The suspense over Karnataka Chief Minister Siddaramaiah contesting from two constituencies in the May 12 assembly polls deepened further today, even as he maintained he would leave the final call to the party high command.

An official tour programme circulated by the chief minister's office said Siddaramaiah would file his nomination from Badami in north Karnataka on April 23.

But soon thereafter, the programme list was withdrawn with a message that the schedule for April 23 would be issued separately.

Siddaramaiah, who has already filed his nomination from Chamundeshwari constituency in Mysuru, has been saying that he was under pressure from local party leaders in Bagalkote and Vijayapura districts to contest from Badami but would leave the final decision to the Congress high command.

Since the last few days, Siddaramaiah has been saying that he was under pressure from local Congress leaders to contest from Badami as it would benefit party's performance in the northern parts of the state.

On top of it many schemes like highways, Centre has invested money in great volume. &nbsp;We have not discriminated against Karnataka. State government did not utilize the funds properly.

Q: Is corruption an issue in Karnataka? 
A: Yes. It is one of the major issues. Sand mafia is ruling the state. Sand which cost Rs. 3000 per truck today costs Rs.30,000. Today sand is being imported from Malaysia. The same sand is cheaper in Chennai if compared to rates in Bengaluru. It is a commission Sarkar. It is a 10 percent government. It is a Siddha-rupaiya Sarkar.

This is going to be their 11. Karnataka will be our 21st state and it will reduce Congress to Congress P, which means Congress (Punjab-Pondicherry).

A: The policy of the Congress is that of divide and rule. I was in charge of Manipur, they divided Kukis, Metis and Nagas. Our policy is to unite and prosper. This issue will impact the Congress. Many people advised CM not to do it but the Congress went ahead thinking that it will stop BS Yeddyurappa from becoming the Chief Minister.

A: Mathas are not only about Lingayats. Mathas in Karnataka have played an important role in social reforms. They have done a good job in the field of education. Karnataka Chief Minister Siddaramaiah and state JD(S) chief H D Kumaraswamy today filed their nominations for the May 12 state assembly polls.

The chief minister's son Yatindra, set to make his electoral debut from Varuna, represented by his father since 2008 and sitting JD(S) MLA G T Deve Gowda, who will take on Siddaramaiah in Chamundeshwari, are the others who filed their papers.&nbsp

Siddaramaiah filed his nomination even as speculation is rife about him choosing Badami at Bagalkote in north Karnataka as a second constituency, considered 'safer' than Chamundeshwari.

He along with his son visited the Siddarameshwara temple at his native village of Siddaramanahundi, and the famous Chamundeshwari temple on Chamundi hill in Mysuru.

Siddaramaiah has won five times and tasted defeat twice in Chamundeshwari, from where he has been announced as the candidate by the Congress high command.

He has been representing Varuna constituency in Mysuru since 2008, which has now been allotted to his son Yatindra.

Retaining Karnataka is very crucial for the Congress as it is the second major state after Punjab, where it is in power.

Though, Congress has not announced its chief ministerial candidate, the party has said Siddaramaiah will be the party's face during the polls.

Kumaraswamy, a former chief minister, filed his nominations from two constituencies Ramanagara and Channapatna accompanied by his wife Anitha and supporters.

Presently representing Ramanagara, Kumaraswamy is looking for retaining the constituency.

With the Karnataka elections just around the corner, chief minister Siddaramaiah is locked in a tight triangular contest with the BJP and the JD-S.

Siddaramaiah says the Congress will come to power in Karnataka, paving the way for his party’s revival in the rest of the country.

He spoke to WION on a plethora of issue ranging from the Lingayats to a separate state flag for Karnataka to Bengaluru's dying lakes. Siddaramaiah's entire interview to WION follows:&nbsp;

Q: What makes you so confident that Congress can buck the trend of Karnataka not giving a repeat term to any government?

A: We have given good governance. Law and order is much better than previous governments. Lot of investments have come to Karnataka which is far better than other states. So, we have done well on many fronts.

Q: How have schemes like Indira Canteen and Anna Bhagya done?

A: Four crore people of Karnataka have benefitted from Anna Bhagya scheme. Seven kg of rice per head is being given free of cost. We are the only government distributing rice free of cost. We are also giving five rupees subsidy per litre to milk farmers. We are giving loans to farmers without interest up to three lakh. Certain categories of loans have been waived. We are giving milk to 1.2 crore schoolgoing children. We have taken up a number of welfare schemes to help poor. Similar support is also being extended in the education sector. We have also provided laptops. This budget, I announced that girl students will be given free education and also free bus pass to students coming to schools.

