"The calls, most of which originated in India, led to massive financial losses to elderly and vulnerable victims across the nation," it said on Tuesday.

The <a href="https://www.wionews.com/.../pm-johnsons-uk-government-approves-limited- 5g-role-for-huawei-277116">Trump administration</a> has filed lawsuits against five companies and three individuals allegedly responsible for making millions of fake robocalls to American consumers from overseas, mostly from India, and leading to massive financial losses, the Department of Justice has said.

Seeking a restraining order against such call centers and robocalls, the Department of Justice in its class action lawsuit alleged that the companies were warned many times not to carry fraudulent robocalls — including government and business-imposter calls — yet they continued to do so and facilitated foreign-based fraud schemes targeting Americans.

“The calls, most of which originated in India, led to massive financial losses to elderly and vulnerable victims across the nation,” it said on Tuesday. One case has been filed against Ecommerce National LLC d/b/a TollFreeDeals.com; SIP Retail d/b/a sipretail.com; and their owner/operators, Nicholas Palumbo, 38, and Natasha Palumbo, 33, of Scottsdale, Arizona.

The other case has been filed against Global Voicecom Inc, Global Telecommunication Services Inc, KAT Telecom Inc., aka IP Dish, and the owner/operator Jon Kahen, 45, of Great Neck, New York. In each case, the Department of Justice sought an order immediately halting the defendants’ transmission of unlawful robocall traffic. A federal court has entered a temporary restraining order against the Global Voicecom defendants.

“Robocalls are an annoyance to many Americans, and those that are fraudulent and predatory are a serious problem, often causing devastating financial harm to the elderly and vulnerable members of our society,” said Assistant Attorney General <a href="https://www.wionews.com/.../us-justice-department-sues-snowden-over-new- book-250378">Jody Hunt</a> for the Department of Justice’s Civil Division.

According to federal prosecutors, Americans have experienced a deluge of robocalls over the past several years. Many of the robocalls originate from abroad. Recently, foreign fraudsters have used robocalls to impersonate government investigators and to provide Americans with alarming messages, such as: the recipient’s social security number or other personal information has been compromised or otherwise connected to criminal activity; the recipient faces imminent arrest; their assets are being frozen; their bank and credit accounts have suspect activity; their benefits are being stopped; they face imminent deportation; or combinations of these threats, it said.

“Each of these claims is a lie, designed to scare the call recipient into paying large sums of money. Social Security imposters, IRS imposters, and tech-support schemes (in which callers impersonate legitimate technology companies) have proliferated in part because of the ease with which robocalls can reach millions of potential victims every hour,” Department of Justice said.

In the cases announced on Tuesday, the <a href="https://www.wionews.com/.../us-top-court-sides-with-trump-on-immigrant- welfare-benefits-276959">United States</a> alleges that the defendants operated voice over internet protocol (VoIP) carriers, which use an internet connection rather than traditional copper phone lines to carry telephone calls.

Numerous foreign-based criminal organisations are alleged to have used the defendants’ VoIP carrier services to pass fraudulent government-and business-imposter fraud robocalls to American victims. The complaints filed in the cases specifically allege that defendants served as “gateway carriers”, making them the entry point for foreign-initiated calls into the US telecommunications system.

According to the Department of Justice, they carried astronomical numbers of robocalls. For example, the complaint against the owners/operators of Ecommerce National d/b/a TollFreeDeals.com alleges that the defendants carried 720 million calls during a sample 23-day period, and that more than 425 million of those calls lasted less than one second, indicating that they were robocalls.

The complaint further alleges that many of the 720 million calls were fraudulent and used spoofed (fake) caller ID numbers. The calls facilitated by the defendants falsely threatened victims with a variety of catastrophic government actions, including termination of social security benefits, imminent arrest for alleged tax fraud and deportation for supposed failure to fill out immigration forms correctly.

According to allegations in both complaints, the defendants ignored repeated red flags and warnings about the fraudulent and unlawful nature of the calls they were carrying. “We are using all available tools and resources to stop foreign call center scammers — and for the first time their US-based enablers — from conning elderly and vulnerable victims in New York and throughout the United States,” said US Attorney Richard Donoghue.

“Protecting individuals from schemes that result in catastrophic losses to the victims is a priority of this Office and the Department of Justice,” he said.

The new rules threatened to set back the citizenship hopes of millions of mostly Hispanic migrants who work for low wages and depend in part on public services to get by.

