Belgian Budget Minister Sophie Wilmes has been chosen as the country's new caretaker prime minister, a first for a woman, the current premier Charles Michel said on Saturday.

The 44-year-old still has to be sworn in by King Philippe, who is expected to announce the nomination formally on Sunday at the earliest.

Michel, who is set to take over as European Council president on December 1, had said on Friday he intended to step down by the beginning of November "at the latest".

Belgium has not had a fully functioning federal government since a coalition headed up by Michel collapsed in December 2018.

He has stayed on as caretaker premier ever since.

The political situation was further complicated by a very fragmented result of parliamentary elections in May.

"Congratulations Sophie Wilmes, who is being put forward to the King as caretaker prime minister," Michel said on Twitter.

Wilmes, who is seen as an ally of Michel's and was first elected to parliament in 2014, was chosen by a ministerial committee.

Belgium has a reputation for political crises. In 2010-2011 it was without a government for 541 days, a record.

Brexit Vote setback for Boris Johnson

British Prime Minister Boris Johnson launched a charm offensive on Friday to sell his Brexit deal to sceptical MPs, with a looming vote in parliament resting on a knife-edge.

The Conservative leader pulled off a major coup in agreeing a new divorce deal with the European Union on Thursday, paving the way for him to deliver his promise to leave the bloc on October 31.

But the agreement must still be approved by the House of Commons, which is meeting for the first time on a Saturday in 37 years to debate the text -- and many MPs are strongly opposed.

Johnson told a Brussels press conference late Thursday that he was "very confident" of getting the accord through -- although analysts suggest the vote could be very tight.

Johnson has no majority among MPs, opposition parties have come out against the deal and even his parliamentary ally, Northern Ireland's Democratic Unionist Party (DUP), says it cannot support the terms.

If the Commons rejects the deal, Johnson will be forced by law to ask the EU to delay Brexit, for what would be the third time. He has said he would rather "die in a ditch" than do so.

European Commission President Jean-Claude Juncker sought to focus MPs' minds, saying Brussels can see no need to prolong the tortuous three-year Brexit process -- although the decision to delay, if requested by London, would be for EU leaders.

"There is no choice between Brexit or no Brexit: it's a choice between deal or no deal," Luxembourg's Prime Minister Xavier Bettel said Friday.

'This is our chance'

Johnson took office in July vowing to keep to the October 31 Brexit deadline, deal or no deal.

He pledged to renegotiate the most contentious elements of a divorce text agreed by his predecessor Theresa May with Brussels last year, which was rejected by MPs three times.

The compromise deal that was finally struck on Thursday has a new arrangement for keeping open the border between British Northern Ireland and EU member Ireland.

"It looks like we are very close to the final stretch," EU Council President Donald Tusk said after the bloc's leaders endorsed the text.

Johnson has assured his European counterparts that he can get the deal through the Commons, where he requires the support of 319 other MPs to guarantee backing.

"I'm very confident that when my colleagues in parliament study this agreement, that they will want to vote for it on Saturday, and then in succeeding days," he told reporters.

"This is our chance in the UK as democrats to get Brexit done, and come out on October 31."

Wooing Labour rebels

However, the DUP has said it cannot support the plans, as efforts to avoid checks on the Irish land border would lead to new trade barriers between Northern Ireland and mainland Britain.

The main opposition Labour, Scottish National and Liberal Democrat parties are also against.

The pound had risen to five-month peaks on news of the deal.

However sterling dipped about 0.1 percent against the dollar on Friday as investors continued to fret over Johnson's chances of success.

Johnson will meet with and call MPs to try to win support for his deal throughout Friday, a Downing Street official said.

With the numbers extremely close, he needs to win over Labour MPs representing Brexit-supporting constituencies.

The Labour leadership objects to the new deal because it paves the way for looser ties between Britain and the EU than were previously envisaged. The party wants a second referendum on any deal.

"We should just vote the deal down because it's such a bad deal," Labour finance spokesman John McDonnell told BBC radio.

"It is a sell-out."

Britain's eurosceptic newspapers backed Johnson's deal, which comes more than three years after Britons voted narrowly to leave the EU in a referendum that has left the country bitterly divided.

"Get real... take the deal!" said The Sun's front page, while the Daily Mail went for "He's done his duty. Now MPs must do theirs", and the Daily Express said "Just do it!"

Meanwhile, the Financial Times called for a second referendum, while the Labour-supporting Daily Mirror said the best thing about Johnson's deal was that it was better than no deal.