Q: What have you done in the agriculture sector and secondly, there was a lot of acrimony between you and the Centre over the issue of fund allocation?

A: Centre provided us money under norms. We were facing unprecedented drought but still they gave us funds according to the norms. Centre did not provide us additional funds. I even requested Prime Minister Narendra Modi and asked him to waive the loans but prime minister did not agree.

Q: Are you saying that Karnataka was discriminated against?

A: &nbsp;As per the NDRF funds are concerned, Gujarat, Maharashtra and Tamil Nadu got more funds than us. Karnataka is getting less funds. <a href="http://www.wionews.com/india-news/karnataka-mos-to-wion-ruling-party-not-facing-anti-incumbency-for-first-time-in-30-years-130659">It is discrimination</a>. I requested the Prime Minister to set aside the injustice being done to Karnataka.

Q: You had strong issues pertaining to the 15th Finance Commission?

A: Population cannot be a criteria for fund. UP and Bihar have not implemented family programme and they are getting more money. We have implemented it and we are ending up getting less money. It is not fair.

Q: Why did you shift your seat?

A: Two years back, my son was looking after the constituency and I had announced that I’m not going to fight the elections. My son passed away last year and my second son started looking after the constituency. Now people want him to contest. Chamundeshwari was my old constituency. I have successfully contested elections from the seat. I have been in touch with the people. It is a neighbouring constituency.

Q: The BJP and JD-S are happy as they feel they can tie the chief minister down to a single seat?

A: They are living in an illusion. They cannot tie me down to a seat. They are trying to defeat me. BJP and JD-S were together in a coalition. I contested as an independent when Kumaraswamy was the Chief Minister and Yeddyurappa was the deputy CM. Deve Gowda and Kumaraswamy sat there for days. Even then, I got elected.

Q: Are you worried about the infighting which has erupted post ticket distribution in the Congress?

A: Only <a href="http://www.wionews.com/india-news/siddaramaiah-struggles-to-contain-dissent-in-karnataka-congress-after-ticket-distribution-130902">four or five constituencies are affected</a>. But we are trying to tackle the issue.

Q: Do you feel that the southern perspective of a strong cultural identity of a state does not match with the northern experience of a Union?

A: The states were recognised on the basis of languages and it should remain supreme in each state. We are in federal structure and we want our language to be respected. Regional languages should reign supreme. Likewise, Lingayat religious issue was not created by us.

It was established by Basvanna in 12th century. The community wants a separate tag. All the representatives of the community met me two years ago. They said that Veerashaivas and Lingayats are separate. I referred the matter to the state Minority Commission. &nbsp;The Minority Commission, in turn, constituted an expert committee under a high court judge whose recommendation was accepted by us and which we forwarded to the Centre.

Q: The BJP says this is divide and rule...

A: This proposal also existed during BJP’s regime. We did not initiate it. In this context, they had met both Manmohan Singh and Sonia Gandhi.

Q: What about the flag?

A: Is there a provision that states should not have own flag? In the United States, every state has its own flag so why not Karnataka. The national flag is flying above the state flag. We can have a state flag.

Q: Has Siddaramaiah become a symbol of regional pride?

A: I’m proud to say that I’m a Kannadiga and am proud to be a symbol of Kannadiga pride.

Q: Congress is organisationally weak and Modi, on the other hand, has the capacity to turn around an election? Can Modi do a Gujarat in Karnataka?&nbsp;

A: Karnataka cannot be compared with Gujarat. BJP was in power in Gujarat. Our party structure was not strong in Gujarat. Compared to previous elections, our performance was good in Gujarat. BJP cannot play a communal card in the state. People like secularism here and they will not tolerate communal card.

Q: Is Karnataka going to be an antidote to the BJP’s cultural nationalism?

A: Karnataka is being looked at by the entire country. Congress will come to power and will prove to be a stepping stone for the national politics. Modi’s government has failed. They have not fulfilled a single promise to the people of Karnataka. Look what Andhra Pradesh CM Chandra Babu Nadu is saying. Modi could not even keep the promise to the people of Andhra Pradesh.

Q: Is the Third Front a good idea for the Congress?