US top court sides with Trump on immigrant welfare benefits

President Donald Trump's administration rolled out a new rule on Thursday that aims to limit "birth tourism" by women who enter the United States on tourist visas with the intention of obtaining citizenship for their babies born on American soil.

Under the State Department regulation, which will take effect on Friday, pregnant women applying for visitor visas could be required to prove they have a specific reason for travel beyond giving birth, such as a medical necessity.

Trump faces re-election in November and has made restricting legal and illegal immigration a focus of his 2020 campaign. During his presidency, he has criticized the right to citizenship for any person born in the United States, which applies even to children born to tourists. But scrapping that right would require a change in the US Constitution.

No US law bars foreign women from travelling to the United States to give birth, although consular officers previously could require visitors to prove they have the financial means to pay for a medical procedure if that is the reason for the trip.

In some cases, alleged operators and customers of companies promoting "birth tourism" in the United States have been charged with providing false information to immigration authorities in order to conceal plans to give birth in the United States.

A State Department official said in an emailed statement that the new rule aims to address national security risks, including criminal activity associated with the industry for birth-related trips.

The final rule says consular officers must scrutinize female travellers to determine whether they might be pregnant, but does not explain how officers will make such determinations.

The State Department official said US officials will not ask all female visa applicants if they are pregnant, or intend to become pregnant, but instead will only raise the issue if they have "a specific articulable reason" to believe the sole purpose of the US visit is to give birth.

But critics worried the new rule could lead to discrimination.

"It is absurd that the Trump administration is turning embassy employees into reproductive policemen," Kerri Talbot, a director with the Immigration Hub, a Washington-based advocacy organization, said on Thursday. "Women will have to conceal their pregnancies just to get a tourist visa to visit the US"

Statistics from the US Centers for Disease Control and Prevention (CDC) show that approximately 9,300 children were born in the United States to mothers who live overseas in 2017, with an additional 900 born in US territories. However, the CDC did not examine births to tourists specifically.

The State Department said that precisely estimating the number of individuals who give birth in the United States after entering the country on tourist visas "is challenging" since the agency does not publish data regarding applicants' reasons for travel. But the agency said there were increasing reports of the practice from US embassies and consulates abroad.

"Women will have to conceal their pregnancies just to get a tourist visa to visit the US" Statistics from the US Centers for Disease Control and Prevention (CDC) show that approximately 9,300 children were born in the United States to mothers who live overseas in 2017, with an additional 900 born in US territories. The beaches, hotels and pools that Cuba hopes to have thronged by foreign tourists appear far emptier than normal as the Caribbean nation's tourist sector has been hard hit by the Trump administration's tightening of U.S. restrictions on travel there.

Degenhart said the idea of including Mexicans had not been implemented so far but could not be ruled out.

Flights

Mexico said it had requested the flights to keep deportees away from dangerous border cities, while a senior DHS official said the flights were in response to rising numbers of Mexican nationals arrested at the US-Mexico border.

Mexicans made up nearly half of all migrants caught between October and December, according to US&nbsp;Customs and Border Protection data.

John Sandweg, a former acting director of US&nbsp;Immigration and Customs Enforcement during the Obama administration, said the programme would help stop Mexican migrants from simply crossing again once they had been deported.

"It's a lot cheaper to just return Mexicans across the border," he said. "But the real benefit is the recidivism rate." A bus ride from Guadalajara to Nogales, a Mexican border city across from the US&nbsp;state of Arizona, can take more than a day.

The flights could be scaled up quickly in the coming weeks, said the DHS official, who was not authorized to speak publicly. The Mexican foreign ministry said the flights would begin on a regular basis in January.

The US&nbsp;official added the return flights may expand beyond Guadalajara, Mexico's second-biggest city, to other parts of Mexico.

Acting ICE Director Matt Albence said in a written statement on Thursday that the interior repatriations would allow Mexican nationals to be returned closer to their homes and discourage future border-crossing attempts.

The fate of the World Trade Organization's (WTO) top court has effectively been sealed after the United States said that it would not back a proposal to allow it to continue.

The powerful appellate body of the global commerce block, which rules during trade disputes, is all set to lose two judges, who finished their terms on December 10.&nbsp;

According to WTO rules, there must be three judges to hear each case but the Trump administration has blocked new appointments to the body.

The US has also threatened to block the WTO's budget, which could cause the entire organisation to shut down by January 2020.

