Responding to questions from lawmakers during a Congressional hearing last week, she told House Foreign Affairs Subcommittee for Asia, the Pacific and Nonproliferation that while the US has not seen the IMF package yet, there has been an agreement reached between the IMF and government of Pakistan.

"But certainly, we have communicated our strong views and Secretary (Mike) Pompeo has also done so publicly on the need for any package to include a real structural reform to reinforce..." Wells said when Congressman Brad Sherman said it looks like that the IMF loan is going through.

"Does treasury just do what they want for checking off some economic boxes or since this is the single most important thing we do with regard to Pakistan do they listen to you?" he asked.

However, Wells ruled out any effort to block IMF loan to Pakistan until the release of Dr Shakeel Afridi, the Pakistan doctor who is currently in jail on the charges of helping CIA to find Osama bin Laden.

"We believe Dr Afridi is being held wrongly, inappropriately. With Congress's&nbsp;help, we have withheld $130 million in assistance to Pakistan already as a result of his incarceration," she said.

Sherman said that the US aid to Pakistan has dropped by nearly 95 per cent.

"Our aid to Pakistan less than a decade ago was $2 billion a year; we now have cut it to $70 million. If I did the math quickly I would just say that's a 95 per cent reduction roughly. Pakistan I think is very important to the security of the United States. There are those that argue that Pakistan is important because it's close to Afghanistan and I think it's just the&nbsp; 
reverse," he said.

While the US aid is $70 million, the IMF loan is $6 billion.

"I don't think that could have happened without the US and I hope that when Treasury is over there, the IMF isn't just checking the boxes for fiscal purposes but are in fact taking policy direction from the State Department," Sherman added.

China is investing heavily in Pakistan under the $60 billion China-Pakistan Economic Corridor (CPEC).

Launched in 2015, the CPEC is a planned network of roads, railways and energy projects linking China's resource-rich Xinjiang Uyghur Autonomous Region with Pakistan's strategic Gwadar Port on the Arabian Sea.

Noorul Hassan, 55, a resident of Sadiqabad district of Punjab province, some 400kms from Lahore, is suffering from extreme obesity.

On Tuesday, personnel from the Rescue 1122 had to break the wall of his house to take him outside as he was too big to pass through the main gate of his house.

Pakistan Army chief General Qamar Javed Bajwa made special arrangements for Hassan's transfer and treatment after he appealed to him for help on social media.

Hassan, who is unable to move freely due to being overweight and also because of other medical complications, will get treatment, including laparoscopic surgery, at the hospital in Lahore.

On Tuesday, he was shifted to a military hospital for examination in Lahore. Later, he was shifted to Shalamar Hospital Lahore, a health facility under a public-private partnership.

According to media reports, Hassan is the heaviest man in Pakistan, but there is no official confirmation about this.

Earlier in 2017, Pakistan's most obese person with a weight of 360 kg underwent laparoscopic surgery and succeeded to bring his weight below 200 kg.

A senior Pakistani official Tuesday claimed that the UK government has agreed to extradite former finance minister Ishaq Dar to Pakistan to face trial in a corruption case. &nbsp; &nbsp;

Dar is accused of possessing assets disproportionate to his declared sources of income. A case against the former finance minister was filed by the National Accountability Bureau after the Supreme Court's July 28 verdict in the Panama Papers case.

Dar had been declared a proclaimed offender by the Supreme Court due to his continuous absence from the proceedings.

Special Assistant to the Prime Minister on Accountability Shahzad Akbar told media in Islamabad that Dar would be brought back under a memorandum of understanding.

"We reached at an agreement (with UK), and Dar will be brought back after ratification of the extradition documents by UK," he said.

Akbar said that according to the agreement, Dar will be produced before a magistrate in UK and then repatriated to Pakistan.

He did not give any timeline for the completion of the process of extradition but hoped that it would be completed soon.

Dar is considered very close to former premier Nawaz Sharif, who is also in jail on corruption charges.&nbsp;

A 22-year-old Pakistani blogger and journalist known for criticising the country's powerful military and the spy agency ISI was hacked to death by an unidentified man here, police said on Monday.

Muhammad Bilal Khan, having over 16,000 followers on Twitter, 48,000 on his YouTube channel and 22,000 on Facebook, was with a friend when he received a phone call after which a man took him to the nearby forest on Sunday night, Dawn news quoted police as saying.

The suspect used a dagger to kill him, Superintendent of Police (SP) Saddar Malik Naeem said, adding that some people heard gunshot firing as well. 
Khan's friend was seriously injured in the incident.

Apart from being a social media activist, Khan was also a freelance journalist.

Soon after his killing, #Justice4MuhammadBilalKhan started trending on social media.

Several Twitter users said that his criticism of the Pakistan Army and the Inter-Services Intelligence (ISI) led to his killing.

"Pakistani activist and journalist Mohammad Bilal Khan was shot dead last night in Islamabad. Khan was known for his criticism of the all-powerful military and its notorious spy agency," a man said in a tweet.

The deceased's father Abdullah said that his body had marks of a sharp tool.

"My son's only fault was that he spoke about the Prophet," he said. A case was registered under various sections including the Anti-Terrorism Act.

Justice Projects Pakistan, an human rights law firm, said that Abbas' execution should be stayed and he should be transferred to a mental health facility.&nbsp;

"Abbas' execution must be stayed and he should be transferred to a mental health facility to be comprehensively assessed, " Sarah Belal from JPP was quoted as saying by the paper.&nbsp;

Malik Hussain Mubbashar, a psychiatrist appointed by the Supreme Court in the case, said the medical examination records showed that jail authorities had treated him with strong anti-psychotic drugs.&nbsp;

He said that Abbas had a genetic predisposition to mental illness because of his family history of mental illness.