A: Congress and all like-minded parties should come together and fight communal elements and Congress must take a leading role.

Q: Is this election about Siddaramaiah vs Modi or Siddaramaiah vs Yeddyurappa?

A: This election is about me and Yeddyurappa. This election is about the people of Karnataka. People have to choose between me and Yeddyurappa and not Modi.

Q: I think you forgot about the JD-S. Surveys have shown strong Vokaligga consolidation for the JD-S?

A: JD-S is a regional party confined to six to seven districts in southern Karnataka. Their presence is meagre in the northern part of the state. They cannot win more than 20 to 25 seats.

Q: There was a time when Kumaraswamy went on to become the chief minister?

A: Kumaraswamy is an illusion. He is thinking of a hung assembly where he thinks that he will get to play the role of a kingmaker. This situation will not arise at all. Congress party is going to form the government in Karnataka.

Q: Don’t you think that the JD-S has been able to use the Cauvery issue?

A: How will it help JD-S? There was a tribunal order and the Karnataka government went in for appeal against it to the Supreme Court. The judgement of the tribunal was modified. 14.75 TMC of water was additionally allotted to us. JD-S cannot take advantage of this issue. People of Karnataka were happy with the Cauvery judgement.

Q: So the JD-S is not a player in the state?

A: They are not our main rival. In the&nbsp;north, we fight BJP and in south Karnataka, JD-S.

Q: What has your administration done to curb the violence rocking coastal Karnataka?

A: BJP is trying to mislead people. Law and Order situation is good in the coastal areas. They claim that 24 BJP workers have been killed by SDPI. It is not correct. Yes, 12 BJP workers have died and rest belong to other groups. It is claimed that all of them are BJP workers which is not true. Some of them were not even communal clashes.

Q: Rationalists have been targeted in your state? What have you done to protect them?

A: It is not only in Karnataka. People were also targeted in Maharashtra. The investigation is going on. They are organised criminals. In Gauri Lankesh’s case, there is considerable progress. Kalburgi’s case has already been referred to the CBI.

Q: The dying lakes of Bengaluru get a lot of global attention. What have you done to save them and what do you intend to do?

A: We have to provide world-class infrastructure to Bengaluru. All the lakes have to be developed and beautified. We need to tackle the garbage problem including congestion. These are the urgent urban issues which we intend to solve if we come to power again.

Q: What should the Congress do to revive itself nationally? What is your advice to Rahul Gandhi?

A: Electoral victory in Karnataka will revive the Congress Party nationally. We will capture power in the Centre. Modi’s popularity is declining quickly. They will not win 2019 elections. BJP will not make it to the Centre again. Like-minded parties must come together to defeat BJP for Lok Sabha elections.

A party which was out of the political depth for more than a decade is suddenly in news. The reason for this is the support it receives from the Vokkaligas, the traditional supporters of the JD(S) and a dominant caste in the South Karnataka region.

The ruling Congress is also aware of the Vokkaliga consolidation around JD(S). Congress insiders says that the strong backward caste, Dalit and Muslim polarisation, coupled with lack of any outreach towards the community, has led to Vokkaligas to rally around JD(S) in greater gusto. This community till today has given five chief ministers to the state.

The Vokkaligas hold sway in 10 districts of Karnataka like Mandya, Hassan, Mysore, Kolar and Chikamagalur - mostly in southern part of the state.

Congress sources say that in earlier elections, a part of the Vokkaliga community voted for the other parties, but this time the consolidation around JD(S) seems to have grown even more. Even Asadudin Owaisi has declared support for JD(S). He will not be fielding candidates and would campaign for the party if required.

This makes Congress more nervous than the BJP. The BJP's Lingayat-led alliance has traditionally never received a substantial chunk of this vote which dominates the old Mysore region. Vokkaligas are dominant peasantry and form the bedrock of Deve Gowda's vote bank. In this election they seem to be rallying hard around the former Prime Minister because they feel neglected by the Congress.

The BJP on the other hand understands that better performance of JD(S) means weak performance of the Congress in South Karnataka. BJP's strength lies in North Karnataka which is further sub-divided into Bombay Karnataka and Hyderabad Karnataka.

Few months back, Congress president Rahul Gandhi wanted agriculture minister of Karnataka Krishna Byre Gowda - a Vokkaliga - to take over as the chief of party's Karnataka unit. Reliable sources said that Gowda wanted Chief Minister Siddaramaiah on the same page as he did not want to be reduced as a symbolic head leading the Congress in the state.