Since his appointment, Trump has always maintained that the WTO is biased against the US, and has criticised it for being "unfair".&nbsp;

Speaking on the sidelines of WTO's General Council, WTO Director-General Azevedo emphasised on the fact that the appellate body crisis doesn't mean the end of the global trade organization.

Trump's move signals demise of the 24-year-old body which was founded in 1995.

Based out of Geneva, the WTO governs nearly $23 billion in global trade.

It is worth noting that a crippled WTO could be a potential danger for India's interests as India has several disputes that could be left in limbo if the top court collapses.

Some of those ongoing disputes include US and Japan complaining of excessive import duties, fee hikes for non-immigrant visas, including the H-1B and India pulling up the US for its steel and aluminium tariffs.&nbsp;

In the last few months alone, four cases have been brought to the WTO against India’s alleged support measures for its sugar and sugarcane producer.

Meanwhile, other major WTO economies have planned by deciding on an interim arrangement.

However, India has also opposed such an idea to set up arbitration panels to resolve disputes bilaterally.

Fate of WTO top court threatened with Trump Administration's move to block new appointments

After today, the World Trade Organisation, as the arbiter of global trade disputes, will no longer be able to fulfill its role. The strong appeal body of the WTO— which upholds, modifies or reverses the decision in trade disputes— is set to lose two judges who finish their terms on December 10, leaving only one member to the board. The administration of Trump has blocked the new appointments to the appellate body, claiming it has overstepped its mandate

WTO on the verge of collapse as Trump administration block new appointments

The&nbsp;<a href="https://www.wionews.com/world/us-house-approves-uighur-bill-demanding-sanctions-on-senior-chinese-officials-266033">Trump&nbsp;administration</a>&nbsp;said on Wednesday it will make it harder for states to keep residents in the US&nbsp;food&nbsp;stamp program in a move that is projected to end benefits for nearly&nbsp;700,000&nbsp;people.

President Donald&nbsp;Trump&nbsp;has argued that many Americans receiving&nbsp;food&nbsp;stamps&nbsp;through the Supplemental Nutrition Assistance Program, known as SNAP, do not need it given the strong economy and low unemployment. The program provides free&nbsp;food&nbsp;to 36 million Americans.

The&nbsp;administration&nbsp;has now finalised a rule that tightens guidelines on when and where states can waive limits on how long certain residents can receive benefits. The changes will move more "able-bodied" adults into the workplace, US&nbsp;Agriculture Secretary Sonny Perdue said.

"States are seeking waivers for wide swaths of their population, and millions of&nbsp;people&nbsp;who could work are continuing to receive SNAP benefits," he told reporters.

The <a href="https://www.wionews.com/world/united-states-ends-freeze-on-lebanon-aid-worth-100-million-265820">United States</a> generally limits the amount of time that adults ages 18-49, who do not have dependents or disability, can receive&nbsp;food&nbsp;stamps&nbsp;to three months in a 36-month period unless they meet certain work requirements.

States can apply for waivers to this time limit due to tough economic conditions. However, counties with an unemployment rate as low as 2.5 per cent&nbsp;have been included in waived areas, according to the US&nbsp;Department of Agriculture, which runs SNAP.

The agency is stiffening guidelines defining where recipients can reside to be eligible for waivers and standards for demonstrating whether an area has enough jobs to justify a waiver.

The US&nbsp;unemployment rate was 3.6 per cent&nbsp;in October.

"We need everyone who can work to work," Perdue said.

But critics say the&nbsp;moves&nbsp;will hurt poor Americans.

"This is an unacceptable escalation of the&nbsp;administration's war on working families, and it comes during a time when too many are forced to stretch already-thin budgets to make ends meet," said US&nbsp;Representative Marcia Fudge, an Ohio Democrat.

The&nbsp;administration&nbsp;has sought to tighten requirements for&nbsp;food&nbsp;stamps&nbsp;without congressional approval after Congress blocked a&nbsp;Trump-backed effort to pass new restrictions through the Farm Bill last year.

The latest rule will take effect next year and save the US&nbsp;government $5.5 billion over five years by removing about 688,000&nbsp;people&nbsp;from&nbsp;food&nbsp;stamps, said Brandon Lipps, a USDA deputy undersecretary.

"For those impacted, it will mean less nutritious meals or meals that are skipped altogether," said Cassie Ramos, policy associate for the Centre&nbsp;for Science in the Public Interest, an advocacy group.

