<p>India and the US on Tuesday concluded their first dialogue on designations of terrorist groups and individuals through domestic and international mechanisms.</p>

<p>The establishment of the &#39;India-US designations dialogue&#39; mechanism reflected shared Indian and American commitments to strengthen cooperation against terrorist threats, the ministry of external affairs said here at the end of the two-day meet.</p>

<p>Joint Secretary in-charge of America&#39;s division in the MEA Munu Mahawar and senior officials from other ministries, including the home ministry, participated in the meet. From the US side, officials from the homeland security were present.</p>

<p>The dialogue was held to discuss increasing bilateral cooperation on terrorism-related designations, the ministry said in a statement.</p>

<p>&quot;The Indian and US delegations exchanged information on procedures for pursuing designations against terrorist groups and individuals, through domestic and international mechanisms. They also discussed best practices for effective implementation of the designations,&quot; it said.</p>

<p>The statement was also released by the US.</p>

<p>The dialogue comes amidst China blocking the designation of Jaish-e-Muhammed (JeM) chief and Pathankot attack mastermind Masood Azhar as a terrorist by the UN.</p>

<p>In June, a joint statement issued after a meeting between Prime Minister Narendra Modi and US President Donald Trump had said the two sides were committed to strengthen cooperation against terrorist threats from groups, including Al-Qaeda, ISIS, Jaish-e-Mohammad, Lashkar-e-Taiba, D-Company, and their affiliates.</p>

<p>India had also appreciated the US designation of Hizb-ul-Mujahideen leader Syed Salahuddin as a Specially Designated Global Terrorist as evidence of the commitment of the US to end terror in all its forms.</p>

India, US conclude first meeting on designations of terrorists, groups

<p>Pakistan has been a reluctant player in the global war against terrorism. This is not something which is not known to the world. But the frequent flip-flops by world powers have only emboldened Pakistan to carry out with its state policy of sponsoring terrorism with impunity.</p>

<p>With unflinching support from its all-weather ally China, which has often misused its position of veto power at the Security Council, Pakistan does not give two hoots to reported threats or warnings. Pakistan has, once again, thumbed its nose at India and the United States by releasing terror mastermind Hafiz Saeed from house arrest.</p>

<p>Pakistan may fend off criticism by saying that it is the court which has decided to free him and not the government. But it surely cannot escape blame for not presenting its case properly in the court, facilitating Saeed&rsquo;s release from house arrest. &nbsp;In fact, India has presented voluminous evidence to Pakistan for his role in the deadly 2008 Mumbai attacks. Pakistan&rsquo;s feeble defence that Saeed&rsquo;s release could invite economic sanctions did not cut ice with the court.<br />
&nbsp;<br />
Hafiz Saeed&rsquo;s release is no doubt a setback for India, but it also sets Pakistan on a collision course with the United States which has announced a $10 million bounty on his head over the 2008 Mumbai attack that killed 166 people, including six Americans. It should be recalled that the United States Department of the Treasury had designated Saeed as a Specially Designated Global Terrorist under executive order 13224 in May 2008 before the Mumbai attacks happened.</p>

<p>And a month later, November 26, 2008, Mumbai attacks, Saeed was also individually designated by the United Nations under UNSCR 1267. Ironically, Saeed had been moving freely in Pakistan, ranting against India and the United States for more than eight years before his so-called house arrest in January this year. That Pakistan has allowed him to carry on with his anti-Kashmir agenda speaks volumes about its so-called seriousness as far as the war against terrorism is concerned.<br />
&nbsp;<br />
Had the US been really serious about Saeed, it could have easily put pressure on Pakistan to act. But Saeed is a lesser threat to the US in comparison to India. That explains the reason why the US is not matching its words with action. The case in point is al Qaeda leader Osama bin Laden who was smoked out from his safe compound of Abbottabad in Pakistan&#39;s Khyber Pakhtunkhwa province in May 2011 by the US elite forces. The US had named Laden as the chief conspirator of the deadly September 11, 2001, attacks.</p>

