Qatar, which supports GNA, said on Saturday that the attack "may amount to a war crime and crimes against humanity".

Ankara, which last week passed a bill approving a troop deployment in Libya to support Tripoli, also condemned the attack and said the international community needs to take steps to achieve a ceasefire.

"It is crucial for the international community to urgently take necessary steps to halt external support for the pro-Haftar army and its attacks and establish a ceasefire in Libya," the Turkish foreign ministry said in a statement.

For months she moved her family between apartments as soaring rents in the crowded city exhausted her savings, eventually leaving them squatting in an unfinished building alongside dozens of other families.

For some, the high rises in Tarik al-Sekka were "a gift from heaven", since the alternative was living in the street.

But "we live like animals -- without running water, electricity, or even sewage," said Mohammed, a mother of seven.

Her youngest son is sick with a chronic respiratory illness. "The dust will kill him," Mohammed despaired.

"All we want is to live in dignity," she said.

Neighbour Samira crowds her four children into a single room in a nearby building, preferring the greater warmth it affords over any sense of privacy.

She feels safe in the eight square metre room, which thanks to a benefactor has a door and a window. "Even if it's not ideal, at least it's free," she said.

Initially, Samira was determined to stay in her southern Tripoli home, even as combat crept closer over the months.&nbsp;

But when a <a href="https://www.wionews.com/world/air-raids-in-libyan-capital-tripoli-kill-five-wound-ten-sources-265847">rocket fell</a> near her house the terror became too much and she fled, she said.&nbsp;

But authorities have done little to help.

Mayssoun al-Diab is in charge of displacement issues for the GNA's crisis committee but admits "the government has offered them nothing, not even moral support".

According to her, the government was unable to find shelter for all the displaced, leaving many at the mercy of avaricious lenders.

Her committee requisitioned schools, public buildings and hotels to house the displaced, but faced with an ever-growing influx as the battle dragged on, more and more families found themselves homeless.

When term time resumed, the situation got worse. After living for months in one Tripoli school, Khairi al-Doukali said his family was "evicted alongside dozens of other families" to allow classes to restart.&nbsp;

Eventually, the Doukali family also ended up on the Tarik al-Sekka building site.

In the face of government inaction, civic-minded <a href="https://www.wionews.com/world/lebanon-pm-designate-begins-tough-talks-to-form-government-269503">Tripoli</a> residents have responded to heartfelt pleas online and stepped in to help.&nbsp;

Every day people give food, clothing and blankets, according to Salem el-Chatti, a member of a neighbourhood support group.

"We try to distribute donated items in a fair manner," he said.

French Foreign Minister Jean-Yves Le Drian, criticized for his support of Haftar before the Tripoli offensive, did not mince words.

"There will be no military solution in Libya. Those who think otherwise are wrong and risk dragging this country into a dramatic downward slide," he said ahead of the meeting, which was co-chaired by his Italian counterpart Luigi Di Maio.

Fuel is not a problem, costing just 0.15 dinars a litre, with state oil firm NOC serving the whole country.

But in its attempt to capture Tripoli the LNA has used hundreds of vehicles, with convoys going west non-stop from Benghazi, carrying anything from soldiers to ammunition to food.&nbsp;

In addition, every day two flights with Russian-made transport planes go from Benghazi to Jufrah in central Libya, his main base. Seriously wounded soldiers are flown to Tunisia.

The offensive has stalled, and so the LNA has vowed to move in yet more troops.&nbsp;

Haftar`s finances face another potential vulnerability.

In November, the House of Representatives allied to Haftar approved a law to set up a military investment authority which gives the LNA control (like in Egypt)&nbsp;of parts of the economy including civilian activities such as scrap metal.

The investment vehicle`s companies are exempted from taxes and import duties, as part of a welfare state envisaged by Haftar, but they need banks to deal with partners abroad and expand their businesses, analysts say.

"If the banks fail, Haftar`s welfare state will come under pressure," said a Western diplomat.

SUPPORT NETWORK

Functioning banks are also needed for Haftar`s parallel government to pay salaries and serve an LNA support network, analysts say.

The central bank in Tripoli covers some public salaries in eastern Libya but not LNA soldiers hired after 2014 when the country split into western and eastern administrations.

The Tripoli central bank has already cut three eastern banks from Libya`s electronic banking system to curb their operations.

Lenders have still been able to get hard currency via other banks but in a further step the Tripoli central bank might shut access completely, diplomats and business sources said.

The Tripoli central bank (CBL) has vowed to stay neutral and but diplomats say it is also helping Serraj, approving his plans to allocate some 2 billion dinars for his own war effort.

