Earlier, a video of the two wearing headphones, with Bon Jovi strumming a guitar before beginning to sing was posted on the official Instagram page of Harry and his American wife Meghan, the Duke and Duchess of Sussex.
Amidst the backdrop of potentially long drawn out and convoluted negotiations between Britain and the EU over the nature and form of the former's relationship with the latter is lost a fundamental and even primaeval question: Can Britain have a foreign policy? The question assumes salience against the backdrop of an election that has perhaps moved past the fractiousness of the Brexit debate and its mechanics thereof. With the people’s will aggregated mostly on one party and its political philosophy for an assorted set of reasons, it is perhaps now time to also focus or more accurately focus on Britain’s relationship with the world and the country’s role in it.

There are basically two approaches that Britain can take: A more of the same one that would entail and mean what Gideon Rachman has called 'social work' and whose content is foreign aid coupled with a recalibration of the foreign service. The second, a more pragmatic one, would or could be to shake and dust off the vestiges of the ‘imperialist’ label and assert itself internationally. (Assertion here is not the same as imperial(ist)- a label that is oftentimes employed to hold down a state or society by inducing guilt).

It is essentially about power and its use. In this day and age, while it amounts to sating a cliché, the nature and form of power has changed. It is not that power- a contested concept- and its use have become mushy or sentimental. No. Not at all. It is that power, in all its dimensions, its form has come to incorporate and integrate both its ‘hard’ and ‘soft’ nature - a combination or synthesis that Joseph Nye, a Harvard academic termed ‘smart power'. It is this smart power that Britain must develop, cultivate and employ.

What, the question is, would a ‘smart power’ approach look for Britain?

First and foremost, Britain must shake off its abashedness about power and its employment. This shyness and coyness about power stem from Britain’s past, which is over. The legacy of the past must not be allowed to override the present and the future. The country must, to iterate another cliché, live in a future-oriented present while also living in the present. This has implications for how Britain thinks of, conceives and employs power. To make a digression here, in the final analysis, nation-states’ ultimate quest is for and of power and security. This is a cardinal axiom in the world of states that even a post-modern vision or version of politics might find difficult to argue. If this axiom holds, then Britain with its coyness of and about power will find itself overtaken substantially by others in the power game. It is then in the nature of an imperative for Britain to stay relevant or even ahead in the power game.

But, power is not merely about the number of missiles you have, or how quickly and effectively you can mobilise your army or war preparedness. It is all of the above and more: Power, in this day and age, is also, to paraphrase Joseph Nye is about agenda-setting. But agenda setting is a corollary of influence. And, Britain has, not only a diminished power capability in terms of hard power but also diminished influence. Does this mean that the country is destined or doomed to remain diminished in these areas and thus gradually lose relevance in and at the global stage?

No is the answer. Britain has huge reservoirs of influence embedded in the sinews of its social and economic structures plus institutions and as the defying of the doomsayers, economic prognostications about the impact of Brexit negotiations on the wider economy suggest, an inbuilt resilience to it. It is in the interstices of the two that Britain can reclaim and develop its smart power. For Britain then, the causality of power would be reversed; it can and must develop its power from the influence which stems from its institutions- its universities, its reasonably robust legal and judicial system, and generally tolerant society where people, in the main, feel home and so on.

In a world where other states, in the hard dimensions of power, are rapidly catching up, influence then becomes a key and vital element toward power. Within a balance of power setting, countering power with power can only generate frisson and friction but influence can lead to real power in these contexts: that of agenda-setting. It is this agenda-setting, power and influence, thereof that Britain must develop - an arena that is eminently possible and achievable for a middle power country – especially against the backdrop of the reservoirs of soft power Britain has: it's attractive and robust university system that offer diverse students all over the world pathways to better careers, the use of English as a global lingua franca, education and career development, and the country’s diversity are a natural contender for developing the country’s influence. Among other things, university outputs, systems and the graduates of these institutions become natural conveyors of influence that also allow a given country to radiate outward in a non-offensive and non-jarring manner.

But, while agenda-setting influence is or might be the end game, it is incomplete without the foundational elements of hard power, rendered all the more salient in a world where interstate competition and the imbalances of power are fluid and will get pronounced with the passage of time. Hard power capabilities are best when these hover in the backdrop; that is, when these are not actually used but rendered as instruments of diplomacy and a hedge against bullying and threats by others. And, without these capabilities, influence can only be skin deep. For Britain to develop into a relevant, influential global actor, it not only has to leverage all its potentialities but also develop a smart power strategy that allows it to have a foreign policy. This, given a range of factors and elements, is eminently doable.

This, given a range of factors and elements, is eminently doable. (Disclaimer: The opinions expressed above are the personal views of the author and do not reflect the views of ZMCL)

Post Brexit UK changed its immigration laws. The UK adopted a point-based merit system for the migrant workers, but 70% of EU workers will not meet new UK immigration criteria. The question is will India be benefited from the new immigration laws?

