British finance minister Sajid Javid said on Sunday Prime Minister Boris Johnson will not ask for a Brexit delay at an EU summit next month, but will instead press to secure a deal to smooth Britain's departure from the bloc.

"First of all, the prime minister will go to the council meeting on the 17th and 18th (of October), he'll be trying to strike a deal. He absolutely will not be asking for an extension in that meeting," Javid told the BBC's Andrew Marr show.

He said the bill to force the government to ask for an extension to Brexit talks only has Oct. 19 as a deadline for parliament to either back a deal or leaving without an agreement, and that that was the date the government was watching.

"The bill talks about the 19th (of October) being an important date and at that point we will consider our options but our policy is clear. It is unchanged, we will be leaving on Oct. 31," he said. "We will obey all laws because all governments should obey laws absolutely, but you will have to wait and see what happens then."

PM Boris Johnson will go to EU to seek a deal, not a Brexit delay: Finance minister

Britain's finance minister Sajid Javid on Saturday he had a "fantastic" relationship with Boris Johnson after reports of a furious argument with the prime minister after the sacking of one of his aides.

British media had reported that Javid was 'livid' about the firing of his press aide by Johnson's top adviser Dominic Cummings, who was looking into whether government officials had helped opponents of the premier’s Brexit plans.

Javid said that though it would be inappropriate to directly discuss personnel issues, his views were 'well understood' after the media reports. However, he said he got on well with Johnson.

"The relationship is fantastic with the prime minister," Javid told BBC radio. "(He's) someone I've always got on with incredibly well, and it's been a real privilege to work with him so closely."

Javid would not be drawn on how well he got along with Cummings but denied assertions by the opposition Labour party that Johnson's aide was effectively running the Treasury.

"The Labour party, they're our opponents and they will say all sorts of nonsense all the time, and I'm used to it," he said.

Johnson gave Javid the finance portfolio when he came to office in July, and the apparent tensions between Downing Street and the Treasury come at a delicate time.

Johnson has vowed to take Britain out of the European Union with or without a transition deal on Oct. 31, heralding a showdown with parliament, while his government also seeks to outline new domestic priorities.

Javid is due to announce a one-year government spending plan on Wednesday with a focus on more funding for education, health, and the police.

Johnson announced details of the rise in schools spending on Friday, while Javid announced 400 million pounds ($491.08 million) of investment for further education on Saturday.

Javid said such moves were a sign of the smooth operation of government, which has a majority of just one in parliament.

"From the moment this new government was formed, how much activity and focus has taken place, just in the last few weeks that only happens when you have a government that is working well together," he said.

British Prime Minister Boris Johnson named former interior minister Sajid Javid to take over from Philip Hammond as finance minister in his first cabinet appointment, the government said in a statement on Wednesday.

Javid, a former banker from a modest background, was a contender for the premiership but endorsed Johnson when he failed to get enough support from fellow Conservative MPs.

Before he took office, several pro-European ministers quit in protest at his threat of a "no deal" Brexit, fearing the economic consequences among them were de facto deputy prime minister David Lidington, Britain's defence secretary Penny Mordaunt too resigned. Mordaunt said she will not serve in new Prime Minister Boris Johnson's team of senior ministers.

Johnson sacked Jeremy Hunt who challenged him to the prime minister's office.

Opposition Labour leader Jeremy Corbyn challenged Johnson to call a general election, saying he "has no mandate from the people".

In a speech in Downing Street, Johnson repeated that he would prepare to leave the EU without an agreement with Brussels but suggested this was a "remote possibility".

In typically upbeat fashion, Johnson insisted he could find a way through and unite the country.

"We are going to fulfil the repeated promises of parliament to the people and come out of the EU on October 31, no ifs or buts," he declared.

Watched by his girlfriend Carrie Symonds, the former London mayor said "the doubters, the doomsters, the gloomsters are going to get it wrong again".

But he added: "It is of course vital at the same time that we prepare for the remote possibility that Brussels refuses any further to negotiate and we are forced to come out with no-deal."

