Mike Pompeo expresses disappointment over Turkey's acquisition of Russian S-400 missiles

President Recep Tayyip Erdogan on Monday hailed the controversial delivery of a Russian missile defence system despite the threat of <a href="https://www.wionews.com/world/turkish-president-recep-tayyip-erdogan-says-trump-can-waive-sanctions-on-turkey-report-236013">US sanctions,</a> as Turkey marked the third anniversary of a bloody coup attempt.

Just days before the anniversary, the first batch of the Russian S-400 defence system was delivered to Turkey despite repeated US calls for them to cancel the deal or face punishment.

"We have <a href="https://www.wionews.com/world/first-part-of-russian-s-400-missile-defence-system-delivered-turkey-235249">begun to receive our S-400s</a>. Some said, 'they cannot buy them'... God willing the final part of this (delivery) will be in April 2020," Erdogan told a crowd of several thousand in Ankara.

The anniversary comes at a difficult moment for Erdogan. He faces a weakened economy, worsening relations with NATO ally the United States over the S-400 purchase, and a humiliating loss for his party in the recent Istanbul local election.

In 2016, nearly <a href="https://www.wionews.com/world/turkey-coup-anniversary-in-speech-erdogan-threatens-to-chop-off-traitors-heads-17955">250 people were killed</a> -- excluding the coup-plotters -- and more than 2,000 injured after a rogue military faction tried to wrest power from the president. Thousands took to the streets in response to Erdogan's call to defeat the uprising.

Relations with the West deteriorated after the coup bid, as Turkish officials accused the West of not giving Ankara sufficient support.

Over the same period, Erdogan has grown ever closer to Russian President Vladimir Putin, raising concerns in Europe and the United States.

Erdogan said Turkey's "next target was a joint production with Russia" of the next missile defence system.

"We are taking every measure to make sure our people do not suffer the betrayal of 15 July again or something similar," Erdogan added.

Late Monday he travelled to Istanbul to inaugurate a museum dedicated to the failed coup, where he insisted on the importance of commemorating the putsch attempt to prevent "greater evils".

Ankara accuses former ally-turned-foe Fethullah Gulen, a Muslim cleric exiled in the US, of having ordered the attempted coup. He lists his movement as a "terrorist" organisation.

Some 8,000 military personnel took part in the bid to overthrow Erdogan, backed by 35 fighter jets, three boats, 37 helicopters and 74 tanks, according to state news agency Anadolu.

Since 2016, tens of thousands of people have been detained while 150,000 public sector employees have been suspended or sacked over alleged links to Gulen.

Arrests continue

Erdogan's spokesman Ibrahim Kalin said on Twitter that Turkey "sends a powerful message of unity and solidarity to the world,&nbsp;We will die but never let traitors and putschists destroy our country, our freedom and our dignity."

The day, known as "15 July" in Turkey, has become a national holiday.

Earlier on Monday Erdogan took part in a tense ceremony at parliament, which was bombed during the coup violence.

Arzu, who was among the thousands who came to see Erdogan speak in Ankara, said she was there to "honour our martyrs", adding: "Without them, we would not be alive."

Anadolu reported Sunday that 110 suspected Gulen movement members have been extradited to Turkey from more than 20 countries.

<a href="https://www.wionews.com/world/over-2000-suspects-given-jail-terms-in-turkey-coup-trials-minister-142941">Hundreds of life sentences</a> have been handed down against accused putschists.&nbsp;

There are still almost daily police raids to capture suspects accused of ties to Gulen.

Based in Pennsylvania, Gulen strongly denies Ankara's claims. His movement rejects the "terrorist" tag, insisting it promotes education and moderate Islam.

Erdogan hails S-400 deal as Turkey marks 2016 coup bid anniversary

US President Donald Trump has the authority to waive sanctions on Turkey for its purchase of Russian air defence systems and should find a "middle ground" in the dispute, President Tayyip Erdogan was quoted as saying on Sunday.

Erdogan's comments came two days after NATO member Turkey took delivery of the first consig9nment of advanced <a href="https://www.wionews.com/world/turkey-ignores-us-warnings-as-it-continues-to-take-delivery-of-russias-s-400-235504">Russian S-400 missile defence system</a> parts, despite warnings from Washington that the move would trigger US sanctions.

Broadcaster Haberturk quoted Erdogan as telling Turkish journalists that Trump "has the authority to waive or postpone CAATSA", referring to US sanctions designed to prevent countries buying military equipment from Russia.

"Since this is the case, it is Trump who needs to find the middle ground," Erdogan said, according to Haberturk.

Trump expressed sympathy for Turkey's position when he met Erdogan at a G20 summit in Japan last month, saying Ankara had bought the S-400s from Moscow because the previous US administration would not sell it Patriot missiles.

"Right now, I don't believe Trump is of the same opinion of those below him and he has said this in front of all world media," Erdogan said.

"By buying the S-400s, we are not getting ready for war. We are trying to guarantee peace and our national security," he added.

In addition to the threatened CAATSA sanctions, US officials have said Turkey could be thrown off the F-35 stealth fighter jet programme, meaning it would no longer be part of the production process or be able to buy the jets it has ordered.

