UK Prime Minister Rishi Sunak is facing a fresh revolt within the Conservative party over his tax plans in the budget, months after the Indian-origin Tory leader took over the reins of Britain.

The entire DNA of 100,000 newborns is to be sequenced as a part of a 105 million pound ($128.7 million) research programme in England, paving the way for better diagnosis and early treatment for rare genetic conditions. The government-funded research will be the first time that whole genome sequencing (WGS) would be offered to healthy babies.

The research led by Genomics England with the United Kingdom’s National Health Service (NHS) may also be the biggest of its kind. In addition to the current heel prick blood test which looks for nine rare disorders which include cystic fibrosis and sickle cell disease, the project will analyse the full DNA of the baby as well as the parents if required.

The Newborn Genomes Programme will begin next year to check the feasibility of the test and if successful could be rolled out across the country for diagnosing conditions that affect thousands of newborn babies each year. The research would look at genes which are known to connect around 200 rare diseases which begin within five years of life, however, adult-onset illnesses will not be assessed.

Notably, there are 7,000 single gene disorders most of which develop in early childhood. The Department of Health and Social Care, on Tuesday, said the programme is a part of the 175 million pound boost to “cutting-edge genomics research” out of which at least 26 million pounds is also allocated to improving the accuracy and speed of cancer diagnoses.

“Our goal in the Newborn Genomes Programme is to do more for the thousands of children born every year in the UK with a treatable genetic condition,” said Chief Medical Officer (CMO) of Genomics England, Dr Rich Scott. He added, “We want to be able to say to parents that we’ve done the best we can to identify and do something about these life-changing illnesses, in a timely way before the damage these conditions can cause has been done.”

Meanwhile, echoing a similar sentiment, the clinical advisor for the programme David Bick said “We can prevent a condition which if it arises could damage a child permanently and take years to sort out…For the families this is enormously important and very gratifying.” He also noted that some of these conditions can be treated much more easily and effectively if caught early to improve health as well as save the NHS money.

UK: DNA of 100,000 babies to be sequenced for identification of rare genetic conditions

Mick Lynch is the frontrunner in the UK train strikes protesting against the government and train corporations over wages, job losses, and changes to terms and conditions. He is the general secretary of the National Union of Rail, Maritime and Transport Workers (RMT), the British trade union. The train strikes in the UK come weeks leading up to Christmas causing trouble for many.

What is the dispute?

According to unions, any wage offer should reflect the growing cost of living. However, the train sector is under pressure to cut costs after the epidemic emptied its coffers. Unions say that measures must be agreed upon in order to fund pay raises and modernise the railway. Network Rail is to remove 1,900 positions as part of changes to the way its maintenance teams operate, while it claims that the majority of this can be accomplished by employees departing voluntarily. The RMT opposes some of the modifications and wants an assurance that no compulsory job losses would occur.

Mick Lynch, the RMT's head, has been one of the strikes' key faces, bargaining behind the scenes and speaking to the media about the action they're doing. After months of unsuccessful discussions, he recently sought a meeting with Prime Minister Rishi Sunak.

Who is Mick Lynch?

The 60-year-old was raised in London's Paddington neighbourhood, dropped out of school at the age of 16, and went on to become an electrician. He started working in construction and joined a union, which resulted in him being blacklisted, for which he eventually earned a hefty payment. Lynch began working for Eurostar and became engaged in the RMT. He spent two years as the RMT's assistant general secretary and two terms on its executive until being nominated interim general secretary in 2020 owing to Mick Cash's illness. Despite stepping down, Lynch won an election and assumed the post permanently in 2021. In this capacity, he has emerged as a prominent character in the ongoing rail strikes, with thousands of RMT members planning to strike over employment, wages, and conditions.

What is his demand?

Mick said that unless assurances are given concerning employment, pensions, and negative changes to working conditions, railway strikes would continue. Lynch has also accused rail firms of neglecting to provide a better contract following the three walkouts in June. Companies, he claims, are 'ransacking' terms and conditions, and RMT will continue to negotiate in good faith but will not be pushed or cajoled. He went on to say that the government should cease interfering in this conflict so that the rail employers may reach a negotiated settlement with us.

What is Mick Lynch’s salary?

There has been some discussion over how much Lynch gets paid for his job. According to reports, the trade unionist gets paid £84,000 a year. Piers Morgan said in an appearance on TalkTV that Lynch is paid more than £124,000, which Lynch refuted. Lynch is said to have received £763,000 in pay and perks since joining the union in 2015.

