Union Minister Ravi Shankar Prasad on Monday said that the Centre will extend all support to the Bihar government to provide relief to people in Patna and other parts of the state, which has been battered by <a href="https://www.wionews.com/india-news/death-toll-reaches-122-in-northern-india-due-to-heavy-rains-252853">heavy rain and flooding</a> that claimed the lives of at least 29 people.

Speaking to media, Prasad, who is here to take stock of the situation said, "We are with the Bihar government and people of the state. The Centre will work along with the state government and do everything possible to help the flood-affected in the state and in Patna."

One helicopter has reached the city and another is set to arrive from Gorakhpur to provide relief materials, he said.

Several areas of Patna are witnessing severe waterlogging with locals wading about in knee-deep water in several areas. Five teams of National Disaster Response Force (NDRF) have been deployed in Rajendra Nagar and Kankarbagh areas of Patna to assist people facing difficulties.

Prasad, the Lok Sabha MP from Patna Sahib, said, "I have had meetings with our MLAs and officials. I am informed that all gates of Farakka Barrage have been opened and we have asked for bigger pumps from Coal India, which will be made available to remove the floodwater."

"I have been discussing with officials and they told me that there is an ample amount of boats available. The officials also told me that electricity has been cut so that there are no chances of short circuit."

"I was told to pump out water it is better, that Coal India sends its big pumps. Regarding this, I spoke to Union Coal Minister Prahlad Joshi and a big pump is coming from coal fields in Chhattisgarh," he said.

The state government had requested the Indian Air Force (IAF) for two helicopters for lifting and airdropping food packets and medicines, in the flood-affected areas of the region.

The union minister said that he had asked Cabinet Secretary for an Air Force plane to carry the pump.

"I also spoke to Defence secretary Ajay Kumar and one helicopter has reached while another one is coming from Gorakhpur so that people are provided food and candles," he said.

The Union Minister further said that he empathised with the people and that due to the massive rainfall the level of Ganga had risen. "I know there are a lot of difficulties but we are standing with the people. I am going into the fields to see where pumps are placed. The administration and municipal corporation are doing their best. The relief and rescue efforts are going on," he said.

"Just like Bihar Chief Minister Nitish Kumar has said, we need to be patient as this is a natural calamity and its solution will have to be worked out," he added.

BJP MLA Arun Sinha said, "We are continuously monitoring the situation." However, he added, "Since there is a lack of support from the administration so Ravi Ji (Ravi Shankar Prasad) came here."

According to the Bihar State Disaster Management Authority, till now, 29 people have died in the state due to rainfall.

Dewatering machines have also been sought by state to provide relief in the flood-affected areas.

Domestic manufacturing has grown from $29 billion (in 2014-15) to $70 billion (in 2018-19) and India has emerged as the second-largest manufacturer of mobile handsets in the world.

The release said that the number of manufacturing units for LCD/ LED TVs has gone up from 25 to 35, LED lights manufacturing units from 10 to 128 units, the sector has generated employment for over 20 lakh persons across the country and exports of electronics goods have also started growing rapidly.

It said that the sector has significant scope for the growth with the domestic market estimated at USD 400 billion by 2025 and India has potential to be the "Electronics Factory" of the world.

The National Policy on Electronics 2019 envisions positioning India as a global electronics hub by encouraging and driving capabilities for developing core components (including chipsets) and creating an enabling environment for the industry to compete globally.

MeitY is planning to embark upon a comprehensive investment and trade promotion programme, the release said.

He was replying to media's question about Pakistan's Prime Minister Imran Khan's statement that Pakistan has 'full knowledge'&nbsp;that India is planning a bigger operation than Balakot in PoK.

The minister refused to comment on Khan's statement but said that under Prime Minister Narendra Modi's leadership, India is always alert to its security and if any action is taken by terrorists then India will give befitting reply.

On being asked about Article 370, Prasad said, "The decision on Article 370 was taken in the national interest and in the interest of the people of Jammu and Kashmir."

"Due to Article 370, there was no Prevention of Corruption Bill, no law against Child Marriage and no law against prevention of manual scavenging applicable in the state," Prasad said.

On being asked about Kashmir being discussed at United Nations Security Council (UNSC), Prasad said, "MEA is working on this issue".&nbsp;

Expressing concern over the incidents of judiciary stepping into the executive domain, Union Law Minister Ravi Shankar Prasad on Thursday sought the creation of an "in-house corrective mechanism" for judicial accountability.

