Twitter Inc said it had deleted more than 10,000 automated accounts posting messages that discouraged people from voting in Tuesday’s elections and wrongly appeared to be from Democrats, after the party flagged the misleading tweets to the social media company.

The removals took place in late September and early October.

Obama hit on a common theme of Democratic campaigns - defending his signature 2010 healthcare law, while urging Americans not to embrace hostility and division in politics.

"We have seen repeated attempts to divide us with rhetoric designed to make us angry and make us fearful," Obama said in Miami. "But in four days, Florida, you can be a check on that kind of behaviour."

Obama was flanked by gubernatorial candidate Andrew Gillum, who faces former congressman and strong Trump backer Ron DeSantis, and Senator Bill Nelson, who is being challenged by the outgoing governor, Rick Scott.

Trump's campaign stops were aimed at bolstering Republicans challenging incumbent Democratic senators in West Virginia and Indiana, states he won in the 2016 presidential election.

Speaking on behalf of Mike Braun, who is trying to replace Joe Donnelly in the Senate, Trump told a rally in Indianapolis:

“If you want prosperity for your family, safety for your children and security for your country, vote for Mike Braun.”

Trump was joined on stage by former Indiana University basketball coach Bobby Knight, who led the crowd in a cheer “Go get’em Donald.”

Opinion polls and non-partisan forecasters generally show Democrats with strong chances of winning 23 additional seats and taking a majority in the House of Representatives, which they could use to launch investigations into Trump's administration and block his legislative agenda.

Republicans are favoured to retain control of the Senate, whose powers include confirming Trump's nominations to lifetime seats on the Supreme Court.

Obama's speech was repeatedly interrupted by hecklers, prompting him to quip: "Why is it that the folks who won the last election are so mad all the time?"

SURGING EARLY VOTING

Interest in the election has been unusually high in a year when Congress but not the White House is at stake, according to early voting tallies. Twenty-seven states plus the District of Columbia have recorded more early votes at this point in the campaign than they did in all of 2014, according to The Election Project at the University of Florida, which tracks turnout.

Texas had already recorded more votes than it did in all of 2014, including Election Day, the group said.

After Miami, Obama was headed to Georgia to campaign for Stacey Abrams, a former state legislator aiming to become the nation's first black female governor.

That race pitting Abrams against Republican Brian Kemp, the state's top elections overseer, has become a flashpoint for allegations of voter suppression by Democrats due to the state's strict voter-identification law. Republicans say the law is necessary to deter voter fraud.

A federal judge on Friday ordered the state to allow some 3,000 recently naturalized citizens to vote after their registrations had been put on hold.

With the race neck and neck, voter turnout will be crucial, said Georgia State University political scientist Lakeyta Bonnette-Bailey. Obama could energize Democratic voters and drive up turnout, she added.

"At this point it's going to be turnout," she said. "How can he mobilize those who are already registered to vote to go out and vote. And to tell their friends and families to vote."

The final weeks of the campaign have also seen a spate of violence including the massacre of 11 people at a Pennsylvania synagogue and more than a dozen package bombs sent to prominent Trump critics.

The FBI said on Friday it had recovered a suspicious package addressed to California billionaire Tom Steyer, a Democrat known for his ads calling for Trump's impeachment.

Markey said in his letter that cooperation between nations, particularly on nuclear energy, must be based on trust and shared values, but Saudi Arabia's actions "have made it clear that any nuclear cooperation with its government does not currently meet that bar."

Washington has wanted Saudi Arabia to buy nuclear power technology from US companies, including Westinghouse, which recently emerged from Chapter 11 bankruptcy.

In July, Saudi Arabia put South Korea's state-run utility KEPCO, the United States, France, China and Russia on a shortlist to bid for a nuclear power project and the winner would likely be selected in 2019, a South Korea official said.

The US Senate Intelligence Committee is pursuing a wide-ranging examination of former White House adviser Steve Bannon's activities during the 2016 presidential campaign, three sources familiar with the inquiry told Reuters.

The committee is looking into what Bannon might know about any contacts during the campaign between Moscow and two advisers to the campaign, George Papadopoulos and Carter Page, they said.

William Burck, a lawyer for Bannon, told Reuters: "The Senate Intelligence Committee has expressed an interest in interviewing Mr. Bannon as a witness, just as they have many other people involved in the Trump Campaign. But the Committee has never suggested that he’s under investigation himself and to claim otherwise is recklessly false."

