"I think there are three pillars for deployment of social innovation and that is fast, fair and fun."

Explaining the three "pillars", the Taiwanese minister said they started preparing for COVID-19 in December when Chinese doctor Li Wenliang first informed about novel coronavirus, which was unfamously brushed aside by China. He said from the beginning of January, Taiwan started inspecting flights from Taiwan to China.&nbsp;

Audrey also explained the "fun" part of Taiwanese model in which, they took the help of innovative memes and other posters to encourage people to wear masks and prevent themselves from contracting the disease.&nbsp;

When asked about how Taiwan helped governments without the help of World Health Organization (WHO), the digital minister said, "right before the World Health Assembly, we had our own digital pre-WHA Assembly that we shared this playbook also called Taiwan model which you can read about."

He further added that countries including the United States showed interest in Taiwan's model to control the pandemic and they started their own ministry-to-ministry conversation despite not provided access by WHO.&nbsp;

Audrey also expressed his concern over security and privacy issue faced by countries because of Chinese apps and said Taiwan is also working on Fundamental Act for Independence of Data which they hope to get it passed soon.&nbsp;

Reacting on India's decision to ban Chinese apps, the digital minister said, "We need a lot to learn from India on how to make such (privacy) assesments" of the safety of foreign softwares.&nbsp;

On the issue of fake news spread through social media, Audrey provided two solutions.&nbsp;

"Social media doesn't have to be anti-social," he said, explaining how there are websites that are used for learning new ideas and innovation.&nbsp;

He also said that Twitter, Facebook and other social media websites are not just filled with "outrage" and "divisiveness"

"We still see cute cats and dogs", he said, suggesting "humour" should counter "rumour" spread through these platforms.&nbsp;

In August 1958, Chinese forces began more than a month of bombarding Kinmen, along with the Taiwan-controlled Matsu archipelago further up the coast, including naval and air battles, seeking to force them into submission.

Brent Christensen, head of the American Institute in Taiwan and Washington’s de facto representative, offered his respects too, standing behind Tsai, in a symbolic show of U.S. support for the island.

Washington has no formal ties with Taipei but is its largest arms supplier. The administration of President Donald Trump has made bolstering relations a priority, to Beijing’s anger.

Like Tsai, Christensen did not make public comments.

Taiwan fought back at the time with support from the United States, which sent military equipment like advanced Sidewinder anti-aircraft missiles, giving Taiwan a technological edge. The crisis ended in a stalemate.

Major General Liu Qiang-hua, spokesman for the Kinmen garrison, said it was important to remember an event that was so crucial to ensuring Taiwan’s security.

“Of course we hope there is no war, but it is dangerous to forget about war. This is the spirit we need to safeguard,” he told Reuters.

Formerly called Quemoy in English, Kinmen today is a popular tourist destination, though remnants of past fighting like underground bunkers are scattered across the island, and Taiwan maintains a significant military presence.

Taiwan, which China considers part of its territory, got a green signal from the US last year for the purchase of 66 new generation F-16s, which will allow it to modernize its defences.

The island country already has a fleet of F-16s purchased in 1992.

Beijing has warned Taiwan that it remains part of the country and will use force if Taipei ever formally moves towards declaring independence.

The arms deal comes as China portrayed its political muscle in Hong Kong and imposed the controversial security law on the international business hub. The move against Hong Kong has caused concern in Taiwan.

China has criticised Azar's visit to Taiwan.&nbsp;

The cabinet is proposing T$453.4 billion in military spending for the year starting in January, a 10 per cent increase from this year's T$411.3 billion budget, according to Reuters calculations.&nbsp;

"The steady increase in the defence budget will facilitate the implementation of various military-building and war-preparation tasks ... and ensure national security and regional peace and stability," Taiwan's Defence Ministry said.

Nearly three hours after this announcement, Beijing acknowledged that it had carried out combat drills at the Taiwan strait aimed at US's recent measures to "safeguard national sovereignty."&nbsp;

"Recently, a certain large country has continued to make negative moves on Taiwan-related issues, sending serious wrong signals to 'Taiwan independence' forces, and seriously threatening the peace and stability of the Taiwan Strait," the Chinese statement said.

"The theatre command's organising of patrols and exercises are necessary actions taken in response to the current security situation across the Taiwan Strait and to safeguard national sovereignty," it added.

Taiwan announces increase in military spending

Taiwan’s President Tsai Ing-wen on August 12 called&nbsp; on China to resolve issues in Hong Kong through dialogue instead of “oppressing the people”.