"I am seeing a new trend happening. Some judges, two days before their retirement, give judgement of the questionable legal validity and sit on television for three days to justify it. I don`t think it is fair. The way PIL has been detained in some states, it seems as if they are parallel to the state government`s governance," he said speaking at the Independence Day celebrations organised by the Supreme Court Bar Association (SCBA).

Calling in-house a corrective mechanism, the Law Minister said that the role of the judiciary today has become a matter of trust for the country.&nbsp;

"It is equally important that in-house corrective mechanism must exist with the Supreme Court at the apex to ensure discipline, propriety and in some way judicial accountability," he added.

Prasad highlighted that several crores of rupees were allocated for the judicial infrastructure in the last five years of the Modi government.

"As far as the government is concerned, our job is to provide infrastructure. The government, centre or state should have no business in interfering as far as the adjudication process of the judiciary is concerned. That`s entirely the domain of the judiciary. We need to respect that," he said.

Chief Justice of India Ranjan Gogoi, who was also present there on the occasion, in a veiled attack at some judges said that the judiciary has witnessed a surge in instances of "indecorous acts".

"Indian judiciary has, since some time past, witnessed an unprecedented rise in instances of indecorous acts which don`t align with the charter of our institution. Such instances of inappropriate behaviour have raised their ugly head in all courts, including the Supreme Court," he said.

Calling for urgent steps to end immoral behaviour, Gogoi said that stakeholders must quickly identify, isolate such animals and put them to quarantine.

"Graceful, pleasing and pleasant discourses and deliberations are increasingly being replaced by loud and motivated conduct. It is important that stakeholders quickly identify and isolate such animals and put them to quarantine," he added.

"It is time for all of us to introspect and redraw the lines that ought to bind each of the stakeholders to ensure that decorum and dignity of this great institution is not lost so that the meritorious enjoy space and are able to contribute to the good of the institution and steer it to new standards of excellence," CJI Gogoi said.&nbsp;

The Lok Sabha on Monday passed a bill to amend the Supreme Court (Number of Judges) Act, 1956 to increase the number of Judges in the Supreme Court from present 30 to 33 excluding the Chief Justice of India (CJI).

The Supreme Court (Number of Judges) Amendment Bill, 2019 was passed after a reply by Law Minister Ravi Shankar Prasad.

As on June 1, there were 58,669 cases pending in the apex court.

Prasad said it was not possible for the Chief Justice of India to constitute five Judges Bench on a regular basis to hear cases involving substantial question of law as to the interpretation of the Constitution as it would result in constitution of less number of division benches which would lead to delay in hearing of other civil and criminal matters.

The feeder cadre of Chief Justices and Judges of the High Courts has increased from 906 to 1,079 and presently new High Courts have also been established in the previous years, he said.

"This has led to an increase in the disposal of cases at the High Court level leading to a larger number of appeals to the Supreme Court. It is, therefore, proposed to amend the Supreme Court (Number of Judges) Act, 1956 to increase the number of Judges in the Supreme Court from present thirty to thirty-three excluding the Chief Justice of India", he said.

The Chief Justice of India had intimated the government that inadequate strength of judges is one of the prime reasons for the backlog of cases in the apex court.&nbsp;

Union Law Minister Ravi Shankar Prasad on Tuesday said the Muslim Women (Protection of Rights on Marriage) Bill, 2019 stands for gender justice, equality and dignity, and is not about religion.

"This is a historic day that Rajya Sabha passed the triple talaq bill and criminalised the practice of triple talaq. Some people thought that they will block the bill in <a href="https://www.wionews.com/india-news/rajya-sabha-passes-triple-talaq-bill-239514">Rajya Sabha</a> but it was passed. I thank Prime Minister Narendra Modi who said that the government should stand with the victims of triple talaq," Prasad told.

"After the Supreme Court verdict, there were cases of triple talaq. This bill is not for any worship, religion or community but it is for gender justice, equality and dignity. Today, humanity has won," he said.

BJP working president JP Nadda said the bill will free Muslim women from the curse of triple talaq. "Heartiest greetings to PM Narendra Modi and all Rajya Sabha MPs for passing Muslim Women (Protection of Rights on Marriage) Bill, 2019 in the Rajya Sabha and freeing Muslim women off the curse of triple talaq," he tweeted.&nbsp;

"This Bill is one which ensures that the self-respect of Muslim women stay intact. This reflects the motto of `sabka saath sabka vikas` of Modi government," Nadda added.&nbsp;

Uttar Pradesh Chief Minister Yogi Adityanath said that the bill is a symbol of women`s dignity."Unfortunately, people who used to speak for women empowerment opposed the Bill in Lok Sabha and Rajya Sabha, a Bill which is a symbol of women dignity. Congress and their allies, SP and BSP in the state, have been exposed," Adityanath told.

