US President Joe Biden has continued his predecessor Donald Trump's policy on suspending security assistance to Pakistan and there is no clarity if the administration will change its stance in the future, the Pentagon has said.

Former US president Trump suspended all security assistance to Pakistan in January 2018, arguing that he was not satisfied with Islamabad's cooperation and role in the fight against terrorism.

"At this time, the US security assistance to Pakistan is still suspended. I will not get into speculating one way or another about if or whether that will change going forward," Pentagon Press Secretary John Kirby told reporters at a news conference on Monday.

He was responding to a question on if the new Biden administration has reviewed the policy of the previous Trump administration and if there are any changes in it or if this issue was on the table during talks with the Pakistani leadership.

Earlier in the day, Defence Secretary Lloyd Austin spoke with Pakistan Army chief General Qamar Javed Bajwa to discuss shared regional interests and objectives, Kirby said.

"During the call, the secretary reiterated his appreciation for Pakistan's support to the Afghanistan peace negotiations and expressed his desire to continue to build on the United States-Pakistan bilateral relationship," he said.

"I reiterated my appreciation for the US-Pakistan relationship and my desire to continue to work together to further regional security and stability," Austin said in a tweet.

A day earlier, US National Security Advisor Jek Sullivan met his Pakistani counterpart Moeed Yusuf in Geneva.

"Both sides discussed a range of bilateral, regional and global issues of mutual interest, and ways to advance practical cooperation.

They agreed to continue with the conversation," a spokesperson of the National Security Council Emily Horne said.

In a first in-person high-level meeting, the Pakistani and US national security advisers held wide-ranging talks on bilateral, regional and global issues of mutual interest.

"Both sides had a positive conversation on a range of bilateral, regional and global issues of mutual interest and agreed to advance practical cooperation on these issues," a joint statement issued by Yusuf's office said in Islamabad.

The meeting took place as both sides have been trying to bring peace to Afghanistan.

Pakistan is also trying to rebuild ties with the new US administration under President Biden who has announced the complete withdrawal of troops from Afghanistan by September 11.

Yusuf was appointed as National Security Adviser this month and it was his first high-level meeting with any of his counterparts.

The debris of China's Long March 5B rocket, which last week launched the core module of the country's space station, is set to re-enter the earth's atmosphere this weekend, raising concerns where it could fall and the potential damage it could cause.

The Pentagon said on Tuesday that it was tracking a large Chinese rocket that is out of control and set to re-enter earth's atmosphere this weekend.

The Chinese Long March 5B rocket is expected to enter earth's atmosphere "around May 8," the report quoted a statement from Defence Department spokesperson Mike Howard, who said the US Space Command is tracking the rocket's trajectory.

The rocket's "exact entry point into the earth's atmosphere" can't be pinpointed until within hours of re-entry, Howard said, but the 18th Space Control Squadron will provide daily updates on the rocket's location through the Space Track website.

The rocket was used by China to launch part of its space station on Thursday. While most space debris objects may burn up in the atmosphere, the rocket's size, 22 tonnes, has prompted concern that large parts could re-enter and cause damage if they hit inhabited areas.

Jonathan McDowell, an astrophysicist at the Astrophysics Centre at Harvard University said, "I don't think people should take precautions. The risk that there will be some damage or that it would hit someone is pretty small -- not negligible, it could happen -- but the risk that it will hit you is incredibly tiny. And so I would not lose one second of sleep over this on a personal threat basis," he said.

Hong Kong-based South China Morning Post quoted him as saying that ''we don't know where&nbsp;the re-entry would take place. (It would be) at worst like a small plane crash but stretched out in a line over hundreds of kilometres.''

The debris is ''under close watch''&nbsp;and is likely to fall back to earth in international waters, the Post quoted a source with knowledge of China's space programme.

It was uncertain how many fragments would remain after re-entry, he said, ''but enough to cause damage.''