PM Johnson names Sajid Javid as Britain's new finance minister

Taking over as Britain's prime minister on Wednesday, Boris Johnson is expected unveil a more diverse top team in a government to be tasked with delivering Brexit by the end of October, with or without a deal.

The former London mayor won the contest to succeed Theresa May on Tuesday by securing the leadership of the Conservative Party in a campaign that put the United Kingdom on course for a showdown with the European Union.

Johnson's cabinet choices will help to flesh out how he intends to manage the world's fifth-largest economy and its divorce from the EU at one of the most fateful moments in its modern history.

"Boris will build a cabinet showcasing all the talents within the party that truly reflect modern Britain," a source close to Johnson said.

May will leave Downing Street later on Wednesday to hand in her resignation to Queen Elizabeth, who will formally appoint Johnson.

With the pound stuck near two-year lows against the U.S. dollar due to rising concerns about a "no-deal" Brexit, investors are braced to see who will be handed the top roles such as finance minister, foreign secretary and Brexit minister.

A record number of ethnic minority politicians are expected to serve as ministers including Priti Patel, the former aid minister who resigned in 2017 over undisclosed meetings with Israeli officials, and employment minister Alok Sharma.

More women are also expected to serve as full cabinet members.

Oliver Dowden, once deputy chief-of-staff in David Cameron's administration, former sports minister Tracey Crouch, junior finance minister Robert Jenrick and pro-Brexit lawmaker Rishi Sunak are also in line for promotion.

Divorce deal

Interior minister Sajid Javid is widely tipped to stay in a top job and was spotted by British media flanking Johnson as he arrived before lawmakers following his victory.

Two junior ministers have already quit over Johnson's plans, and finance minister Philip Hammond and justice minister David Gauke have both said they plan to resign before they are sacked.

In one of his first appointments before moving into Downing Street, Johnson poached senior Sky boss Andrew Griffith as his business adviser, tasked with repairing relations with the corporate sector ahead of Brexit.

The Daily Telegraph said Johnson will appoint career diplomat David Frost as European Union sherpa and adviser on Europe.

Britain will be now led by a flamboyant figure known for his ambition, untidy blond hair, flowery oratory and fragile command of policy detail.

The 2016 referendum showed a United Kingdom split over much more than the EU, and fuelled soul-searching about everything from regional secession and immigration to capitalism, the legacy of empire and what Britishness means in the modern world.

Johnson has pledged to negotiate a new divorce deal with the EU to secure a smooth transition. But if the bloc continues to refuse to renegotiate, he has promised to leave anyway - "do or die" - on the current agreed date of Oct. 31 - Halloween.

Many investors and economists say that such an abrupt step would rattle global markets and push the world's fifth largest economy into recession or even chaos.

Begum, now 19, had asked to return home after giving birth to a son last month in a refugee camp in northeastern Syria, but London refused. The three-week-old baby, Jarrah, has since died from pneumonia.

She has told British media that her two other children died in infancy in Syria.

Begum's fate has sparked heated debate in Britain, which like other countries is facing a dilemma over whether to allow jihadists and IS sympathisers home to face prosecution, or stop them from returning at all.

She was 15 when she left east London for Syria with two other schoolgirls in 2015.

She was found by journalists in a refugee camp after fleeing fighting between the jihadist group and US-backed forces.

She is married to Dutch IS fighter Yago Riedijk, 27, who is now being held in a Kurdish-run detention centre in northeast Syria.

Call for mercy

Urging Javid to reverse his decision, Begum's mother "requests this reconsideration, as an act of mercy", following Jarrah's death, said the letter from law firm Farooq Bajwa and Co.

"It is extremely unlikely that Shamima will be in a fit state to make any rational decisions."

The letter said the family have not been able to contact Begum directly and their request for help from the British government to contact her was refused in writing by the Home Office on March 5.

"There are immediate fears for Shamima's health and safety, and the matter is urgent," the letter said, asking for a response within 24 hours.

The letter was posted on Twitter by lawyer Tasnime Akunjee.

In the wake of the baby's death, Foreign Secretary Jeremy Hunt said officials were working on how to rescue British children born to IS runaways.