<p>The US announced the bounty on Saeed in 2012 for information leading to his arrest and conviction four years after he was designated as a global terrorist. But the leader of Jamaat-ud-Dawa (JuD), which has been a front for the Lashkar-e-Taiba (LeT) militant group, had been roaming free and giving hate speeches against India and the US.</p>

<p>While it took nearly 10 years for the United States to locate and kill Laden, Saeed has presented himself before the media and the people of Pakistan several times. If the US wanted, it could have easily eliminated Saeed. Who is playing the joke as far as the bounty on Saeed is concerned? Pakistan or the United States, or both!</p>

<p>The US reacted to Saeed&rsquo;s release by making a supine statement. &ldquo;The Pakistani government should make sure that he is arrested and charged with his crimes,&rdquo; U.S. State Department spokeswoman Heather Nauert said.<br />
&nbsp;<br />
It was only after India launched a major diplomatic drive against Pakistan for allowing the release of Sayeed that the US tempered its language the next day. A White House statement warned of repercussions for US-Pakistan relations and for Pakistan&rsquo;s global reputation unless it took action to detain and charge Sayeed.</p>

<p>Unlike the US State Department, the White House statement was very critical of Pakistan and warned that the relations between the two countries depended largely on the latter&rsquo;s conduct. The White House said Pakistan&rsquo;s failure to charge Saeed sent &ldquo;a deeply troubling message about Pakistan&rsquo;s commitment to (combating) international terrorism,&rdquo; adding that it also was counter to Pakistan&rsquo;s claim that it did not provide sanctuary to militants.<br />
&nbsp;<br />
Unlike his predecessor Barack Obama, President Donald Trump has been vociferous in his criticism against Pakistan for its failure to take action against militants engineering attacks on Afghanistan and India from its safe sanctuaries. &ldquo;We can no longer be silent about Pakistan&rsquo;s safe havens for terrorist organisations,&rdquo; Trump said while unveiling his administration&rsquo;s policy for South Asia in August, adding that Pakistan would have &ldquo;much to lose&rdquo; if it did not comply. But such warnings have had little effect on Pakistan.<br />
&nbsp;<br />
There is no doubt that Pakistan has, of late, fallen out of favour of the United States which accuses it of pocketing billions of dollars meant for anti-militant operations against Afghanistan. The US is fighting a war in Afghanistan against the very militants who have been trained and financed by Pakistan, and who continue to find safe sanctuary in Pakistan after carrying out attacks in Afghanistan.</p>

<p>The ties between the US and Pakistan have worsened further after the later moved closer to China in the last few years.<br />
&nbsp;<br />
If President Trump really wants to live up to his image and his words, then he should decide once and for all whether to continue ties with a country which has been playing a double game as far as the war against terrorism is concerned or to amend his administration&rsquo;s decades-long carrot and stick approach.</p>

<p>To begin with, Trump can revoke Pakistan&rsquo;s non-NATO ally status. Though symbolic, it will deal a big reputational blow to Pakistan. Non-NATO ally status is conferred on countries which have a strategic working relationship with US forces but are not members of the North Atlantic Treaty Organisation.</p>

<p>The then George Bush administration had designated the non-NATO ally status to Pakistan in 2004 for helping the US in its fight against al Qaeda and Taliban militants in Afghanistan. If Pakistan is still unmoved by this action, then President Trump will have to take a final call what Mr Bush famously used the phrase after the 9/11 attacks that &ldquo;Every nation, in every region, now has a decision to make. Either you are with us, or you are with the terrorists.&rdquo;</p>

Donald Trump should decide whether to continue ties with Pakistan or revoke Pakistan?s non-NATO ally status