Industry news site SpaceNews said the ''more likely possibility''&nbsp;was that the core stage would fall in an uninhabited area or in an ocean. 
Song Zhongping, a former instructor of the Chinese military's rocket corps, said the debris would fall in a safe place such as international waters or an uninhabited part of the country.

Last year, the re-entry debris from the first Long March 5B flight fell on the Ivory Coast damaging several homes in villages. It was the largest craft to crash to earth since the US space laboratory Skylab scattered debris over the southern Australian town of Esperance in 1979, the Post report said.

China is expected to carry out more launches in its space station programme in the coming weeks as it aims to complete the space station project next year.

Once finished, the structure will have a mass of about 100 tonnes, about a quarter of the size of the International Space Station, (ISS), which is 15 years old and expected to be decommissioned in the coming years.

After that, the Tiangong is expected to be the only space station operating in near-earth orbit by the end of the decade.

Responding to a question, Kirby said President Joe Biden is clear on withdrawal of American troops from Afghanistan by September 22.&nbsp;

"The president was clear. We are removing US forces from Afghanistan and will maintain the sufficient counter terrorism capabilities we need to detect and prevent threats to our homeland that could emanate from Afghanistan,” Kirby said.&nbsp;

Once the US leaves Afghanistan, he said, they expect the sovereignty of Afghanistan to be respected.&nbsp;

He was responding to a question on reports that Beijing is considering sending a peacekeeping force to Afghanistan once the US pulls out, which will be deployed at the neighbouring province it has with Afghanistan across that 44-mile border.&nbsp;

"We certainly wouldn't speak for another nation and obviously, we would call on all of Afghanistan's neighbours to respect its sovereignty and to respect its territory integrity as well," he said.&nbsp;

"If there's a legitimate terrorism threat that's emanating from Afghanistan to work in accordance with international law and with the Afghan government to address that, but we want Afghanistan's sovereignty to be respected," he asserted.&nbsp;

The US, he said, is removing all military personnel from Afghanistan.&nbsp;

"We will remove them by early September. All of them with the exception of what's going to be required to protect the diplomatic mission in Afghanistan," he said.&nbsp;

"So I know of no discussions with government in Kabul about reinserting counterterrorism forces inside Afghanistan. As the (Defence) Secretary made clear in Brussels last week, we will maintain a sufficient counterterrorism capability in the region to deal with emanating threats from Afghanistan, threats to our homeland from terrorist groups, but the president's direction was crystal clear."&nbsp;

"All US military personnel with that exception are going to be leaving Afghanistan by the early fall," he said.&nbsp;

US continues to have dialogue with Pakistan on terrorism along Afghanistan border: Pentagon  

Leaked photos and video of 'unidentified aerial phenomena' (UAP) taken in 2019 were legitimate and taken by navy personnel, confirmed the Defence Department of the US.&nbsp;

Pentagon spokeswoman Sue Gough confirmed to CNN that the photos and video of triangle-shaped objects blinking and moving through the clouds were taken by US Navy personnel.&nbsp;

The pictures of three unidentified objects, categorised as a ‘sphere', 'acorn' and 'metallic blimp' were taken by Navy personnel, confirmed Gough.&nbsp;

The defence department cannot comment further on the observations or examination, added Gough.&nbsp;

In April 2020, the Pentagon released three short videos showing 'unidentified aerial phenomena'. Earlier, the US Navy had confirmed the clips as real. The videos released by the Pentagon date back to 2004 and 2015, and show flying objects that cannot be identified. The objects in question were moving rapidly, and were captured by infrared cameras.&nbsp;

In December last year, former President Donald Trump had signed the $2.3 trillion coronavirus relief bill which he also set into motion a 180-day countdown for the authorities to reveal all they know about UFOs.&nbsp;

The DIA and Secretary of Defence were given less than six months to provide information on 'unidentified aerial phenomena' to the Congress and committees of armed services, according to former President Trump's move.&nbsp;

In addition, the report must pinpoint any potential threats to national security posed by UFOs, while attempting to analyse whether any of the adversaries of the US may be involved in the sightings of UFOs.&nbsp;