The Times urged lawmakers to back the agreement, while The Daily Telegraph said parliament "must not scupper this chance".

Howdy, Modi: Prime Minister to address his biggest-ever US rally this weekend

Papua New Guinea's Supreme Court is set to hear a challenge to the election of Prime Minister James Marape on September 20, a lawyer for opposition leader Patrick Pruaitch, who took the issue to court, said on Friday.

The case adds to political turmoil that has delayed progress on two important resources projects in PNG this year, a $13 billion plan to double its gas exports, led by Exxon Mobil Corp and Total SA, and plans to build a major new gold mine, Wafi-Golpu, led by Newcrest Mining.

Marape was voted in by parliament as prime minister in May, days after his predecessor, Peter O'Neill, quit after losing support from his own party over a range of grievances, including a gas deal with France's Total.

During the process of electing a new prime minister, opposition leader Pruaitch nominated O'Neill for the post but the nomination was withdrawn by the speaker of Parliament.

Pruaitch referred the issue to the Supreme Court, contending that the nomination process was improperly handled, invalidating Marape's election.

"The court declared yesterday that Pruaitch has the standing to bring such constitutional challenge and given the urgency of the matter, we asked the court to have the matter fixed as a special fixture for hearing," said Phillip Tabuchi, a lawyer for Pruaitch said in an email to Reuters.

The hearing has been fixed for September 20 before the full bench of PNG's Supreme Court, he said.

Kuzuzangpa la! I feel privileged to file this column from Thimphu, the beautiful capital of the Himalayan kingdom of Bhutan. With a host of other historians, biographers, musicians, intellectuals, and artists—local, Indian, and international, I am an invited speaker at the 10th anniversary edition of Mountain Echoes, ‘The Bhutan festival of arts, literature and culture’. The inaugural session has just concluded with a moving tribute to the recently deceased father of Her Majesty the Royal Queen Mother, Ashi Dorji Wangmo Wangchuk.

The Queen Mother is not only the patron but also one of the founders of the festival. In fact, the festival was conceived in her drawing room in a conversation with curator Namita Gokhale and our then ambassador Pavan Varma, author, senior JD (U) leader, and former MP. In subsequent years, Mita Kapur, Pramod Kumar and their Bhutanese partners have taken the festival forward, with support from the Jaypee group. Ten years ago, I could not make it to the festival opening, so I am especially happy to be here for its 10th anniversary.

In a way, the over-riding theme of Mountain Echoes, which is to share stories and create memories, also sums up its importance. Even those who considered Bhutan as little more than an attractive tourist destination suddenly became aware of its strategic significance after the Doklam crisis. The tiny mountain kingdom, with a population of less than a million, is of immense value to India as a long-standing friend and partner. The Indo-Bhutan friendship treaties of 1949 and 2007 only reinforced this well-known geopolitical and historic fact. Indeed, the Indian embassy in Bhutan, with its 74-acre campus, is the largest anywhere in the world. No wonder the current ambassador, Ruchira Kambhoj, is fully backing the festival.

India also plays a crucial role in the economic, technological and industrial development of Bhutan. With a peaceable, law-abiding, and contented population, Bhutan is considered a modern Shangri-La. Indeed, it prides itself on its very high Gross National Happiness (GNH) index. The phrase itself was the coinage of the former king, His Highness Jigme Singye Wangchuck. In an interview with a Financial Times correspondent at Mumbai airport in 1972, he famously quipped, “Gross National Happiness is more important than Gross National Product.” This idea is now recognised by the UN and has worldwide acceptance. Indeed Bhutan, which has practically no crime or corruption, is a rather special place in today’s ugly, aggressive, and stressful times. It is perfectly safe for locals and tourists alike, in addition to being relatively unspoilt.

Mountain Echoes, organised by the India-Bhutan Foundation in association with Siyahi, is a valuable avenue of strengthening and cementing people-to-people ties between our two countries. As the Queen Mother said, sharing each other’s stories of happiness and sorrow can create more lasting bonds than merely diplomatic relations between two nations. I was personally very moved by her reminiscences of her father, a self-made, frugal, hardworking, highly disciplined and compassionate man who presented an inspiring model to his many children, grandchildren, and great-grandchildren.