Apparently, the chief minister did not take much interest in the proposal. Many say that lack of outreach is a result of acrimonious parting he had with JD(S) leadership years back.

Today, Siddaramiah is the face of Kannadiga pride and Dalit-Muslim and backward caste consolidation. Congress even has the number advantage over BJP but Vokkaligas still have the potential to derail Congress's comeback campaign by denying it a simple majority. Till polling, the game is on.

The Vokkaliga fix may complicate Congress campaign in Karnataka

India's IT hub Bengaluru has become infamous for its water problems - be it frothing lakes or the shortage in drinking water. Many experts have predicted doomsday for the city, some even pegging it to be the next Cape Town which is staring at a drought.

But these problems have not cropped up overnight. Many leaders, over successive elections, have promised clean drinking water to the city. Yet, more than 40 per cent population of the IT city has been left to fend for itself when it comes to potable water.

"Forty five per cent of Bangaloreans depend on ground water resources and water from other sources like tankers etc. The tragedy of the city is that it is governed by mafia - water, waste and land mafia. And they are dictating terms. During election time, politicians make promises about water supply from various parts like Western Ghats etc. But the reality is - there is no water at these sources. Even in Western Ghats, last year I noticed decline in water yield," said TV Ramachandra, Professor at prestigious Indian Institute of Science (IISc).

In 2008, 110 villages were added under the Bengaluru Municipal limits. All these villages were promised Cauvery water connection, but they are still waiting for it 10 years later.

"Water connectivity is very low. There are several apartments in the city's outskirts who do not receive Cauvery water. Most of them either have borewell, or they buy water from tankers which is a mafia in itself," lamented Murali Govindarajulu, who live in one such society.

Whether it is the decades-old frothing lakes, or the drying up groundwater table or the steady rise in temperature, the citizens here have been crying hoarse to successive governments to bring sustainable change.

So how successful has the Siddaramaiah government been in bringing change? Looking at the water scarcity and toxic lakes - not much.

For environmentalists like Kshitij Urs, who has actively campaigned for the city's water bodies, taking the legal route has enabled them capture the government's attention.

"In the past five years, there has been a significant change in the way we've been able to get the government look at the issue. Obviously, we had to force them through legal interventions because they did not bother when people got together and protested. The high court very clearly said that the common water has to be protected and encroachments, for which we had gone to the court, had to be removed," Urs said.

It has certainly not been all rosy for the citizen activists of Bengaluru. In 2014, the government passed the landmark law called the Karnataka Lake Conservation and Development Act which gave substantial powers to the Karnataka Lake Development Authority in the state. But the same government that claimed credit for this progressive law, repealed it just a few days before the election dates were announced this year.

"It was a mischief that the then chief minister had played on Karnataka because he had made it an authority but registered it as a society. And never made it a law. So even when there were encroachments happening, they were not able to do anything. So we got the law passed. That law was indeed an extremely progressive law. Unfortunately, that got reversed, just before the elections got announced," Urs said.

Unfortunately, repealing the law in question was not the only attempt made by the government to make lake encroachments easy. Scientists have also criticised the move to handover all lakes to the Minor Irrigation department, that has no expertise to maintain the fragile and unique ecosystem of each lake. The lack of expertise in looking after the lakes could lead to their eventual death and encroachment.

"Quality of people who are getting elected into the system, that is the root cause of all the problems. The day when bangaloreans assert and start electing the right people, we will regain the glory of Bangalore, and Karnataka. We need to do that," said Professor Ramachandra.

In 2015-16, the government spent Rs 4,259 lakh on lakes, the figure was revised to Rs 8,171 lakh in the following year. In 2017-18, it substantially increased to Rs 22,321 lakh, but the amount was almost halved to Rs 11,322 lakhs in 2018-19 outlay.

Citizens have also been critical of the government for not being able to plug the leak, literally, as nearly 50 per cent of the water pumped to Bengaluru is lost due to leakages. Added to that, rainwater harvesting has not been effectively implemented too.

While precious little has been done to save the lakes despite the NGT and high court orders, the government seems more focused on implementing big-ticket projects, like planning to bring desalinated water all the way from the Arabian Sea, or pumping Bellandur lakes's treated water to dried up lakes in Anekal and Kolar.

