Some 8,000 military personnel took part in the bid to overthrow Erdogan, backed by 35 fighter jets, three boats, 37 helicopters and 74 tanks, according to state news agency Anadolu.

Since 2016, tens of thousands of people have been detained while 150,000 public sector employees have been suspended or sacked over alleged links to Gulen.

"Under the Trump administration, we've been very clear that we're ready to help meet India's defence needs and we are seeking a very different kind of defence partnership building on the 'Major Defence Partner' designation that India has received from Congress," Wells said.

She was replying to the Congressional sub-committee on India buying S-400 from Russia and how to make India-US ties as robust and as meaningful as possible.

Just a few weeks ago, India, the United States, the Philippines and Japan did a sail by in the South China Sea, she said.

"In both our bilateral, trilateral, quadrilateral formats, we're working together in ways that we didn't even conceive of 10 years ago. And so we'd like all aspects of our military relationship to catch up to this new partnership," Wells said.

Noting that India has a historical dependence on Russian arms, she said what causes concern with the S-400 is that it effectively could limit India's ability "to increase our own interoperability".

At a certain point, she argued, a strategic choice has to be made by India about partnerships and a strategic choice about what weapon systems and platforms it is going to adopt.

"It is the case that 10 years ago we did not offer the range of military equipment to India that we're prepared to offer today. We're very much engaged in a conversation with India over how we can broaden our defence relationship," Wells said in response to a question.

Signing of COMCASA agreement between the two countries, she said, was a key step forward which allows for the classified sharing of information, which is one of the basic foundational agreements that foster military interoperability.

"So we're making significant strides forward in our military relationship," she said.

"There is no a blanket waiver or country waiver when it comes to an S-400. We have serious concern about a possible S-400 purchase (by India) and we're continuing our conversations on what the United States or other defence providers could assist India," Wells said.

Over the last 10 years, she said India-US defence trade has increased from zero to $18 billion, as New Delhi has started to diversify its weapons sources.

"We expect continued progress and expanding that defence relationship. But it's still the case that about 65 or 70 per cent of India's military hardware is Russian origin," she said.

And when Russian President Putin visited India last October, there were additional announcements of big ticket military items that were potentially under consideration, she said.

Responding to another question, Wells alleged that India has the highest tariff barriers of a G-20 country.

"Historically it has been a protected market. So, our failure to negotiate an agreement over the course of the last year and a half led to the decision to suspend the GSP benefits," she said.

However, GSP or asking India to stop purchasing oil from Iran is unlikely to push India into the China camp, she said when asked about it from a lawmaker.

"I don't think so. We are India's largest and best market. Twenty per cent of India's goods come here. There is Indian Foreign Direct Investment in the US. There's a huge interest by US firms in India. As Prime Minister Modi begins his second term. He's preoccupied with job creation and attracting Foreign Direct Investment is going to be a key part of that strategy.

"Properly conducted trade can be a huge strength to the relationship and that's certainly our focus as we begin our engagement with Prime Minister Modi in his second term as how do we fix this part of the relationship," Wells added.

"Those concerns we hold high," said the official who spoke on the condition of anonymity.

"You can look at the very serious conversation that's taking place with our NATO partner Turkey and the same concerns will apply should India proceed with an S-400 purchase," the official said.

"We don't commingle highest technology systems. There are threats posed by the purchase of an S-400. So that conversation you're seeing played out in Turkey right now," the official said, asserting that those same concerns would apply to India as well.

Noting that there is no automatic waivers under CAATSA legislation, the official said that there is a provision that allows for presidential determination.

"Every case would have to be looked at individually. But I think the broader issue is where are India's military relations headed with whom is it going to share the highest technology and that operating environment because certain choices preclude other choices," the official noted.

"As we have discussions about a combat aircraft sales and other advanced systems, the decisions that India makes with regard to S-400 will have an impact on those conversations," the senior State Department official said.

Asked that India took the decision to buy S-400 from Russia as the US was not willing to share such hardware with it, the official said: "There's another message from the United States and let's talk. We have systems that are effective. There are other platforms that are very effective".

"But I think there's also a very positive message. We are now able to cooperate in ways that we could not before. We are now reaching agreements that we did not have before that allow us to consider sales that were incomprehensible only five years ago," the official said.

DRDO on Monday successfully test fired the new version of the Akash surface to air defence missile system with a new indigenously-developed seeker.

The missile was test-fired in Balasore off the Odisha coast.

This is the second successful test of the missile in last two days as a successful test was done by them on Saturday also.

This is a new version of the missile fitted with an indigenous seeker.

