Lightning strikes killed at least 18 people and injured several more during a deadly night in Pakistan's Thar desert, police said Friday, describing the deaths as "unprecedented".

Thunderstorms and a heavy downpour caused havoc in several villages, destroying dozens of homes, in an unusual rainfall event that a meteorologist says could be linked to climate change.

It was the lightning strikes in 18 different places which had the greatest impact.

"We have so far confirmation of 18 deaths in our district," Abdulah Ahmed, the police chief of the region -- which is located in southern Sindh province and stretches over 22,000 square kilometres (8,500 square miles)-- told AFP.

He said that officers in each village had verified that each death was caused by a lightning strike.

In contrast, lightning kills an average of three people each year in the UK, according to the Royal Society for the Prevention of Accidents.

The Thar desert, straddling the Indian border and one of Pakistan's poorest areas, is dependent on monsoon rains.

But such heavy rainfall in November is "unusual", while "lightning of that intensity is unprecedented," said Dr Syed Sarfraz, a senior meteorological officer in Karachi.

He said the causes were still being investigated but suggested hot air over the desert had met with a cold air mass entering from Iran, fuelling the storms. Climate change could also be playing a role, he added.

Dozens of tents and blankets were dispatched from Karachi in a relief effort for the families who lost their homes in the rain.

The relations between India and Pakistan are tensed since the Pulwama suicide attack in Jammu and Kashmir which was carried on by Pakistan-based terror group Jaish-e-Mohammed (JeM). After a long delay, Pakistan government on Tuesday granted "conditional" approval for former prime minister Nawaz Sharif to travel abroad for medical treatment on the assurance that he signs surety bonds and commits to return after his treatment and face charges against him.

Addressing a news conference after the cabinet meeting chaired by Prime Minister Imran Khan, the government's chief spokesperson Firdous Ashiq Awan said that about "85-90 per cent" participants of the meeting were of the opinion that Nawaz should be allowed to go abroad for medical treatment provided he meets certain conditions, reported Dawn.

After this, the cabinet approved to remove Sharif's name from the Exit Control List (ECL).

The relief is not unconditional and is a one-time waiver. Sharif would be legally bound to surety bonds, indemnity bonds, security and fines imposed on him by courts.

Awan said Law Minister Farogh Naseem shared the recommendations given by the 14-member medical board examining Nawaz, the opinion of the National Accountability Bureau (NAB) and his own view with the cabinet regarding allowing the former prime minister to proceed abroad.

Following which, Imran Khan asked to conduct a vote, in which a "majority" of the cabinet members favoured removing Nawaz's name from the ECL, Awan revealed.

The development comes after the cabinet sub-committee on ECL convened earlier in the day. However, the meeting ended without any decision, with Law Minister Farogh Naseem terming the issue of striking Nawaz's name off the Exit Control List (ECL) "a bit complex" as some documents that the National Accountability Bureau (NAB) had to produce were missing.

Nawaz is required to travel to London for treatment as his health deteriorated in the Kot Lakhpat jail where he was serving seven-year imprisonment in a corruption case.

Nawaz was rushed to hospital from Kot Lakhpat jail last month after his personal physician Dr Adnan raised an alarm over his deteriorating health. Doctors have been struggling to bring his platelet count, that had dropped to dangerous levels, back to normal.

In an effort to normalise their bilateral relationship, Pakistan and Afghanistan on Monday decided to form a technical committee to "solve" their "problems and issues related to Afghan market" in Peshawar.

The decision was taken during the meeting between Afghanistan National Security Advisor Hamdullah Mohib and Inter-Services Intelligence (ISI) chief General Faiz Hameed."NSA @hmohib met w/ Faiz Hameed Director General of Inter-Services Intelligence and Suhail Mahmood Foreign Secretary of Pakistan. They talked over efforts to normalize Afghan-Pak relations, the formation of a technical committee to solve the problems & issue of Afghan Market in Peshawar," Hamdullah Mohib`s spokesperson Kabir Haqmal tweeted.

The Hameed-led delegation reached Kabul to discuss the escalation of tension between the two countries after Pakistani policemen raided Afghan market in Peshawar last month. In protest, Afghanistan has closed its consulate in Peshawar.