Papadopoulos, a consultant, initially advised the presidential campaign of Republican hopeful Ben Carson before joining the Trump campaign. Page is also a consultant, who had business contacts in Russia.&nbsp;

On September 7, Papadopoulos was sentenced to 14 days in prison. He had pleaded guilty last year to lying to FBI agents about the timing and significance of his contacts with Russians, including a professor who told him the Russians had "dirt" on Trump`s Democratic presidential rival, Hillary Clinton.

No charges have been filed against Page.

The panel also will examine Bannon`s role with Cambridge Analytica, a former data analysis company that the Trump campaign hired to help identify and target messages to potentially sympathetic voters, the sources said.&nbsp;

The Senate committee is working with Bannon`s advisers to set a date for him to be interviewed by staff investigators in late November, two of the sources said.

The SOTU is normally delivered in the last week of January or first week of February.

The spokesperson said that the US President and Modi enjoy a strong personal rapport and Trump is committed to deepening the India-US relationship.

"The President enjoys a strong personal rapport with Prime Minister Modi developed through two meetings and several phone calls and remains committed to deepening the

US-India strategic partnership," the spokesperson said.

"The President very much looks forward to meeting Prime Minister Modi again at the earliest opportunity," the White House spokesperson said.

However, that production "threatens the long term economic viability of US suppliers of these essential components of US military systems," the Commerce Department said.

"When a foreign company engages in activity contrary to our national security interests, we will take strong action to protect our national security," Commerce Secretary Wilbur Ross said in a statement.

He said the export restrictions would limit Jinhua's "ability to threaten the supply chain for essential components in our military systems."

China established Jinhua in February 2016 in a bid to make its own home-produced chips, with the firm investing 37 billion yuan ($5.6 billion) that year to build a production line.

Semiconductors are among China's biggest imports, rivaling oil, and have become a stark reminder of its dependence on US technology.

That pressure, along with worries of a damaging oil price spike, is putting the Trump administration’s hard line to the test and raising the possibility of bilateral deals to allow some buying to continue, according to the sources.

The tension has split the administration into two camps, one led by National Security Adviser John Bolton, who wants the toughest possible approach, and another by State Department officials keen to balance sanctions against preventing an oil price spike that could damage the US&nbsp;and its allies, according to a source briefed by administration officials on the matter.

The global price of oil peaked just below US $87 a barrel this month, a four-year high. Because of that concern, the source said, the administration is considering limited waivers for some Iranian customers until Russia and Saudi Arabia add additional supply next year, while limiting what Tehran can do with the proceeds in the meantime.

Revenues from sales could be escrowed for use by Tehran exclusively for humanitarian purposes, the source, who asked not to be named, said – a mechanism more stringent than a similar one imposed on Iran oil purchases during the last round of sanctions under US&nbsp;President Barack Obama.

“If you’re the administration, you’d like to ensure you don’t have a spike in the price. So, you are better off from mid-2019 onwards to aggressively enforce the barrels side of reducing to zero and in the interim aggressively enforcing the revenue side,” the source said.

Such concessions could be problematic for the White House as it seeks stricter terms than under Obama, who along with European allies imposed sanctions that led to an agreement limiting Iran's nuclear weapons development.

The State Department declined comment for this story, but the administration has confirmed Washington is considering waivers. US&nbsp;Treasury Secretary Steven Mnuchin told Reuters that countries will first have to reduce purchases of Iran’s oil by more than the 20 percent level they did under the previous sanctions.

'A BIT UNPREDICTABLE'

US&nbsp;Treasury and State Department teams have traveled to more than two dozen countries since Trump pulled out of the nuclear deal on&nbsp;May 8, warning companies and countries of the dangers of doing business with Iran.

US&nbsp;allies Japan and South Korea have already ceased importing Iran's crude. But the situation is less clear among other, bigger buyers.

Brian Hook, the State Department’s special representative for Iran, and Frank Fannon, State's top US&nbsp;energy diplomat, most recently met with officials in India, Iran’s No. 2 buyer, in mid-October after a US&nbsp;source said for the first time that the administration was actively considering waivers.

An Indian&nbsp;government source said India told the US&nbsp;delegation that rising energy costs caused by a weak rupee and high oil prices meant zeroing out Iranian purchases was impossible until at least March.