The Pentagon says the S-400s would pose a threat to the jets if they were operating in the same region. Erdogan said Turkey had orders for more than 100 F-35s and expected Washington to remain committed to the deal.

Turkish President: S-400 to be delivered within 10 days

Turkey's purchase of a major Russian missile defence system is "a problem", US President Donald Trump told his Turkish counterpart in a meeting on the sidelines of the G20 on Saturday.

Washington has made clear it opposes the purchase of the Russian S-400 system, giving Turkey until July 31 to give up the deal, which it considers incompatible with Ankara's participation in the F-35 fighter jet programme.

And Trump reiterated the position in talks with President Recep Tayyip Erdogan in Japan's Osaka where the G20 summit is being held.

"It's a problem, there's no question about it," Trump said.

"It's not good. It's not good."

But he added that Turkey "has been a friend of ours... We're a big trading partner. We're going to be much bigger."

Washington has said that if by July 31 Turkey does not give up on the S-400 system, Ankara would be blocked from purchasing F-35 fighter jets and Turkish pilots currently training in the US would be expelled.

The purchase has raised eyebrows among Turkey's NATO allies and provoked anger in Washington, which expected Ankara to opt for the American Patriot air defence system instead.&nbsp;

But Turkey has remained committed to the purchase, with Erdogan saying earlier this month: "We have completed the business. God willing, the system will be delivered to our country next month."

Meeting President Vladimir Putin, Erdogan said the deal with Russia was "of prime importance" to Turkey, showing no signs of backtracking on the deal.

Russia to deliver first S-400 missile to Turkey in July: Reports

The US is ready to help India's defence needs with the latest technologies and equipment, but New Delhi purchasing <a href="https://www.wionews.com/india-news/indias-buying-of-s-400-from-russia-will-have-serious-implications-on-defence-ties-us-223011">long-range S-400 missile </a>defence system from Russia would limit cooperation, the Trump administration has cautioned.

The statement came weeks after an identical warning from a senior State Department official who had said that New Delhi's deal to procure the lethal missile system from Moscow will have "serious implications" on India-US defence ties.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. China was the first foreign buyer to seal a government-to-government deal with Russia in 2014 for the system.

India and Russia signed a $5 billion S-400 air defence system deal in October last year after wide-ranging talks between Prime Minister Narendra Modi and Russian President Vladimir Putin.

Senior State Department official (South and Central Asian Affairs) Alice G Wells told House Foreign Affairs Subcommittee for Asia, the Pacific and Non-proliferation on Thursday that the US now does <a href="https://www.wionews.com/india-news/bill-introduced-by-us-congress-aims-to-treat-india-as-nato-ally-209822/amp">more military exercises with India</a> than any other country.

"Under the Trump administration, we've been very clear that we're ready to help meet India's defence needs and we are seeking a very different kind of defence partnership building on the 'Major Defence Partner' designation that India has received from Congress," Wells said.

She was replying to the Congressional sub-committee on India buying S-400 from Russia and how to make India-US ties as robust and as meaningful as possible.

Just a few weeks ago, India, the United States, the Philippines and Japan did a sail by in the South China Sea, she said.

"In both our bilateral, trilateral, quadrilateral formats, we're working together in ways that we didn't even conceive of 10 years ago. And so we'd like all aspects of our military relationship to catch up to this new partnership," Wells said.

Noting that India has a historical dependence on Russian arms, she said what causes concern with the S-400 is that it effectively could limit India's ability "to increase our own interoperability".

At a certain point, she argued, a strategic choice has to be made by India about partnerships and a strategic choice about what weapon systems and platforms it is going to adopt.

"It is the case that 10 years ago we did not offer the range of military equipment to India that we're prepared to offer today. We're very much engaged in a conversation with India over how we can broaden our defence relationship," Wells said in response to a question.

Signing of COMCASA agreement between the two countries, she said, was a key step forward which allows for the classified sharing of information, which is one of the basic foundational agreements that foster military interoperability.

"So we're making significant strides forward in our military relationship," she said.

"There is no a blanket waiver or country waiver when it comes to an S-400. We have serious concern about a possible S-400 purchase (by India) and we're continuing our conversations on what the United States or other defence providers could assist India," Wells said.

Over the last 10 years, she said India-US defence trade has increased from zero to $18 billion, as New Delhi has started to diversify its weapons sources.

"We expect continued progress and expanding that defence relationship. But it's still the case that about 65 or 70 per cent of India's military hardware is Russian origin," she said.

And when Russian President Putin visited India last October, there were additional announcements of big ticket military items that were potentially under consideration, she said.

Responding to another question, Wells alleged that India has the highest tariff barriers of a G-20 country.

"Historically it has been a protected market. So, our failure to negotiate an agreement over the course of the last year and a half led to the decision to suspend the GSP benefits," she said.

However, GSP or asking India to stop purchasing oil from Iran is unlikely to push India into the China camp, she said when asked about it from a lawmaker.

"I don't think so. We are India's largest and best market. Twenty per cent of India's goods come here. There is Indian Foreign Direct Investment in the US. There's a huge interest by US firms in India. As Prime Minister Modi begins his second term. He's preoccupied with job creation and attracting Foreign Direct Investment is going to be a key part of that strategy.

