world/beijing-protests-us-sanctions-on-chinese-firms-over-north-korea-ties-33993">Washington sanctioned two Chinese shipping companies for doing business with North Korea</a>, the foreign ministry said Friday.

Beijing said it has consistently enforced all UN resolutions on North Korea after the US Treasury Department added two Chinese firms to a sanctions list on Thursday.

The US Treasury sanctioned Dalian Haibo International Freight Co. Ltd. for shipping cargo from the Chinese port of Dalian to North Korea on behalf of the Paeksol Trading Corporation, which in the past has sold metal and coal to earn money for Pyongyang.

It also blacklisted Liaoning Danxing International Forwarding Co., saying it had assisted North Korean officials based in Europe in procuring goods for the regime.

"We firmly oppose any country imposing unilateral sanctions and taking long-arm jurisdiction against any Chinese entity according to their own domestic laws," said foreign ministry spokesman Geng Shuang.

Any Chinese company or individual found to be violating sanctions will be "dealt with according to laws and regulations," Geng said.

"China has already made solemn representations to the US on this matter and urged the US to immediately stop its mistaken actions to prevent affecting bilateral cooperation on related issues," Geng told reporters.&nbsp;

Washington's move comes less than a month after North Korean leader Kim Jong Un met in Hanoi with President Donald Trump for a second summit that broke down in part over Pyongyang's demands for immediate sanctions relief.

Trump, while walking away from the talks, has been eager to reach a potentially landmark agreement on North Korea's nuclear weapons programme.