Trump administration moves to remove 700,000 people from food stamps' benefits

The Trump administration considered banning China's Huawei from the US&nbsp;financial system earlier this year as part of a host of policy options to thwart the blacklisted telecoms equipment giant, according to three people familiar with the matter.

The plan, which was ultimately shelved, called for placing <a href="https://www.wionews.com/business-economy/huawei-plans-to-shift-research-center-to-canada-from-us-globe-and-mail-265889">Huawei Technologies Co Ltd</a>, the world's second-largest smartphone producer, on the Treasury Department's Specially Designated Nationals (SDN) list.

One of the people familiar with the matter, who favours the move, said it could be revived in the coming months depending on how things go with Huawei.

The plan was considered by the <a href="https://www.wionews.com/world/frustrated-trump-lashes-out-at-impeachment-probe-263974">White House National Security Council</a> and seen by officials as a nuclear option atop a ladder of policy tools to sanction the company, two of the people said. Such a designation can make it virtually impossible for a company to complete transactions in US&nbsp;dollars.

Administration officials drafted a memo and held interagency meetings on the issue, according to one of the people, showing the extent to which administration officials mulled deploying the United States' most aggressive sanctioning tool against the Chinese company.

Its use was tabled in favour of other measures, such as placing Huawei on a trade blacklist, which forces some suppliers to obtain a special license to sell to it.

Huawei did not respond to a request for comment. A Treasury spokesperson said the agency "does not comment on investigations or prospective actions, including to confirm whether one exists."

Huawei would have been among the largest companies ever added to the list, which has included Russia's Rusal, the world's second-largest aluminium company, Russian oligarchs, Iranian politicians, and Venezuelan drug traffickers.

Annie Fixler, a cyber expert at the Foundation for Defense of Democracies think tank, said designating the company "would have broad, widespread implications for Huawei across the globe," noting that its business would be "severely impacted" in Europe and in Asia outside of China.

The US&nbsp;government has brought criminal charges against Huawei, alleging theft of trade secrets, bank fraud, violations of US&nbsp;sanctions against Iran, and has sought to convince allies to ban it from 5G networks over spying fears.

But placing the company on the "SDN list" would mean a host of logistical, diplomatic and economic difficulties for the US&nbsp;government.

The designation prohibits American companies or citizens from trading or conducting financial transactions with those listed and freezes assets held in the United States.

Adding Huawei would, therefore, hammer US&nbsp;allies that already rely on the company for their 4G networks, since almost all dollar payments clear through U.S. financial institutions.

The Treasury could grant licenses to exempt US&nbsp;banks involved in those transactions. But it has generally shied away from doing so, concerned that too many exemptions would blunt the strength of the tool, experts said.

Huawei's sprawling size, with dozens of subsidiaries, would significantly complicate enforcement and carve-out efforts, experts said.

"The larger an entity is, the harder it is for a US&nbsp;Administration to foresee and prepare for the major effects, foreign and domestic, that placing it on the SDN list may cause" said Matthew Tuchband, a former Treasury official who added that careful consideration is needed before designating a company the size of Huawei.

Treasury Secretary Steve Mnuchin, who is seen by many China hawks in the administration as sympathetic to Beijing, has rarely overseen the use of the tool against China, designating a handful of Chinese persons for trafficking in fentanyl and over violations of sanctions against North Korea and Iran.

Nevertheless, some lawmakers still see designating Huawei as worth considering.

"Given Huawei's relentless drive to dominate the 5G landscape, it is one of the most urgent national security threats facing the free world," Republican Congressman Michael Gallagher said.

"All options should be on the table in order to impose maximum pressure," he added.

Trump administration considered placing China's Huawei on SDN list: Sources

The Trump administration named immigration hawk Ken Cuccinelli to the No. 2 position at the Department of Homeland Security on Wednesday, the same day it installed an acting secretary who became the agency's fifth leader in three years.

Chad Wolf told department staff in an email he had been sworn in as acting secretary, and that Cuccinelli would become acting deputy.

The Republican-controlled Senate confirmed Wolf earlier in the day as undersecretary for strategy, policy and plans, a procedural move that allowed the administration to move him into the secretary position on a temporary basis.

Wolf, previously chief of staff to former Secretary Kirstjen Nielsen, will be the fifth official to lead DHS under Trump. He will replace outgoing acting Secretary Kevin McAleenan, whose resignation Trump announced in October.