Hunt said the death of Begum's third child was "an incredibly distressing and sad situation" but that it was too dangerous to dispatch officials to the war zone.

"Shamima knew when she made the decision to join Daesh (IS) she was going to a country where there's no embassy, where there's no consular assistance," he told BBC television on Sunday.

"And I'm afraid those decisions, awful though it is, they do have consequences."

Runaway Islamic State teen Shamima Begum's mum asks UK for 'mercy'

Britain on Monday said it will ban the political wing of Hezbollah, making membership of the movement or inviting support for it a crime.

The decision follows outrage over the display of the Hezbollah flag, which features a Kalashnikov assault rifle, at pro-Palestinian demonstrations in London.

"Hezbollah is continuing in its attempts to destabilise the fragile situation in the Middle East," Home Secretary Sajid Javid said in a statement.

"We are no longer able to distinguish between their already banned military wing and the political party. Because of this, I have taken the decision to prescribe the group in its entirety," he said.

The ban is subject to a vote in parliament this week.

Hezbollah is a Shiite militant movement established in 1982 during the Lebanese civil war.

Its capture of two Israeli soldiers in 2006 sparked a 34-day war in which 1,200 people were killed.

The movement, now a major political party in Lebanon, holds three cabinet posts.

"It is clear the distinction between Hezbollah's military and political wings does not exist," Foreign Secretary Jeremy Hunt said in Monday's statement.

"This does not change our ongoing commitment to Lebanon, with whom we have a broad and strong relationship," he said.

The government is also banning Ansarul Islam, a jihadist group which emerged near the border between Mali and Burkina Faso in 2016, and the Group to Support Islam and Muslims (JNIM), which has sworn allegiance to Al-Qaeda in the Islamic Maghreb.

Britain currently has 74 international terrorist organisations proscribed under the Terrorism Act 2000.

Judgment can't be taken based purely on empathy: UK home secretary on return of teen who married IS terrorist in Syria

UK Home Secretary Sajid Javid has signed off on the order to extradite Vijay Mallya to India.

A UK Home Office spokesperson confirmed to WION that "on 3 February, the Secretary of State, having carefully considered all relevant matters, signed the order for Vijay Mallya’s extradition to India."

Mallya is accused in India of fraud, money laundering and violating the Foreign Exchange Management Act (FEMA).

Mallya's extradition to India had been ordered by the Westminster Magistrates’ Court on December 10, 2018, after which the home secretary had two months to review and formally approve the extradition.

That deadline would have expired on February 10.

Mallya now has 14 days to appeal the Westminster Magistrates’ Court's verdict. On Monday, he said he would.

"After the decision was handed down on December 10, 2018 by the Westminster Magistrates Court, I stated my intention to appeal. I could not initiate the appeal process before a decision by the Home Secretary. Now I will initiate the appeal process," Mallya tweeted.

Here is an account of Mallya's assets in England and Wales, and how much they are worth:

Mallya's Hertfordshire estate, Ladywalk and Bramble Lodge, is worth an estimated 15 million pounds.

Mallya's London pad, 18/19 Cornwall Terrace — a lavish townhouse — is worth of tens of millions of pounds.

Mallya's assets in England also include a fleet of cars which he reportedly spends Rs 24 lakh a month maintaining, and a 164-foot super yacht, Force India.

According to reports, Mallya's total assets in England and Wales add up to about Rs 10,499 crore. There is however still some uncertainty over what all exactly the fugitive billionaire actually owns there.

UK Home Secretary Sajid Javid has formally approved Vijay Mallya's extradition to India. The fugitive billionaire businessman's extradition had been ordered on December 10, 2018 by the Westminster Magistrates' Court.

