A security official said that the Federal Investigation Agency (FIA) refused to give clearance to Hall flying out of the country as his name was on the blacklist and he could not leave Pakistan.

The plane later went back without the passenger it was sent to bring back, according to officials.

The development came a day after Islamabad High Court passed a judgement that the US diplomat did not enjoy absolute immunity.

It also ordered the government to decide about adding his name to the Exit Control List, which controls the movement of people wanted by courts or those involved in corruption.

Colonel Hall on April 7 jumped a traffic signal in Islamabad and hit a motorbike carrying two men. One of them was killed. His father had approached the Islamabad High Court to stop the diplomat from leaving the country.

The issue has further strained the ties between Pakistan and the US which are already at odds over the issue of the Taliban and Afghanistan.

According to the US decision, Pakistani diplomats, at the embassy in Washington and four consulates in New York, Los Angeles, Texas and Chicago, will need to stay within 25 miles (40-kms) of the city of their posting.&nbsp;

Pakistan's former interior minister Chaudhry Nisar Ali Khan on Sunday said the "uncooperative attitude" and "stubbornness" of the Indian government has been the biggest obstacle in the Mumbai terror attacks trial reaching a conclusion, news agency PTI reported quoting a media report.&nbsp

Nisar's comments came in the wake of a statement by ousted prime minister Nawaz Sharif who questioned Pakistan's policy to allow the "non-state actors" to cross the border and "kill" people in 26/11 Mumbai terror attacks.

In an interview with the Dawn, Sharif who has been disqualified to hold public office for life by the Supreme Court in the Panama Papers case, criticised the delay in the conclusion of the Mumbai attacks trial.

Without naming Mumbai attack mastermind Hafiz Saeed and Maulana Masood Azhar's militant organisations, Jamaat-ud-Dawah and Jaish-e-Mohammad, Sharif said: Militant organisations are active in Pakistan. Call them non-state actors, should we allow them to cross the border and kill over 150 people in Mumbai.&nbspExplain it to me. Why can't we complete the trial."

Reacting to Sharif's remarks, Nisar, under whose watch the Federal Investigation Agency (FIA) was investigating the Mumbai attacks, said the Indian government was to blame for the hold-up in the Mumbai attacks trial, PTI reported quoting Pakistan newspaper Dawn.

"I say with full responsibility that the delay and slow pace of the Mumbai attacks-related case in Pakistan was not Pakistan's doing but was a result of non-cooperation and stubbornness by India," said the disgruntled PML-N member.

He said since the attack took place in the Indian financial capital, it was the Indian government which possessed "90 per cent of the evidence and facts" of the incident.

"Despite repeated efforts, India refused to share those facts and evidence with FIA and the investigative committee formed by Pakistani courts," he claimed.

He said, "There was no bigger evidence of the Indian government's lack of interest in taking the case to its end than its refusal to allow FIA to question the only living proof of the attacks: Ajmal Kasab."

"Kasab was hanged in such haste so that the Mumbai attacks could be used as a tool for Pakistan bashing across the world on political basis," he said.

He claimed that although Pakistan had cooperated with the Indian government for information-sharing regarding every terrorist incident, India had not reciprocated for incidents taking place inside Pakistan.

The Mumbai attack case has entered into the 10th year but none of its suspects in Pakistan has been punished yet, showing that the case had never been in the priority list of Islamabad that appears to be keen to put it under the carpet.

A number of Pakistani witnesses both official and private testified and provided evidence against the seven accused, but the Pakistani authorities have been insisting on sending Indian witnesses for reaching a verdict in the case.

Some 166 people were killed in the attack carried out by 10 LeT men. Nine of the attackers were killed by police while lone survivor Kasab was caught and hanged after handed down death sentence.&nbsp

Accusing Pakistan of pursuing weak foreign policies, Jamaat-ud-Dawa chief and Lashkar-e-Taiba founder Hafiz Saeed has called on Pakistan to break the ties with both India and the United States.

"Modi ki dosti chordh do, America ki naukri chordh do (unfriend Modi and stop working for America)," Hafiz was heard saying during a public rally.

"The weakness lies in Islamabad," Saeed said, "as the administration is not making its policies clear on Kashmir under pressure. They should engage Kashmiris in an effective manner to meet their right to self-determination."