Surveys have shows that Bengaluru water problem features right on top of the list for politicians this election season. But with barely any visible progress made when it comes to lake conservation or providing a clean and sustainable source of water to nearly 40 per cent of city's population, it will surely have a bearing on the minds of the voters as they head towards the polling booths on May 12.

The lack of expertise in looking after the lakes could lead to their eventual death and encroachment. "Quality of people who are getting elected into the system, that is the root cause of all the problems. The day when bangaloreans assert and start electing the right people, we will regain the glory of Bangalore, and Karnataka. We need to do that," said Professor Ramachandra. In 2015-16, the government spent Rs 4,259 lakh on lakes, the figure was revised to Rs 8,171 lakh in the following year. In 2017-18, it substantially increased to Rs 22,321 lakh, but the amount was almost halved to Rs 11,322 lakhs in 2018-19 outlay. Citizens have also been critical of the government for not being able to plug the leak, literally, as nearly 50 per cent of the water pumped to Bengaluru is lost due to leakages. Added to that, rainwater harvesting has not been effectively implemented too. While precious little has been done to save the lakes despite the NGT and high court orders, the government seems more focused on implementing big-ticket projects, like planning to bring desalinated water all the way from the Arabian Sea, or pumping Bellandur lakes's treated water to dried up lakes in Anekal and Kolar. Surveys have shows that Bengaluru water problem features right on top of the list for politicians this election season. But with barely any visible progress made when it comes to lake conservation or providing a clean and sustainable source of water to nearly 40 per cent of city's population, it will surely have a bearing on the minds of the voters as they head towards the polling booths on May 12.

Seen as synonymous in public discussions until recent times, the Veerashaivas and Lingayats found formal self-organisation in the early 20th century as the All-India Veerashaiva Mahasabha. Viewing themselves as Hindus, this body asked, in subsequent decades, that Veerashaivism is considered a separate religion.&nbsp;

As the clamour for separate religious identity grows, the differences between the Lingayats and Veershaivas are becoming clearer. There are distinct differences between their practices, faith, meaning, culture and way of life.

Who are Lingayats

Though Lingayats worship Shiva, they say the concept of &lsquo;Ishta Linga&rsquo; (personal god) and rules of conduct prescribed by Basaveshwara cannot be equated to the Hindu way of life. On the other hand, those opposed to the re-categorisation, including sections in the community, say the rebellion was reformist, like the Bhakti movement, and not aimed at breaking away from the Hindu fold.

Who are Veerashaivas&nbsp;

Veerashaivas are worshippers of Lord Shiva. They precede Basavanna, the founder of Lingayatism. Veerashaivas do not worship any God other than Shiva and can be found spread across India. Pashupatha Shaiva, Soma Shaiva, Dakshina Shaiva, Kala Mukha Shaiva, Lakula Shaiva, Yavala Shaiva, Samanya Shaiva, Mishra Shaiva, Shuddha Shaiva, Adi Shaiva, Anu Shaiva, Avantara Shaiva are some of the sects within Shaivism. Veerashaiva is one such sect and people from the community are found largely in Karnataka, Andhra Pradesh and Kerala. Those who consume non-vegetarian food call themselves Kshatriya Shaiva while those who are vegetarians call themselves Brahmana Shaiva. Another Union minister Arjun Ram Meghwal claimed that the Congress government in the state has given separate religion status to &quot;stop Yeddyurappa from becoming the chief minister&quot;.

The Karnataka Cabinet recently decided to recommend to the Centre grant of religious minority status for the numerically strong Lingayat and Veerashaiva Lingayat community.

The decision is expected to have an impact on the upcoming elections as the Lingayat community accounts for 17 per cent of the state&#39;s population.

Both Lingayats and Veerashivas are devotees of Lord Shiva, but there are sections within each community that believe they belong to a different religion.&nbsp;

At the core of their ideology and belief systems, the Lingayats reject the ancient Hindu texts and vedas, the caste system and the belief in karma and reincarnation. In the Lingayat tradition, worship revolves bhakti or devotion and is centred on god Shiva.&nbsp;

Basavanna/Basaveshwara

The revolution that Basavanna led came years after the Buddha. It was Basavanna and his contemporary Sharanas who launched a very strong spiritual, social and religious rebellion against Brahminical hegemony. Basavanna had declared that &ldquo;work is worship&rdquo;. He gave women equal status in his movement through the vachanas (verses).

