Russia-Ukraine: Vyacheslav Volodin Warns EU of Approval for Weapons for Ukraine

Russia knew about Ukraine’s plan to launch the Kursk offensive for months and had been preparing to prevent it, purported Russian documents seized by the Ukrainian army show. The Guardian reported citing the documents that Moscow had been worried about the low morale of the Russian troops on the frontlines. These concerns were apparently exacerbated after a Russian soldier died by suicide, stressed from “prolonged” service in the army.

The purported documents showed that the Kremlin had instructed Russian commanders to ensure soldiers watch enough state-backed media every day for the betterment of their “psychological condition.”

Are the documents real?

Ukraine claims to have seized the documents from abandoned Russian posts in the Kursk region. However, the Guardian clarified it couldn’t verify the authenticity of the papers. But, the documents had the hallmarks of genuine Russian army communications.

One entry made on January 4 revealed that Russia knew about the “potential for a breakthrough at the state border” by Ukrainian armed groups. Moscow had allegedly asked the army to increase training and vigilance to be in a position to thwart any such attack.

On February 19, the Russian commanders were again warned of “a rapid push from the Sumy region into Russian territory, up to a depth of 80km [50 miles], to establish a four-day ‘corridor’ ahead of the arrival of the main Ukrainian army units on armoured vehicles”.

Russia knew about Ukraine’s Kursk plans, was preparing for months: Report

Vyacheslav Volodin, Speaker of Russia’s lower house of parliament, cautioned that Ukrainian strikes on Russian territory using Western-supplied missiles could escalate into a “global war with nuclear weapons.” He warned that Moscow would respond with more powerful weaponry if the West approves such attacks.

Russia-Ukraine: Could The Conflict Escalate Into A Nuclear War? Putin’s Ally Warns It Might

A senior Russian lawmaker on Thursday said that Ukrainian strikes on Russia with Western missiles would lead to global war with the use of nuclear weapons and that Moscow's response would be tough with more powerful weapons.

Russia-Ukraine War: Moscow Again Warns West of Nuclear Threat

When Ukrainian forces stormed across the border with Russia in August, they set two historic milestones. It was the first time since World War Two that a foreign army had thrust into Russia.

It was also the first time that a non-nuclear country had carried out a major incursion into the territory of a nuclear superpower, a country that has the world’s biggest nuclear arsenal. It was an operation that threw doubt over what military strategists call nuclear deterrence theory.

That theory dates back to 1949, when the Soviet Union detonated its first atomic bomb in 1949, four years after the first and so far only use of nuclear weapons—the American bombs that destroyed the Japanese cities of Hiroshima and Nagasaki and killed more than 200,000 people, mostly civilians.

The Soviet test of its bomb prompted countries from Asia, Europe, and the Middle East to pursue nuclear weapons of their own. Over the decades, the nuclear club grew to nine—the United States, Russia, Britain, France, China, India, Pakistan, North Korea and Israel.

While there have been limited military conflicts between nuclear-armed countries—India has had borders skirmishes with Pakistan and China—none have used nuclear weapons. That restraint has roots in a Cold War concept developed by the US and then Soviet Union—MAD, short for Mutually Assured Destruction.

The awesome power of nuclear arsenals led to the assumption that no country fielding only conventional weapons would strike into the territory of a nuclear power.

Ukraine put that belief to the test on August 6, when more than 10,000 Ukrainian troops backed by tanks and armoured vehicles stormed into Russia’s Kursk region and seized roughly 1,250 square kilometres of Russian territory. Ukrainian President Volodymyr Zelensky said his troops had taken control of 92 settlements in the first two weeks of the assault.

Since Russia launched an unprovoked all-out war on Ukraine in February 2022, President Vladimir Putin has issued veiled threats to use tactical nuclear weapons in the conflict. In June, Russia and its neighbour and close ally Belarus carried out exercises to simulate the deployment of such weapons.

They are designed for battlefield use, unlike strategic weapons developed for vast distances, such as from Russia to the United States or one of its European allies. Though they are not as powerful as strategic weapons, the battlefield versions match the destructive power of the Hiroshima and Nagasaki bombs.

According to published Russian military doctrine, a threat to the country’s sovereignty and territorial integrity would justify the use of nuclear weapons. Apparently, Ukrainian control of a sizeable chunk of the Kursk region does not qualify.

Oddly, Kremlin propaganda has refrained from reminding citizens of the outside role Kursk played in what Russians call the Great Patriotic War against Nazi Germany.

The battle of Kursk, in July and August 1943, was the largest tank battle in history, involving 6,000 tanks, close to two million soldiers, and 4,000 aircraft. It ended with a German defeat and was a turning point, a few months after the famous Battle of Stalingrad, in the war the Nazis lost in 1945.