Kabul has accused Pakistani police of repeatedly attacking the Afghan market and taking down the Afghan national flag. "Many soldiers came here, acting like terrorists. This is not acceptable. This is not good for improving relations between the two countries," Afghan Ambassador to Pakistan Shukrullah Atif Mashal had said on October 12.

The Afghan Consulate claims the Afghan Market as a property of the Afghan government. However, reports suggest that there is another claimant to the property.Meanwhile, protests took place in front of the Pakistan Embassy in Kabul.

The protesters chanted slogans against Pakistan with some of them saying that "our flag is our national identity, no one can disrespect our identity. "Making the matter worse, Pakistan Foreign Office, early this month, had summoned the Afghan envoy to convey its concerns over the safety and security of its diplomatic personnel.

On November 4, Afghanistan had objected to the summoning of its charge d`affaires by Pakistan`s Foreign Ministry over the harassment claims made by Pakistani diplomats working in the country`s embassy in Kabul.

A statement by Afghan Ministry of Foreign Affairs on last Monday had said: "Ministry of Foreign Affairs of the Islamic Republic of Afghanistan expresses its severe objection and deepest concern over the summoning of the Ambassador of the Islamic Republic of Afghanistan to Islamabad by Pakistan`s Inter-Service Intelligence (ISI) and the misconduct of the entity`s personnel, and deems this action in clear contradiction with diplomatic norms and principles."

No doubt Kartarpur corridor was the focal point of the connect between Pakistan Prime Minister Imran Khan and Punjab Chief Minister Captain Amarinder Singh when they met on Saturday, but there was another, equally interesting subject of common interest they discovered and talked about during the short bus ride from the Pak side of the zero line to Kartarpur Sahib gurdwara.

"Cricket, of course, is always a common thread between every Indian and Pakistani. It bonds as well as it fires passions between the two sides. But this bus ride was one of bonding, with Captain Amarinder Singh helping Imran discover a special connection between their families, even though the two had not met before and did not know each other personally," a statement from office Chief Minister Singh read.

During the short journey, Captain Amarinder Singh told Khan that he had seen him play during his cricketing days.

During his conversation with Khan, Singh told the Pak premier that his uncle, Jahangir Khan (who was married to Imran Khan's maternal aunt, Mubarak, and was a cricketer during the British Raj era) had played for Patiala, along with Mohd Nisar, Lala Amarnath, fast bowler Amar Singh and the two Ali batsmen (Wazir Ali and Amir Ali), the statement read.

These seven players were part of the team captained by Amarinder Singh's father, Maharaja Yadvinder Singh, in 1934-35, for India and for Patiala, a fascinating bit of information that Imran enjoyed hearing from the Chief Minister, the statement added.

The bus ride lasted for less than five minutes, but, "thanks to cricket, it was enough to break the ice between Imran Khan and Captain Amarinder."

Prime Minister Khan and Foreign Minister Shah Mehmood Qureshi had received the Chief Minister and the Indian delegation at the Zero Point. Captain Amarinder Singh hoped the journey through Kartarpur corridor would continue in the future to build a stronger connection between the two countries, one that is as powerful as cricket, which he hoped the two sides will try to play in the true spirit of the sport in future, the statement read.

Prime Minister Narendra Modi and Imran Khan had on Saturday inaugurated the Kartarpur Corridor at Gurdaspur and Kartarpur respectively, facilitating the visa-free travel of Indian pilgrims to Kartarpur Sahib.

The corridor, which connects Dera Baba Nanak in India's Punjab with Darbar Sahib at Kartarpur in Narowal district of Pakistan's Punjab province, was formally opened to pilgrims on Saturday, three days before the 550th anniversary of the founder of Sikhism, Guru Nanak Dev, on November 12. India and Pakistan had on October 24 signed an agreement on the modalities for operationalising the corridor.

Former Pakistan Prime Minister Nawaz Sharif would be removed from the Exit Control List (ECL) on Monday, Punjab Governor Chaudhry Muhammad Sarwar said, implying that he would be free to leave the country for medical treatment.

The ailing PML-N leader was expected to leave Pakistan on Sunday but his departure was delayed because his name could not be taken off the ECL.

"Everybody is worried about Mian Nawaz Sharif's health but the issue should not be politicised," Geo News quoted governor Sarwar as saying.

Sarwar said that the government had constituted a medical board since it was not willing to take any risks on Sharif's health.

