The United Nations rights chief said on Thursday that the extent of death and destruction in Ukraine's port city of Mariupol suggests serious international law violations, warning that the horrors would mark future generations.&nbsp;Speaking before the UN Human Rights Council in Geneva, Michelle Bachelet painted a grim picture of one of the bloodiest chapters so far in Russia's war in Ukraine.&nbsp;

"Between February and the end of April, Mariupol was likely the deadliest place in Ukraine," she said, in an update on the situation in the strategic port city, now held by Moscow.

"The intensity and extent of hostilities, destruction and death and injury strongly suggest that serious violations of international humanitarian law and gross violations of international human rights law have occurred," she said.&nbsp;Russia declared victory in May in its months-long operation to capture Mariupol, after Ukraine ordered the last of its troops holed up in the city's steelworks to lay down their arms. The three months of battles sent hundreds of thousands of people running for their lives and caused untold suffering and death.

Bachelet said that her staff had verified 1,348 civilian deaths in the city, including 70 children. "These deaths were caused by air strikes, tank and artillery shelling and small arms and light weapons during street fighting," she added.

But she acknowledged that "the actual death toll of hostilities on civilians is likely thousands higher."

The rights office assessed that up to 90 per cent of residential buildings in Mariupol had been damaged or destroyed and an estimated 350,000 people were forced to leave the city. Moscow's offensive on Mariupol has drawn multiple accusations of war crimes, including attacks on a maternity ward and a theatre, where hundreds of mainly women and children were sheltering.

Bachelet said the theatre attack "stands out among the very deadliest and most emblematic examples of the harm caused to civilians." While the shelling has now faded, Bachelet warned that residents left behind are "struggling daily with limited access to basic utilities and social services, such as medical care."

The UN rights chief warned that "the horrors inflicted on the civilian population will leave their indelible mark, including on generations to come. On the parents who had to bury their own children, on people who witnessed their friends commit suicide, on families ripped apart, on all those who had to leave a much-loved city with uncertain prospects of ever seeing it again."

Sources familiar with the package said it included anti-ship rocket systems, artillery rockets, and rounds for howitzers. In a phone call with Ukraine President Volodymyr Zelensky, Biden told the embattled leader about the new weaponry.

"I informed President Zelenskiy that the United States is providing another $1 billion in security assistance for Ukraine, including additional artillery and coastal defence weapons, as well as ammunition for the artillery and advanced rocket systems," Biden said in a statement after the 41-minute call with Zelensky.

The president also announced an additional $225 million in humanitarian assistance to help people in Ukraine, including by supplying safe drinking water, critical medical supplies and healthcare, food, shelter, and cash for families to purchase essential items.

The aid packages, which come as U.S. Defence Secretary Lloyd Austin is meeting with allies in Brussels, could be split into two categories: transfer of excess defence articles from U.S. stocks and other weapons being funded by the Ukraine Security Assistance Initiative (USAI), a separate congressionally authorised program.

Three sources familiar with the details, who spoke on condition of anonymity, said that one package of about $350 billion was expected to include more rockets for Multiple Launch Rocket Systems (MLRS) that had been sent to Ukraine and artillery rounds for M777 howitzers and spare parts.&nbsp;

Russia's U.N. Ambassador Vassily Nebenzia on Wednesday accused Western countries of "fighting a proxy war with Russia," telling reporters: "I would like to say to the Western countries supplying weaponry to Ukraine – the blood of civilians is on your hands."

Ukraine is pressing the United States and other Western nations for speedy deliveries of weapons in the face of increased pressure from Russian forces in the eastern Donbas region.

"Drug traffickers have no interest to continue to use this route", he told an online news conference, adding there were already signs of increased trafficking on the borders between Turkey and Bulgaria and Turkey and Greece.

Goosdeel said the conflict was also forcing smugglers using the Black Sea to opt for other routes as some ports were now out of reach. He said it was likely trafficking would increase through the Greek islands and the southern Mediterranean.

In its annual report, the Lisbon-based EMCDDA also said many people who had suffered "severe psychological stress" during the conflict may become more vulnerable to substance misuse problems, and that health services in European countries, especially those bordering Ukraine, were likely to become more strained as drug users fleeing the conflict required support.

"Continuity of treatment, language services and the provision of accommodation and social welfare support are likely to be key requirements", it said, adding that even those who were not drug users were at risk.

The agency also said the difficult financial situation in Afghanistan that has been under Taliban control since August could make drug revenues a more important source of income and lead to an increase in heroin trafficking to Europe.

It said that despite a ban on the production, sale and trafficking of illicit drugs, poppy cultivation appeared to continue in Afghanistan.