Britain's government on Wednesday faced a backlash over its new post-Brexit immigration plans, which are designed to cut "cheap Labour from Europe" in favour of high-skilled English speakers. The points-based system is due to start on January 1, 2021, and was billed as "taking back control" of Britain's borders - a key demand of anti-EU campaigners in the divisive Brexit debate.

Interior minister Priti Patel called the sweeping reforms "firm and fair" and said it would make it easier for higher-skilled workers to get visas, and harder for low-skilled migrants to do so. The decision left the United States "disappointed" after it called for a total ban.

The hard work now begins for the United Kingdom to shape an independent trade policy outside of the European Union. Brexit has finally happened after more than three years of negotiations, posturing, parliamentary shenanigans, two elections and considerable policy uncertainty.

As the New York Times reports, the UK faces complex and arduous negotiations trying to maintain its privileged access to 450 million European consumers with zero tariffs or other trade restrictions.

It’s crucial for the U.K. to negotiate and sign some sort of trade agreement with the EU as soon as possible because the transitional period ends on December 31, 2020. After that date, the British will lose their preferential access to that important market. This will significantly disrupt trade flows and supply chains that are vital to the UK economy.

Unfortunately, that’s a very short time to negotiate a deal. Trade deals typically take more than two years to hammer out.

Deal with the US?

The EU is critical but the UK is also looking to sign trade deals with other countries — perhaps none more important for the British economy than one with the United States.

But a deal with the Americans is at best a few years away and will not come easy, even though the US is an important partner for the UK and there has been a lot of discussion about such a deal.

There are many significant roadblocks to such a deal — Donald Trump’s administration is more about protectionism than it is about trade agreements, and it will be extremely difficult to negotiate as the president focuses on re-election. Witness the tumultuous and prolonged negotiations over minor improvements to the NAFTA agreement.

Even if Trump is defeated in November, the Americans have not been able to negotiate a deal with the EU. Talks started in 2013 and were suspended in 2016. The lack of results stemmed from challenges on both sides but does not bode well for a desperate and less economically powerful UK to be able to make headway with the US.

Losing preferential access

Meanwhile, the UK has other important trade policy challenges to resolve. Not only do the British lose privileged access to the EU on December 31, but they also lose preferential access to all the countries and trading blocks with which the EU currently has agreements.

The EU has trade deals fully implemented, or partially in place, with 88 countries, including Canada. Many of these agreements are with small economies, but the point is that due to Brexit, the UK will lose all the preferential access it’s enjoyed as a member of the EU.

The UK must negotiate agreements with these 88 countries simply to maintain its current trade relationship.

But British officials don’t have experience or capacity to effectively negotiate multiple new trade agreements and will already have their hands full negotiating with the EU. This is where Canada comes in.

Canada has an important and comprehensive agreement with the EU called CETA, short for the Canada-European Union Comprehensive Economic and Trade Agreement. CETA is a cutting-edge and modern trade agreement that is comprehensive in its coverage. It also contains progressive commitments to promote labour rights, environmental protection and sustainable development.

A perfect template

CETA provides the perfect template for the UK to adopt and use as a model for future bilateral agreements after finalising a free-trade agreement with Canada.

Obviously, the UK urgently needs to complete a deal with the EU first and foremost. But a deal with Canada should be its second priority. Not only can CETA provide a model for a UK-EU deal, it can also be the template for the Canada-UK deal.

The UK can get an early and relatively easy win by completing a new trade agreement with Canada. The two countries, in fact, have already agreed informally to move forward on a Canada-UK agreement built on CETA.

Along with Dylan Klemen of the University of Calgary’s School of Public Policy, I have argued that this would be an important win for Canadian trade policy as well. The UK is Canada’s fifth-largest trading partner and was its largest trading partner when it remained in the EU. The UK is Canada’s second-largest source of foreign direct investment and the second-largest foreign destination for Canadian investors.

The following graphic shows Canada’s 10 most valuable exports (in terms of product groups) to the UK over the last five years. Exports of gold are sizably larger than Canada’s other top exports to the country.

With Brexit, Canada lost one of its key objectives in signing CETA in the first place — free trade with the UK.

Prime Minister Justin Trudeau began informal discussions on free trade with former British prime minister Teresa May, and recently confirmed his commitment to a trade agreement between the two countries under Boris Johnson.

Easy to complete?

For Canadian trade policy, there is another reason to move quickly with a CETA-based agreement with the UK — and another reason to believe the agreement will be easy to complete. And that’s the opportunity for Canada to move forward with its diversification strategy and achieve its progressive trade objectives.

The UK and Canada should quickly negotiate a free-trade deal with strong environmental and labour provisions modelled closely after CETA.

Free trade with Canada provides an early and relatively straightforward win for the UK as well as a win for Canada’s trade diversification strategy and progressive trade agenda. It’s also important that both countries complete a deal to avoid disruptions to the flows of trade and commerce between the two countries.

Meanwhile, the UK can use CETA as a template for its own negotiations with the EU. Such a template could be a model for future negotiations with the long list of countries with whom it will be trying to ensure continued market access.