Mallya had only last week complained that his group's assets — "worth over 13,000 crores" — had been attached by the consortium of banks to which he owes the money. Mallya said that that was far over the Rs 9,000 crore he owes to the banks. "Where is justice or fair play?" he tweeted. Mallya added that the "banks have given an open licence to their lawyers in England to pursue multiple frivolous litigations against me." "Who is accountable for spending public money on legal fees in such a brazen manner?" he then went on to ask. The DRT Recovery Officer recently attaches my Group assets worth over 13,000 crores in India on behalf of the Consortium of Banks. Yet the narrative is that I ran away with the claimed amount of 9000 crores causing loss to the Public Sector Banks. Where is Justice or fair play ? — Vijay Mallya (@TheVijayMallya) February 1, 2019 × Every morning I wake up to yet another attachment by the DRT recovery officer. Value already crossed 13,000 crores. Banks claim dues including all interest of 9,000 crores which is subject to review. How far will this go and well beyond ? Justified ?? — Vijay Mallya (@TheVijayMallya) February 1, 2019 × And despite all the attachments in India, Banks have given an open licence to their Lawyers in England to pursue multiple frivolous litigations against me. Who is accountable for spending Public money on Legal fees in such a brazen manner ? — Vijay Mallya (@TheVijayMallya) February 1, 2019 × Here is an account of Mallya's assets in England and Wales, and how much they are worth: Mallya's Hertfordshire estate, Ladywalk and Bramble Lodge, is worth an estimated 15 million pounds.

Mallya extradition case: The fugitive billionaire's UK properties, and how much they're worth

The UK government has approved Vijay Mallya's extradition to India. The order for his extradition was signed on Sunday by UK Home Secretary Sajid Javid.

"On February 3 the Secretary of State, having carefully considered all relevant matters, signed the order for Vijay Mallya's extradition to India," a Home Office spokesperson said.

"Vijay Mallya is accused in India of conspiracy to defraud, making false representations and money laundering offences," the spokesperson added.

Mallya's extradition had been ordered on December 10, 2018 by the Westminster Magistrates’ Court. The home secretary then had two months to review the judgement.

That deadline would have ended on February 10.

Mallya is accused in India of fraud and money laundering. He had borrowed, for his now-defunct Kingfisher Airlines, a total to Rs 9,000 crore.

The money had been borrowed from a consortium of banks led by India's largest public-sector lender, the State Bank of India. Mallya is accused of siphoning off (part of) the money for personal and other uses.

An extradition warrant against Mallya was executed by Scotland Yard in April 2017.

While Mallya's legal team had argued in court that the default on the loans sought by the now-defunct airline were the result of business failure, the Crown Prosecution Service (CPS) had claimed fraudulent intentions by the businessman in seeking and then dispersing those loans.

Judge Arbuthnot, Chief Magistrate at Westminster Magistrates' Court, in her ruling delivered on December 10 at the end of a year-long trial, concluded there was a case to answer in the Indian courts over substantial "misrepresentations" by the "flashy billionaire" of his financial dealings.

"There is clear evidence of dispersal and misapplication of the loan funds and I find a prima facie case the Dr Mallya was involved in a conspiracy to launder money," she had said.

The judgment had also dismissed the defence team's attempt to challenge the case on human rights grounds by claiming that Barrack 12 of Arthur Road Jail in Mumbai, where the businessman is to be detained following his extradition, did not meet minimum requirements.

The UK court said it was satisfied with the various assurances provided by the Indian government, including a video of the jail cell, which had not only been recently redecorated but was also far larger than the minimum requirement threshold.

"I noted that he (Mallya) is taking a whole range of medications which the GoI (government of India) will ensure he has access to," the judge said.

Mallya now has 14 days to appeal against the Westminster Magistrates' Court's verdict. He has said he will.

If the appeal is allowed, the case will proceed to the UK High Court.

There is some limited recourse for the case to go on to a further level of the Supreme Court, but that is only possible if the High Court certifies that the appeal involves a point of law of general public importance, and either the High Court or the apex court gives leave for the appeal to be made.

UK judge had been critical of Indian banks in Mallya extradition case

The UK judge who ordered Vijay Mallya's extradition was extremely critical of some of the procedures followed by Indian banks who "waved through" the loans to the former Kingfisher Airlines boss.

Judge Emma Arbuthnot ruled that the 62-year-old businessman had a prima facie case of fraud and money laundering to answer and expressed her shock at the failure to obtain proper credit reports before certain loans were sanctioned by some of the Indian state-owned banks.

