At least 19 people were killed on Thursday when a passenger boat capsized due to strong winds near the Philippine capital, Manila, as reported by Reuters news agency quoting the municipal disaster agency.

According to the chief of the disaster agency in Binangonan town&nbsp;Jose Hernandez, the exact number of people onboard was not immediately known, but 40 individuals have been rescued. Reports said that the search and rescue operations are currently underway.

The boat was approximately 45 meters away from the shore when it encountered the impact of strong winds.

Vanuatu is spread across 13 principal islands in the south-western Pacific, which had already been battered by Cyclone Judy that hit the capital city of Port Vila on Wednesday, prompting evacuation&nbsp;for hundreds of people across the nation.&nbsp;

According to reports, Cyclone Judy had torn off roofs, flooded roads, and uprooted countless trees. Additionally, several parts of the capital city have been without power for two days now. Cyclone Kevin passed over Port Vila late Friday and moved to the country’s southern island province of Tafea early Saturday. The wind speed was recorded at 230 km per hour, as per the meteorology department.&nbsp;

“It's crazy, Vanuatu is used to natural disasters, but I think this is the first time it has had two cyclones back to back,” said UNICEF’s Eric Durpaire to AFP. He added, “Medical centres, hospitals and schools will have been affected. Some children may not be able to go to school for weeks, maybe months.” According to the UN agency, at least 50,000 children may be affected by the cyclone.&nbsp;

Organisers scrambled to reorganise the Alpine mixed team parallel race for the final day of the Beijing Olympics after high winds on Saturday forced the competition to be postponed.

Team officials and organisers agreed to hold the event, which is only its second edition, on Sunday at 9 a.m. (0100 GMT) despite several teams being scheduled to fly home.

The decision is likely to mean some teams have to rearrange their flights and accommodation bookings but it was not immediately clear if all would remain to compete.

Olympics and International Ski Federation (FIS) officials were keen to avoid the complications that would come with the rare case of an event not being held.

Juan Antonio Samaranch, the head of the International Olympic Committee's coordination commission for Beijing, told the IOC session that these issues were to be expected at a Winter Games.

"We had weather issues but this is Winter Games. We are coping with the difficulties still left but this is winter and we are here to celebrate exactly that: winter," he said.

A strong dust storm has hit Delhi and National Capital Region (NCR) late last night. Noida and Gurugram had also witnessed similar weather pattern.

A massive dust storm hit the national capital in the wee hours of Wednesday. Strong winds, accompanied by dust, lashed the city while bringing a sudden decline in the temperature. This comes after the deadly storm on May 13-14 claimed over 80 lives across five states in the country. During that time, the Indian Meteorological Department (IMD) had said that the thunderstorm will continue for the next 48 to 72 hours. Previously on May 2, at least 100 people died in north India and some other states, owing to thunderstorms. Dust storm: Strong winds lash Delhi-NCR early this morning

More than 3,000 vacationers were evacuated after a blaze threatened to spread across four campsites in the south of France, as a fireman died on his way to the scene, officials said. 
 
Strong winds whipped up the flames in Torreilles, Pyrenees-Orientales, where thousands of French and other European tourists were staying, with 22 bungalows completely destroyed. 
 
&quot;We saw smoke...the people from the campsite asked us to leave straight away and leave our cars behind us,&quot; said one retired holidaymaker. 
 
The fireman travelling to the site lost control of his vehicle due to an unexplained engine fault and died at the scene.

Three volunteer firefighters in the fire-engine with him were rushed to hospital in a critical condition, local official Helene Girardot told AFP. 
 
A further 17 firefighters suffered from smoke inhalation and two others were injured when one of the campers gas canisters exploded as they battled the flames. 
 
All but a handful of families were able to return to their camps by nightfall.