The government scored a major victory in the Rajya Sabha on the back of cracks in the opposition when the House passed the triple talaq bill after rejecting the Opposition`s demand to refer it to the select committee and to remove the criminality clause which provides for jailing the husband for three years for pronouncing triple talaq to his wife.

The Bill was passed with 99 members in its favour while 84 members voted against it in the final division. In the division on referring it to select committee, the government got 100 votes while 84 voted against.

The government, which does not have a majority in the Upper House, still managed to have smooth sailing for the contentious bill because parties like AIADMK, which has 11 members and JDU, with six, walked out after recording their opposition to the bill.

MPs belonging to parties like YSRCP and TRS reportedly abstained from voting while NCP leaders Sharad Pawar and Praful Patel and some Congress members were absent.

The Bill has already been passed by the Lok Sabha. The motion to refer the Bill to a select committee was negated with 84 members voting in its favour while 100 voted against it.&nbsp;

Indian companies supplying US-origin technology to Chinese multinational technology company Huawei may face penal action under American regulations, Union minister Ravi Shankar Prasad said in Parliament on Wednesday.&nbsp;

“Any Indian company which will act as a supplier of US-origin equipment, software, technology to Huawei and its affiliates in entity list could be subject to penal action/sanction under US regulations,” Telecom Minister Prasad said in a written reply to the Lok Sabha.&nbsp;

“Huawei’s inclusion in the entity list implies that US companies require a prior export licence for sale of any equipment/software/technology to Huawei,” Prasad said.

“So far six proposals have been received which include proposals from China’s ZTE and Huawei. Any field trial in respect of 5G is to be carried out only through licensed Telecom Service Providers in a restrictive, limited geographical area and for the specific use case,” Prasad said.

However, he said, no call on whether to bar the Chinese telecom equipment manufacturer had yet been taken by the government.

Chinese equipment provider Huawei has proposed to sign an agreement, including "no back door", with the Indian government to allay any security concerns it may have regarding its network equipment. The company is facing heat in the Indian market following the ban of Huawei in the US market, which has been followed by Australia and Japan. However, some countries are yet to take a decision.

Huawei has urged India to make an "informed and independent decision" on permitting its 5G trials in the country as the Chinese telecom giant reeled under pressure following the US ban.

The <a href="https://www.wionews.com/world/huawei-files-lawsuit-against-us-commerce-dept-over-seized-equipment-filing-229447">US has banned Huawei</a>, the world's leader in telecom equipment and the number two smartphone producer, over concerns of security and Washington has been pressuring other countries to restrict the operations of the Chinese telecom firm.

India, however, is yet to take a call on whether it intends to place curbs on Huawei or allow the Chinese telecom equipment maker to participate in the upcoming 5G trials, that are scheduled to commence in 100 days.

"The Indian Government or any other country must take an independent view to protect its own networks and data through its own standards, test mechanisms and policies. It is important to address cyber security risks through evidence and fact-based approach, introducing checks and balances with monitored participation rather than banning out of fear," Huawei, which is based in Shenzhen, said in a statement to PTI here.

Earlier this month, Telecom Minister Ravi Shankar Prasad said India has its security issues over allowing Huawei to participate in the upcoming 5G trials.

"We will take a firm view on it. There are also security issues...It is not only a matter of technology, as regards their participation in 5G is concerned...Participation of 5G is not conditional upon the trial is started. Whether a particular company is allowed to participate or not, is a complex question including security issues," he had said.

Commenting on the minister's remarks, Chinese Foreign Ministry last week said that India should take an independent decision without being guided by the US ban and provide an "unbiased and non-discriminatory" environment for the Chinese businesses.

In its statement, Huawei said that it received full support from India for about two decades for its operations and obtained Department of Telecom (DOT) invitation to conduct 5G trials.

"In India, Huawei has received full support and confidence of the Government during our near 20 years operations in the country," it said in response to questions over the security concerns raised by Prasad.

"In fact, last year, we secured an invitation from DoT to submit our proposal for 5G trials, conveying the Government's confidence in Huawei for an early, efficient and pervasive deployment of 5G," it said.

"Over the past few months, we have proactively engaged with the Indian Government and their feedback has been positive. We are confident that the Indian Government will make an informed decision on 5G, one that provides a level-playing field to all vendors," it said.

Huawei has a long-term strategy for India and will keep investing there in people, business and operations, it said.

Huawei said it recognised the importance of India as a talent base way back in 1999 when it set up its largest overseas R&amp;D centre in Bengaluru.