Pakistan has been a reluctant player in the global war against terrorism. This is not something which is not known to the world. But the frequent flip-flops by world powers have only emboldened Pakistan to carry out with its state policy of sponsoring terrorism with impunity. With unflinching support from its all-weather ally China, which has often misused its position of veto power at the Security Council, Pakistan does not give two hoots to reported threats or warnings. Pakistan has, once again, thumbed its nose at India and the United States by releasing terror mastermind Hafiz Saeed from house arrest. Pakistan may fend off criticism by saying that it is the court which has decided to free him and not the government. × Pakistan may fend off criticism by saying that it is the court which has decided to free him and not the government. But it surely cannot escape blame for not presenting its case properly in the court, facilitating Saeed’s release from house arrest. In fact, India has presented voluminous evidence to Pakistan for his role in the deadly 2008 Mumbai attacks. Pakistan’s feeble defence that Saeed’s release could invite economic sanctions did not cut ice with the court. Hafiz Saeed’s release is no doubt a setback for India, but it also sets Pakistan on a collision course with the United States which has announced a $10 million bounty on his head over the 2008 Mumbai attack that killed 166 people, including six Americans. It should be recalled that the United States Department of the Treasury had designated Saeed as a Specially Designated Global Terrorist under executive order 13224 in May 2008 before the Mumbai attacks happened. And a month later, November 26, 2008, Mumbai attacks, Saeed was also individually designated by the United Nations under UNSCR 1267. Ironically, Saeed had been moving freely in Pakistan, ranting against India and the United States for more than eight years before his so-called house arrest in January this year. That Pakistan has allowed him to carry on with his anti-Kashmir agenda speaks volumes about its so-called seriousness as far as the war against terrorism is concerned. Had the US been really serious about Saeed, it could have easily put pressure on Pakistan to act. But Saeed is a lesser threat to the US in comparison to India. That explains the reason why the US is not matching its words with action. The case in point is al Qaeda leader Osama bin Laden who was smoked out from his safe compound of Abbottabad in Pakistan's Khyber Pakhtunkhwa province in May 2011 by the US elite forces. The US had named Laden as the chief conspirator of the deadly September 11, 2001, attacks. Saeed has presented himself before the media and the people of Pakistan several times. If the US wanted, it could have easily eliminated Saeed. × The US announced the bounty on Saeed in 2012 for information leading to his arrest and conviction four years after he was designated as a global terrorist. But the leader of Jamaat-ud-Dawa (JuD), which has been a front for the Lashkar-e-Taiba (LeT) militant group, had been roaming free and giving hate speeches against India and the US. While it took nearly 10 years for the United States to locate and kill Laden, Saeed has presented himself before the media and the people of Pakistan several times. If the US wanted, it could have easily eliminated Saeed. Who is playing the joke as far as the bounty on Saeed is concerned? Pakistan or the United States, or both! The US reacted to Saeed’s release by making a supine statement. “The Pakistani government should make sure that he is arrested and charged with his crimes,” U.S. State Department spokeswoman Heather Nauert said. It was only after India launched a major diplomatic drive against Pakistan for allowing the release of Sayeed that the US tempered its language the next day. A White House statement warned of repercussions for US-Pakistan relations and for Pakistan’s global reputation unless it took action to detain and charge Sayeed. President Donald Trump has been vociferous in his criticism against Pakistan for its failure to take action against militants engineering attacks on Afghanistan and India from its safe sanctuaries. × Unlike the US State Department, the White House statement was very critical of Pakistan and warned that the relations between the two countries depended largely on the latter’s conduct. The White House said Pakistan’s failure to charge Saeed sent “a deeply troubling message about Pakistan’s commitment to (combating) international terrorism,” adding that it also was counter to Pakistan’s claim that it did not provide sanctuary to militants. Unlike his predecessor Barack Obama, President Donald Trump has been vociferous in his criticism against Pakistan for its failure to take action against militants engineering attacks on Afghanistan and India from its safe sanctuaries. “We can no longer be silent about Pakistan’s safe havens for terrorist organisations,” Trump said while unveiling his administration’s policy for South Asia in August, adding that Pakistan would have “much to lose” if it did not comply. But such warnings have had little effect on Pakistan. There is no doubt that Pakistan has, of late, fallen out of favour of the United States which accuses it of pocketing billions of dollars meant for anti-militant operations against Afghanistan. The US is fighting a war in Afghanistan against the very militants who have been trained and financed by Pakistan, and who continue to find safe sanctuary in Pakistan after carrying out attacks in Afghanistan. The ties between the US and Pakistan have worsened further after the later moved closer to China in the last few years. If President Trump really wants to live up to his image and his words, then he should decide once and for all whether to continue ties with a country which has been playing a double game as far as the war against terrorism is concerned or to amend his administration’s decades-long carrot and stick approach. Non-NATO ally status is conferred on countries which have a strategic working relationship with US forces but are not members of the North Atlantic Treaty Organisation. × To begin with, Trump can revoke Pakistan’s non-NATO ally status. Though symbolic, it will deal a big reputational blow to Pakistan. The then George Bush administration had designated the non-NATO ally status to Pakistan in 2004 for helping the US in its fight against al Qaeda and Taliban militants in Afghanistan. If Pakistan is still unmoved by this action, then President Trump will have to take a final call what Mr Bush famously used the phrase after the 9/11 attacks that “Every nation, in every region, now has a decision to make. <p>A Pakistani judicial board will decide on November 22 whether to extend JuD chief and the 2008 Mumbai attack mastermind Hafiz Saeed&#39;s house arrest or not, a court was told today.</p>