There are two sets of followers of Basavanna, who attracted people from both upper and lower castes. One group of his followers, called Veerashaivas, who consider Basavanna to be a later-day saint belonging to the Shaiva tradition, continued to follow many of the practices he had rejected, said historian S Shettar.

Veerashaivas

Veerashaivas are a sub-sect of Lingayats and ardent followers of Lord Shiva. They preceded Basavanna, the founder of Lingayatism and was spread by his followers among the Sharanas.

How did it all begin?

Lingayats have been demanding status of a separate religion for a long time. The issue came at the centrestage last year when Chief Minister Siddaramaiah promised to consider the demand. One part of the community demands the minority status for both Veerashaiva and Lingayats considering them the same, while another wants it only for the Lingayats as it considers Veershaivas to be Hindus.&nbsp;

Reports quoted SM Jamdaar, who spearheaded the Lingayat movement as saying that this demand is not new and has been a long-standing issue which goes back to 1942 which surfaced again in 2017 after Siddaramaiah to look into the issue.&nbsp;

Jamdaar says that for over 700 years, Lingayats were a separate religion and the current agitation is simply seeking to restore the community to its former status.

Impact on elections

The Lingayats constitute 17% of Karnataka&#39;s population and weild strong influence in 110 constituencies, they were orignally supporters of the Congress party - 15% of the Lingayat electorate is estimated&nbsp;to have&nbsp;voted for the&nbsp;Congress in 2013. Eight of the state&rsquo;s 22 chief ministers belonged to this sect, including the BJP&rsquo;s current chief ministerial candidate BS Yeddyurappa.

Many prominent personalities, including journalist Gauri Lankesh and Kannada scholar MM Kalburgi, who were both shot dead, were Lingayats.

Siddaramaiah hopes for electoral gains fom this decision and has made many overtures to it, including making it mandatory to have portraits of Basavanna in government offices and naming the women&rsquo;s university in the state after Akka Mahadevi, a philosopher of the Lingayat tradition.

Karnataka Chief Minister Siddaramaiah on Saturday claimed that Congress chief Rahul Gandhi will be the next Prime Minister and nobody can stop that from happening.

Siddaramaiah runs 'money first' government: PM Modi at farmers' rally in Karnataka

Karnataka cabinet will be holding the last meeting on Tuesday at 6 pm ahead of the Assembly elections in the state to discuss separate state flag and its design.

The upcoming Karnataka Assembly&nbsp;elections will be held in April-May.

Karnataka flag committee to also come up with for discussion. The report is likely to be cleared considering its last meet.

&nbsp;After the report gets cleared by the state cabinet it will be sent to the Union Government for clearance.

Karnataka is demanding for separate state flag for some time.

Karnataka Chief Minister Siddaramaiah lashed out at Prime Minister Narendra Modi on Monday calling him &#39;&#39;unfit to continue as a Prime Minister&#39;&#39;.

Siddaramaiah&#39;s comment followed PM Modi&#39;s statement made yesterday at a campaign rally for the upcoming Karnataka assembly elections.&nbsp;&nbsp;

PM Modi noted that new scams, corruption charges, and fresh allegations were emerging under him (Siddaramaiah) &quot;every day&quot;.

The Prime Minister addressed those who attended the rally and asked them if they want a &quot;commission government&quot;&nbsp;in Karnataka or &#39;&#39;mission government&#39;&#39;. He also called Siddarmaiah and his administration a &quot;10 per cent commission government&quot;.

Modi further alleged that &quot;central government funds under various schemes meant for the poor and middle class was not being properly utilised&nbsp;by the state.&quot;

It is a historic judgment.&nbsp;

The judgment is historical on two counts: first, it marks the culmination of the centuries-old inter-state water dispute that has been an epitome of hostile hydropolitics. Second, it sent a signal to the agricultural economy to efficiently use water and practise crop diversification. The principle followed here, though apparently seems like &ldquo;robbing Peter to pay Paul&rdquo; (by reducing 14.75 TMC water for Tamil Nadu and providing the same to Karnataka for its burgeoning urban water use), recognises a bigger global phenomenon of intersectoral water conflicts: agriculture versus urban water demand.&nbsp;

In a 2009 paper co-authored with Jayanta Bandyopadhyay in Water Policy, I argued that around 85% of the waters of the Cauvery basin go for agriculture, with paddy emerging as the most dominant crop in the basin. While the Tamil Nadu delta has been historically cultivating paddy, Karnataka started developing their irrigation potential in the 1960s onwards.&nbsp;

The minimum support prices (MSP) of rice between the 80s and 90s were increasing at a faster rate vis-&agrave;-vis the drier alternative crop, namely, Ragi. Farmers, therefore, were incentivised to shift to water-consuming crop, for instance, from Ragi to paddy. However, the data over the last 10 years reveals that there has been an overall decline in acreage in the basin, and more so in the Karnataka part, in response to a reversal in the MSP movement. But, the traditional sugarcane agriculture in the delta regions still continues.&nbsp;

Who owns the Cauvery water?