No tactical nuclear weapon has been used since the beginning of the nuclear age, partly because of the risk of triggering a full-sale nuclear war, partly because of deadly radiation that would cause long-term health damage to survivors, partly because of radioactive fallout that would contaminate air, soil, water, and the food supply, experts say.

Last month’s Ukrainian thrust into Kursk had several military objectives—force Russia to redeploy units from grinding battles in the east of the country, seize territory and take prisoners that might be used for bargaining leverage in possible future peace negotiations, and show the Russian population that the war Putin started could hurt them inside their own country.

But the operation also carried a message for the administration of US President Joe Biden—you have been wrong in hesitating and delaying the supply of sophisticated weapons for fear of escalating the conflict by crossing a Russian "red line." In a speech on August 19, Zelensky called American fears of Russian red lines "a naïve, illusory concept."

American military and economic aid to Ukraine has been a contentious subject, with former US President Donald Trump and many of his Republican backers opposed and Democrats firmly in favour.

Wrangling in Congress led to a four-month pause in supplies and a halt on a $61 billion aid package providing for artillery, air defence systems and missiles.

None of them have sufficient range to strike deep into Russia and hit the air bases and supply depots Russia has been using for a devastating attack on Ukraine’s infrastructure. Zelensky’s calls for longer-range missiles have been rebuffed, again, for fears that their supply would draw the US more deeply into the conflict.

Russia’s nuclear warnings have come against the background of what some experts are calling a new nuclear arms race at a time of major arms control setbacks. Last year, Russia suspended its participation in the 2010 Treaty on Measures for the Reduction and Limitation of Strategic Nuclear Arms, better known as New START.

That is bound to expire in February 2026, by which time there will be no major treaty limits on the number of strategic weapons the United States and Russia deploy. China, whose nuclear arsenal is growing rapidly, halted nuclear arms control talks with the United States in July in protest of US arms sales to Taiwan.

While China lags far behind the US and Russia, its nuclear arsenal is now the world’s third-largest. It is estimated at around 500 warheads, a number expected to double before the end of the decade.

Relations between China and Russia have grown so close that a statement was released at the end of a summit in Washington to mark the 75th anniversary of the North Atlantic Treaty Organization (NATO). The statement termed the government of Beijing a decisive enabler of Russia's war on Ukraine.

Which helps explain Biden’s caution on dealing with the largest conflict in Europe since World War II. The present constellation of forces makes telling the difference between a serious red line and a bluff, a tricky business.

Russia-Ukraine War: Zelensky Says Ukraine 'victory Plan' is Ready

It's been a week since Russia's revenge for Ukraine's Kursk offense began and in less than 7 days, Russia seems to have reclaimed several villages, threatening Ukraine's ability to hold onto the Russian territory. Currently, a fierce aerial war is taking place with both sides targeting each other’s military bases, to degrade the other’s ability to sustain the war.

Russia-Ukraine War: Volunteers Evacuate Bedridden Residents of Ukraine's Pokrovsk

President Vladimir Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China's.

In a decree published on the Kremlin's website, Putin ordered the overall size of the armed forces to be increased to 2.38 million people, of which he said 1.5 million should be active servicemen.

According to data from the International Institute for Strategic Studies (IISS), a leading military think tank, such an increase would see Russia leapfrog the United States and India in terms of the number of active combat soldiers it has at its disposal and be second only to China in size. The IISS said Beijing has just over 2 million active duty service personnel.

The move, the third time Putin has expanded the army's ranks since sending his military into Ukraine in February 2022, comes as Russian forces push forward in eastern Ukraine on parts of a vast 1,000 km (627-mile) frontline and try to eject Ukrainian forces from Russia's Kursk region.

Although Russia has a population more than three times larger than Ukraine's and has been successfully recruiting volunteers on lucrative contracts to fight in Ukraine, it has - like Kyiv's forces - been sustaining heavy battlefield losses, and there is no sign of the war ending anytime soon.

Both sides say the exact size of their losses is a military secret.

Andrei Kartapolov, chairman of Russia's lower house of parliament's defence committee, said the increase in active troop numbers was part of a plan to overhaul the armed forces and gradually increase their size to match what he described as the current international situation and the behaviour of "our former foreign partners."

"For example, we now need to form new structures and military units to ensure security in the north-west (of Russia) since Finland, with which we border, has joined the NATO bloc," Kartapolov told Parlamentskaya Gazeta, the Russian parliament's in-house newspaper.

"And in order to carry out this process, we need to increase the number of troops."

Third increase since 2022

Putin since 2022 had previously ordered two official increases in the number of combat troops - by 137,000 and 170,000 respectively.

In addition, Russia mobilised over 300,000 soldiers in September and October 2022 in an exercise which prompted tens of thousands of draft-age men to flee the country.

The Kremlin has said that no new mobilisation is planned for now, however, and that the idea is to continue to rely on volunteers signing up to fight in Ukraine.

Dara Massicot, an expert in the Russian military at the Carnegie Endowment for International Peace think tank, questioned whether Moscow was ready to foot the bill for the increase in active servicemen.