"For us, the price of this battle is very high. It is just scary," he said.

"We draw the attention of our partners daily to the fact that only a sufficient number of modern artillery for Ukraine will ensure our advantage."

Kremlin Spokesperson Dmitry Pescov said on Monday that Russia's main goal was to protect Donetsk and Luhank. These regions are part of Donbas region. These regions have territory held by pro-Russian proxy forces.

Moscow issued the latest of several recent reports saying it had destroyed US and European arms and equipment.

Russia's defence ministry said high-precision air-based missiles had struck near the railway station in Udachne northwest of Donetsk, hitting equipment that had been delivered to Ukrainian forces.

Ukraine's interior ministry on Telegram said that Udachne had been hit by a Russian strike overnight Sunday into Monday, without mentioning whether weapons had been targeted.

Amnesty International has accused Russia of committing war crimes during their shelling over the Ukrainian city of Kharkiv. The Russia-Ukraine conflict has already crossed 100 days and Amnesty said on Monday that Russia attacked Kharkiv with scattered mines and cluster munitions resulting in the death of hundreds of civilians. While the use of cluster munitions during any conflict is considered to be a war crime by a number of countries, both Russia and Ukraine have never signed any international agreement which stops them from using the weapons. &nbsp;However, Amnesty International research consultant Jean-Baptiste Gallopin told Reuters that the use of such weapons is not tolerated.

During the investigation conducted by Amnesty International in the aftermath of the Kharkiv raids, they found that around 606 civilians were killed because of the bombing while 600,000 fled. They also confirmed the use of both cluster munitions and scatterable mines during the Russian attack.

"The repeated bombardments of residential neighbourhoods in Kharkiv are indiscriminate attacks which killed and injured hundreds of civilians, and as such constitute war crimes," Amnesty said.

The Amnesty report also held Ukrainian forces responsible for violation of international humanitarian law by positioning artillery near residential buildings. According to the Reuters report, Gallopin said that the presence of the artillery made the buildings an easy target for the Russian bombers but added that this "in no way justifies the relentless indiscriminate shelling of the city.

“The people of Kharkiv have faced a relentless barrage of indiscriminate attacks in recent months, which killed and injured hundreds of civilians,” said Donatella Rovera, Amnesty International’s senior crisis response adviser according to the Reuters report.

“The repeated use of widely banned cluster munitions is shocking, and a further indication of utter disregard for civilian lives. The Russian forces responsible for these horrific attacks must be held accountable for their actions, and victims and their families must receive full reparations,” he added.

“These were some of the scariest moments of my life,” Andriy told Associated Press while recounting the early days of the Russian invasion.

“We provided the photos and the location to the armed forces. They narrowed down the coordinates more accurately and transmitted them by walkie-talkie, so as to adjust the artillery.”

While Stanislav helps with the process, it is Andriy who pilots the drone. “I can operate the drone, but my son does it much better. We immediately decided he would do it,” Stanislav said.

Russia earned nearly 100 billion dollars from export of fossil fuels during the first 100 days of Ukraine war, research has revealed. The research has said that most of USD 98 billion worth of fossil fuels has been sent to the European Union.

The study has been done by Centre for Research on Energy and Clean Air (CREA), an independent, Finland-based group. The study report has come as Kyiv is urging the West to sever all ties with Russia.

Europe is heavily dependent on Russian oil. Earlier this month, the EU agreed to halt most of these imports. Though the bloc aims to reduce gas shipments by two-thirds this year, an embargo is not in the cards at present.

Russia's fossil fuel revenues come first from the sale of crude oil (46 billion), followed by pipeline gas, oil products, liquefied natural gas (LNG) and coal.&nbsp;

The report added that some countries like China, India, the UAE and France had upped their purchases from Russia.

Before the war started in Ukraine, Russia accounted for 40 percent of the European Union’s gas and 27 percent of its imported oil. However, since the crisis started, the EU have taken steps to reduce their import, but no complete ban has been placed yet despite multiple requests from Ukraine.

The report claims that EU accounted for 61 per cent of the total exports during the first 100 days of the war. The other importers were China, Germany, Italy, the Netherlands, Turkey and Poland.

The report also said that Russia’s income came from crude oil ($48.2bn), followed by pipeline gas ($25.1bn), oil products ($13.6bn), liquefied natural gas, or LNG, ($5.3bn) and coal ($4.8bn).

Although the amount of oil and gas exported by Russia decreased in the time period, it was balanced by the authorities with higher prices. According to CREA, the prices were almost 60 per cent higher.

“India became a significant importer of Russian crude oil, buying 18% of the country’s exports,” CREA said, adding that a “significant share of the crude is re-exported as refined oil products”.