"Properly conducted trade can be a huge strength to the relationship and that's certainly our focus as we begin our engagement with Prime Minister Modi in his second term as how do we fix this part of the relationship," Wells added.

The US is ready to help India's defence needs with the latest technologies and equipment, but New Delhi purchasing long-range S-400 missile defence system from Russia would limit cooperation, the Trump administration has cautioned. Senior State Department official (South and Central Asian Affairs) Alice G Wells told House Foreign Affairs Subcommittee for Asia, the Pacific and Non-proliferation on Thursday that the US now does more military exercises with India than any other country. "I disagree. The S-400 is significant because of CAATSA sanctions. It's also significant because of what it precludes, in terms of future high-tech cooperation," the official said.

The S-400 missile defence system deal could result in US sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) instituted by the US Congress on arms purchases from Russia.

The official said if India went ahead with its decision to buy the S-400 missile defence system from Russia, it will have serious implications on the defence ties.

The Trump administration has been very clear that the acquisition of advanced Russian technology sends the wrong message to Russia at a time when it continues its aggressions, the official said.

"Those concerns we hold high," said the official who spoke on the condition of anonymity.

"You can look at the very serious conversation that's taking place with our NATO partner Turkey and the same concerns will apply should India proceed with an S-400 purchase," the official said.

"We don't commingle highest technology systems. There are threats posed by the purchase of an S-400. So that conversation you're seeing played out in Turkey right now," the official said, asserting that those same concerns would apply to India as well.

Noting that there is no automatic waivers under CAATSA legislation, the official said that there is a provision that allows for presidential determination.

"Every case would have to be looked at individually. But I think the broader issue is where are India's military relations headed with whom is it going to share the highest technology and that operating environment because certain choices preclude other choices," the official noted.

"As we have discussions about a combat aircraft sales and other advanced systems, the decisions that India makes with regard to S-400 will have an impact on those conversations," the senior State Department official said.

India has been diversifying its weapons supply over the years. The US estimates that probably 60 to 70 per cent of its hardware is of Soviet/Russia origin.

There is still a significant dependence on Russia. But the jump in India's purchase of military equipment from the US from zero to USD 18 billion is significant, the official said.

"We do more military exercises with India than with any other country in the world. Through these exercises, through the enhanced cooperation we have, whether it's in the disaster assistance and humanitarian relief area or whether it's on this joint sailing that we did in the south China Sea, there's natural interest and also increasing the interoperability of our military equipment.

"So we, we certainly look forward to ongoing discussions about a variety of ones," the official said.

Asked that India took the decision to buy S-400 from Russia as the US was not willing to share such hardware with it, the official said: "There's another message from the United States and let's talk. We have systems that are effective. There are other platforms that are very effective".

There are other considerations at play as well, the official said.

"But I think there's also a very positive message. We are now able to cooperate in ways that we could not before. We are now reaching agreements that we did not have before that allow us to consider sales that were incomprehensible only five years ago," the official said.

"So, we look forward to continuing the conversation because this really is a conversation. Choices that are made now will establish the framework for the future and we certainly have the ambitions for the broadest possible, deepest possible military relationship with India," the official said.

India's buying of S-400 from Russia will have serious implications on defence ties: US

DRDO on Monday successfully test fired the new version of the Akash surface to air defence missile system with a new indigenously-developed seeker.

The missile was test-fired in Balasore off the Odisha coast.

This is the second successful test of the missile in last two days as a successful test was done by them on Saturday also.

This is a new version of the missile fitted with an indigenous seeker.

Akash missile is a medium range Surface to Air Missile with multi-target engagement capability.

The missile was developed as part of Integrated Guided-Missile Development Programme (IGMDP) other than Nag, Agni, Trishul, and Prithvi missiles.

The supersonic Akash missile has a range of around 25 km and up to the altitude of 18,000m.

The missile uses high-energy solid propellant for the booster and ramjet-rocket propulsion for the sustainer phase. The missile system is said to be highly mobile.

Several variants of the missile- Akash MK1, Akash-MK2 with improved accuracy and higher ranges are under development by the Defence Research and Development Organisation (DRDO).

The Akash missile system was formally inducted into the Indian Air Force on July 10, 2015, and in Indian Army on May 5, 2015. In September that year, the Defence Acquisition Council cleared seven additional squadrons of the missile for the Air Force.

However, the missile system has been bogged in controversies with a Comptroller and Auditor General (CAG) report in 2017 stating that as many as 30 per cent of the missiles failed when tested.

The Indian Army too had said in 2017 that the missile does not meet its operational requirements due to higher reaction time.

India is slowly plugging holes in its air-defence elements by developing advanced surface-to-air missile named MRSAM- Medium Range Surface to Air Missile in collaboration with Israel.

Besides that, five regiments of renowned S-400 air defence system are under procurement from Russia. The delivery is slated to begin in 2020.

DRDO successfully test fires new version of Akash air defence missile

The United States has asked Turkey to delay taking delivery of the S-400 Russian missile defence system, currently scheduled for July, in return for potentially approving the formation of a working group that Ankara has sought to establish, a source familiar with the matter said on Monday.