Saeed also accused India's Army Chief General Bipin Rawat of changing his statements every now and then.

General Rawat had earlier said that "azaadi" (freedom) was a far cry in the Valley and the security forces would fight those who sought it. He had also warned the Kashmiri youths against getting embroiled with the security forces and disrupting operations.

According to reports, a businessman and his son were shot dead in Balochistan province of Pakistan. The incident happened during a robbery bid yesterday.

The victims, Jay Pal Das and his son Girish Nath, were believed to be Hindus. They were shot dead by unidentified assailants near a cement factory.

As per reports, the father-son duo was killed as they resisted the robbery bid.

"An investigation team has been assigned the task to nab the culprits and very soon they will be in police custody," Lasbela Senior Superintendent of Police Muhammad Hashim said.

"Strict security measures have been adopted in residential areas of the Hindu community as it is our responsibility to make sure of your safety as well as of all others," he added.

This is not the first incident of violence against Hindu business community in Balochistan province. The community has often faced violence in the past perpetrated by criminal groups.

Pakistan: Hindu businessman shot dead in Balochistan province

Torrential rains and windstorm killed at least 11 people and left 14 others injured today in Pakistan's northwestern tribal region, officials said.

As many as six persons were killed and 16 others injured when the roof of a religious seminary collapsed in the country's northwestern Bajaur agency.

Two persons were killed in Mamond area in rain-related incidents. In Khyber agency, two persons were killed. Several vehicles were swept away in flood.

Officials said that a total of 11 people have been killed and 14 others injured in rain-related incidents.

Pakistan`s Chief Justice Mian Saqib Nisar has condemned the targetted attacks on members of the minority Hazara community in Balochistan, describing it as a clear case of "ethnic cleansing".

Leading a two-judge bench comprising of Justice Ijazul Ahsan and himself at the Supreme Court`s Quetta Registry, Chief Justice Nisar, taking suo moto notice of the attacks, said, "For me, the targetted killing of the Hazara community in Quetta is ethnic cleansing and that is why I had to take suo motu notice. We have no words to condemn the killings of Hazaras."

According to the Express Tribune, Chief Justice Nisar took suo motu notice of recent attacks on the beleaguered community and asked the Balochistan government, Levies, police, and the Interior Ministry to submit separate reports to the apex court.

Earlier, community leaders approached the bench to relate their predicament."The Hazaras are being killed for the last 20 years, but no one has been arrested till this date," Advocate Iftikhar Ali, a leader of the community, told the court.

He claimed the Hazaras were facing systemic discrimination."We are facing personal and financial losses due to this persecution," the Express Tribune quoted him, as saying.

He also highlighted the fact that security for 15 Hazara leaders has been withdrawn, which the Deputy Inspector General of Police (Quetta) denied.

Chief Justice Nisar asked Balochistan Inspector General Police (IGP) Moazzam Jah Ansari and other agencies to reveal the measures they were taking to protect the community.

Balochistan IGP Ansari revealed that 399 Hazaras had been killed in various incidents of terrorism in the last six years.

The highest number of Hazaras (208) was killed in 2013, while 19 people from the minority community and 20 settlers were killed in 2012, his report said.

"Nine members of the Hazara community have been targeted in Balochistan in the last four months," the IGP said, adding that 106 security personnel have also been killed since 2012 in targetted attacks.

"Twenty-eight personnel have been martyred so far in various incidents across the province this year. The security situation in the province has improved now," he added.

Another leader of Hazaras, Major (retd) Nadir Ali, lamented that a joint investigation team (JIT) formed to investigate targetted killings of the Hazaras could not produce any significant results.

Chief Justice Nisar ordered the IGP to directly look into the issue.

The chief justice also took notice of a separate petition filed by a Hazara woman whose husband has reportedly gone missing and advised IGP Ansari and the Frontier Corps to contact intelligence agencies for assistance in the matter.

"We cannot exist peacefully without state institutions. We should not consider them as our enemies," he said in a reference to the intelligence agencies on Friday.

"I met the Hazara community recently. They were so afraid, they wouldn`t even lodge complaints or request the Supreme Court, while killers of the community are holding public rallies," Chief Justice Nisar said.

The CJP ordered the authorities to improve and implement a security plan immediately. He later adjourned the hearing till after Eid-ul-Fitr.