The personnel changes came as Trump has made immigration a central part of his 2020 reelection campaign. The Republican president has railed against illegal immigration, a stance at odds with the Democratic candidates.

Cuccinelli joined the administration in June as acting director of US&nbsp;Citizenship and Immigration Services. Under his leadership, the agency proposed a range of regulatory changes to toughen the asylum process and other aspects of the legal immigration system.

Wolf praised Cuccinelli in his email, calling him "a constant and vocal advocate" for department employees.

The US&nbsp;Representative Bennie Thompson, the top Democrat on the House Homeland Security Committee, criticized Wolf's appointment and argued that the best candidates would not agree to work with White House senior adviser Stephen Miller, Trump's leading aide on immigration.

"There are people in government who could help run the department temporarily, but when the job requirements include being a yes-man to the president and having Stephen Miller's stamp of approval, no one qualified wants the job," Thompson said.

Republican Sen. Ron Johnson, chairman of the Senate Homeland Security and Governmental Affairs Committee, said on the Senate floor on Tuesday that he trusted Wolf would do an "admirable job" if asked to serve as acting secretary.

Acting Customs and Border Protection Commissioner Mark Morgan, another immigration hardliner, has been considered as a possible nominee for the job on a permanent basis, according to two former Trump administration officials who spoke on condition of anonymity.

The Trump administration said on Monday it filed paperwork to withdraw the United States from the Paris Agreement, the first formal step in a one-year process to exit the global pact to fight climate change.

The move is part of a broader strategy by President Donald Trump to reduce red tape on American industry but comes at a time scientists and many world governments urge rapid action to avoid the worst impacts of global warming.

Once it exits, the United States - the top historic greenhouse gas emitter and leading oil and gas producer - will become the only country outside the accord.

US Secretary of State Mike Pompeo confirmed the step in a Twitter post on Monday and pointed out that the United States had trimmed its emissions in recent years even as it had grown its energy production.

"The US is proud of our record as a world leader in reducing all emissions, fostering resilience, growing our economy, and ensuring energy for our citizens," he said.

An official from the French presidential office accompanying President Emmanuel Macron on a state visit to China said: "We regret this and this only makes the Franco-Chinese partnership on the climate and biodiversity more necessary."

Macron and Chinese President Xi Jinping will sign a pact on Wednesday that includes a paragraph on the "irreversibility of the Paris Agreement," the official said.

The State Department's letter to United Nations Secretary-General Antonio Guterres starts the clock on a process that will be completed one day after the 2020 US presidential election.

All the top Democratic presidential contenders seeking to unseat Trump have promised to re-engage in the Paris Agreement if they win. But the withdrawal could leave a lasting mark, said Andrew Light, a senior fellow at the World Resources Institute and former adviser to the US climate envoy under Democratic President Barack Obama.

"While it serves the political needs of the Trump administration, we will lose a lot of traction with respect to US influence globally,” he said.

The Obama administration had signed the United States onto the 2015 pact, promising a 26-28% cut in US greenhouse gas emissions by 2025 from 2005 levels.

Trump campaigned on a promise to rescind that pledge, saying it would hurt the US economy while leaving other big polluters like China to increase emissions. He was bound by UN rules to wait until November 4, 2019, to file exit papers.

Trump has already moved, however, to unwind a slew of Obama-era rules limiting emissions - including from the electricity industry, automobiles and the oil and gas drilling sector.

A report this year by state attorneys general said those rollbacks could amount to a boost in US carbon emissions of more than 200 million tonnes a year by 2025.

Teresa Ribera, Spain's environment minister, said on Twitter that the formal withdrawal - although expected - dealt a blow to the Paris deal. Spain will host the next round of climate negotiations in place of Chile in early December.

"I deeply regret this decision, which, no matter how it was announced, is no less worrying," she wrote.

State, local action

Environmental groups also slammed the move.

"The next president will need to rejoin the accord immediately and commit to the rapid, wholesale clean-energy transformation the climate emergency demands,” said Jean Su, energy director with the Center for Biological Diversity.

A report by the UN Intergovernmental Panel on Climate Change said last year the world had little over a decade to rapidly reduce emissions from fossil fuels use to keep global temperatures from rising more than 1.5 degrees Celsius (2.7 degrees F).

Beyond that warming threshold, the planet becomes more likely to see dramatic cascading effects of climate change, from sea-level rise to more frequent intense storms, droughts, floods and heat waves, according to the report.