But a senior Turkish official reiterated Ankara's position that it would not back down from its planned purchase of the system, a procurement that has widened a diplomatic rift between the two NATO allies.

"We will buy the s-400s in July. Our position has not changed," he said.

But the source said talks on the issue continued.

US officials have called Turkey's planned purchase of the S-400 missile defence system "deeply problematic," saying it would risk Ankara's partnership in the joint strike fighter F-35 program because it would compromise the jets, made by Lockheed Martin Corp.

The United States and other NATO allies that own F-35s fear the radar on the system will learn how to spot and track the jet, making it less able to evade Russian weapons.

Ankara has been pushing Washington to establish a working group to assess the risks the system would be posing to the F-35 jet. US Secretary of State Mike Pompeo had dismissed the proposal but there has been a renewed effort in Washington to try to use the offer to open a channel for further dialogue with Ankara, another source briefed on the matter said.

The disagreement is the latest in a series of diplomatic disputes between the United States and Turkey. They include Turkish demands that Washington extradites cleric Fethullah Gulen, differences over Middle East policy and the war in Syria, and sanctions on Iran.

In protest at Ankara's planned Russian missile defence system purchase, the United States in late March halted delivery of equipment related to the stealthy F-35 fighter aircraft to Turkey.

On Monday, the top civilian in the US Air Force, Secretary Heather Wilson, confirmed to reporters in Washington on Monday that shipments of F-35 support gear to Turkey were still halted. She added that discussions were ongoing regarding those shipments.

But Wilson said Turkish pilots continued their F-35 training program in Arizona.

US asks Turkey to delay taking delivery of Russian S-400 missile; Ankara unlikely to back down

India is hopeful it will avoid US sanctions over its purchase of <a href="https://www.wionews.com/world/india-should-be-careful-while-acquiring-russias-s-400-triumf-air-defence-missile-cautions-us-congressman--140572">Russia's S-400 missile system</a>, Defence Minister Nirmala Sitharaman told.

New Delhi has been "heard and understood" by the US administration over its accord to buy the S-400 missile defence system for $5.2 billion, the minister said in an interview this week.

Prime Minister Narendra Modi made the deal with <a href="https://www.wionews.com/south-asia/india-to-purchase-russias-s-400-air-defence-units-in-multi-billion-dollar-deal-7456">Russian President Vladimir Putin</a> in October, defying US warnings of sanctions on countries buying Russian military equipment. The sanctions were part of measures to punish Moscow for its actions in Ukraine in 2014.

President Donald Trump's administration imposed sanctions on China's military last year over Beijing's purchase of the S-400 and other military hardware.&nbsp;

It has also warned NATO member Turkey of sanctions for buying the S-400, and has suspended Turkey's participation in a US jet programme.

Sitharaman told AFP that Washington has taken on board that India, bordering both Pakistan and China, needed arms from Russia, and others, to remain a "strong partner".&nbsp;

Negotiations with Moscow, a longstanding supplier to India's military, on the S-400 began before the US sanctions were introduced, she said.

"In the case of S-400 we have explained ourselves well... That has been heard and understood," Sitharaman said. "They have appreciated the point of view put forward."

Asked if she was confident that India would avoid sanctions, Sitharaman said,&nbsp;"Yes I hope so."

Cold water

Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA).

Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency.&nbsp;

But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner."

He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives."

China

Washington is in a tricky position with India. It wants to bolster ties with the Asian giant to counter China's assertiveness, a trend which has also rattled New Delhi.

In 2017 India and China had a military standoff over a Doklam claimed by both Beijing and Bhutan, a close ally of India.

Since then China and India have sought to patch up relations, including at a meeting between Modi and President Xi Jinping at Wuhan, China in April 2018.

"Sometimes there are differences and you have a face-off," Sitharaman said. "But our attempt, particularly after the prime minister's Wuhan meet with the Chinese president, our attempt has been that these differences... cannot be allowed to become disputes."

But China has also made inroads in Sri Lanka and the Maldives -- countries that India considers to be in its sphere of influence -- through its One Belt, One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI).

India has particular concerns about a series of projects passing through Pakistan occupied Kashmir, a disputed territory which was the fuse for a new military flare-up between Pakistan and India in February.

China has also blocked efforts to put on UN sanctions blacklist the leader of a Pakistan-based militant group that claimed a suicide bombing in Kashmir's Pulwama district&nbsp;on February 14 that killed 40 Indian paramilitary troops.

New Delhi has reportedly declined a Chinese invitation to take part in an OBOR forum in China later this month.

"Areas which are ours legally, which are under illegal occupation of Pakistan, are the ones which are becoming part of the China-Pakistan Economic Corridor," Sitharaman said.

"So having made that position very clear, we have not participated in anything to do with OBOR, and we stick to that position," she said.