Almost on cue, America's spy agency CIA allowed all UFO information to be downloaded ahead of the deadline last month. &nbsp;

The CIA allowed documents to be accessed by downloading from the Black Vault website. The data involved every instance of Unidentified Aerial Phenomena (UAP), which has been mapped by the US government.&nbsp;

Pentagon ready to unveil secret report of UFOs breaking sound barrier

US Defense Secretary Lloyd Austin said on Saturday he was traveling to Asia to boost military cooperation with American allies and foster "credible deterrence" against China.&nbsp;

Austin kicked off via Hawaii, seat of the American military command for the Indo-Pacific region, his first foreign visits as Pentagon chief.

"This is all about alliances and partnerships," he told reporters on the trip that is to include meetings with key allies in Tokyo, New Delhi and Seoul.

"That competitive edge that we've had has eroded," he said. "We still maintain that edge. We are going to increase that edge going forward."

"Our goal is to make sure that we have the capabilities and the operational plans... to be able to offer a credible deterrence to China or anybody else who would want to take on the US," he added.&nbsp;

Lloyd will be joined in Tokyo and Seoul by Secretary of State Antony Blinken.&nbsp;

"One of the things that the secretary of state and I want to do is begin to strengthen those alliances," he said. "This will be more about listening and learning, getting their point of view."

This tour in Asia of the heads of diplomacy and defense of the United States follows an unprecedented summit of the "Quad", an informal alliance born in the 2000s to counterbalance a rising China.

Pentagon chief sees Asia ties as deterrent against China

The Indo-US defence ties have been on an upswing in the last few years and in June 2016, the US had designated India a "major defence partner".

The two countries have also inked key defence and security pacts over the past few years, including the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016 that allows their militaries use each other's bases for repair and replenishment of supplies as well as provides for deeper cooperation.

Austin will be in India next week, after his stops in Japan and South Korea. This is for the first time that a US defence secretary is travelling to India on his maiden overseas trip. It will also be the first in-person visit by a top official of the Biden administration to India.

"In India, he'll meet with Minister Rajnath Singh and others to discuss operationalising the major defence partnership that we have with India, including through enhanced information sharing, regional security cooperation, defence trade, and cooperation in new domains," Acting Assistant Secretary of Defence for Indo-Pacific Security Affairs David F Helvey told reporters during a conference call.

In New Delhi, the Ministry of Defence said US Secretary of Defence Austin will visit India from March 19 to 21.

India, he said, is an important strategic partnership that involves cooperation with like minded nations committed to protecting the rules-based international order.

Helvey said that the travel to India, will provide an opportunity for exchange of views early on with key allies and partners about how they can work together and expand cooperation to support a rules-based international order, and continue developments of these critical relationships which enable them to do that.

Austin's visit to India will take place a week after the maiden virtual Quad summit between US President Joe Biden, Prime Minister Narendra Modi, Australian Prime Minister Scott Morrison and Japanese Prime Minister Yoshihide Suga.

The four leaders in a joint statement on Friday said that they brought diverse perspectives and were united in a shared vision for the free and open Indo-Pacific. "We strive for a region that is free, open, inclusive, healthy, anchored by democratic values, and unconstrained by coercion," the statement said.

The Biden administration has made clear the criticality that attaches to promoting peace, security, and prosperity in the Indo-Pacific region and beyond through engaging with and investing in alliances and partnerships; and strengthening our foundation at home to maintain our innovation edge and to rebuild the industrial base, Helvey said.

India, the US and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China's rising military manoeuvring in the region. The Chinese military is also actively eying the strategic Indian Ocean region to step up Beijing influence.

China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea.

In 2017, India, Australia, Japan and the US gave shape to the long-pending proposal of setting up the 'Quad' or the Quadrilateral coalition to counter China's aggressive behaviour in the Indo-Pacific region.