Pakistan CJ condemns ''ethnic cleansing'' of Hazaras

Union Minister Jitendra Singh said today that "studios" have been set up in Pakistan to promote propaganda and manage content on social media to mislead the people of Kashmir, but the Centre is taking effective steps to counter them.

The minister of state in the Prime Minister's Office said a "perception is created in these studios on a daily basis and false messages are spread".

"Intelligence agencies have intercepted recorded false messages like encounter (between militants and security forces) has started and people are requested to reach the spot (to help militants escape)," Singh told reporters here.

"It is a reality that studios were set up in Pakistan under a well-planned strategy to manage propaganda on social media to mislead the people of Kashmir," he said.

Replying to a question on the challenges posed by social media, especially in Kashmir, Singh said the Union Home Ministry has taken a serious note of the matter and is chalking out a strategy to counter the spread of false information.

On the Karnataka Assembly elections, he expressed confidence that the BJP would form the next government in the state. The Union minister said the people of Karnataka have made up their mind to vote the BJP to power in the state.

"Rahul Gandhi has unveiled himself by stating he is ready to become the prime minister of the country and thus spoke of the dynasty rule," he said, referring to the Congress president's assertion on Wednesday that he is ready to occupy the post if his party emerges as the "biggest" party in the 2019 Lok Sabha polls.

Singh said the youth constitute India's 70 per cent population and they have "tasted the real democracy" under Prime Minister Narendra Modi's rule.

"I have full faith that the people Karnataka will express their faith in the leadership of Modi and help him to take India to new heights...By becoming part of the New India," he said.

Muslim scholars from three countries issued an edict on Saturday saying that violent extremism and terrorism, including suicide attacks, are against Islamic principles, in an effort to convince the Taliban to end their violence.

Seventy prominent scholars from Afghanistan, Pakistan and Indonesia issued the fatwa, or edict, at a conference in Indonesia on ways to achieve peace and stability in Afghanistan.

The Taliban urged Islamic clerics to boycott the Bogor conference and warned Afghan clerics, "Do not afford an opportunity to the invading infidels in Afghanistan to misuse your name and participation in this conference as means of attaining their malicious objective."&nbsp

Indonesian President Joko "Jokowi" Widodo, who opened the one-day meeting, stressed Indonesia's commitment to helping build peace in the country. Jokowi said the conference was part of Indonesia's efforts to encourage the role of Islamic clerics, or ulema, in promoting peace in Afghanistan.

"Through the voice of ulema, mainly from Afghanistan, Pakistan and Indonesia, presumably the spirit of brotherhood for peace in Afghanistan can be strengthened," Jokowi said.

He said "ulema are the agent of peace ... They have the power to form the face of peaceful people." In a declaration, the scholars said Islam was a religion of peace and denounced all kinds of violent extremism and terrorism.

"We reaffirm that violence and terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic group, as violent extremism and terrorism in all its forms and manifestation including violence against civilians and suicide attacks are against the holy principles of Islam," the declaration said.

The conference at the presidential palace in Bogor, a West Java town on the outskirts of Jakarta, was organized by the Indonesian Ulema Council.

Pakistan’s World Cup-winning hockey goalkeeper Mansoor Ahmed passed away on Saturday after a prolonged illness.&nbsp;

He was 49.&nbsp;

His health had steadily deteriorated over the past few days, and earlier today he was put on life support after his lungs and heart ailment worsened, as per media reports.&nbsp;

The hockey legend, who was known as the 1994 World Cup hero for Pakistan, had been suffering from heart ailment for the past three years.&nbsp;

He was undergoing treatment at the National Institute of Cardiovascular Diseases in Karachi.&nbsp;

Last month, he had said he wanted his surgery to be done in India as the facilities there were better than those offered in any other country.

However, a Pakistan doctor said that there was no need to shift Mansoor to India, as the surgery was very much possible in Pakistan.

National Institute of Cardiovascular Diseases' Dr Nadeem Qamar had said they were ready to perform the surgery on Ahmed.&nbsp;

He had also reached out to the Indian government for a visa so that he could get the needed treatment.

Mansoor Ahmed represented Pakistan in 338 hockey matches from 1986 to 2000.&nbsp;

The removal of various exemptions, and the imposition on movements was taken in a tit-for-tat move after the Trump administration had earlier decided to impose travel restrictions on the Pakistani diplomats in the US.