"There was a failure to ensure that the guarantees were formally taken when they should have been and a failure to investigate the representations that KFA (Kingfisher Airlines) made at various stages to obtain the loans," she said.

The judge described these as "continuing failures" by banks and said it remained unclear from the evidence before her if these were by design and with a hidden financial motive.

"Or it is a case of a bank who were in the thrall of this glamorous, flashy, famous, bejewelled, bodyguarded, ostensibly billionaire playboy who charmed and cajoled these bankers into losing their common sense and persuading them to put their own rules and regulations to one side," she said, in one of her most critical statements in the judgment.

"If the criteria for lending to KFA had been applied, if the background checks had been carried out, the loans should not have been granted," she noted.

In an indication that some bank employees may have been involved in a wider conspiracy, the judge concluded she did find a prima facie case of a conspiracy to defraud which involves not just the KFA executives but also some bankers at IDBI who were named in the Indian government case.

"Conspiracies are very rarely proved with direct evidence and there is none in this case but there is evidence that the GOI (government of India) relies on from which it says the court can draw inferences that the bankers were involved in a conspiracy with KFA," the judgment noted.

TLT LLP, the UK-based law firm which had won a landmark case for the 13 banks led by State Bank of India (SBI) earlier this year, confirmed on Monday that their bankruptcy petition against the 62-year-old businessman has been transferred to the insolvency list in London’s High Court of Justice for a hearing in the first half of 2019.

“We can confirm that we presented a bankruptcy petition against Dr Mallya on behalf of the banks on 11 September 2018,” said Paul Gair, a partner at TLT.

“This was issued in Dr Mallya’s local court, Northampton County Court, and has now been transferred to the insolvency list in the High Court of Justice in London for the hearing. The hearing is expected to take place in the Spring,” he said.

In a ruling in May, a UK High Court judge had refused to overturn a worldwide order freezing Mallya’s assets and upheld an Indian court’s ruling that the consortium of 13 Indian banks was entitled to recover funds amounting to nearly 1.145 billion pounds.

TLT LLP has been representing the banks in their efforts to recover their dues as part of the worldwide freezing order, with the bankruptcy petition aimed at seizing his assets to recover dues.

Besides SBI, the 13 Indian banks include Bank of Baroda, Corporation Bank, Federal Bank Ltd, IDBI Bank, Indian Overseas Bank, Jammu & Kashmir Bank, Punjab & Sind Bank, Punjab National Bank, State Bank of Mysore, UCO Bank, United Bank of India and JM Financial Asset Reconstruction Co Pvt Ltd. They have secured follow-on High Court orders to recover some of the funds owed to them as a result of unpaid loans by Mallya’s now-defunct Kingfisher Airlines.

Mallya, meanwhile, remains on bail after his extradition was recently ordered by Westminster Magistrates’ Court in London, an order which now awaits a sign-off by UK home secretary Sajid Javid.

Chief Magistrate, Judge Emma Arbuthnot, had ruled last week that Mallya does have a case to answer in the Indian courts over substantial “misrepresentations” of his financial dealings, in a boost to India’s efforts to bring back the businessman wanted for alleged bank fraud and money laundering charges amounting to an estimated Rs 9,000 crores.

“There is clear evidence of dispersal and misapplication of the loan funds and I find a prima facie case the Dr Mallya was involved in a conspiracy to launder money,” the ruling noted.

Mallya has indicated that he plans to appeal the verdict in the High Court. “My legal team will review the judgment in detail, consider various options and then I will decide going forward. There is a process ahead,” he told reporters. He will have 14 days to file an appeal once Javid has made his decision on the extradition order, which rarely goes against the Chief Magistrate’s conclusion.

In separate legal proceedings, Mallya is also set for a trial in May next year to prevent his posh London home, overlooking Regent’s Park, from foreclosure by Swiss Bank UBS.

Vijay Mallya faces bankruptcy proceedings in UK High Court

Who might be Britain's next prime minister if May goes?

Britain's new interior minister Sajid Javid on Monday attempted to distance himself from the "hostile environment" approach to a crackdown on illegal immigration which was favoured by Prime Minister Theresa May during her time in the job.