“We have told this to the United States, as well as during Brian Hook’s visit,” the source said. “We cannot end oil imports from Iran at a time when alternatives are costly.”

A US&nbsp;diplomat confirmed the discussions, saying limited waivers for India and other countries was possible.

India typically imports over 500,000 barrels per day (bpd) of Iranian oil, but has reduced that level in recent months, according to official data.

Discussions are also underway with Turkey, Iran’s fourth biggest crude buyer, even though Turkish President Tayyip Erdogan and Turkish ministers have openly criticized the sanctions.

An industry source in Turkey familiar with the talks told Reuters the country had cut Iranian imports in half already, and could get to zero, but would prefer to continue some purchases.

Obama's administration granted a six-month waiver to Turkey, but the source said Turkey expected the Trump administration to impose tougher requirements for obtaining waivers that could potentially cover shorter periods.

“It could be for three months, or they may not get a waiver at all. It is all a bit unpredictable this time, as we understand a lot of things are up to Trump,” the source said.

The situation is least clear in China, Iran’s biggest customer, whose state-owned buyers are also seeking waivers. The country took in between 500,000 and 800,000 bpd from Iran in the past several months, a typical range.

Beijing's signals to its refiners have been mixed, said the two sources. Last week, Reuters reported Sinopec Group and&nbsp;China&nbsp;National Petroleum Corp (CNPC), the country's top state-owned refiners, have not placed orders for Iranian&nbsp;oil&nbsp;for November because of concerns about the sanctions.

Joe McMonigle, energy analyst at Hedgeye in Washington, said he expected the administration would have to accept some level of Iranian oil buying from China, given its consumption.

“Of all the countries, I don’t think they think China is going to zero,” he said.

US&nbsp;State Department's Fannon is scheduled to travel to Asia in coming days, with a speech in Singapore planned for Oct. 30; an official did not say if Fannon would use the trip to discuss Iran with China.

Asked about the role that rhetoric could have played, the FBI demurred.

A laywer for the suspect's family, Ron Lowy, told CNN that Sayoc prior "had no interest in politics," and that he was more into "bodybuilding, nightclub events."

US media reported Sayoc had once danced as a male stripper, and The New York Daily News quoted an event promoter as saying the suspect would dance at strip clubs and ran a show called "Girls Night Out."

"It is my opinion that he was attracted to the Trump formula of reaching out," lawyer Lowy said. "Trump reaching out to these types of outsiders, people who don't fit in, telling them they have a place at the table."

Each of the homemade bombs included six inches of PVC pipe, a small clock, a battery, wiring and energetic material, defined by Wray as potentially explosive.

The first package was intercepted Monday at Soros's Bedford, New York home. The most recent ones on Friday in California, Florida and New York.

Turkish prosecutors have prepared an extradition request for 18 suspects from Saudi Arabia in the killing of journalist Jamal Khashoggi, authorities said on Friday, after President Tayyip Erdogan urged Riyadh to disclose who ordered the murder.

Erdogan has in recent days stepped up pressure on Saudi Arabia to come clean in the case, and Western governments have also voiced increasing scepticism, pitching the world's top oil exporter and a pivotal Middle East ally into a worsening crisis.

Hours after a Trump supporter, Cesar Sayoc, was arrested in Florida in the bomb case, Trump told a political rally in Charlotte, North Carolina, that political violence must never be tolerated.

"I will do all I can to stop it," he said.

But any major attempt to heal political divisions was quickly set aside as Trump renewed attacks on his usual targets: the news media and his Democratic opponents.

"We have seen an effort by the media in recent hours to use the sinister actions of one individual to score political points against me and the Republican Party," Trump said.

Trump appeared to be commenting on cable news blanket coverage of the bomb case and how the people targeted are frequently criticized by the president.

US President Donald Trump on Thursday signed a presidential memorandum directing the Commerce Department to develop a long-term comprehensive national spectrum strategy to prepare for the introduction of next-generation 5G wireless networks.

Trump is also creating a White House Spectrum Strategy Task Force and wants federal agencies to report on government spectrum needs and review how spectrum can be shared with private sector users.

The memorandum requires a series of reports over the next nine months and looking at ways and existing efforts on increasing spectrum and sharing existing spectrum. A long-term strategy is due by July.

The goal is to ensure th ere is enough spectrum to handle the growing amount of internet and wireless traffic and that future faster 5G networks have adequate spectrum.