<p>A law officer of the Punjab provincial government during the hearing in Saeed&#39;s house arrest case told Lahore High Court Judge Qazi Amin Ahmed that the Punjab Judicial Review Board would decide this matter on November 21.</p>

<p>The LHC held the hearing on a petition filed by Saeed challenging the October 24 order of the Punjab&#39;s Home Department to extend his detention for another one month under a public safety law.</p>

<p>The court in the last hearing had issued a notice to the provincial government seeking reply on Saeed&#39;s detention. Accepting the law officer&#39;s request the LHC adjourned the hearing for November 22.</p>

<p>Last month, the Punjab Judicial Review Board had extended by 30-days Saeed&#39;s detention which will expire by the last week of this month.</p>

<p>On January 31, Saeed and his four aides Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain were detained by the Punjab government for 90 days under the Anti-Terrorism Act 1997. However, the last two extensions to his detention were made on the &#39;public safety law&#39;.</p>

<p>The board refused to extend the detention of Saeed&#39;s four aides. They were later set free in the last week of October.</p>

<p>Under the law, the government can detain a person for up to three months under different charges but to extend the detention, it needs approval from a judicial review board.</p>

<p>The JuD is believed to be the front organisation for the banned Lashkar- e-Taiba (LeT) which is responsible for carrying out the 2008 Mumbai attack.</p>

<p>The US has offered $10 million bounty for Saeed for his alleged role in the Mumbai attack.</p>

A law officer of the Punjab provincial government during the hearing in Saeed's house arrest case told Lahore High Court Judge Qazi Amin Ahmed that the Punjab Judicial Review Board would decide this matter on November 21. The LHC held the hearing on a petition filed by Saeed challenging the October 24 order of the Punjab's Home Department to extend his detention for another one month under a public safety law. The court in the last hearing had issued a notice to the provincial government seeking reply on Saeed's detention. Accepting the law officer's request the LHC adjourned the hearing for November 22. Last month, the Punjab Judicial Review Board had extended by 30-days Saeed's detention which will expire by the last week of this month. On January 31, Saeed and his four aides Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain were detained by the Punjab government for 90 days under the Anti-Terrorism Act 1997. However, the last two extensions to his detention were made on the 'public safety law'. The board refused to extend the detention of Saeed's four aides. They were later set free in the last week of October. Under the law, the government can detain a person for up to three months under different charges but to extend the detention, it needs approval from a judicial review board. The JuD is believed to be the front organisation for the banned Lashkar- e-Taiba (LeT) which is responsible for carrying out the 2008 Mumbai attack. The US has offered $10 million bounty for Saeed for his alleged role in the Mumbai attack.

<p>British researcher, Eliot Higgins of investigative site - Bellingcat was among the first to find a YouTube clip of &ldquo;Special Ops Squadron&rdquo; demonstrating that Russia&rsquo;s defense ministry posted a cropped screenshot as an &ldquo;irrefutable&rdquo; proof,&rdquo; evidenced most clearly by similar text showing in both the video game footage and Moscow&rsquo;s photo of the Islamic State convoy, reported the Washington Times.</p>

<p>About 100 Keralites are suspected to have joined the Islamic State over the years, police said here today.</p>

<p>The Kerala Police has collected evidence in this regard, including over 300 voice clips and messages from WhatsApp, telegram messaging applications and other social media platforms, sources here told PTI.</p>