India is hopeful it will avoid US sanctions over its purchase of Russia's S-400 missile system, Defence Minister Nirmala Sitharaman told. New Delhi has been "heard and understood" by the US administration over its accord to buy the S-400 missile defence system for $5.2 billion, the minister said in an interview this week. Prime Minister Narendra Modi made the deal with Russian President Vladimir Putin in October, defying US warnings of sanctions on countries buying Russian military equipment. The sanctions were part of measures to punish Moscow for its actions in Ukraine in 2014. President Donald Trump's administration imposed sanctions on China's military last year over Beijing's purchase of the S-400 and other military hardware. It has also warned NATO member Turkey of sanctions for buying the S-400, and has suspended Turkey's participation in a US jet programme. Sitharaman told AFP that Washington has taken on board that India, bordering both Pakistan and China, needed arms from Russia, and others, to remain a "strong partner". Negotiations with Moscow, a longstanding supplier to India's military, on the S-400 began before the US sanctions were introduced, she said. "In the case of S-400 we have explained ourselves well... That has been heard and understood," Sitharaman said. "They have appreciated the point of view put forward." Asked if she was confident that India would avoid sanctions, Sitharaman said, "Yes I hope so." Cold water Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA). Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency. But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner." He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives." 'Heard and understood' by US: Nirmala Sitharaman on S-400 missile deal with Russia

President Recep Tayyip Erdogan on Friday vowed to go ahead with a deal to purchase Russian missiles despite Washington's suspension of Turkey's participation in a US jet programme because of security concerns over Russian deal.

Turkey's agreement to buy the <a href="https://www.wionews.com/world/turkey-says-s-400-missile-purchase-from-russia-a-done-deal-cannot-be-cancelled-foreign-minister-208029">Russian S-400 system</a> has further tested its relations with Washington, stoking US concern about Erdogan's burgeoning relationship with Russian leader Vladimir Putin.

United States officials have repeatedly warned of the risks the Russian system would pose to Western defences and the lack of interoperability with NATO hardware.

Relations between NATO allies US and Turkey were already on shaky ground over issues including US support to a Syrian Kurdish militia viewed by Ankara as terrorists.

The US said on Monday it was halting all deliveries and joint work with Turkey on the F-35 fighter jet programme if Ankara insisted on the deal.

"The S-400 process is complete," Erdogan said on Friday, adding that the first delivery of the system would be in July.

Erdogan criticised "really wrong" statements coming from the US over the S-400 purchase and suggested NATO allies should not sanction each other.

Turkey could be sanctioned by Washington under the Countering America's Adversaries Through Sanctions Act (CAATSA), which rules that any entity doing business with Russia's state and private defence and intelligence sectors risks sanctions.

The S-400 is an anti-missile and anti-aircraft weapon system, similar to the US Patriot.

Washington has suggested Turkey could opt for Patriot missiles instead.

But Erdogan said although Ankara was keen to buy the US-produced missiles, "America was unfortunately not giving Patriots to us on the same terms" as Russia.

He has previously said Turkey wanted joint production, credit and early delivery in any Patriot deal, but said Washington did not look favourably on the first two terms.

Despite the US suspension, Erdogan said three F-35 jets had been delivered, though they remain in the US. "The fourth will be delivered in a few weeks."

He said that Turkish pilots were still training in the US.

Erdogan will be in Russia on Monday for talks with Russian counterpart Putin, his third visit to the country this year.

Erdogan says Russia missile deal to go ahead after US suspension

Turkey's purchase of <a href="https://www.wionews.com/world/russias-s-400-missile-defence-system-a-done-deal-turkey-199862">Russian S-400 missile defence systems</a>, which has raised tensions with Washington, is a "done deal" and cannot be cancelled, Foreign Minister Mevlut Cavusoglu said on Thursday.

The United States and Turkey have been at loggerheads over Ankara's decision to purchase the S-400s, which are not compatible with NATO systems. Washington has warned that going forward with the deal could result in US sanctions.

Washington has urged Turkey to purchase Raytheon Co Patriot defence systems instead of the S-400s, but Ankara has said that, even though it would like to make such a deal, it would only be possible if the right terms were agreed upon.

Speaking at a news conference on the sidelines of a visit to the United States, Cavusoglu said Turkey would like to purchase the Patriot systems, but it would not back out of its deal with Russia.

"We have told them I don't know how many months ago or years ago that it's a done deal, so we cannot cancel it," Cavusoglu said.

He said Turkey had received a new offer for the Patriot systems from the United States, which included prices and delivery dates, but added that they would negotiate.

However, Cavusoglu said the United States could not guarantee it would be able to sell the Patriot systems to Ankara due to an impasse in the US Congress.

"The real problem is this, even today, the United States cannot give guarantees about selling the Patriots to Turkey. Can they give them tomorrow? They can’t guarantee it. Then who will meet my needs?" he said.

On Wednesday, Cavusoglu said Turkey had proposed forming a working group with the US administration to ensure that the S-400 poses no threat to US or NATO military equipment. He added that both the administration and Turkey should explain to the Congress why Turkey bought the S-400s.

Cavusoglu also said Turkey's relations with Russia were not an alternative to its alliances with NATO or its partnerships and ambitions with the European Union.

"We made our choice a long time ago, and now we need to have good relations with everybody and we have to balance that," he said. "We don't have to choose between this and that, but we have already made out decision and became a NATO ally."