Sharif is suffering from multiple health complications, including erratic platelet count. He has been granted bail by the Islamabad High Court and Lahore High Court in the Al-Azizia Steel Mills and Chaudhry Sugar Mills cases respectively on humanitarian grounds.

Swvl, an Egyptian startup with an app to book bus tickets, plans to launch operations in the Philippines, Indonesia and Bangladesh by the end of next year, a senior official said.

The startup, which operates buses along fixed routes and allows customers to reserve and pay for them using its app, began operations in Egypt in 2017. Swvl has since launched in Pakistan and recently moved its headquarters to Dubai.

"By the end of next year, we want to be in more cities, a city is a market for us. We are planning to open in Manila, Jakarta and Dhaka," Shahzeb Memon, Swvl Pakistan's general manager told Reuters on Monday in a phone interview from Karachi.

The company, which has raised $80 million in funding so far, launched its services in August in the Pakistani cities of Karachi, Lahore and the twin cities of Islamabad and Rawalpindi. It plans to invest $25 million in the country to create 10,000 jobs and hopes to attract half a million customers by 2021, Memon said.

The company, however, has already run into regulatory hurdles.

Last week, a provincial government in Pakistan issued notices to the startup and another similar service saying they were operating without route permits and no-objection certificates from the government.

Swvl Pakistan responded with a statement saying the company always carried out its business in a lawful manner and was committed to complying with the region's laws.

Swvl says its service targets existing ride-hailing users and aims to create transportation options for a large and growing middle class in Asian cities.

Swvl's services are 30 per cent-40 per cent cheaper than using a car, Memon said.

Danger to former Pakistan Prime Minister Nawaz Sharif's health is increasing day by day as he was not being allowed to travel abroad for treatment, said Pakistan Muslim League-Nawaz (PML-N) representative Marriyum Aurangzeb on Sunday.

Aurangzeb, while speaking to media, said the doctors had given Sharif a heavy dose of steroids to prepare him for his travel abroad, reported Geo News.

"Nawaz Sharif's treatment abroad is being delayed by the delay in taking his name off the ECL. The doctors have said that he cannot be given heavy doses of steroids time and again," she said.

Adding that it will become almost impossible to shift Sharif overseas for treatment in case of a medical emergency, Aurangzeb said: "Doctors have said that Sharif needs to be shifted abroad at once. Delay in his travel will increase dangers to his health."

Further, she said that medical experts were doing their best to increase the platelet count of the former premier to ensure his health does not deteriorate when he travels.
After his health deteriorated, the Pakistan government earlier this week allowed Sharif to travel abroad for treatment. However, his name wasn't removed from the Exit Control List (ECL).

Sharif, 69, was admitted to the Services Hospital in Lahore on October 22 from Pakistan's anti-graft body's custody after his platelets dropped to a critically low level of 2,000.
According to Pakistani media reports, the former premier is likely to travel abroad along with his younger brother Shehbaz Sharif, who is the president of PML-N.
Nawaz had earlier insisted on getting treated only in Lahore.

The Islamabad High Court had last week granted bail to Sharif for eight weeks, suspending his seven-year sentence in the Al-Azizia Steel Mills corruption reference on medical grounds. Earlier, he had also secured bail in the Chaudhry Sugar Mills case from the Lahore High Court on the same ground.

Danger to former Pakistan Prime Minister Nawaz Sharif's health is increasing day by day as he was not being allowed to travel abroad for treatment, said Pakistan Muslim League-Nawaz (PML-N) representative Marriyum Aurangzeb on Sunday.

Delay in his travel will increase dangers to his health." Further, she said that medical experts were doing their best to increase the platelet count of the former premier to ensure his health does not deteriorate when he travels. India and Pakistan have agreed to set up a border crossing linking Gurudwara Darbar Sahib in Pakistan's Kartarpur - the final resting place of Sikh faith's founder Guru Nanak Dev - to Dera Baba Nanak shrine in India's Gurdaspur district. Both the governments seek to operationalise the Kartarpur corridor on the occasion of the 550th birth anniversary of Guru Nanak in November this year.

Pakistan will allow ailing former prime minister Nawaz Sharif to travel abroad for urgent medical treatment, the country's foreign minister said Sunday.

Sharif, Pakistan's longest-serving premier, was ousted from his third term in office in 2017 and later jailed on corruption charges.