"There are ways to staff a standing 1.5 million force but the Kremlin will not like them if they are truly grappling with what that requires," Massicot wrote on X.

"Are they really able to boost the defense budget to sustain procurement AND this requirement?"

Massicot, who has released a report on Russia's drive to regenerate its army, said Moscow could take the unpopular and difficult decision of expanding the draft size or change the law to allow more women to work in the military to reach such a goal.

"Look for signs that this is a real initiative to recruit and expand, and not a kind of show to intimidate others. The current volunteer method is working but has strains. This (the expansion) means more expense/strain," she said.

Russia-Ukraine War: Ukrainian President Zelensky asks western allies to speed up weapons supply

The United States is not expected to announce a change in its policy regarding the use of long-range missiles by Ukraine against Russia, the White House announced Friday (Sep 13).

"There is no change to our view on the provision of long range strike capabilities for Ukraine to use inside of Russia," White House national security spokesman John Kirby told reporters. "I would not expect any major announcement in that regard," he added ahead of the meeting between President Joe Biden and British Prime Minister Keir Starmer.

Zelensky fumes

The announcement comes even as Ukrainian President Volodymyr Zelensky earlier said it was “difficult to hear” from Western allies that they were deliberating upon the matter as Russian leader Vladimir Putin burnt down “our cities and villages.”

“Putin interprets delays in helping us and in making strong decisions for Ukraine as permission to do whatever he wants,” Zelensky wrote on X.

Zelensky has been pleading with Washington for months to let Kyiv forces use long-range missiles for strikes deep inside Russia.

UK PM has now flown to Washington DC, where he said he would raise the matter with the US president.

During a visit to Kyiv earlier this week, US Secretary of State Antony Blinken had also assured Zelensky that the matter would be raised before Biden.

Putin’s threat

Earlier, Putin had sounded alarm over NATO’s plans to allow Ukraine to use long-range weapons, saying such a move would put the US-led military alliance directly at war with Russia.

He claimed the programming of Western missiles would have to be done by NATO military personnel - bringing the organisation into direct confrontation

Ukraine secures the return of 49 people from Russia

Zelensky on Friday said Ukraine had secured the release of 49 Ukrainians from Russian captivity.

“We must bring home all our soldiers and civilians,” he declared on the Telegram messaging app.

He also revealed that servicemen from the armed forces, the National Guard, the police and the Border Guard service were included in the latest swap.

Russia-Ukraine war: Russians have launched an attack on Kursk

Russia and Ukraine on Saturday (Sep 14) exchanged 103 prisoners each in a major swap deal brokered by the UAE. Citing the Russian defence ministry, Interfax news agency reported that the soldiers released on Saturday were captured from the Kursk region, as Ukrainian fighters smashed their way into the Russian territory last month.

"At the moment, all Russian servicemen are on the territory of the Republic of Belarus where they are provided with the necessary psychological and medical assistance and given the opportunity to contact their relatives," the Russian defence ministry stated on Telegram.

The move comes amidst heightened tensions between Moscow and NATO nations on the issue of the use of long-range strike missiles by Ukraine.

Meanwhile, Russian attacks escalated in Ukraine’s Sumy region on Friday as it pounded the area 84 times and launched strikes on at least 15 border sites, claimed the regional authorities. Reuters reported that at least two people died in these attacks.

Despite the Kursk offensive by Ukraine, Russia’s westward advance picked up pace as President Vladimir Putin’s men claimed to have taken control of the village of Zhelanne Pershe in the Donetsk region.

Russia threatens to destroy Kyiv

Senior Russian security official and former President Dmitry Medvedev on Saturday warned that his nation may destroy the capital city of Kyiv in response to the use of long-range missiles by Ukraine.

He added that Russia would use non-nuclear weapons in the strike even though they had ‘formal grounds to use nuclear weapons since Ukraine’s incursion into Russia’s Kursk region.’

German Chancellor Olaf Scholz doubled down Friday on Berlin's refusal to send long-range missiles to Ukraine, even as other Western powers discussed allowing Kyiv more freedom to use such weapons.

Russia-Ukraine war: Scholz refuses to arm Ukraine with long-range missiles

#Gravitas | Russian President Vladimir Putin has drawn his red line over the West's support for Ukraine saying that a lifting of a ban on using long-range missiles to strike Russia would mean war with the West. But Putin has drawn red lines before and has seen it being crossed by the West repeatedly. This time though, his tone has been a little different. He has warned of "appropriate decisions" in response. What will Russia's reaction be? Will the West cross Russia's red line? Could NATO and Putin push the world to the brink of World War III?

Of the $700 million aid, around $300 million is earmarked for food, water, shelter, health care and education programs for Ukrainians.

The new aid comes a week after the United States announced $250 million military aid to the eastern European country, including air defence missiles and artillery.