The British government’s plan to award more than 130 new licences for North Sea oil and gas exploration has run into trouble once again. Several environmental groups have called the move “unlawful” in accordance to the existing laws and they also pointed out that this will directly lead to the expansion of fossil fuel being produced by the United Kingdom. The groups have already written to Grant Shapps – the business minister – in an attempt to reverse the decision to award the licences.

The UK government decided to give the green light to the country’s first new coalmine in over 30 years to be built in Whitehaven in Cumbria. While the decision was taken in 2021, it has not been widely accepted and ministers are also facing a legal challenge questioning the validity of the decision.

After 20 years, a guy in mid-Wales who spent £25,000 (US$ 30679.62) on a fake airport sign is ending the joke. A Llandegley International billboard has been a well-known sight close to the Powys community for the past 20 years. Although it appears to be a regular road sign, it directs drivers to an airport that doesn't actually exist. The owner made the decision to remove the sign after paying thousands of pounds to build and maintain it. Since 2002, there has been a sign pointing cars to Terminals one and three at Llandegley International Airport along the A44 between Rhayader and Kington.

But if you follow the directions and go the two and a half miles, you will arrive in a field outside the Powys village of Llandegley, not an airport or even an airfield.

The person behind it, Nicholas Whitehead, is a journalist who formerly partnered with Terry Jones of Monty Python and edited the Brecon and Radnor Express' Radnor edition.

He said: "It started off as a wild conversation with friends one evening in Llandegley to BBC.

"We thought of renting a sign for something that wasn't really there, possibly a project that didn't exist, and we settled on the airport.

Whitehead added "as a journalist, whatever you do, someone, somewhere, is going to get upset about it". However, it appears that both residents and visitors like this specific joke.

Now, Whitehead plans to begin an initiative to get the odd institution he established recognised by the government. Heavy snowfall causes disruption in the vehicular movement in UK

Heavy snow and ice are now covering parts of the UK and will last for days. Due to the weather, there have been delays in trains, and accidents on the highway. On Sunday morning, flights from Heathrow were cancelled. Snow has covered the whole nation, signalling the start of winter. Further precipitation is expected in several areas of the UK, where yellow warnings of fog and snow are now in effect.

The Met Office predicts that today's temperature will hover around 0C, which means that the snow will quickly convert to ice. In northeast Scotland, nighttime lows of -15C (5F) are possible. If confirmed, it would be the coldest it has been in the UK since last February. Many people are unable to get to work. Due to worries about the safety of the staff and students, several schools will remain closed and courses will be delivered online. Be sure to check the website of your school before you depart if it is not listed among those that shut early or open late. Check the full list here:

Today's UK Weather Update: Heavy snowfall in London, full list of schools to remain shut today

Three children lost their lives on Monday, after being pulled from an icy lake as an Arctic blast sent temperatures tumbling across the UK.

The youngsters were reported to have been playing on frozen ice near Birmingham, central England, on Sunday afternoon, when it gave way and they fell in.

Emergency services said the children went into cardiac arrest when they were rescued and were taken to the hospital in critical condition.

The incident came as the UK was hit by heavy snow and freezing conditions, causing major travel disruption, on the eve of a national rail strike Tuesday that was already expected to bring the country to a grinding halt.

London Stansted airport warned of disruption.

"Our runway is temporarily closed whilst we undertake snow clearing," it added, with many flights cancelled early Monday.

The airport is the main hub of budget airline Ryanair, which also cautioned about disruption to its flights at Gatwick, south of London.

"Due to ongoing severe snowy weather across the UK, runaways at both Stansted and Gatwick have been temporarily closed tonight (11 December), disrupting all flights scheduled to depart Stansted/Gatwick during this temporary closure period," it said.

Both airports were open on Monday, but passengers were told to brace for delays.

Dozens of stranded passengers posted videos on social media showing snow-covered runways and planes stuck on the ground.

More than 50 flights were also cancelled on Sunday at Heathrow, the UK's largest airport, due to freezing fog.

Train and bus services in London were also severely affected after the dump of around four inches (10 centimetres) of snow overnight, which also forced the closure of parts of the M25 orbital route around the capital, the country's busiest motorway.

Some schools were also shut.

The UK has been experiencing a cold snap for several days, with temperatures dropping to -10 Celsius degrees (14 Fahrenheit) in some areas, although the Met Office said the temperatures were "not unusual for this time of year".