<p>The latest proof was an audio clip from a woman, wherein she can be heard informing her kin here about the death of her husband, who had joined ISIS.</p>

<p>The woman can be heard saying her husband Shajil was killed recently in the &#39;jihadi war&#39;. According to the audio clip, she and her two children are still in Syria, the sources said.</p>

<p>The woman can be heard telling her kin that many Keralite women, who have lost their husbands, and their children are in Syria, they said.</p>

<p>The voice clip was received by Shajil&#39;s brother.</p>

<p>Police have another audio clip from one Qayoom, whose photos in the ISIS uniform are available on the Internet, the source said.</p>

<p>Three men with suspected links with ISIS were arrested in the district on October 25.</p>

<p>The trio, who had left Kerala years ago, were suspected to have visited Syria and reportedly received training from the terror outfit, police said.</p>

<p>Police had also seized photocopies of tickets and visa, proving that they visited Syria, the source added.</p>

<p>The arrested were identified as Mithilaj, Abdul Razzak and Rashid, all of whom belonged to the district.</p>

<p>The National Investigation Agency is probing cases of disappearance of at least 21 people who had left Kerala under mysterious circumstances over a period of time and are suspected to have joined ISIS.</p>

<p>It was an ex-girlfriend that led police to the Jaish-e-Mohammad militant Khalid after which he was caught and killed.</p>

<p>His name had cropped up for the first time in October 2016, when the Army busted a JeM module in Baramulla. Police officials had then said that the module, headed by Khalid, was responsible for the attack on an army convoy in Baramulla in August that year, which killed two Army men and one cop.</p>

1. Zakir Musa: al-Qaida Zakir Musa (Twitter) × The man is on top of the forces’ list. After his split from Hizbul, he launched the Kashmir chapter called Ansar Ghazwat-ul Hind, of al-Qaida. In a very short span, Musa’s become intensely popular not just among Valley’s youth but among cadres of other Militant groups also. Many militants, including the once chief of Lashkar’s operations in Kashmir – Abu Dujana, have joined him at various stages, and possibly lent him help in the form of weapons and ground network support. He’s considered quite dangerous because he’s been using propaganda to call for an Islamic caliphate in Kashmir and throughout India, an ideology that’s rapidly gaining ground in the Valley. 2. Riyaz Naikoo: Hizbul Mujahideen Riyaz Naikoo (Others) × The chief of Hizbul Mujahideen, Naikoo, and an ‘A++’ category militant, Naikoo at 29, is one of the most experienced Hizbul commanders and at present its head of operations in Kashmir. He took over from Yaseen Ittoo after his death in an encounter last month. Naikoo, who is from Durbug, Awantipora, is considered tech savvy. He is considered to be a moderate among the Hizbul militants. In a recent, militant funeral he appeared in public to counter Zakir Musa’s anti-Pakistan propaganda and tried to whip-up support for Pakistan. He has been booked by police in several murder cases including that of policemen. To bolster his moderate image he had earlier during the year also released an 11-minute video asking Kashmiri Pandits to return to the Valley. Naikoo overlooks at the massive Over Ground Worker (OGW) support for Hizb, which the oldest Militant group in the Valley. 3. Saddam Padder: Hizbul Mujahideen Saddam Padder (Twitter) × Remember the group photograph shared by slain Hizb commander Burhan Wani Padder is now the only active militant of the 12 men shown in the list. Apart from Padder, only Tariq Pandit, who featured in that photograph, is alive as he had surrendered. Padder also comes from a family of farmers. Not much is known about Padder, except the fact that Hizbul thinks highly of him. Padder is a school dropout who joined militancy about 4-5 years ago. He was with LeT until he joined Hizbul in 2015. After Musa left as the chief of Hizb, Saddam Padder was one of the top contenders to be the next Hizb chief, a place later taken by Naikoo. While he might not be highly educated, he is considered a ‘clever’ militant and was among the few people whom Wani trusted. 4. Zeenat-ul-Islam: Lashkar-e-Toiba Zeenat-ul-Islam (Twitter) × The most likely person to take on Lashkar leadership in the Valley is Zeenat. The 28-year-old is a resident of Sugan Zanipura, Shopian, and was recruited in 2015. He is considered one of the main accused in the Shopian attack in February that left three soldiers dead. Known as an IED expert, he is a former member of Al-Badar militant outfit. He was once arrested in 2008 where he is said to have confessed to being an over ground worker (OGW). He was eventually released four years later and is said to have gotten married too before joining the Lashkar module. 5. Khalid: Jaish-e-Muhammad Khalid (ANI) × JeM commander, whose code name was Khalid was killed last month by security forces in Kashmir's Baramulla. He was believed to have trained and infiltrated from Pakistan and was active in north Kashmir’s Sopore area. Khalid was believed to have had a hand behind the suicide attack on District Police Lines in south Kashmir district Pulwama a month ago, that killed four CRPF men and four policemen. It was an ex-girlfriend that led police to the Jaish-e-Mohammad militant Khalid after which he was caught and killed. His name had cropped up for the first time in October 2016, when the Army busted a JeM module in Baramulla. Police officials had then said that the module, headed by Khalid, was responsible for the attack on an army convoy in Baramulla in August that year, which killed two Army men and one cop.