Akash missile is a medium range Surface to Air Missile with multi-target engagement capability.

The missile was developed as part of Integrated Guided-Missile Development Programme (IGMDP) other than Nag, Agni, Trishul, and Prithvi missiles.

The supersonic Akash missile has a range of around 25 km and up to the altitude of 18,000m.

The missile uses high-energy solid propellant for the booster and ramjet-rocket propulsion for the sustainer phase. The missile system is said to be highly mobile.

Several variants of the missile- Akash MK1, Akash-MK2 with improved accuracy and higher ranges are under development by the Defence Research and Development Organisation (DRDO).

The Akash missile system was formally inducted into the Indian Air Force on July 10, 2015, and in Indian Army on May 5, 2015. In September that year, the Defence Acquisition Council cleared seven additional squadrons of the missile for the Air Force.

However, the missile system has been bogged in controversies with a Comptroller and Auditor General (CAG) report in 2017 stating that as many as 30 per cent of the missiles failed when tested.

The Indian Army too had said in 2017 that the missile does not meet its operational requirements due to higher reaction time.

India is slowly plugging holes in its air-defence elements by developing advanced surface-to-air missile named MRSAM- Medium Range Surface to Air Missile in collaboration with Israel.

Besides that, five regiments of renowned S-400 air defence system are under procurement from Russia. The delivery is slated to begin in 2020.

Asked if she was confident that India would avoid sanctions, Sitharaman said,&nbsp;"Yes I hope so."

Cold water

Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA).

Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency.&nbsp;

But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner."

He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives."

China

Washington is in a tricky position with India. It wants to bolster ties with the Asian giant to counter China's assertiveness, a trend which has also rattled New Delhi.

In 2017 India and China had a military standoff over a Doklam claimed by both Beijing and Bhutan, a close ally of India.

Since then China and India have sought to patch up relations, including at a meeting between Modi and President Xi Jinping at Wuhan, China in April 2018.

"Sometimes there are differences and you have a face-off," Sitharaman said. "But our attempt, particularly after the prime minister's Wuhan meet with the Chinese president, our attempt has been that these differences... cannot be allowed to become disputes."

But China has also made inroads in Sri Lanka and the Maldives -- countries that India considers to be in its sphere of influence -- through its One Belt, One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI).

India has particular concerns about a series of projects passing through Pakistan occupied Kashmir, a disputed territory which was the fuse for a new military flare-up between Pakistan and India in February.

China has also blocked efforts to put on UN sanctions blacklist the leader of a Pakistan-based militant group that claimed a suicide bombing in Kashmir's Pulwama district&nbsp;on February 14 that killed 40 Indian paramilitary troops.

Vadim Astafyev, a spokesman for Russia's southern military district, was cited by Russian news agencies on Wednesday as saying that a new battalion of S-400 missiles would be delivered to Crimea soon and become operational by the end of the year.

The deployment is likely to have been long-planned, but the timing of the announcement appeared designed to send a message to Ukraine and the West that Russia is serious about defending what it regards as its own territory and waters.

Crimea already hosts three battalions of the anti-aircraft missile systems which have a range of up to 400 km (250 miles) allowing Russia to control large swaths of the skies above the Black Sea.

The new deployment would allow it to increase its air defence coverage area.

The United States has previously said that Russia's deployment of the missile systems to Crimea is "not good".

Separately, a Reuters correspondent in Crimea on Wednesday observed a Russian navy minesweeper ship, the Vice-Admiral Zakharin, heading for the Sea of Azov, which is used by both Ukraine and Russia and is an area of growing tensions.

Citing sources in Ukraine's ruling circles, Russia's Izvestia newspaper reported that Kiev had been trying to persuade Washington - so far unsuccessfully - to open a military base in Ukraine.

Reuters could not independently confirm the report.

Later on Wednesday, a Crimean court is due to order the detention of nine of the 24 captured Ukrainian sailors - including senior Ukrainian naval officers and at least one member of Ukraine's SBU intelligence agency.

A court in Simferopol, the capital of Crimea, on Tuesday, ordered the other 15 Ukrainian sailors to be detained for two months pending a possible trial.

All of the sailors face jail terms of up to six years if found guilty of what Moscow says was a plot to illegally cross the Russian border by trying to pass through the Russian-controlled Kerch Strait on Sunday without advance notice and ignoring calls to stop.

For India, getting a presidential waiver from the biting CAATSA sanctions might not be that easy, some American experts believe referring to the changing political dynamics within the administration and President Donald Trump's personal strong views against New Delhi's trade and tariff policies and calling it a "tariff king".