"Today, with almost two decades of operations in India, India is one of the largest and most localised presence outside China for Huawei," it said.

"We are committed to bringing world-class ICT solutions and products through our widespread presence in India encompassing the R&amp;D Centre, Global Service Centre, the Innovation and Demo Centre, and a nationwide presence with&nbsp;regional and circle offices including the recently launched OpenLab in Gurugram," it added.

Industry body Cellular Operators Association of India (COAI) has urged the government to clarify its stance on the <a href="https://www.wionews.com/world/amid-us-china-row-huawei-signs-deal-with-russian-telecom-company-mts-to-develop-5g-network-224867">use of Huawei equipment in telecom</a> infrastructure, particularly for futuristic 5G networks, at the earliest to enable operators to take a long-term view in investment decisions.

Cellular Operators' Association of India (COAI) Director General, Rajan Mathews told PTI that it is for the government to decide on whether Huawei telecom gear will be allowed in 5G networks, but an early decision on the matter would help operators make investment decisions.

"The industry is saying, it is really up to the government to decide on Huawei ... All we are saying is let us know earlier rather than later because we have to make decisions on 4G ... Operators are buying 4G equipment that future proof, in terms of forward compatibility for 5G...Any sudden change of rules midway, will mean financial loss to us...," Mathews said.

Last month, the Trump administration had placed Huawei and its affiliates on blacklist, a move that essentially banned the Chinese telecom equipment company from purchasing parts and components from American firms without the US government approval. The US had subsequently relaxed some of the restrictions to reduce disruption for its customers.&nbsp;

India, however, is yet to take a call on whether it intends to place curbs on Huawei or allow the Chinese telecom equipment maker to participate in the upcoming 5G trials, that are scheduled to commence in 100 days.

IT Minister Ravi Shankar Prasad Monday alluded to the contentious issue saying it was a "complex" matter and will be looked at seriously including security aspects.

"We will take a firm view on it. There are also security issues...It is not only a matter of technology, as regard their participation in 5G is concerned...Participation of 5G is not conditional upon the trial being started. Whether a particular company is allowed to participate or not, is a complex question including security issues," the Minister had then said.

The same day, Chinese telecom gear maker Huawei said its engagement with the Indian government for 5G trials has been "positive" and hoped that India will make its "own independent decision" on the issue.

"I think it's the right time for Telecom Department to make the decision after almost 6-8 months of very close engagement... They are quite happy and positive in the engagement," Huawei Telecommunications India CEO, Jay Chen had said on the sidelines of a COAI panel discussion on 5G.

The Patna Sahib Lok Sabha seat has six assembly constituencies under it out of which five are held by BJP at present and a lone one by RJD. It has traditionally been a kayastha seat where the caste has around 25 per cent voter base.

Altogether 37 candidates have filed their nomination papers for Patna Sahib, which goes to polls in the seventh and final phase of general elections on May 19.

Other constituencies in Bihar that go to polls in the final phase are Pataliputra, Nalanda, Jehanabad, Arrah, Buxar, Karakat and Sasaram.

"How can an MP, who is not a professional, witness such a jump in his income?" Patra asked.&nbsp;

Patra also challenged Gandhi to file a defamation case against him, saying he was stating facts with evidence.&nbsp;

Patra went on to allege that Rahul's income "by and large, is profiteering from scams, dubious deals". He also alleged that Rahul had lied on his election affidavits. He did not however provide any evidence or document to substantiate his claim.

Patra said Sunday that the BJP will hold a series of press conferences in the coming days to expose the "corruption of Rahul Gandhi".

The Congress has rubbished the charges, calling them a "desperate attempt by BJP" to "divert attention" from the real issues.&nbsp;&nbsp;

On Saturday, union minister Ravi Shankar Prasad had said, "In his (Rahul Gandhi) election affidavit in 2004, his income was Rs 55,38,123 while in 2009, it rose to Rs 2 crore and in 2014 it rose to Rs 9 crore.&nbsp;

A man suspected to have assisted in solemnising the wedding of two Pakistani Hindu minor girls, who were reportedly abducted and forcefully converted to Islam, was arrested on Sunday, as the teenagers approached a court in Pakistan's Punjab province seeking protection, according to a media report.&nbsp;

The two girls, Raveena (13) and Reena (15), were allegedly kidnapped by a group of "influential" men from their home in Ghotki district in Sindh on the eve of Holi. Soon after the kidnapping, a video went viral in which a cleric was purportedly shown solemnising the Nikah (marriage) of the two girls, triggering nationwide outrage.
