Before the meeting, the German foreign ministry told AFP that the talks were "not negotiations" while Iran similarly emphasised that they were merely "consultations".
The talks, scheduled for Monday and Tuesday, will cover a "wide range of topics," Iran's foreign ministry spokesman, Esmaeil Baqaei, said during a weekly press briefing.
"The primary objective of these talks is to remove the sanctions" on Iran, he noted, adding that Iran was also "listening to the topics that the opposite parties want to raise".&nbsp;

On Thursday, France's foreign ministry said the meeting was a sign that the E3 countries were "continuing to work towards a diplomatic solution to the Iranian nuclear programme, the progress of which is extremely problematic".
The talks come with Iran's nuclear programme under renewed focus in light of Trump's return to the White House on January 20.
During his first term, Trump pursued a policy of "maximum pressure", withdrawing the United States from a landmark nuclear deal which imposed curbs on Iran's nuclear programme in return for sanctions relief.&nbsp;
Tehran adhered to the deal until Washington's withdrawal, but then began rolling back its commitments.&nbsp;

It also disconnected some of its cameras at nuclear sites, a move the IAEA warned could deal a "fatal blow" to negotiations to revive the nuclear deal.

"We believe negotiations and diplomacy are the best ways to reach the final point of the agreement," Iranian Foreign Minister Hossein Amir-Abdollahian said during a joint press conference with his Pakistani counterpart Bilawal Bhutto Zardari in Tehran.

Talks began in April last year to bring the United States back into that landmark agreement, after then president Donald Trump withdrew in 2018 and left it hanging by a thread.&nbsp;&nbsp;

The negotiations also aim to lift sanctions on Iran and bring it back into compliance with nuclear commitments it made to world powers as part of the deal.

But the ever-delicate dialogue has been stalled since March.

The IAEA's Board of Governors on Wednesday adopted a resolution censuring Iran for failing to adequately explain the previous discovery of traces of enriched uranium at three sites which Tehran had not declared as having hosted nuclear activities.

Amir-Abdollahian said that prior to the IAEA's move, Tehran had put forward a new initiative that the US had accepted, adding that Washington nonetheless moved to submit the resolution censuring Iran.

But the Islamic republic would not abandon negotiations, he said, adding that "contacts in the diplomatic fields will continue" through the European Union.

Iran "will not distance itself from diplomacy and negotiations to reach a good, strong and lasting agreement," Amir-Abdollahian noted.

The deal, known formally as the Joint Comprehensive Plan of Action (JCPOA), gave Iran sanctions relief in exchange for curbs on its nuclear programme to guarantee that it could not develop a nuclear weapon, something Tehran has always denied wanting to do.

But the US withdrawal in 2018 prompted Iran to begin rolling back on its own commitments under the pact.

Iran's foreign ministry spokesman Saeed Khatibzadeh on Monday said all the measures the country has taken to scale back on its obligations under the accord are "reversible".

Borrell said a mission by EU envoy Enrique Mora this week to help revive the 2015 nuclear pact between Iran and world powers had gone "better than expected".

"The negotiations had stalled and now they have been reopened," Borrell told reporters on the sidelines of a G7 meeting in Germany.&nbsp;

"There is a perspective of reaching a final agreement."

The nuclear deal with Iran was reached by the US and other major world powers in 2015. But former US president Donald Trump took US out of the deal in 2018.

EU envoy Enrique Mora held two days of meetings Iran's chief negotiator Ali Bagheri in Tehran this week.&nbsp;

Iran's Foreign Minister Hossein Amir-Abdollahian said the visit focused on "initiatives" to resolve remaining issues.

"Mr. Mora's visit to Tehran and his negotiations with my colleague Mr. Bagheri were another opportunity to focus on initiatives to resolve the remaining issues," he wrote on Twitter.

"A good and credible agreement is available if the United States makes a political decision and adheres to its commitments," Amir-Abdollahian said.

"Contacts will continue," he added.

The emir of Qatar, Sheikh Tamim bin Hamad Al-Thani, meanwhile met Iran's Supreme Leader Ayatollah Ali Khamenei and President Ebrahim Raisi on Thursday to push for progress.

Iran nuclear deal talks are 'reopened', says EU

Israel’s Prime Minister Naftali Bennett met Bahrain’s King Hamad bin Isa Al Khalifa on Tuesday where he discussed several pressing issues, including their common archenemy Iran, during his historic trip to the Gulf country.

Bennett said that his landmark visit to Bahrain offered a “new model” of Israeli-Arab relations, part of a goal of creating a regional “ring of alliances”.

“This was a very successful visit, warm reception, strong connection, very open atmosphere,” Bennett said at the end of his visit, 17 months after Israel and Bahrain ended decades of tensions to normalise ties.

According to the Prime Minister’s Office, the Bahraini monarch hailed the “historic day,” noting Bennett is the first Israeli premier to visit the kingdom.

“Because of [Bennett’s] determination and leadership, this was a productive and successful visit,” he was quoted as saying in a statement. “I thank you for coming here.”

Bennett’s office said his tete-a-tete with the king extended beyond the allotted time, leaving no time for their teams to meet.