Also the US diplomats cannot use tinted glass on official vehicles and rented transport. Further, the embassy has been barred from using non-diplomatic number plates on their vehicles.

In addition to this, the diplomats can no longer use unregistered mobile SIMs and hold multiple passports.

According to a notification, tweeted by Hassan Akbar, a Pakistan-based foreign affairs expert, a number of such exemptions and restrictions came into effect on Friday following US travel restrictions, which also came into force yesterday.

"As #US places travel restrictions on #Pakistan's diplomats, the #ForeignOffice is set to lift special exemptions enjoyed by #USembassy in Islamabad including exemption from cargo scanning, use of unregistered car plates and SIMs, renting safe houses without NOC etc," he tweeted.

As reported by the Pakistan's News International on Thursday, the Trump's administration decided that the officials of the Pakistan Embassy and four consulates are required to get permission from the State Department five days before going beyond the set limits.

The decision was taken after Trump's administration turned around Islamabad's request to put the name of Jamaat-ul-Ahrar leader Umer Khalid Khurasani aka Abdul Wali on the UNSC sanctions committee's list.

Pakistan had earlier attacked the United States saying that the top militant leaders are residing inside Afghanistan under the full view of NATO and the US troops.

Following this allegation, Trump's administration turned down Islamabad's request to put the name of Jamaat-ul-Ahrar leader Umer Khalid Khurasani also known as Abdul Wali, a terrorist listed on the UNSC sanctions committee's list.

Pakistan has also decided that from May 11, restrictions will be imposed on all American diplomats and their movements.

The US fired back saying that Pakistani diplomats in Washington D.C. would be facing similar restrictions.

It has been further reported that back-door negotiations are underway between the two countries.

Pakistan also clarified for not allowing Pakhtun Afghan refugees in the PTM (Pashtun Tahafuz Movement) rallies.

Earlier in April this year, the United States and Pakistan had faced tensions over visa policy.

As reported by the Dawn, Pakistan had received a notification by the US imposing restrictions on the movement of the Pakistani diplomats as they would need to apply for permission at least five days ahead of an intended travel outside the imposed 25 miles radius.

Its key markets are Pakistan, Bangladesh, Sri Lanka, Myanmar and Nepal, claiming 30,000 sellers and 500 brands on its platform, according to a statement by Alibaba.

Products available on Daraz include consumer electronics, household goods, beauty, fashion, sports equipment and groceries, it said.

Daraz said the acquisition would help further growth in its main markets, adding that they were home to 460 million people, 60 percent of whom were under the age of 35.

Alibaba CEO Jack Ma has also been investing in research into advanced technologies such as driverless cars and artificial intelligence.

The New York-listed firm added 98 million active consumers over the year ended March 31, to a total of 552 million using its e-commerce marketplaces.

“My name is Aijaz Ahmad Gojri. I request my other friends -- Suhaib Akhoon, Mohsin Mushtaq Bhat and Nasir Amin Drazi -- who are on the wrong path and have left their families, their good life and living in forests, to return home,” said the militant.

In the two-minute clip, Gojri&nbsp;further said: “I request Nasir to come back as his mother is very ill.”&nbsp;

Gojri is one of the four militants arrested on Wednesday for their alleged involvement in the killing of three boys at Baramulla on April 30.

As per a police spokesman, two of the four militants arrested had involvement in the gunning down of Baramulla residents Irfan Ahmad Sheikh, Haseeb Nabi Khan, and Mohammad Asgar Sheikh.“

We have ample evidence to suggest the hand of the outlawed Lasher-e-Taiba group in instigating violence and killing innocent people in north Kashmir," Inspector General of Police (Kashmir range) Swayam Prakash Pani told reporters on Wednesday.

The two-minute clip was shot while the terrorist was in the custody of the Army.

Police in Pakistan have arrested the father and brother of an Italian woman of Pakistani descent strangled in a suspected honour killing, police said on Thursday.

Rights groups say hundreds of women and girls are killed in Pakistan each year by family members angered at perceived damage to their "honour", which may involve eloping, fraternizing with men or any infringement of conservative values regarding women.

Sana Cheema, 25, who lived in the northern Italian city of Brescia, was visiting relatives in Pakistan when she died last month, after suffering from what her family initially said was a "chronic ulcer and hypotension".