<p>Sources have informed that Mohammad Sirajuddin, an Indian ISIS member from Japiur along with Mohammad Naseer, an engineer from Tamil Nadu, who were arrested and sent to Sudan, had confirmed that Hamidon played a role in luring them to join the terrorist group.&nbsp;</p>

<p>Hamidon was arrested by National Bureau of Investigation (NBI) of the Philippines earlier last month in&nbsp;Manila, according to reports.</p>

<p>The charge sheet states that a GPS device and a pocket diary recovered from Ali established his links with the LeT and contained the names of several towns in Kashmir as well as&nbsp;Delhi. &nbsp;He was also allegedly instructed by the LeT to mix with the stone-pelting agitators and throw grenades at the Indian security forces after the death of militant Burhan Wani in July.</p>

Given the fact that Ali is a trained cadre of LeT, the inclusion of the names of these towns or cities in the diary indicates that he was tasked to carry outterror attacks at several places, including in Delhi,&quot; the charge sheet states.</p>

<p>It added that Ali, a school dropout and a resident of a village near Pakista&#39;s Lahore, was provided with a map depicting parts of J&amp;K and Pakistan-occupied-Kashmir (PoK).&nbsp;</p>

<p>He was provided with grid references (GRs) that had been recovered from his possession. Ali plotted these GRs on the map sheet which was sent for examination to the Surveyor General of India at Dehradun which affirmed that the terrorist had plotted them correctly, the charge sheet alleges.</p>

<p>&quot;This clearly establishes that Ali is well conversant with the use of the map sheet and that he has received training in the subject.&quot;</p>

<p>The charge sheet was filed before a district judge, Amar Nath, in capital New Delhi. The NIA had registered a case against Ali, who was arrested on July 24 last year from Yahama village in North Kashmir&#39;s border with Pakistan.</p>

<p>It states that a thorough probe found that LeT has set up a well-organised machinery for the recruitment of vulnerable young men from different provinces of Pakistan as part of a conspiracy to wage war against India by committing terrorist acts in various parts of the country.</p>

<p>&quot;Once recruited, these impressionable young men are put through various training regimes with the twin objectives of radicalising their worldview and providing them with &#39;military&#39; skills. Subsequent to their training, these trained cadres of LeT are illegally pushed into Indian Territory where they commit terrorist acts with the help of a network of their supporters and facilitators,&quot; the charge sheet said.</p>

<p>The charge sheet also highlighted the gaps along the Line of Control (LoC). It states that Ali, along with two other terrorists, walked undetected for seven days before they reached their destination. The trio had entered India between the intervening night to June 12 and 13 last year and reached their destination only around June 20.&nbsp;</p>

<p>NIA has slapped charges under Indian Penal Code, Unlawful Activities (Prevention) Act, the Explosives Act, the Explosives Substances Act, Arms Act, the Foreigners Act and the Indian Wireless Telegraphy Act.&nbsp;</p>

<p>Ali has been in judicial custody since August. A special court had on December 19 extended the judicial custody of Ali till January 18.<br />