CBL did not respond to mailed questions.

There has been a banking crisis building up all across Libya and especially in the east, where three eastern banks have struggled to keep a required 20 percent of customers` deposits at the Tripoli central bank.

They have been paying out more hard currency in recent months, but need to balance accounts.

"Their deposits with CBL have fallen short of their statutory minimum requirements," Husni Bey, a prominent business leader and owner of HB group.

Data received by Reuters confirmed his.

FEW OPTIONS

Diplomats do not expect Tripoli central bank governor Sadiq al-Kabir to shut eastern banks completely as this would pose risks for western lenders.

The same banks operate in the west and east with money flows hard to differentiate.

But they fear the longer the conflict lasts, the harder it will be to unify the central banks and repay debt.&nbsp;

The west has piled up a debt of 68 billion dinars, bringing Libya`s total deficit and public debt to 130 billion, including unpaid state obligations such as social insurance, said Bey.

The biggest worry among diplomats is that Haftar, who surprised world powers with his offensive, might try selling crude from oilfields and ports, bypassing NOC.&nbsp;

"If the offensive fails, Haftar might do this as he feels encouraged by (U.S. President Donald) Trump," said one Western diplomat.

Western powers and the Gulf have been divided over a push by Haftar's forces to seize Tripoli, undermining calls by the United Nations for a ceasefire.

Despite the offensive, Haftar's Libya National Army (LNA) force has not been able to breach the southern defences of forces allied to the internationally recognized administration based in the city.

On Saturday, shelling was louder and more frequent on Saturday than in previous days and audible even in central districts more than 10 km (6 miles) away from the frontline, residents said.

Both sides claimed progress in southern Tripoli, but no more details were immediately available.

A Reuters TV cameraman visiting the southern Khalat Furgan suburb heard heavy shelling but saw no apparent major change in the frontline.

On Friday, two children were killed in shelling in southern Tripoli, residents said. The fighting has killed 220 people an wounded 1,066, the World Health Organization (WHO) said.

It was unclear why the White House waited several days to announce Monday's phone call.

On Friday, Acting US&nbsp;Defense Secretary Patrick Shanahan said, "a military solution is not what Libya needs." He said he supported Haftar’s "role in counter-terrorism" and that Washington needed Haftar’s "support in building democratic stability there in the region."

On Thursday, both the United States and Russia said they could not support a UN&nbsp;Security Council resolution calling for a ceasefire in Libya at this time.

Russia objects to the British-drafted resolution blaming Haftar for the latest flare-up in violence when his LNA advanced to the outskirts of Tripoli earlier this month, diplomats said.

The United States did not give a reason for its decision not to support the draft resolution, which would also call on countries with influence over the warring parties to ensure compliance and for unconditional humanitarian aid access in Libya.

The country has been gripped by anarchy since Muammar Gaddafi was toppled in 2011.

While the Tripoli battle continued, municipal elections took place in seven towns, mainly in the south, the election commission said.

The vote is part of elections for local councils across Libya. Security differs from region to region as the country is controlled by rival governments, tribesmen and armed groups.

In western Libya polls in several communities had been postponed a week ago due to the fighting.

Libya's UN-backed Prime Minister Fayez Serraj on Tuesday said that Haftar has "brought violence into the country and frustrated all hopes of the Libyans."

However, spokesman Mesmari of the self-proclaimed LNA said that the main reason for the current unrest in Libya is the interference from the outside world.

"The main reasons are NATO and the international community, that entered Libya in 2011 and then left the country as a target for terrorists. And I think, no, I can confirm, that there are more countries behind it," the spokesman said recently during an exclusive interview with the China Central Television (CCTV).

Mesmari said the LNA's westward advance had been long planned and delayed before by a shortage of weapons, and the operation aims to clear out terrorist groups in Libya.

"This battle comes within the framework of a comprehensive war on terrorism. In 2014, the decision was made to purge the country of terrorist organizations, gangs and armed groups. Government of National Accord (GNA) is now a completely paralyzed government whose decisions are now invalid," said Mesmari.

The internationally-recognized GNA led by Prime Minister Serraj said the only condition for a truce is for the LNA to withdraw to its eastern stronghold, but the LNA said it will not stop the offensive until victory.

"We know that the battle is very large and we also know that the battle is decisive and therefore we take all the measures to accomplish this task successfully, Second, we have taken all the measures through which we protect lives and civilians as well as public and private property," said Mesmari.

He said that terrorist groups must be eliminated before rebuilding Libya, which must fall to Libya's new leaders.