The service has issued yellow alerts for snow, fog and frost in several areas, including southeast and southwest England, and the north of Scotland.

UK ministers refused to hold any negotiation talks over pay in return for nursing unions' offer to suspend the strikes planned, saying that the government cannot amend awards decided for NHS staff by the independent pay body.

He said, “Of course, the health secretary wants to talk to the profession about how we can make the job better, how we can improve the NHS performance for everybody. But ultimately pay is decided by an independent pay body.”

The United Kingdom’s Chancellor of the Exchequer, Jeremy Hunt unveiled a number of post-Brexit reforms to City policy, on Friday, referred to as the “Edinburgh reforms”. The announcement was made at an industry roundtable with a group of chief executives from banks and insurers. The over-30-point package partially proposes to reform rules which were introduced after the 2008 financial crisis to protect savers and taxpayers.

The reforms were dubbed the post-Brexit “Big Bang 2.0” by Hunt’s predecessor Kwasi Kwarteng and are reportedly some of the biggest changes since former UK PM Margaret Thatcher's wave of deregulation in the 1980s. More than 30 regulatory reforms will “unlock investment and turbocharge growth in towns and cities across the UK”, said the Treasury, in a statement.

The proposal encompasses a number of plans including consulting on a new central bank digital currency to change tax rules for investment trusts in real estate. Hunt also outlines plans to “repeal, and replace, hundreds of pages of burdensome EU retained laws governing financial services”, in a bid to make the UK one of the “most open, dynamic and competitive financial services hubs in the world.”

“The Edinburgh Reforms seize on our Brexit freedoms to deliver an agile and home-grown regulatory regime that works in the interest of British people and our businesses,” said Hunt, in a statement. These rules, once created to safeguard people from the financial crisis are now seen as a hindrance to London’s banks and insurers compared to their peers across the world.

One of the provisions created in the wake of the 2008 crisis was the ring-fencing rule which separated customer deposits from riskier investment banking operations with the aim to protect them. The Treasury claims that these rules are particularly burdensome on lenders who wish to change them, “while maintaining protections for depositors,” the statement added.

Furthermore, the government will also launch a consultation about regulating rating agencies which review the performance of various companies along environmental, social and governance issues (ESG) to ensure these products are transparent and use consistent standards.

The Edinburgh Reforms also include a number of consultations and discussions around the Consumer Credit Act which regulates credit card purchases and personal loans, a provision which dates back to the 1970s in a bid to “modernise” it.

Another reform which will be under review as a part of the 30-point plan is the “senior managers' regime” which holds managers and bosses personally and financially responsible for infractions, which Hunts believes in its current form, is too burdensome.

However, the incumbent chancellor has also said that he was mindful of the lessons from the 2008 crisis which brought some UK banks to the brink of potential collapse and that he has taken these steps “very carefully”.

“We have to make sure that we do not unlearn the lessons of 2008, but at the same time recognise that banks today have much stronger balance sheets, and we have a much stronger resolution system if things do go wrong,” said Hunt, during the Financial Times’ Global Boardroom webinar, when asked about the potential risks of these reforms.

“No, the UK has always had and always will have an incredibly respected and robust system of regulation for the financial services sector,” he told the press in response to the potential risks and when asked if he was being reckless by announcing the relaxation of rules on investment banks.

He added, “But it's also important to make sure the industry is competitive. There are a million people employed in financial services and they're not just in London, in the city. They're spread across the country, in Edinburgh, in Belfast, in Leeds, in Bournemouth.”

UK: Medical staff could have 'right to strike' restricted, says education secretary

The UK government is set to unveil on Friday (December 9) post-Brexit plans to overhaul and preserve its powerful financial services industry.

Finance minister Jeremy Hunt will outline reforms "to drive growth and secure the UK's position as a world-leading financial services hub", the Treasury said in a statement.

Under the plans that will be unveiled, banks without major investment activities will be released from a ringfencing regime that currently seeks to separate retail and investment banking arms.

The country's financial regulators will be given a "new remit" to help deliver economic growth.

And a "widespread review" will see the Conservative UK government repeal "hundreds of pages of EU law", the Treasury added.

On this point however, the British government may be at odds with devolved Scottish government. The Scottish government in Edinburgh has voiced "deep concerns" about the plans to ditch EU legislation.

Scottish government has urged London to think again. It has said that repealing the EU law will have a "damaging impact... on people and businesses across the UK."