Social media activists in Pakistan spotlighted the case, citing Italian media reports that Cheema might have been killed by her family after she refused to marry a man they selected.

Police exhumed Cheema`s body and a forensic report confirmed she had been strangled, a police official who investigated the case, Irfan-ul-Haq Sulehria, said.

He said police had arrested her father, Ghulam Mustafa, and her brother, Adnan Cheema.

The two are being held in a police lock-up and have not yet been brought before a court. They are due to appear in court when police complete their investigation, which may take weeks.

Italian media have said Cheema was in love with someone in Brescia whom she planned to marry, but her family did not approve.

"Sana was in love with someone in Italy," Sulehria quoted the father as saying.&nbsp;

The family had suggested several alternative suitors, but Cheema declined, Sulehria told Reuters.&nbsp;

In 2016, a British woman of Pakistani origin was killed by her father and her ex-husband in the eastern city of Jhelum after she married someone she loved in England.&nbsp;

Pakistan adopted legislation against "honour killings" in 2016, introducing tough punishment and closing a legal loophole that had allowed killers to walk free if pardoned by family members.&nbsp;

Police in Pakistan`s most populous province of Punjab, where honour crimes have been rampant, said recently the numbers of such killings had fallen since the law was introduced.

Police in Pakistan have arrested the father and brother of an Italian woman of Pakistani descent strangled in a suspected honour killing, police said on Thursday. Rights groups say hundreds of women and girls are killed in Pakistan each year by family members angered at perceived damage to their "honour", which may involve eloping, fraternizing with men or any infringement of conservative values regarding women. Sana Cheema, 25, who lived in the northern Italian city of Brescia, was visiting relatives in Pakistan when she died last month, after suffering from what her family initially said was a "chronic ulcer and hypotension". Social media activists in Pakistan spotlighted the case, citing Italian media reports that Cheema might have been killed by her family after she refused to marry a man they selected. Police exhumed Cheema`s body and a forensic report confirmed she had been strangled, a police official who investigated the case, Irfan-ul-Haq Sulehria, said. He said police had arrested her father, Ghulam Mustafa, and her brother, Adnan Cheema. The two are being held in a police lock-up and have not yet been brought before a court. They are due to appear in court when police complete their investigation, which may take weeks. Italian media have said Cheema was in love with someone in Brescia whom she planned to marry, but her family did not approve. "Sana was in love with someone in Italy," Sulehria quoted the father as saying. The family had suggested several alternative suitors, but Cheema declined, Sulehria told Reuters. In 2016, a British woman of Pakistani origin was killed by her father and her ex-husband in the eastern city of Jhelum after she married someone she loved in England. Pakistan adopted legislation against "honour killings" in 2016, introducing tough punishment and closing a legal loophole that had allowed killers to walk free if pardoned by family members. Police in Pakistan`s most populous province of Punjab, where honour crimes have been rampant, said recently the numbers of such killings had fallen since the law was introduced.

The CIA continues to be very concerned about potential contacts between Pakistani nuclear scientists and extremist groups and is monitoring them, US President Donald Trump's nominee to head the agency has said.

Gina Haspel, if confirmed by the Senate, would be the first female director of the Central Intelligence Agency (CIA).&nbsp

"There was very deep concern about potential contacts, and we continue to monitor this very closely, between extremists and Pakistani nuclear scientists," Haspel told the members of the Senate Select Intelligence Committee during her confirmation hearing yesterday.&nbsp

She was responding to a question from Senator John Cornyn.

Cornyn cited a book that reminded him that post-9/11, the then president George W Bush was concerned about reports that Osama bin Laden and al Qaida were meeting with the Pakistani officials connected with their nuclear programme to gain access to a nuclear device that they might then use for a follow-on attack against the cities like Washington DC.

"Without divulging classified information, can you confirm that there were concerns about follow-on attacks using nuclear devices, biological weapons, other weapons of mass destruction that might have killed more innocent Americans as happened on 9/11? Was that the environment in which you and the country were operating in at the time?" Cornyn asked Haspel.

There were very grave concerns on that front, Haspel answered.

"And indeed, al Qaida had those kinds of programmes, efforts to acquire crude, dirty bombs, efforts to develop -- they had a programme -- a biological weapons programme. I remember the operative who was in charge of that," Haspel said.&nbsp