S-400 missile purchase from Russia a 'done deal,' cannot be cancelled: Turkey

Russia will start delivering the first of India's five S-400 missile regiments from 2020 with complete deliveries in the next three years by 2023 and will provide security to vulnerable areas and points from aerial threats, says Minister of State for Defence Subhash Bhamre."A contract was signed on October 5, 2018, for delivery of S-400 system from Russia.

The deliveries will commence from October 2020 and will be completed by April 2023," adds the Minister.

"The system will provide very capable air defence coverage to vulnerable areas (Vas) and vulnerable points (VPs)," Minister Bhamre informed the Lok Sabha on Wednesday in a written reply.

India and Russia had signed a deal worth around Rs 40,000 crore for acquiring five regiments of the S-400 air defence missile systems from Russian Almaz Antey.

The Russian missile system can track and destroy multiple targets at a distance between 100 to 380 km. India would be the second user of the missile system in Asia after China.

However, the Chinese system is believed to be less capable than the Indian system as Russia has not provided the longest-range missile system to China with 380 km strike range.

Russia to supply all five S-400 missile regiments by 2023

Russia said on Wednesday it would send more of its advanced S-400 surface-to-air missile systems to Crimea and a Reuters reporter saw a Russian warship deploying nearby as tensions with Ukraine rose over Moscow's seizure of Ukrainian navy ships.

<a href="http://www.wionews.com/india-news/watch-india-russia-conduct-joint-military-exercise-in-uttar-pradesh-179994">Russia has steadily poured new military hardware</a> into Crimea since it annexed it from Ukraine in 2014, turning it into what Kremlin-backed media have called a fortress.

Moscow's announcement about new missiles follows its seizure of three Ukrainian naval vessels and their crews on Sunday over what it said was their illegal entry into Russian waters, something Ukraine denies.

Kiev introduced martial law in parts of the country after the incident, saying it feared a possible Russian invasion.

The episode risks derailing a meeting between U.S. President Donald Trump and Russian President Vladimir Putin at the G20 in Argentina later this week. Trump said on Tuesday that he might cancel the meeting due to the incident, but the Kremlin said on Wednesday it thought it was still on.

Vadim Astafyev, a spokesman for Russia's southern military district, was cited by Russian news agencies on Wednesday as saying that a new battalion of S-400 missiles would be delivered to Crimea soon and become operational by the end of the year.

The deployment is likely to have been long-planned, but the timing of the announcement appeared designed to send a message to Ukraine and the West that Russia is serious about defending what it regards as its own territory and waters.

Crimea already hosts three battalions of the anti-aircraft missile systems which have a range of up to 400 km (250 miles) allowing Russia to control large swaths of the skies above the Black Sea.

The new deployment would allow it to increase its air defence coverage area.

The United States has previously said that Russia's deployment of the missile systems to Crimea is "not good".

Separately, a Reuters correspondent in Crimea on Wednesday observed a Russian navy minesweeper ship, the Vice-Admiral Zakharin, heading for the Sea of Azov, which is used by both Ukraine and Russia and is an area of growing tensions.

Citing sources in Ukraine's ruling circles, Russia's Izvestia newspaper reported that Kiev had been trying to persuade Washington - so far unsuccessfully - to open a military base in Ukraine.

Reuters could not independently confirm the report.

Later on Wednesday, a Crimean court is due to order the detention of nine of the 24 captured Ukrainian sailors - including senior Ukrainian naval officers and at least one member of Ukraine's SBU intelligence agency.

A court in Simferopol, the capital of Crimea, on Tuesday, ordered the other 15 Ukrainian sailors to be detained for two months pending a possible trial.

All of the sailors face jail terms of up to six years if found guilty of what Moscow says was a plot to illegally cross the Russian border by trying to pass through the Russian-controlled Kerch Strait on Sunday without advance notice and ignoring calls to stop.

Ukraine says its ships did nothing wrong and have every right to use the strait, the only gateway to the Sea of Azov from the Black Sea, without Russian permission.

Russia to deploy new missiles to Crimea as Ukraine tensions rise

Pakistan said on Friday that India's decision to buy S-400 missile defence system from Russia will further destabilise stability in the region and renewed the arms race.

In a statement, the Foreign Office said the Indian purchase was part of its efforts to acquire a Ballistic Missile Defence (BMD) System through multiple sources.

"This (S-400) will further destabilise strategic stability in South Asia, besides leading to a renewed arms race," it said.

India and Russia concluded the $ 5 billion S-400 air defence system deal early this month during the visit of President Vladimir Putin to New Delhi for the annual summit with Prime Minister Narendra Modi.

The S-400 Triumf system is a next-generation mobile air defense system, which is capable of destroying aerial targets at an extremely long range of up to 400 kilometers.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system.&nbsp;

The Foreign Office also claimed that following the May 1998 nuclear tests by both sides, Pakistan had proposed a Strategic Restraint Regime in the region, advocating against the acquisition of BMD systems due to their destabilizing effect.

"Indian rejection of this proposal forced Pakistan to develop capabilities which render any BMD system ineffective and unreliable," it said.