There are three extreme principles of water allocation based on divergent definitions of property rights: Harmon, History and Hobbes. The Harmon doctrine states the primary rights of water are bestowed on those who own land at the source of the water. History confers primary rights to historical users of water irrespective of their geographical location. Hobbes identifies rights as the final result of awards obtained through negotiations.&nbsp;

Tamil Nadu, given the long history of water use especially in the delta regions, has been advocating its position in terms of History. While the basin area&#39;s contribution to the river flow should also be an important variable to be taken into consideration, the principle of prescriptive rights given in the 1924 agreement between the Madras Presidency and the Princely State of Mysore also translates to the principle of prior appropriation or the doctrine of history as the basis of property rights definition.

On the other hand, Karnataka has always maintained that a downstream state cannot make a claim when there is a scarcity of water and inadequacy in the upstream areas. At the same time, upstream development should not be compromised because of downstream concerns. This implies that Karnataka has been exercising the Harmon doctrine for its property rights.

The divergent definitions of property rights are amplified by the fact that the subject of water falls in the State list, subject to the provisions of 56 (i) of the Indian Constitution. Even the provisions of the Interstate Water Dispute (ISWD) Act of 1956 and its subsequent amendment in 2002 merely talk of setting up tribunals for adjudications and declaring awards. In view of global standards on water governance, this is insufficient. One can perceive that Hobbesian modes of negotiations are failing. Besides, it has exposed the failings of a state-led, &lsquo;decentralised&rsquo; approach.

Interestingly, much in departure to this existing thinking of water being State subject, thereby, leading to divergent definitions of property rights, the Supreme Court has observed that water of the Cauvery river was a &ldquo;national asset and no single state could claim ownership over it&rdquo;.

A holistic understanding is needed

The verdict, therefore, presents an unprecedented benchmark in Indian water governance by seeking a departure from age-old policies. There are many solutions for managing agricultural water, such as crop-diversification through minimum support price, regime change in favour of drier crops, promoting water-use-efficiency through technical and institutional measures, imports of agricultural crops from water-rich regions, among others. But, the basic human needs should be met first.&nbsp;

However, there is one more thing that remains to be taken care of, i.e. the cause of the ecosystems. The CWT award in 2007 was thoroughly based on reductionist &ldquo;arithmetic hydrology&rdquo;, and not on holistic eco-hydrology. The arithmetic by way of which this 50% dependability of water is arrived at depends on past precedence of estimates conducted by engineers like K.L. Rao.&nbsp;

The CWT seemed to be oblivious to the challenges by possible impacts of global warming and climate change that can result in variability in water availability. That award reserved the &ldquo;quantity &hellip; for environmental protection&rdquo; and &ldquo;quantity determined for inevitable escapages to the sea&rdquo; as 10 TMC and 4 TMC respectively, none of which adhere to any scientific assessment of the ecosystem-based water usages in the basin.&nbsp;

The present verdict does not have the cause of the ecosystem in its scope. But, ecological scientists must advocate for a more scientific approach for the cause of the ecosystems for life in the basin. The resolution mechanism worked out by the Cauvery Water Tribunal has been based on myopic number-games for sharing the waters, without much consideration about the broader institutions, economics, ecology, hydrology, and holistic understanding of the conflicts. There is a need to correct that.

While speaking at a conference in poll-bound state, Karnataka, the state chief minister Siddaramaiah, said that Prime minister Narendra Modi has hurt the pride of Kannadigas. PM Modi has hurt pride of Kannadigas: Siddaramaiah

Prime Minister Narendra Modi on Sunday accused the Congress of stalling&nbsp;&#39;Triple Talaq&#39; bill.&nbsp;

Modi was addressing &#39;Parivarthan rally&#39; in Bengaluru ahead of upcoming Karnataka assembly elections.