His health deteriorated while in prison and he suffered a minor heart attack last month, his party said, while his doctor claimed on Twitter that the ex-leader was "fighting for his life".

Sharif was bailed for health reasons and remains at a hospital in the eastern city of Lahore, but a travel ban prevented him from leaving the country.

Foreign minister Shah Mehmood Qureshi said Sunday that "legal obstacles" to Sharif's departure were being removed as doctors had said that medical treatment abroad was needed to save his life.

"The government has given importance to the doctors' opinion," Qureshi told reporters in the central city of Multan, days after Sharif's relatives petitioned Pakistan's interior ministry for the travel ban to be lifted.

"We pray to God for his recovery, so that he returns with good health and take part in politics," he added.

A source in Sharif's Pakistan Muslim League-Nawaz (PML-N) party said the former leader would now likely fly to London in the coming days.

Sharif, known as the "Lion of Punjab", is a political survivor who has repeatedly roared back to the country's top office, underscoring the unpredictable nature of Pakistani politics.

A hugely wealthy steel tycoon from Punjab, Pakistan's wealthiest province, the 69-year-old was considered strong on the economy and infrastructure but inherited sagging finances and a stifling energy crisis when he was elected for the third time in 2013.

He earned a reputation for combativeness during his two previous terms as prime minister, from 1990 to 1993, when he was sacked, also on corruption charges, and from 1997 to 1999, when he was deposed by the powerful military.

Sharif blamed the security establishment for again targeting him in 2017 when the Supreme Court disqualified him from politics for life over graft allegations, which he denies.

He later received a seven-year jail sentence.

Prime Minister Imran Khan, who defeated Sharif's party in last year's general election, has since launched a high-profile and controversial anti-corruption drive that has targeted several leaders of Sharif's party.

The IMF on Friday praised Pakistan's economic performance and agreed on the next steps, paving the way for the release of another portion of a $6 billion, three-year loan package.

Once the International Monetary Fund board gives the go-ahead, the Washington-based lender will provide $450 million to help right the South Asian nation's economy, on top of the $1 billion released in July.

"Despite a difficult environment, program implementation has been good, and all performance criteria for end-September were met with comfortable margins," IMF mission chief Ernesto Ramirez Rigo said in a statement.

The official, who led a team that spent two weeks in the country, pointed to signs of improving economic stability, including the move to a flexible exchange rate, and slowing inflation that is projected to fall under 12 per cent next year.

But he said more work was needed to target money laundering and on terror finance controls.

Approval of the first performance review of Pakistan's policy programme will also help unlock "significant funding from bilateral and multilateral partners."

Under the loan program, the government agreed to slash civil expenditure and freeze military spending while promising to substantially raise revenues to stem a yawning fiscal deficit, and pledging to collect 5.5 trillion rupees in taxes.

Former Pakistan Prime Minister Nawaz Sharif's name is likely to be removed from the Exit Control List (ECL) upon a prior request citing health concerns, local media reported on Friday citing sources.

Adding that Sharif will be allowed to travel abroad within the next 48 hours, sources said that the officials at the Interior Ministry are waiting for the formal orders to remove his name from the ECL, reported Geo News.

According to Interior Ministry officials, Sharif's name will not be removed until the government issues an order. Moreover, the government may consult with the National Accountability Bureau (NAB) on the issue.

This comes after the former Prime Minister's brother and Pakistan Muslim League-Nawaz (PML-N) president Shehbaz Sharif approached the Interior Ministry to get Sharif's name removed from the ECL.

Due to his brother's health, the PML-N president has suspended all his political and personal engagements.

The former premier will travel to London next week and is expected to be accompanied by Shehbaz Sharif, sources said.

Nawaz Sharif, who was discharged from the Services Hospital two days ago, was shifted to his residence Jati Umra on Wednesday.

Sharif was admitted to the SIMS on October 22 after his health deteriorated drastically due to "critically" low platelet count.

On October 29, Sharif was granted bail by the Islamabad High Court on medical grounds in connection with Al Azizia and Chaudhry Sugar Mills corruption cases.

The ailing Pakistani leader was serving a seven-year imprisonment in the Al-Azizia case in Kot Lakhpat jail in Lahore. Besides this, he was remanded to the NAB custody in Chaudhry Sugar Mills case.