Javid told parliament he was working to resolve the situation of the so-called "Windrush" migrants after a scandal that forced her predecessor Amber Rudd to resign because she misled parliament over the government's immigration policy.

The government has been struggling to explain why some descendants of the "Windrush generation", invited to Britain to plug labour shortfalls between 1948 and 1971, have been denied basic rights and have been incorrectly labelled as illegal immigrants.

Tighter border policies are in part a legacy of May's time as interior minister - a role she held for six years before becoming prime minister in 2016.

May in 2012 said she wanted to create a "really hostile environment for illegal immigrants" and rules were tightened that ended up affecting people they hadn't been designed to target.

"I don't like the phrase hostile," Javid said. "So the terminology is incorrect and I think it is a phrase that is unhelpful and it doesn't represent our values as country to use that phrase. It is about a compliant environment and it is right that we have a compliant environment."

The government has apologised to Windrush migrants and their families, promised citizenship and compensation to those affected, including to people who have lost their jobs and been threatened with deportation because of the errors.

Javid said the interior ministry is investigating about 2,500 cases and has resolved about 100 cases.

"This should never have been the case and I will do whatever it takes to put it right," he said.

It is about a compliant environment and it is right that we have a compliant environment." The government has apologised to Windrush migrants and their families, promised citizenship and compensation to those affected, including to people who have lost their jobs and been threatened with deportation because of the errors. Javid said the interior ministry is investigating about 2,500 cases and has resolved about 100 cases. "This should never have been the case and I will do whatever it takes to put it right," he said.

UK's Pak origin Home Secy Sajid Javid not for 'hostile' approach on immigration

Amber Rudd has resigned as UK's home secretary following an immigration scandal. She was repeatedly struggling to account for her role in the unjust treatment of Windrush-generation migrants, reports said on Monday.

A statement from Downing Street confirmed that the British Prime Minister Theresa May has accepted Rudd's resignation.

Sajid Javid has now been appointed the new home secretary. He is the first BAME politician to hold the role and his appointment could offer some hope to critics that the government is aware of how damaging the issue has been for community relations and trust in the immigration system.

Rudd, who was due to make a statement on Monday about her department's policy on removals, was under pressure to quit due to a scandal involving the Windrush generation, the first large group of Caribbean migrants to arrive in the UK after World War II, reported CNN.

She has been at the receiving end over the existence of Home Office removals targets and her know-how about the same.

Rudd told MPs last week the Home Office did not have targets for removing illegal immigrants, but on Sunday the Guardian published a letter in which Rudd set out her "ambitious but deliverable" aim to deport 10% more illegal immigrants over the "next few years" to Theresa May.

Rudd is the fourth person forced to resign from the cabinet in the last six months - following Sir Michael Fallon, Priti Patel and Damian Green.

However, reports said that she had written to the Prime Minister Theresa May about the department's aspiration to increase "removals" by 10 per cent.

"I wasn't aware of specific removal targets. I accept I should have been and I'm sorry that I wasn't. I didn't see the leaked document, although it was copied to my office as many documents are," Rudd tweeted on Friday.

British ministers have struggled for two weeks to explain why some descendants of the so-called "Windrush generation", invited to Britain from its former colonies to plug labour shortfalls between 1948 and 1971, were denied basic rights.

Javid, the first lawmaker from Britain's Black, Asian and Minority Ethnic community to become interior minister, tried before his appointment to address public anger over the scandal by saying his own family could have been caught up in it.

"We are going to have a strategy in place ... about making sure that we have an immigration policy that is fair, it treats people with respect and with decency, and that will be one of my most urgent tasks," Javid told Sky News on Monday.

A spokesman for May said Javid, who had been minister for housing, communities and local government, "is one of the most experienced ministers around the cabinet table".

"At Housing, he has proved his drive, his ambition and determination to get to grips with difficult subjects, and these are abilities which will all be required at the Home Office."

May will hope Javid's appointment deflects public anger over a problem the opposition Labour Party says is at least partly her fault because she spent six years as home secretary.