Ing-wen was speaking at a&nbsp;party news conference in the country capital Taipei. She also extended support to the people of Hong Kong. We ”promise to firmly support the Hong Kong people in their struggle for freedom and democracy”, she said.&nbsp;

"And I also wish to call upon all countries and opinion leaders across the world who support Hong Kong, to continue to care about the situation in Hong Kong and support Hong Kong people in (their goal of) defending freedom and human rights", she added.

Alex Azar, the US health chief is nearing the end of his visit to Taiwan, which marks the first such visit in decades to the country. The visit is largely being seen as a token of support to Taiwan, which has for long been sidelined diplomatically with countries favouring recognition of China instead, which in turn claims Taiwan as its own territory, a claim refuted by Taiwanese officials.

China has imposed a national security law in Hong Kong, and within its ambit, many arrests have been made in the city, of mostly journalists and activists.

Taiwan on August 11 told visiting United States Health Secretary Alex Azar that China is pressurising the island to give in to conditions which would create a situation similar to Hong Kong.

Media tycoon Jimmy Lai and democracy activist Agnes Chow were recently arrested. Lai is now on bail and has asked the staff of Apple Daily to “fight on”.

"The KMT expresses shock and disapproval while urging the presidential office to sternly protest to the US side and clarify that the president of the Republic of China is surnamed Tsai, not Xi," said KMT in a statement.

However, Taiwan president brushed aside the opposition party's demand.

"There is no doubt Secretary Azar was addressing (her) as President Tsai," said Xavier Chang, Tsai's spokesman, in a statement.

"We suggest all sides to focus on (Taiwan's) diplomatic accomplishments and anti-pandemic cooperation. Closer Taiwan-US relations is the joint fruit of the efforts made by all people."

China, which had promised unspecified retaliation to the trip, flew J-11 and J-10 fighter aircraft briefly onto Taiwan's side of the sensitive and narrow strait that separates it from its giant neighbour, at around 9 am (0100 GMT), shortly before Azar met Taiwan President Tsai Ing-wen, Taiwan's air force said.

The aircraft were tracked by land-based Taiwanese anti-aircraft missiles and were "driven out" by patrolling Taiwanese aircraft, the air force said in a statement released by the defence ministry.&nbsp;

China's defence ministry did not immediately comment.

A senior Taiwan official familiar with the government's security planning told Reuters that China was obviously "targeting" Azar's visit with a "very risky" move given the Chinese jets were in range of Taiwan's missiles.

The incursion was only the third time since 2016 that Taiwan has said Chinese jets had crossed the strait's median line.

The Trump administration has made strengthening its support for the democratic island a priority, amid deteriorating relations between Washington and Beijing, and has boosted arms sales.

"It's a true honour to be here to convey a message of strong support and friendship from President Trump to Taiwan," Azar told Tsai in the Presidential Office, standing in front of two Taiwanese flags.

Azar is visiting to strengthen economic and public-health cooperation with Taiwan and support its international role in fighting the novel coronavirus.

"Taiwan's response to COVID-19 has been among the most successful in the world, and that is a tribute to the open, transparent, democratic nature of Taiwan's society and culture," he told Tsai.

Taiwan's early and effective steps to fight the disease have kept its case numbers far lower than those of its neighbours, with 480 infections and seven deaths. Most cases have been imported.

The United States, which has had more coronavirus cases and deaths than any other country, has repeatedly clashed with China over the pandemic, accusing Beijing of lacking transparency.

Tsai told Azar his visit represented "a huge step forward in anti-pandemic collaborations between our countries", mentioning areas of cooperation including vaccine and drug research and production.

Taiwan has been particularly grateful for U.S. support to permit its attendance at the World Health Organization's decision-making body the World Health Assembly (WHA), and to allow it greater access to the organisation.

Taiwan is not a member of the WHO due to China's objections. China considers Taiwan a Chinese province.

"I'd like to reiterate that political considerations should never take precedence over the rights to health. The decision to bar Taiwan from participating in the WHA is a violation of the universal rights to health," Tsai said.

Azar later told reporters that at Trump's direction, he and Secretary of State Mike Pompeo had sought to restore Taiwan's status as an observer at the WHA.

"But the Chinese Communist Party and the World Health Organization have prevented that. This has been one of the major frustrations that the Trump administration has had with the World Health Organization and its inability to reform."

U.S. Secretary of Health and Human Services Alex Azar will visit Taiwan in coming days, making the highest level visit by a U.S. official in four decades, his office said on Tuesday, in a move likely to anger China which claims the island as its own.

During his visit Azar will meet with President Tsai Ing-wen, Taiwan's Foreign Ministry said in a separate statement.

China describes Taiwan as the most sensitive issue in Sino-U.S. ties, and Azar's visit will probably further inflame already poor Beijing-Washington relations.
