Instead, <a href="https://www.wionews.com/south-asia/pakistan-blocks-un-team-from-interviewing-jud-chief-hafiz-saeed-201836">Saeed, chief of UN-designated terrorist organisation JuD</a>, offered prayers at a local mosque adjacent to his Jauhar Town residence here.

"JuD chief Saeed wanted to lead the Eid prayers at the Qaddafi Stadium but he was conveyed by an official of the Punjab government a day before (Tuesday) that he could not do so. In case he goes ahead with his plan (to lead the Eid prayers) the government may arrest him," the official privy to the development told PTI.

He said Saeed having no other option "followed the government direction" and dropped the idea of leading the prayers at the Qaddafi Stadium.&nbsp; 
Saeed had been leading the prayers on both Eid-ul Fitr and Eid-ul Azha at the Qaddafi Stadium for last many years without any hindrance. Rather the government used to provide him foolproof security.&nbsp;

In the past Saeed not only led the prayers but also propagated his views especially on Kashmir before a large gathering of people assembled on such religious festivals.

In February, Paris-based international terror financing watchdog FATF decided to continue the 'Grey' listing of Pakistan for its failure to stop funding of terrorist groups such as the Jaish-e-Mohammed (JeM), the Lashkar-e-Taiba (LeT) and the JuD.

In March, Saeed was barred by the government from delivering weekly Friday sermon at Jamia Masjid Qadsia, the JuD headquarters in Lahore. 
Saeed was never stopped from delivering Friday sermons even during the years when Masjid Qadsia's control was under the Punjab government. 
The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attacks. It had been declared as a foreign terrorist organisation by the US in June 2014.

The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist, and the US, since 2012, has offered a USD 10 million reward for information that brings him to justice.

My government will spend this money saved on development of merged tribal areas and Balochistan," he tweeted.

While talking to troops, Bajwa, who spent Eid with troops along Line of Control (LOC) and offered prayer with soldiers on the front line, further noted that the best Eid for a soldier is to have pride for being on duty of defending the motherland even on such festive days away from family.

The News International also reported that the armed forces have decided to forego some of its development programmes, besides cuts in other allowances.

But when the site was later closed after complaints from some countries over information-sharing, airlines turned elsewhere for advice.

"For the big 50 airlines, they have the resources to dedicate a security department to the job," said Mark Zee, founder of OPSGROUP, which launched the free website Safe Airspace to provide guidance after MH17.

"For everyone else - and that is thousands of operators, I can tell you that many of them have a really hard time making a decent risk assessment. I see it in the emails we get every day."

Airlines are spending millions of dollars a year on extra fuel flying roundabout routes in the Middle East and Africa to avoid conflict zones.

And carriers still see routes above war-torn countries differently, just like before MH17, when British Airways and Air France avoided eastern Ukraine, but Lufthansa and Singapore Airlines flew over it.

"This is where we need better information," IATA Senior Vice President, Safety and Flight Operations Gilberto Lopez-Meyer said in Seoul.

Qatar Airways, for one, recently returned to flying over Syria as part of its efforts to grapple with a two-year Gulf dispute that has blocked it from using the airspace of many of its neighbours. CEO Akbar al-Baker said the airline would not fly anywhere that is not safe.

'More aware'

The United States and other countries ban their airlines from flying over Syrian airspace at any altitude due to safety risks, according to a European Union Aviation Safety Agency (EASA) conflict zone website set up after MH17.

Instead, opening batsmen Fakhar Zaman and Imam-ul-Haq delighted their vocal supporters by belting a string of fours and one six in an opening partnership of 82.

England spinner Moeen Ali finally broke the pair up, claiming the wicket of Fakhar (36) when he miscalculated the spin and was stumped by keeper Jos Buttler.

Woakes took a diving catch at extra cover to dismiss Imam-ul-Haq (44) six overs later, giving Moeen his second wicket of the morning and leaving Pakistan on 111-2.

Babar and Mohammad Hafeez then steadied the ship for Pakistan with a partnership of 88 runs - partly helped by England's Jason Roy dropping a relatively easy catch off Hafeez when on 14 at mid-off. The home side, indeed, were uncharacteristically ragged in the field for most of the innings.

Moeen and Woakes combined again for the next wicket, when Babar mistimed and lofted the ball towards mid-on where Woakes dived forwards to scoop up the catch.

Hafeez was eventually caught, hitting the ball low towards mid-off where Woakes gleefully snatched his third catch of the day.

Woakes matched his performance in the field with three late wickets, leaving England with a challenging, record-setting target. The best successful World Cup run chase to date came in 2011 when Ireland made 329 against England.

"From London, the whole world is open to us."

British High Commissioner Thomas Drew and BA's Chief Commercial Officer Andrew Brem called on Prime Minister Imran Khan, who said the resumption of BA flights to Pakistan will boost tourism in the country and encourage increased trade and investment.

"The links between Britain and Pakistan are already extra-ordinary from commerce, cricket and culture to people, politics and education," Drew added.

"This launch is a vote of confidence in the future of those links."

BA halted service to Pakistan following the 2008 Marriott Hotel bombing in the capital Islamabad which took place during a period of devastating Islamist militant violence in Pakistan.

Security has improved since, with militant attacks sharply down in the mainly Muslim country of 208 million people, reviving Pakistan as a destination for tourist and investors.

At present, only loss-making national carrier Pakistan International Airlines (PIA) flies directly from Pakistan to Britain, but its ageing fleet of planes is a frequent source of complaints by passengers.

Khalilzad, who is leading US President Donald Trump's push to broker a peace deal with Taliban, arrived in Pakistan on Sunday.