In the absence of US federal leadership on climate change, several Democratic states and municipal governments have sought to apply their own regulations curbing emissions and promoting renewable energy sources such as solar and wind.

Alden Meyer, director of policy at the Union of Concerned Scientists, said states, cities and businesses representing more than half of the US gross domestic product and population remained committed to the Paris Agreement's goals.

"Unlike the president, these leaders understand that reducing emissions creates jobs and protects local communities, while it is inaction on climate that poses the real threat to prosperity,” he said.

Until its formal exit, the United States will continue to participate in negotiations over technical aspects of the agreement, represented by career State Department officials.

Trump administration begins formal exit from Paris climate pact

On Tuesday, Trump administration had blocked the 28 companies yesterday as China has detained over one million in Xinjiang. So, in that matter now the U.S. imposes visa restrictions on some Chinese officials.

Chinese Embassy in Washington: Visa restrictions for some Chinese officials

The United States said Tuesday it would curb visas for Chinese officials until Beijing ends its <a href="https://www.wionews.com/world/china-tells-united-states-to-stop-interfering-in-its-affairs-after-blacklisting-of-companies-254518">"repression" of Uighurs</a> and other Muslims in the western region of Xinjiang, a day after imposing commercial restrictions.

The one-two punch by President Donald Trump's administration marks the most forceful attempt by a foreign power to address what some rights groups call a <a href="https://www.wionews.com/world/us-china-trade-talks-to-resume-thursday-white-house-254346">historic crisis in Xinjiang</a>, and comes amid a range of feuds between the United States and China.

"China has forcibly detained over one million Muslims in a brutal, systematic campaign to erase religion and culture in Xinjiang," Secretary of State Mike Pompeo wrote on Twitter.

"China must end its draconian surveillance and repression, release all those arbitrarily detained and cease its coercion of Chinese Muslims abroad," he said.

In an accompanying statement, Pompeo said that the State Department would restrict visas granted to government and ruling Communist Party officials involved in "detention or abuse" of Uighurs, Kazakhs or members of other predominantly Muslim ethnic groups in Xinjiang.

The order will also affect their family members, including children who may be seeking to study in the United States.

The State Department did not specify the names of officials who would be affected.

But lawmakers have specifically asked for action against Chen Quanguo, the Communist Party chief for Xinjiang.

Reputed within the party for his handling of minority groups, he earlier led iron-fisted policies aimed at crushing dissent in Tibet.

Defying Chinese protests

The US Commerce Department on Monday blacklisted 28 Chinese entities including video surveillance firm Hikvision and artificial intelligence companies Megvii Technology and SenseTime over their involvement in Xinjiang.

Beijing voiced its "strong dissatisfaction and resolute opposition" over the move and denied any human rights abuses in the restive region.

"These accusations are nothing more than an excuse for the United States to deliberately interfere in China's internal affairs," foreign ministry spokesman Geng Shuang said in Beijing.

Rights groups say more than one million Uighurs and other Muslims are being held in a vast network of camps in Xinjiang aimed at homogenizing the population to reflect China's majority Han culture.

Witnesses say that China has sought to force Uighurs to drop core practices of Islam such as fasting during Ramadan and abstaining from alcohol and pork.

China, after initially denying the camps, describes them as vocational schools aimed at dampening the allure of Islamist extremism and violence.

Authorities have cracked down especially hard since 2009, when nearly 200 people died in riots in Xinjiang's capital Urumqi, which has seen an influx of Han Chinese.

The violence was sparked by news of a factory brawl in southern China in which two Uighur migrant workers were killed.

Pompeo has previously called China's treatment of Uighurs one of the "worst stains on the world" and likened the camps to actions by Nazi Germany.

But few Muslim leaders have spoken out against a rising China with the exception of President Recep Tayyip Erdogan of Turkey, which has linguistic and cultural connections with the Uighurs.

Rights advocates also say that Trump has been inconsistent in exercising pressure over human rights, with the tycoon president warmly embracing authoritarian leaders of allies such as Egypt and Saudi Arabia.

The actions on Xinjiang come as a trade war shows no signs of abating between the United States and China, the world's two largest economies, which have imposed tariffs on billions of dollars worth of each other's goods.

At the United Nations last month, Trump also warned China that the United States was watching Hong Kong, where months of swelling protests have demanded that Beijing respect the city's semi-autonomous status.
