Russia is due to hold presidential elections in 2024. Since its invasion of Ukraine in February 2022, Russian President Vladimir Putin has sought to portray what he calls the 'special military operation' as part of an existential battle with the West. He has said that he will defend the 'sacred' civilisation from what he calls as the West decadence.

According to a report by state news agency TASS, the legislation has been prepared by the interior ministry and it forces all foreigners to sign an agreement that would restrict what they can say publicly.

TASS said that a foreigner in Russia will be prohibited from "interfering with the activities of public authorities of the Russian Federation, discrediting in any form the foreign and domestic state policy of the Russian Federation, public authorities and their officials"

It has been reported that the proposed agreement would have clauses that deal with family, morality, &nbsp;"propaganda about non-traditional sexual relations" and history.

Foreigners will be barred from "distorting the historical truth about the feat of the Soviet people in the defence of the Fatherland and its contribution to the victory over fascism".

It was not immediately clear if the legislation was aimed at certain nationalities or all foreigners. Also, there was no information about what the punishment would be if a foreigner is held to have violated terms of the agreement.

Reuters reported that Kremlin declined to comment.

For the draft legislation to become a law, it will have to be submitted in State Duma, which is the lower house of the Russian parliament. The legislation would have to go through committee review and a number of readings before being submitted to President Putin for his assent.

“The effectiveness of Russian electronic systems largely depends on access to imported components that are widely used in the production of such systems ... Specific steps should be taken immediately to reduce the Russian military-industrial complex’s capability,” the dossier claimed.

Ukraine is concerned that Russia’s electronic warfare might jeopardise its drone attack system, giving President Vladimir Putin’s forces a significant advantage on the frontlines.

“[Electronic warfare] is the key to victory in the drone war,” wrote Valery Zaluzhny, commander-in-chief of Ukraine’s armed forces, in the Economist.

"The situation also involves international crime," the government said in a statement.

Earlier in October, the Finnish border guard warned of a shift in Russia's policy as it started to allow migrants without proper documentation to cross the border.

The virtual G20 Leaders' Summit will involve leaders from all G20 member countries, the Chair of the African Union, nine guest countries, and the heads of 11 international organisations. The discussions will also encompass the 2nd Voice of Global South Summit held on November 17, 2023.

It has been reported that the alleged deal involves transferred shares in a company named Video International which are shown to be of less value than their apparent worth. Video International is a highly profitable Russian company.

It has been alleged that the transactions were made by Abramovich's companies to two people in Putin's inner circle.

The BBC investigation&nbsp;makes a claim that Abramovich's involvement in the transaction may have been concealed with the use of a complex web of companies in the British Virgin Islands and Cyprus.

The two companies, which ultimately belong to Abramovich, bought a combined 25 per cent stake in Video International. The companies are Finoto Holdings and Grosora Holdings.

They are owned by Abramovich through a series of shell companies.

There has not been any immediate reaction from Abramovich on the matter. He has previously denied that he has any financial link to Putin and has also downplayed his relationship with the Russian president.

One of the men in Putin's inner circle who are involved in these transactions is reported to be Sergei Roldugin. He is a cellist and also artistic director of St Petersburg Music House. Putin and Rodulgin have known each other since they were young men in St Petersburg.

Rodulgin is said to have introduced Putin to Lyudmila Shkrebneva, whom the Russian president later married. Rodulgin is also the godfather of the couple's first daughter Maria.