Pakistan remains fully confident of its ability to address threats from any kind of destabilizing weapon system, the Foreign Office said.

"We reiterate our commitment towards ensuring national defence in line with the policy of maintaining credible minimum deterrence and maintaining strategic balance in the region in the future as well," it said.

India's decision to buy S-400 missile system will further destabilise region: Pakistan

Amid fears of US sanctions over the S-400 deal with Russia, Army Chief Bipin Rawat today asserted that India follows an independent policy and was also keen on getting the Kamov helicopters and other weapon systems from Moscow.

India and Russia on Friday signed a multi-billion-dollar deal to procure the S-400 Trimuf S-400 air defence system, which could attract sanctions under the Countering American Activities Through Sanctions Act (CAATSA).&nbsp;

The act is primarily aimed at countering Russia, Iran and North Korea.

India and Russia concluded the deal notwithstanding the US warning&nbsp;that it would be a "focus area" for it to implement punitive sanctions against a nation undertaking "significant" business deals with the Russians.

General Rawat, who returned Saturday night after a six-day visit to Russia, held talks with military officials of that country to enhance cooperation between the two countries. He said the Russians were very keen in associating with the Indian Army and defence forces. &nbsp;

"Because they do understand that we are a strong Army, capable of standing up to what is right for us based on our strategic thought process," he said.

The Army Chief was speaking at the General KV Krishna Rao Memorial lecture in New Delhi.

On his Russian visit, General Rawat recalled a question posed to him by a Russian naval officer that India seemed to be looking westwards at America, which has put sanctions on Russia, and that Washington has also threatened to impose restrictions on New Delhi for dealing with Moscow. &nbsp;

To this, General Rawat responded saying, "Yes, we do appreciate that there could be sanctions on us, but we follow an independent policy," he said.

General Rawat also sought to assuage Russian concerns over its growing ties with the US.

"You (Russia) can be rest assured (that) while we may be associating with America in getting some technology, but we follow an independent policy.

"I told them while we are talking sanctions and you are questioning on sanctions, President Vladimir Putin and Prime Minister Narendra Modi, at this juncture, are signing the treaty on purchase of S-400 weapon system inspite of the fact that we may face challenges from America in the future," the Army Chief said. &nbsp;

India has independent policy: Army chief after S-400 deal with Russia

For India, getting a presidential waiver from the biting CAATSA sanctions might not be that easy, some American experts believe referring to the changing political dynamics within the administration and President Donald Trump's personal strong views against New Delhi's trade and tariff policies and calling it a "tariff king".

Under the CAATSA which was signed into law last year, India is subject to sanctions now that it has entered into an agreement with Russia to purchase S-400 Triumf missile defense system in USD 5.4 billion, which is considered by the US as a significant purchase.

The Countering America's Adversaries Through Sanctions Act or CAATSA gives the Trump administration more ways to target Russia, Iran and North Korea with economic and political sanctions.

Only last month, US had used CAATSA to impose sanctions on Chinese entities for purchase of S-400. Friends of India in the US hope that New Delhi will receive a presidential waiver, given that Trump Administration has recognised India as a major defense partner and is in advance stage of selling billions of dollars' worth of equipment to India in the next few years.

Congressional sources say that both Defence Secretary Jim Mattis and Secretary of State Mike Pompeo pushed for a presidential CAATSA waiver keeping India in mind. But the final decision will be taken by Trump, who in the last several weeks has been very critical of India's trade and tariff policies.

Last week, Trump described India as a "tariff king" and said India wants to have a trade deal with the US after he warned them of imposing additional tariffs on their imports. His latest statements have made some experts feel that the presidential waiver might not be that easy.

"At the very least, the administration will likely use the possibility of a sanctions waiver as leverage over India in other trade disputes. India may get the waiver in the end, but the administration will likely extract something for it. We just don't know what yet," a Republican Congressional watcher told PTI.

Anish Goel, who served in the Obama White House and was a key staffer of the Senate Armed Services Committee for several years, said that National Defense Authorization Act (NDAA) 2019 does not automatically grant a waiver from sanctions for India's defense purchases from Russia.

"The language is non-country specific and merely gives the Administration the authority to grant a waiver if it desires. The ultimate decision is up to the Administration," said Goel, senior fellow at New America think-tank.

"In this case, obtaining such a waiver is not a foregone conclusion. While Mattis is likely a strong supporter of granting one, and many believe he advocated for the legislation because of India's unique situation, there are others in the administration who will oppose giving India special treatment, particularly when it comes to the proliferation of the S-400. It is hard to predict whose arguments will win out," Goel told PTI in response to a question.

Bharat Gopalaswamy from Atlantic Council think tank hoped that India will finally get the presidential waiver given the strong relationship that the two countries have.

"I am hopeful that the US would grant India the necessary waiver acknowledging the fact that India is on a positive trajectory towards getting closer to the US and these issues are just a 'passing cloud'," he told PTI.

"As we are all aware, India has had a path dependency with Russia for the supply of their military hardware. While India is diversifying their sources of military supplies, in the short run, it is resorting to systems from Russia to ensure that its security is not compromised," he said.