The White House also said Trump is withdrawing presidential memorandums on spectrum signed by then-President Barack Obama in 2010 and 2013.&nbsp;

"Contingency Points On Defense Sales to Saudi Arabia" were emailed to defence contractors by the Aerospace Industry Association (AIA) in recent days, instructing executives to explain that stopping arms sales could reduce the US ability to influence foreign governments.

Congress Concerned

Defence contractors have a lot to worry about. Republican Senator Bob Corker, who as the chairman of the Senate Foreign Relations Committee can block foreign military arms sales, told reporters at the US Capitol that a defence contractor had come to see him at his office, and he had warned that – even before Khashoggi's death - it would not be a good time to try to push a major defence deal through Congress.

President Vladimir Putin warned Wednesday of a new arms race if America pulls out of weapons treaties, and said Russia would respond "in kind" to any new US missiles placed on European soil.

At the weekend, US President Donald Trump sparked concerns globally when he said he would ditch a key Cold War-era nuclear weapons pact, the three-decade-old Intermediate-Range Nuclear Forces Treaty (INF).

Speaking after hosting Trump's national security advisor John Bolton on Tuesday, Putin warned that abandoning the treaty, and failure to extend another key arms control agreement known as the New START, would unleash a new arms race and put Europe in danger.

Putin said dismantling a global arms control system was "very dangerous," adding Russia was concerned about the fact that the United States had already abandoned the Anti-Ballistic Missile treaty, planned to ditch the INF, and that the future of the New START was unclear.

"There would be nothing left except an arms race," he said at a news conference after talks with Italian Prime Minister Giuseppe Conte.&nbsp;

The Russian president said that if Washington moved to abandon the INF and placed more missiles in Europe, Russia would respond "in kind."

"Will we be able to respond?" he said. "Yes, we will and this will be very quick and effective."

Putin said any European countries agreeing to host US missiles would be at risk of a Russian attack.&nbsp;

"These are obvious things," the Russian leader said.&nbsp;

Pershings in Europe

"We will return to the situation with the Pershing missiles in Europe," he said, referring to US missiles stationed in Western Europe in the 1980s.

Putin accused the United States of violating the INF treaty which Trump has said Russia is in breach of.

The Russian president said he wanted to discuss the issue with his American counterpart when they attend a November 11 event in Paris commemorating the centenary of the end of World War I.

"We are ready to work with our American partners without any hysterics," he added.

Italy's Conte said his country was also concerned about a possible collapse of the INF agreement, adding he would speak to Trump on the subject.

"I've already let President Putin know that I was really young in the era of the Pershing missiles and I would not want to return to the time that we have been able to overcome," the 54-year-old said in remarks translated into Russian.

"We should focus on other prospects of cooperation and avoid an escalation that could be alarming for us all."

Trump had said the United States was ready to build up its nuclear arsenal because Russia violated the INF agreement.

"Until people come to their senses, we will build it up," he said Monday, referring to America's nuclear stockpile.&nbsp;

Trump's announcement sparked concern globally, with the European Commission urging the United States and Russia to pursue talks to preserve the treaty, and China calling on Washington to "think twice."

Bolton has said that Britain, Japan, and other countries supported the US position.

Earlier Wednesday, the Kremlin said it was ready to discuss the possibility of a summit between Putin and Trump in Washington next year.

The US Constitution empowers the president to make lifetime appointments of judges to all three levels of federal courts, where nearly 900 judges serve. Each needs to be confirmed by the Senate, however.

Since taking office in January 2017, Trump has obtained the confirmation of 84 federal judges, compared to 43 in the same period for his predecessor, Democrat Barack Obama.

Trump has nominated some 50 more, who are awaiting the Senate's green light.

Trump's former White House counsel Don McGahn said they have consciously chosen some of the most conservative people possible for the positions.

"Some folks that are kind of too hot for prime-time," he described them. "The kind of people that make some people nervous."

Impact already felt&nbsp;

Democrats are angry, but have been powerless to do anything about it because they are a minority in the Senate.

The senior Democrat on the Judiciary Committee, Dianne Feinstein, pointed out that her committee was the only one holding hearings before the midterms.&nbsp;

If Republicans retain control of the Senate in the November midterm elections as expected, Trump could have the opportunity to fill another 150 vacant posts over the next two years.

The new judges are already having an impact on US society, for instance by shooting down a complaint on racial discrimination in the workplace, and supporting the removal of limits to election campaign donations, both positions backed by Republicans.