The house of Wangchuk to which the monarchy belongs was founded in 1907. The 39-year-old His Highness Jigme Khesar Namgyel Wangchuk is the current monarch, his father having abdicated in his favour in 2006. From wielding absolute authority, the Wangchuks have gradually favoured devolution of powers to democratic and elected institutions. Like Hindus, Buddhists also share the idea of the Dharma-Raja, the righteous ruler who selflessly serves the people and upholds Dharma. That is why Prime Minister Narendra Modi, although an elected leader and not monarch, is immensely popular in Bhutan as his recent visit shows. The people here consider him a righteous and selfless ruler.

It would be in the fitness of things if we reciprocate Indo-Bhutanese friendship by hosting an Indian version of Mountain Echoes. It would also serve to highlight and celebrate our own myriad mountain cultures. Hill cultures of the Himalayas share over a millennium of Hindu-Buddhist Dharmic commonalities. Living in Himachal Pradesh as I do, I was struck by the similarities of the traditions and cultural practices, including language, food, music, dance, and religion, all the way from Ladakh to Bhutan nearly 3,000 kms away.

There is a glorious cultural arc of Mahayana Buddhism that unites us. It passes through and includes Lahaul, Spiti, Dharamshala, Nalanda, Darjeeling, Gangtok, Tawang, going all the way to Lhasa, Tibet, and beyond to Mongolia. These precious cultural and civilisational ties have served us well both in times of adversity and prosperity. We need to preserve, protect, and enhance them for the coming generations too. “Mountain Echoes” offers an excellent platform for doing so. The organisers and curators, both Indian and Bhutanese, deserve our congratulations and felicitations on their successful 10th anniversary.

Sudan's army rulers and protest leaders on Sunday inked a hard won constitutional declaration, paving the way for a promised transition to civilian rule.

The agreement, signed at a ceremony witnessed by AFP, builds on a landmark July 17 power sharing deal and provides for a joint civilian military ruling body to oversee the formation of a transitional civilian government and parliament to govern for a three year transition period.

Protest leader Ahmed Rabie and the deputy head of the ruling military council, General Mohamed Hamdan Daglo, signed the declaration at a ceremony attended by African Union and Ethiopian mediators.

The signing was met by a wave of applause in the Khartoum hall as representatives from both sides shook hands.

A formal signing in front of foreign dignitaries is due to take place on August 17, the date on which ousted president Omar al-Bashir is due to go on trial on corruption charges, protest leader Monzer Abu al-Maali told AFP.

The following day the generals and protest leaders are expected to announce the composition of the new transitional civilian majority ruling council, he said.

"Members of the ruling sovereign council will be announced on August 18, the prime minister will be named on August 20 and cabinet members on August 28," Abu al-Maali told AFP.

The deal on a constitutional declaration is the fruit of difficult negotiations between the leaders of mass protests which erupted last December against Bashir's three decade rule and the generals who eventually ousted him in April.

The talks between the protest movement and ruling generals had been repeatedly interrupted by deadly violence against demonstrators who have kept up rallies to press for civilian rule.

Russian Prime Minister Dmitry Medvedev on Friday visited one of a chain of far-eastern islands claimed by Japan, sparking a protest from Tokyo.

Paying a visit to Russia's Sakhalin Island, Medvedev also went to Iturup, one of the four islands contested by Japan, where it is known as Etorofu.

"This is our land," Medvedev told reporters during the trip which included visits to a fish-processing plant and hot springs.

"These islands are part of the Sakhalin region," he said in televised remarks, reiterating Russia's traditional stance.

"What grounds can there be for our concern?" he said, referring to Japan's protests.

The Japanese foreign ministry said Medvedev's decision to visit the island was "extremely regrettable."

"Even now, more than 70 years after the war, territorial issues have not been solved with the Soviet Union/Russia and intensive peace treaty negotiations have been underway," the Japanese foreign ministry said in a statement.

"We will strongly urge Russia to constructively deal with issues such as the signing of a peace treaty to move forward the future Japan-Russia relationship."

Medvedev said that the more Japan protested the more reasons Russian officials had to visit the islands known in Russia as the Kurils and the Northern Territories in Japan.

The Kurils, which lie north of Japan's Hokkaido island, have been controlled by Moscow since they were seized by Soviet troops in the dying days of World War II.

Last year, President Vladimir Putin suggested that Russia and Japan sign a peace treaty, ending World War II hostilities "without any preconditions".

Both countries have made little progress on the issue in recent months, however.

Prime Minister Narendra Modi will be in Bhutan on a two-day visit starting August 17. This will be his first visit to Bhutan since the Doklam crisis in 2017. The crisis saw a two-month-long standoff between Indian and Chinese forces in Doklam which is claimed by Beijing but is part of Bhutan.