The meeting comes at a time when several Western countries are holding talks in Vienna on discussing the resumption of the 2015 Iran Nuclear deal.

The talks involve Iran, Britain, China, France, Germany and Russia directly, and the United States indirectly.

Israel has also sent its diplomats to Vienna even though it is not part of the negotiations.

While the presence of Israel in the talks has angered Iran, Jerusalem maintains that lifting sanctions on Tehran would enable it to fund nuclear programmes, putting the Arab and West Asian regions in jeopardy.

Israel is seeking to influence negotiations to seek tighter curbs on Tehran and more robust security arrangements.

The 2015 deal offered Tehran sanctions relief in exchange for curbs on its nuclear programme, but the US unilaterally withdrew in 2018 under then-president Donald Trump and reimposed stiff economic sanctions, prompting Tehran to begin rolling back on its commitments.

Iranian Foreign Minister Hossein Amirabdollahian said a deal was possible in the near future if other parties showed "good faith" while Russian envoy Mikhail Ulyanov said a working group was making "indisputable progress" in the eighth round of talks. 
 
Speaking at a telephonic press briefing, State Department spokesperson Ned Price said there was some progress in the last round of talks but it was too soon to tell whether Tehran, in the current round, returned to the table to build on those gains. 
 
"It`s really too soon to tell whether Iran has returned with a more constructive approach to this round," Price said. "We are now assessing, in the course of these talks, whether the Iranians came back with an agenda of new issues or preliminary solutions to the ones already presented," Price said. 
 
The original agreement lifted sanctions against Tehran in exchange for restrictions on its atomic activities but Donald Trump pulled Washington out of the deal in 2018, a year after he became U.S president. Iran later breached many of the deal`s nuclear restrictions and kept pushing well beyond them. 
 
The latest round of indirect talks between Iran and the United States resumed on Monday in Vienna, with Tehran focused on getting U.S. sanctions lifted again, as they were under the original bargain, despite scant progress on reining in its atomic activities. 
 
Iran refuses to meet U.S. officials directly, meaning other parties to the deal besides the United States and Iran --- Russia, China, France, Britain, Germany and the European Union -- must shuttle between the two sides. 
 
The seventh round of talks, the first under Iran`s new hardline President Ebrahim Raisi, ended 11 days ago after some new Iranian demands were added to a working text. 
 
"The Vienna talks are headed in a good direction," Iranian Minister Amirabdollahian said in comments to reporters broadcast by state media. "We believe that if other parties continue the round of talks which just started with good faith, reaching a good agreement for all parties is possible." 
 
The U.S. delegation, led by Special Envoy Rob Malley, will be in a better position in the coming days to determine whether Iran has to come to the latest round of talks with a `fundamentally different position," Price said. 
 
Iran insists all U.S. sanctions must be lifted before steps are taken on the nuclear side, while Western negotiators say nuclear and sanctions steps must be balanced in the agreement, known as the Joint Comprehensive Plan of Action. 
 
URGENT NEGOTIATIONS 
 
European negotiators also said some technical progress had been made in the last round of talks to accommodate Iranian requests, but warned that the parties only had weeks, not months, to salvage the deal. 
 
France, Germany and the United Kingdom said in a statement on Tuesday that technical progress had been made in the last round and the parties now needed to fully focus on the key outstanding issues, particularly nuclear and sanctions. 
 
They said while they were not setting an artificial deadline, there were weeks not months left to strike a deal. 
 
"The negotiation is urgent - and our teams are here to work swiftly and in good faith towards getting a deal." 
 
Ulyanov, the Russian envoy, said on Tuesday that a working group was making progress. "Sanctions lifting is being actively discussed in informal settings," he wrote on Twitter. 
 
The 2015 deal extended the time Iran would need to obtain enough fissile material for a nuclear bomb - if it chose to - to at least a year from about two to three months. Most experts say that time is now less than before the deal, although Iran says it only wants to master nuclear technology for civil uses. 
 
Israeli Prime Minister Naftali Bennett said Israel would not automatically oppose a nuclear deal but world powers must take a firmer position.

The accord between Iran and six world powers to find a long-term solution to the crisis over its controversial nuclear programme has been moribund since former US president Donald Trump walked out in May 2018 and imposed sweeping sanctions.

Biden, his successor, has said he is ready to re-enter the agreement so long as Iran also returns to full compliance by rolling back nuclear activities that it undertook in response to Trump's sanctions.

The United States was cautious on Iran's announcement but said it believed only a "small number of issues" remained outstanding after the sixth round of talks in Vienna.

"We are prepared to return to Vienna, and we believe that it remains possible to quickly reach and implement an understanding on return to mutual full compliance," a State Department spokesperson said.

"As we have also been clear, this window will not remain open forever as Iran continues to take provocative nuclear steps, so we hope that they come to Vienna to negotiate quickly and in good faith."

One additional issue will be access for the UN nuclear watchdog, the International Atomic Energy Agency, whose chief, Rafael Grossi, negotiated only a short-term compromise when he visited Iran on September 12.