"The upcoming trips by the Secretaries of State and Defence signal the importance of our alliance and partner relationships, which are a real force multiplier in advancing our shared interests in the United States commitment to a rules-based international order, an order that places all nations on a level playing field and holds them responsible for preserving the principles that underpin it," he said.

Pentagon pauses plan to give COVID-19 vaccine to prisoners at Guantanamo Bay

In his final days as Secretary of the Army, Ryan McCarthy has moved to thwart a federal judge’s order for an independent examination of a mentally ill prisoner at Guantánamo Bay who was previously tortured there, the Justice Department disclosed Friday.

Lawyers for the prisoner, Mohammed al-Qahtani, 45, had obtained the order in March for two foreign doctors and one from the U.S. Army to examine the man under an Army regulation to determine whether he should be repatriated to his native Saudi Arabia for psychiatric care.

The Defense Department has not permitted such a medical review since the detention center was established in January 2002, and the order was poised to become an early test of the Biden administration as it considers resuming releases from Guantánamo.

But Friday, Justice Department lawyers notified the U.S. District Court in Washington that McCarthy had signed a two-page memorandum Monday excluding detainees at Guantánamo from the regulation that was the basis of the court order.

In March, Judge Rosemary Collyer ruled that the regulation required the medical review and that if the doctors found repatriating Qahtani to Saudi Arabia was in his best interest, she would order it.

The order rattled the Defense Department, which has fought for nearly two decades to block civilian courts from deciding questions involving the detainees. Officials warned that, if an examination were conducted, others among the current 40 detainees would seek medical repatriation.

Collyer has since retired, and another judge, Ellen Segal Huvelle, upheld the order in August. The next month, an appeals court rejected a government pleading to delay the examination, leaving the Trump administration with a quandary: permit the first decisive outside evaluation of a Guantánamo detainee or, as previous administrations have done to avoid court orders to release a detainee, voluntarily transfer Qahtani to a psychiatric hospital in Saudi Arabia.

It did neither, citing restrictions at Guantánamo during the coronavirus pandemic.

Given McCarthy’s decision to alter the regulation, the Justice Department on Friday asked the court to vacate Collyer’s order. “The entire legal basis underlying this court’s March 2020 Order has evaporated,” it said.

Once President-elect Joe Biden takes office next week, his Justice Department could choose to maintain the same position or withdraw the request to the court.

Qahtani’s lawyer, Ramzi Kassem, called the move “a last-ditch effort by the Trump administration to lock Joe Biden into a path of resisting the independent medical examination of a mentally ill man that the government has admitted torturing.”

Qahtani, who was diagnosed with schizophrenia, was captured along the Pakistan-Afghanistan border three months after the Sept. 11, 2001, terrorist attacks and subjected to two months of continuous, brutal interrogation at Camp X-Ray at Guantánamo in late 2002 and early 2003.

Leaked documents show that Qahtani was deprived of sleep and water, kept nude and was menaced by dogs, while under the care of military medics.

“There is no real question that the examination will confirm my client’s severe illnesses and lead to his medical repatriation,” said Kassem, a law professor whose clinic at City University of New York represents Qahtani.

Qahtani has been suspected of being one of several failed, aspirational 20th hijackers in the Sept. 11 attacks. But he has never been charged with a crime, in part because he was tortured.

Vladeck, a professor at the University of Texas School of Law who follows Guantánamo litigation, said the Army secretary has the authority to modify a regulation but the question likely confronting the court will be “whether the change is procedurally valid and whether it can be applied retroactively to this pending case.”

He also called the timing suspicious, days before McCarthy is relieved as Army secretary. “They lost on the rule. So they changed the rule.” He called it “a pretty shady way to duck the issue.”

"Moving forward, while the (Defense) Department continues with planning capable of further reducing US troop levels to zero by May of 2021, any such future drawdowns remain conditions-based," Miller said.

Miller said that troop reduction in Iraq reflects the "the increased capabilities" of Iraqi security personnel, adding that this does not mean a "change in the US policy".&nbsp;