"It is imperative I be allowed to visit Abbas in jail to assess his mental health and physical condition. In my professional opinion, he should be shifted to the Centre for Mental Health, Benazir Bhutto Hospital, Rawalpindi, for proper care," he said.

Thirty-one people were tested HIV positive during a screening programme conducted in Pakistan's Sindh province on Saturday, health authorities said amid a probe by international experts from the WHO to check the outbreak of the deadly virus.

The new cases in Shikarpur district see a surge in cases of HIV (Human Immunodeficiency Virus) in Sindh after 215 positive cases, including 181 children, were reported in Ratodero district of Larkana last month, Geo News reported.&nbsp;

According to District Health Officer Shabbir Sheikh, 2,500 people were screened out of which 31 tested positive, the report said.

Those that have tested positive were being provided treatment and other amenities according to the World Health Organisation (WHO) regulations.

A delegation of the United Nations bodies, including the WHO, UNAIDS and UNICEF, are already in Karachi to help the Sindh health authorities to investigate the alarming outbreak of the HIV in the district.

The main reason behind the spread of HIV virus was revealed to be the use of unsafe blood, unsafe injections and unsafe practice, the WHO Representative Palitha Mahipala said.

Those affected have urged the Sindh government to make HIV medicine readily available at private medical stores apart from government hospitals for easy access.

Sindh Health Minister Dr Azra Fazal Pechuho said that legislation for the formation of a health commission, to address HIV outbreak, has been completed, she said, the Express Tribune reported.

Dr Pechuho said that the investigation revealed a large number of doctors in Sindh were carrying out unsafe medical practices. Efforts are being made to stop them from doing so.

She also requested the federal government to allocate a certain amount in the budget for the production of auto-lock syringes in Pakistan, the report said.

She said that the recent outbreak was a sign that if the issue of HIV is neglected any further, it would result in a dangerous situation.

Federal Health Minister Dr Zafar Mirza also said that federal and provincial governments were working together and the recent HIV outbreak was a wakeup call to improve the healthcare system in the country.&nbsp;

He stressed on the need to make HIV control programme more effective, at national and provincial levels.

He said that Pakistan has the highest number of Hepatitis B cases in the world and Hepatitis C was also turning out to be a big challenge, adding that if not addressed, HIV too would become a big problem.

Citizens have also asked to take adequate measures to counter the disease.

In total, 76.1 million people worldwide have been infected with HIV, since the epidemic started in the 1980s. Some 35 million have died, according to official figures.

Without treatment, HIV-infected people go on to develop AIDS, a syndrome that weakens the immune system and leaves the body exposed to opportunistic infections such as tuberculosis, and some types of cancer.

Treatment carries side-effects and is costly, but allows infected people to be healthier for longer.&nbsp;

31 test positive for HIV in Pakistan

The National Accountability Bureau (NAB) here on Saturday submitted its reply in the Islamabad High Court (IHC) on the plea seeking suspension of former Prime Minister Nawaz Sharif`s sentence in Al-Azizia Steel Mills case.

In its reply, the anti-corruption watchdog has opposed the suspension of Sharif`s sentence and requested the court to reject his plea, Dunya News reported.

Sharif cannot be released on bail as he is a convict and the accountability court had punished him after analysing the evidence, the NAB has stated.

Last month, a two-judge IHC bench comprising Justice Aamer Farooq and Justice Mohsin Akhtar Kiyani issued a notice to the federal government, the NAB and the superintendent of the jail to submit their responses on the matter within two weeks.

On March 26, the Supreme Court had granted a six-week bail to the former Prime Minister on medical grounds, which expired on May 7.

Apart from seeking suspension of his sentence, the petition, filed by Sharif on May 20, also said that the three-time Prime Minister had invested in his children`s companies. His sons, Hussain and Hassan, had no known sources of income and they were under the guardianship of their father, according to Sharif`s plea.

The case will be next heard on June 25.

In December last year, accountability court judge Arshad Malik had convicted Sharif in the Al-Azizia/Hill Metal Establishment reference. The court sentenced him seven-year imprisonment, besides imposing a fine of Rs 1.5 billion and USD 25 million on him.

Besides, the leader was also disqualified from holding any public office for a period of 10 years. The disqualification will go into effect following his release from jail after serving the seven-year sentence.

Days after Pakistan unveiled its budget for the upcoming financial year, its currency has fallen to record low.

Pakistani rupee touched an all-time high of Rs 157 against US dollar in the intrabank market on Friday. It has been continuously falling since the country's markets opened after Eid holiday.

On Thursday, Pakistani rupee had closed at Rs 154 against the US dollar.

The country's finance ministry has predicted the inflation to rise up to 13 per cent and Pakistan's growth to fall to 2.4 per cent, according to major publications in the country. However, as per the official Annual Plan 2019-20 of the Planning Commission, the GDP growth is targeted at four per cent and inflation is projected at 8.5 per cent for the coming year.

Pakistan Prime Minister Imran Khan recently addressed the nation and stated that the country's debt, in the last decade, has gone up from 6,000 billion Pakistani Rupees to a whopping 30,000 billion Pakistani Rupees ($205 billion).

Khan added that taxes that are gathered annually, around 4,000 billion Pak Rupees, half of it goes to pay off these debts.

"The money left after that, Pakistan cannot survive with its expenses in that money," Khan stated.

He urged the people of Pakistan to declare undeclared assets. "If we won't pay taxes, we cannot help our nation go forward," Pak PM said adding that everyone must declare their undeclared assets by June 30.