Under the CAATSA which was signed into law last year, India is subject to sanctions now that it has entered into an agreement with Russia to purchase S-400 Triumf missile defense system in USD 5.4 billion, which is considered by the US as a significant purchase.

The Countering America's Adversaries Through Sanctions Act or CAATSA gives the Trump administration more ways to target Russia, Iran and North Korea with economic and political sanctions.

Only last month, US had used CAATSA to impose sanctions on Chinese entities for purchase of S-400. Friends of India in the US hope that New Delhi will receive a presidential waiver, given that Trump Administration has recognised India as a major defense partner and is in advance stage of selling billions of dollars' worth of equipment to India in the next few years.

Congressional sources say that both Defence Secretary Jim Mattis and Secretary of State Mike Pompeo pushed for a presidential CAATSA waiver keeping India in mind. But the final decision will be taken by Trump, who in the last several weeks has been very critical of India's trade and tariff policies.

Last week, Trump described India as a "tariff king" and said India wants to have a trade deal with the US after he warned them of imposing additional tariffs on their imports. His latest statements have made some experts feel that the presidential waiver might not be that easy.

"At the very least, the administration will likely use the possibility of a sanctions waiver as leverage over India in other trade disputes. India may get the waiver in the end, but the administration will likely extract something for it. We just don't know what yet," a Republican Congressional watcher told PTI.

Anish Goel, who served in the Obama White House and was a key staffer of the Senate Armed Services Committee for several years, said that National Defense Authorization Act (NDAA) 2019 does not automatically grant a waiver from sanctions for India's defense purchases from Russia.

"The language is non-country specific and merely gives the Administration the authority to grant a waiver if it desires. The ultimate decision is up to the Administration," said Goel, senior fellow at New America think-tank. 
 
"In this case, obtaining such a waiver is not a foregone conclusion. While Mattis is likely a strong supporter of granting one, and many believe he advocated for the legislation because of India's unique situation, there are others in the administration who will oppose giving India special treatment, particularly when it comes to the proliferation of the S-400. It is hard to predict whose arguments will win out," Goel told PTI in response to a question.

Bharat Gopalaswamy from Atlantic Council think tank hoped that India will finally get the presidential waiver given the strong relationship that the two countries have.

"I am hopeful that the US would grant India the necessary waiver acknowledging the fact that India is on a positive trajectory towards getting closer to the US and these issues are just a 'passing cloud'," he told PTI.

"As we are all aware, India has had a path dependency with Russia for the supply of their military hardware. While India is diversifying their sources of military supplies, in the short run, it is resorting to systems from Russia to ensure that its security is not compromised," he said.

"We have to remind ourselves that US-India relationship in this sphere is less than two decades because in 1998 India was a target of US sanctions. I also understand that India had fewer alternatives," he noted.

But some Congressional sources who closely follow the Trump Administration are quick to point towards the changing dynamics inside the administration.

Based on Mattis's strong advocacy for the CAATSA waiver authority in this year's NDAA, the Indian government likely believes that obtaining a waiver from the sanctions will be relatively straightforward, an informed Congressional source said.

"I don't know if this played any role in India's decision to move ahead with the S-400 purchase, but it's possible that India felt safe that the purchase would not harm US-India relations or incur CAATSA-related sanctions," said the source.

"However, whether India actually gets the waiver will largely be up to National Security Advisor (John) Bolton, who has long been against giving India any special treatment," sources told PTI.

"In addition, the Trump administration has stated that limiting proliferation of the S-400 missile system is one of their strategic priorities, and recently levied sanctions against China for its purchase of the S-400. It is certainly within the realm of possibilities that the administration will not look too kindly on India's actions and decide to levy sanctions against India," the Congressional source said.

"In the end, I think it will come down to who has more influence in this debate - Mattis or Bolton. (Pompeo's personal position is a bit unclear.) I don't know the answer to that question - Mattis's star seems to be fading just a touch and Bolton seems to be ascendant and taking over foreign policy formulation. So it's quite possible that India's faith in getting a waiver is mistaken," the sources said.

As per reports, US State Department acting assistant secretary of state for political-military affairs Tina Kaidanow is expected to travel to Turkey next week to offer Ankara the US Patriot surface-to-air missile system.

Turkey continues to hold talks with the Franco-Italian Eurosam consortium and the United States to buy missile defense systems, Ankara's foreign ministry spokesman said on Friday. The US has decided to offer the country an alternative to the Russian S-440s, reports say. The decision comes following threats by the US lawmakers to introduce sanctions against Russia if it sells its S-400 Triumf mobile surface-to-air missile systems to other countries.
