Embattled <a href="http://www.wionews.com/sports/watch-vijay-mallya-enters-the-oval-stadium-to-watch-test-match-between-india-and-england-164321">liquor tycoon Vijay Mallya’</a>s legal troubles continue to mount as he is set to face bankruptcy proceedings in the <a href="http://www.wionews.com/india-news/vijay-mallya-extradition-uk-court-asks-indian-government-to-submit-videos-of-arthur-road-jail-by-september-12-156067">UK High Court </a>next year, brought by a consortium of Indian banks in their attempt to recoup unpaid debt worth nearly 1.145 billion pounds.&nbsp;

TLT LLP, the UK-based law firm which had won a landmark case for the 13 banks led by State Bank of India (SBI) earlier this year, confirmed on Monday that their bankruptcy petition against the 62-year-old businessman has been transferred to the insolvency list in London’s High Court of Justice for a hearing in the first half of 2019.

“We can confirm that we presented a bankruptcy petition against Dr Mallya on behalf of the banks on 11 September 2018,” said Paul Gair, a partner at TLT.&nbsp;

“This was issued in Dr Mallya’s local court, Northampton County Court, and has now been transferred to the insolvency list in the High Court of Justice in London for the hearing. The hearing is expected to take place in the Spring,” he said.

In a ruling in May, a UK High Court judge had refused to overturn a worldwide order freezing Mallya’s assets and upheld an Indian court’s ruling that the consortium of 13 Indian banks was entitled to recover funds amounting to nearly 1.145 billion pounds.

TLT LLP has been representing the banks in their efforts to recover their dues as part of the worldwide freezing order, with the bankruptcy petition aimed at seizing his assets to recover dues.

Besides SBI, the 13 Indian banks include Bank of Baroda, Corporation Bank, Federal Bank Ltd, IDBI Bank, Indian Overseas Bank, Jammu &amp; Kashmir Bank, Punjab &amp; Sind Bank, Punjab National Bank, State Bank of Mysore, UCO Bank, United Bank of India and JM Financial Asset Reconstruction Co Pvt Ltd. They have secured follow-on High Court orders to recover some of the funds owed to them as a result of unpaid loans by Mallya’s now-defunct Kingfisher Airlines.

Mallya, meanwhile, remains on bail after his extradition was recently ordered by Westminster Magistrates’ Court in London, an order which now awaits a sign-off by UK home secretary Sajid Javid.&nbsp;

Chief Magistrate, Judge Emma Arbuthnot, had ruled last week that Mallya does have a case to answer in the Indian courts over substantial “misrepresentations” of his financial dealings, in a boost to India’s efforts to bring back the businessman wanted for alleged bank fraud and money laundering charges amounting to an estimated Rs 9,000 crores.&nbsp;

“There is clear evidence of dispersal and misapplication of the loan funds and I find a prima facie case the Dr Mallya was involved in a conspiracy to launder money,” the ruling noted.

Mallya has indicated that he plans to appeal the verdict in the High Court. &nbsp;“My legal team will review the judgment in detail, consider various options and then I will decide going forward. There is a process ahead,” he told reporters. He will have 14 days to file an appeal once Javid has made his decision on the extradition order, which rarely goes against the Chief Magistrate’s conclusion.&nbsp;

In separate legal proceedings, Mallya is also set for a trial in May next year to prevent his posh London home, overlooking Regent’s Park, from foreclosure by Swiss Bank UBS.

Britain's new interior minister Sajid Javid on Monday attempted to distance himself from the "hostile environment" approach to a crackdown on illegal immigration which was favoured by Prime Minister Theresa May during her time in the job.

Javid told parliament he was working to resolve the situation of the so-called "Windrush" migrants after a scandal that forced her predecessor Amber Rudd to resign because she misled parliament over the government's immigration policy.

The government has been struggling to explain why some descendants of the "Windrush generation", invited to Britain to plug labour shortfalls between 1948 and 1971, have been denied basic rights and have been incorrectly labelled as illegal immigrants.

Tighter border policies are in part a legacy of May's time as interior minister - a role she held for six years before becoming prime minister in 2016.

May in 2012 said she wanted to create a "really hostile environment for illegal immigrants" and rules were tightened that ended up affecting people they hadn't been designed to target.

"I don't like the phrase hostile," Javid said. "So the terminology is incorrect and I think it is a phrase that is unhelpful and it doesn't represent our values as country to use that phrase. It is about a compliant environment and it is right that we have a compliant environment."

The government has apologised to Windrush migrants and their families, promised citizenship and compensation to those affected, including to people who have lost their jobs and been threatened with deportation because of the errors.

Javid said the interior ministry is investigating about 2,500 cases and has resolved about 100 cases.

"This should never have been the case and I will do whatever it takes to put it right," he said.

Amber Rudd has resigned as UK's home secretary following an immigration scandal. She was repeatedly struggling to account for her role in the unjust treatment of Windrush-generation migrants, reports said on Monday.&nbsp;

A statement from Downing Street confirmed that the British Prime Minister Theresa May has accepted Rudd's resignation.

Sajid Javid has now been appointed the new home secretary. He is the first BAME politician to hold the role and his appointment could offer some hope to critics that the government is aware of how damaging the issue has been for community relations and trust in the immigration system.

Rudd, who was due to make a statement on Monday about her department's policy on removals, was under pressure to quit due to a scandal involving the Windrush generation, the first large group of Caribbean migrants to arrive in the UK after World War II, reported CNN.

She has been at the receiving end over the existence of Home Office removals targets and her know-how about the same.

Rudd told MPs last week the Home Office did not have targets for removing illegal immigrants, but on Sunday the Guardian published a letter in which Rudd set out her "ambitious but deliverable" aim to deport 10% more illegal immigrants over the "next few years" to Theresa May.

Rudd is the fourth person forced to resign from the cabinet in the last six months - following Sir Michael Fallon, Priti Patel and Damian Green.

However, reports said that she had written to the Prime Minister Theresa May about the department's aspiration to increase "removals" by 10 per cent.

"I wasn't aware of specific removal targets. I accept I should have been and I'm sorry that I wasn't. I didn't see the leaked document, although it was copied to my office as many documents are," Rudd tweeted on Friday.

British ministers have struggled for two weeks to explain why some descendants of the so-called "Windrush generation", invited to Britain from its former colonies to plug labour shortfalls between 1948 and 1971, were denied basic rights.

"We are going to have a strategy in place ... about making sure that we have an immigration policy that is fair, it treats people with respect and with decency, and that will be one of my most urgent tasks," Javid told Sky News on Monday.

A spokesman for May said Javid, who had been minister for housing, communities and local government, "is one of the most experienced ministers around the cabinet table".

"At Housing, he has proved his drive, his ambition and determination to get to grips with difficult subjects, and these are abilities which will all be required at the Home Office."