He is on a 17-day long peace mission during which he will visit Afghanistan, Belgium, Germany, Qatar and the United Arab Emirates in efforts to end the long-running Afghan war.

The US envoy will resume peace talks with Taliban in Doha, where the terror group has a political office. He has met with Taliban six times to broker a deal under which the US will pull out troops who were first deployed following the September 11, 2001 attacks.

Ahead of Khalilzad's two-weeks tour, the US State Department had said that he will resume talks with the group after a break of around a month to move the peace process forward.

Khalilzad, during his meeting with Khokhar, appreciated the pivotal role played by Pakistan for establishment of enduring peace in the region.

"In line with Prime Minister Imran Khan's vision, Pakistan reiterated its commitment for peace. It encouraged all sides to seize the moment to end the prolonged conflict through political settlement," Foreign Office spokesman Mohammad Faisal said.

Pakistan said on Sunday that there was no official communication with India about the opening of the airspace and Islamabad will wait for New Delhi's decision to lift the air restriction on its flights before taking a final call on lifting its airspace ban.

Pakistan has already indicated that it may lift the airspace ban along its eastern border with India, imposed on February 27 after the Balakot airstrike, to reciprocate India's decision to remove all restrictions on all air routes in the Indian airspace.

"We have already opened this point, Telem (near Ahmedabad), about two months ago, for India. It was India that has to open it now, enabling the flights to use this airspace," the Pakistani government official told PTI.

He said since there is no official communication between the two countries in this respect taken place yet "we will see what Notam (notice to airmen) it (India) issues today."

When asked about the opening of other around 10 routes (points), the official said: "Once the Indian government lifts the air restriction on Pakistani flights on these routes, Pakistan will certainly follow suit."

It is expected that these points will gradually be opened this month.

The Indian Air Force (IAF) Friday said that temporary restrictions on all air routes in the Indian airspace, imposed by it on February 27, have been removed.

The IAF said it had removed restrictions that were imposed on all routes a day after its 12 Mirage 2000s crossed over to Pakistan and conducted air strikes in Balakot. Pakistan fully closed its airspace on February 27.

On March 27, Pakistan opened its airspace for all flights except for New Delhi, Bangkok and Kuala Lumpur. On May 30, Pakistan extended its airspace ban for flights to India till June 15.

As a result of the ban, foreign carriers using Indian airspace have been forced to take costly detours because they cannot fly over Pakistan. The closure mainly affects flights from Europe to Southeast Asia. The flights from Europe and the US flying in and out of New Delhi have been the worst hit.

Since Pakistan's airspace closure, the airfare on many routes have gone up significantly, including Delhi-Kabul, Delhi-Moscow, Delhi-Tehran and Delhi-Astana.

Health officials suspect the outbreak is linked to reused syringes and needles and improperly screened blood transfusions.

"For me it was impossible to imagine," said Nazeer, recalling the day a doctor said his 16 month-old girl had tested positive for HIV.

"I told him `are you joking with me, how can she have HIV?`," he said in his home in Ratodero, 480 km (298 miles) from Karachi, the capital of the southern province of Sindh.

His daughter is receiving treatment, he said, adding he did not know how she was infected.

Health officials say 681 people have tested positive for HIV in Ratodero, of whom 537 are children, since April 25.

More than 21,00 people have taken an HIV test at Ratodero`s only screening centre in a government hospital. Others have been tested at private clinics. 
"I have identified the tip of the iceberg. This could be in the thousands, not hundreds," said Dr Imran Akbar Arbani, who operates a clinic in the town in Lakarna district.&nbsp;

About 60% of Ratodero patients were infected by reused needles and syringes, or through transfusions of blood that were not screened properly for HIV, said Dr Sikander Memon, head of the AIDS control programme in the province.

Police and doctors conducted an initial investigation and found that 123 HIV patients had been treated by one doctor before they were infected. 
Dr Muzaffar Ghanghro was arrested on April 30 and has been charged with unintentional murder, police said.

"Negligence and carelessness of Dr Muzaffar Ghanghro has been the prime reason behind the spread of HIV at the later stage," the investigation team said in a report.

Reuters was not permitted to contact Ghangro in jail and was not able to contact his lawyer.&nbsp;

Imtiaz, a labourer, said he had taken his three children to Ghangro because there was no paediatrician in town. All three became infected with HIV. 
"He applied the same drip on 50 children without changing the needle," he said.

Pakistan has some 163,000 HIV and AIDS patients, of whom only 25,000 are registered with provincial and federal AIDS control programs, said Zafar Mirza, a health adviser to Prime Minister Imran Khan.

At Pakistan`s request, the World Health Organization (WHO) and the US Centers for Disease Control and Prevention (CDC) have sent a team of experts to the area. They are expected to visit Ratodero on Friday.

"They will carry out a proper investigation into how this outbreak too place," Mirza told reporters. "I hope in the coming few weeks we will know the reasons."

The government has ordered 50,000 HIV screening kits and is setting up three treatment centres. Adult patients are receiving anti-retroviral drugs and medicines have been ordered for children, Mirza said.

The Ratodero cases underscore the dire state of healthcare in Pakistan, a nation of 208 million where almost a third of the population lives on less than $3.20 a day and where many people cannot afford expensive medical tests or drugs.

Few families can afford proper treatment for HIV, which usually involves regular trips to Karachi.

"I have sold all my valuables for treatment. Now I can`t afford to go Karachi for my children`s medicines every month," said Tariq, who lives in a village near Ratodero.

Tariq, his wife and daughter are HIV positive, and a nephew tested positive this month. He does not know how they became infected.

"There are 16 HIV cases in our village alone. No one has come to see our plight," he said.