"We have to remind ourselves that US-India relationship in this sphere is less than two decades because in 1998 India was a target of US sanctions. I also understand that India had fewer alternatives," he noted.

But some Congressional sources who closely follow the Trump Administration are quick to point towards the changing dynamics inside the administration.

Based on Mattis's strong advocacy for the CAATSA waiver authority in this year's NDAA, the Indian government likely believes that obtaining a waiver from the sanctions will be relatively straightforward, an informed Congressional source said.

"I don't know if this played any role in India's decision to move ahead with the S-400 purchase, but it's possible that India felt safe that the purchase would not harm US-India relations or incur CAATSA-related sanctions," said the source.

"However, whether India actually gets the waiver will largely be up to National Security Advisor (John) Bolton, who has long been against giving India any special treatment," sources told PTI.

"In addition, the Trump administration has stated that limiting proliferation of the S-400 missile system is one of their strategic priorities, and recently levied sanctions against China for its purchase of the S-400. It is certainly within the realm of possibilities that the administration will not look too kindly on India's actions and decide to levy sanctions against India," the Congressional source said.

"In the end, I think it will come down to who has more influence in this debate - Mattis or Bolton. (Pompeo's personal position is a bit unclear.) I don't know the answer to that question - Mattis's star seems to be fading just a touch and Bolton seems to be ascendant and taking over foreign policy formulation. So it's quite possible that India's faith in getting a waiver is mistaken," the sources said.

For India, getting a presidential waiver from the biting CAATSA sanctions might not be that easy, some American experts believe referring to the changing political dynamics within the administration and President Donald Trump's personal strong views against New Delhi's trade and tariff policies and calling it a "tariff king".

For India, getting a presidential waiver from the biting CAATSA sanctions might not be that easy, some American experts believe referring to the changing political dynamics within the administration and President Donald Trump's personal strong views against New Delhi's trade and tariff policies and calling it a "tariff king". Under the CAATSA which was signed into law last year, India is subject to sanctions now that it has entered into an agreement with Russia to purchase S-400 Triumf missile defense system in USD 5.4 billion, which is considered by the US as a significant purchase. The Countering America's Adversaries Through Sanctions Act or CAATSA gives the Trump administration more ways to target Russia, Iran and North Korea with economic and political sanctions. Only last month, US had used CAATSA to impose sanctions on Chinese entities for purchase of S-400. Friends of India in the US hope that New Delhi will receive a presidential waiver, given that Trump Administration has recognised India as a major defense partner and is in advance stage of selling billions of dollars' worth of equipment to India in the next few years. Congressional sources say that both Defence Secretary Jim Mattis and Secretary of State Mike Pompeo pushed for a presidential CAATSA waiver keeping India in mind. Russian President Vladimir Putin will visit New Delhi on Thursday and meet Prime Minister Narendra Modi to <a href="http://www.wionews.com/india-news/russia-india-sign-deal-s-400-air-defence-systems-week-kremlin-169032">ink the deal on S-400 air defence systems</a>. President Putin will also participate in the 19th India-Russia annual bilateral summit, news agency ANI reported.&nbsp;

Putin, during his two-day visit, will oversee the signing of a $5 billion deal to supply Delhi with S-400 air defence systems, a top Kremlin aide said on Tuesday ahead of Putin's trip to India.

"The president is leaving for India on October 4," Putin's top foreign policy aide Yury Ushakov told reporters.

"The key feature of this visit will be the signing of the agreement to deliver S-400 air defence systems," he said. "The value of the contract will be more than $5 billion."

The Russian President is also expected to hold a meeting with President Kovind, besides holding other official engagements.

Moscow has been negotiating to sell the S-400 long-range surface-to-air missiles to India for months.&nbsp;

"Negotiation on S-400 air defence systems has been on for a long while and it is at a stage where it can be finalised," Minister of Defence, Nirmala Sitharaman noted last week. "We have a big legacy of buying defence equipment from Russia," she added.

Washington's change of heart&nbsp;

US Secretary of State, Mike Pompeo, during his visit to Delhi in last on the sidelines of the 2+2 Dialogue, noted that Washington <a href="http://www.wionews.com/india-news/our-effort-is-not-to-penalise-great-strategic-partner-like-india-says-pompeo-on-india-buying-russian-s400-defence-system-164013">does not aim to penalise a "strategic partner</a>" like India over buying S-400 missile defence system from Russia.&nbsp;

"Our effort here is not to penalise a great strategic partner like India," Pompeo said on the question of India acquiring the Russian S400 air missile defence system.

"We do understand the history of India's relationship with Russia and legacy systems," Pompeo asserted, adding, "The sanctions aren’t intended to adversely impact countries like India. They are intended to have an impact on the sanctioned country which is Russia."

The Trump administration now seems to have assumed a different stance over the Russia-India S-400 deal, warning India against the planned purchase of the surface-to-air missiles.&nbsp;

"We urge all of our allies and partners to forgo transactions with Russia that would trigger sanctions under the CAATSA," a US State Department representative said.

"The administration has indicated that a focus area for the implementation of CAATSA Section 231 is new or qualitative upgrades in capability – including the S-400 air and missile defence system."&nbsp;