"I think it's a huge thing," Attorney General Jeff Sessions said last week. "We can feel a difference in some of the circuits (appeals courts) already."

Trump calls the effort a major achievements of his presidency.

The US State Department said 21 Saudis would have their visas revoked or be made ineligible for US visas. Another official said the vast majority of the group had US visas.

"As we continue to develop our understanding of the individuals that were responsible for this, not only those who executed it but those who were connected to it, the world should know that we intend to hold those individuals accountable when we develop this fact set," Pompeo told reporters.

Pompeo also said the State Department was looking into whether sanctions could be applicable for those found to be involved.

"These penalties will not be the last word on this matter from the United States," Pompeo said, although he emphasized as have other senior U.S. officials, the importance of the US-Saudi relationship. "Neither the president nor I are happy with this situation."

The Saudi Embassy in Washington did not respond to a request for comment on the US measures.

As the crisis unfolded over the past three weeks, Saudi Arabia changed its tune on Khashoggi. Riyadh initially denied knowledge of Khashoggi's fate before saying on Saturday he was killed in a fight in the consulate, an account met with scepticism from several Western governments, straining their relations with the world's biggest oil exporter.

Saudi Arabia has detained 18 people and dismissed five senior government officials as part of an investigation into Khashoggi's death. Turkish security sources say that when Khashoggi entered the consulate, he was seized by 15 Saudi intelligence operatives who had flown in on two jets just hours before.

Erdogan vow

Erdogan on Tuesday stopped short of mentioning the crown prince who some US lawmakers suspect ordered the killing.

"The Saudi administration has taken an important step by admitting to the murder. From now on, we expect them to uncover all those responsible for this matter from top to bottom and make them face the necessary punishments," Erdogan said in a speech in parliament.

"From the person who gave the order, to the person who carried it out, they must all be brought to account," Turkey's president said.

Turkish sources have said that authorities have an audio recording purportedly documenting the killing. Erdogan made no reference to any audio recording.

A Saudi Cabinet meeting chaired by King Salman said Riyadh would hold to account those responsible for the killing and those who failed in their duties, whoever they were.

US Customs and Border Protection said it had apprehended 16,658 people who arrived in the country in families last month, some 900 more than August and nearly 12,000 more than September one year ago.

It was the highest month for families on record, reflecting a jump in migrants from Honduras, Guatemala and El Salvador fleeing widespread violence and poverty, many seeking asylum in the United States.

The surge was reported as Trump called a caravan of some 7,000 mostly Honduran migrants planning to traverse Mexico to the southern US border a national emergency and threatened to close the border completely to halt illegal immigration.

His aides blamed the failure of Congress to change laws that make it impossible to repatriate border crossers from Central America and instead force the government to arrest and then release them inside the United States.

CBP said an overall rise in arrests of undocumented border crossers last month helped return illegal immigration numbers to levels seen before Trump became president in January 2017.

For the full fiscal year, which ended September 30, a total of 521,090 people without immigration documents were apprehended or blocked at the Mexico border.

That was up by more than 105,000 from the previous year, Trump's first year in office when he declared that his tough crackdown on immigration was working.

In fiscal 2016, the last full year before Trump became president, total southern border arrests topped 553,000.

The CBP data showed a continuing trend toward more people crossing in families, despite the Trump administration's threat to separate parents from their children as a deterrent.

Out of the total last year, families and unaccompanied minors made up about 40 percent of all those picked up by border officials for trying to sneak into the country.

Speaking under condition of anonymity, a senior administration official called it a border crisis "that is unprecedented in our history."

"They're exhausted," said migrant rights activist Rodrigo Abeja, of the group Pueblos Sin Fronteras (People Without Borders), which is accompanying the caravan.

"They're going to rest here today and tonight," and then continue their journey north, he told AFP.

More than 7,000 people have now joined the caravan, according to the United Nations, including some Central Americans who were already in Mexico.

Many of the migrants are fleeing poverty and insecurity in Honduras, where powerful street gangs rule their turf with brutal violence.

Politically loaded

The caravan has become a politically loaded issue, with only two weeks to go before the United States votes in key midterm elections.

Trump has taken to attacking it regularly -- both on Twitter and on the campaign trail -- firing up his conservative base with the anti-immigration rhetoric that helped get him elected in 2016.
