We should have the aim of making each state Viksit, each city Viksit, each Nagar Palika Viksit and each village Viksit. If we work on these lines, we will not have to wait till 2047 to become Viksit Bharat,” he said, according to a post on X by Niti Aayog.&nbsp;&nbsp;“We should work in a manner so that policies implemented bring change in the lives of common citizens. Only when people feel the change, it strengthens the change and transforms the change into a movement. ‘No goal impossible if Centre and States work like Team India’: PM Modi at NITI Aayog meeting

<h2>West Bengal CM walks out of the meeting</h2>

West Bengal Chief Minister Mamata Banerjee&nbsp;walked out of the meeting saying her mic was muted and she was allowed to speak only for five minutes while the allies of PM Modi's Bharatiya Janata Party (BJP) were given more than 10 minutes.

"I was allowed to speak only for five minutes. Chandrababu Naidu was given 20 minutes to speak. The chief ministers of Assam, Goa, Chhattisgarh spoke for 10–12 minutes. I registered my protest and came out," the Trinamool Congress (TMC) chief said.

She alleged that her mic was muted when she raised the issue of lack of funding from the central government.

"I was talking about central funds not being given to West Bengal, this is when they muted my mic," the West Bengal CM said.

Every CM was given their due time to speak...It's unfortunate that the chief minister of West Bengal, Mamata Banerjee has claimed that her mic was switched off which is not true...She should speak the truth behind this rather than again build a narrative based on falsehood,” the finance minister said.

'Mic was muted': West Bengal CM Mamata locks horns with PM Modi during NITI Aayog meet

The latest consumer expenditure survey indicates that poverty has come down to five per cent in the country and people are becoming prosperous both in rural and urban areas, NITI Aayog CEO B V R Subrahmanyam said on Sunday.

The National Sample Survey Office (NSSO), under the Ministry of Statistics and Programme Implementation, released data on household consumption expenditure for the year 2022-23 on Saturday which shows per capita monthly household expenditure more than doubled in 2022-23 as compared to 2011-12.

"This long-awaited consumer expenditure survey has brought out many things. With data on household consumption, we can assess what is the status of poverty in the country and how successful the poverty alleviation measures have been," Subrahmanyam told reporters.

"The survey findings indicate that poverty in India is below five per cent now. I am convinced with the data," he said.

He said that for the purpose of the survey, people were kept in 20 different categories and the data showed that the average per capita monthly expenditure for all categories stood at Rs 3,773 in rural areas and Rs 6,459 in urban areas. The average per capita monthly expenditure of 0-5 per cent fractile class is pegged at Rs 1,373 in rural areas and Rs 2,001 in urban areas.

"If we take the poverty line and inflate it with the Consumer Price Index (CPI) to today's rate, we see that the average consumption of the lowest fractional, the 0-5 per cent, is about the same. This means poverty in the country is there in the 0-5 per cent group only," the NITI Aayog CEO said.

"This is my assessment. But economists will analyse it and come out with absolutely correct numbers," he added.

Citing the survey data, Subrahmanyam said the increase in consumption both in rural and urban areas is about 2.5 times.

"This shows that the progress in the country is happening in both urban and rural areas," he added.

Another significant takeaway from the survey findings is that consumption in rural areas is growing faster than in urban areas, thereby narrowing the gap, Subrahmanyam said, adding, "Disparities are coming down." According to the survey data, the gap was 84 per cent in 2011-12 and has come down to 71 per cent in 2022-23. The gap was at its peak of 91 per cent in 2004-05.

If the trend continues, it is possible that urban and rural incomes and consumption will be the same in the coming years, Subrahmanyam said.

The NSSO survey indicates a significant fall in the consumption of cereals and food in the country. In rural areas, consumption of cereals as a share in the average MPCE (Monthly Per Capita Consumption Expenditure) has gone down from 22 per cent in 1999-2000 and 10.7 per cent in 2011-12 to less than five per cent now.

The total consumption of food in rural areas as a share in the average MPCE has gone down from almost 60 per cent in 1999-2000 and 53 per cent in 2011-12 to 46 per cent now, according to the survey.

Consumption of cereals and food in urban areas as a share has gone down from 12 per cent in 1999-2000 and over six per cent in 2011-12 to less than four per cent now, while the total consumption of food in urban areas as a share in the average MPCE has gone down to 39 per cent for the first time ever from almost 50 per cent in 1999-2000 and 43 per cent in 2011-12.

"This means people are becoming prosperous with extra income. And with this increased prosperity, they are spending more on other things than food. And in food, you will see they are drinking more milk, eating fruits and more vegetables. And the most significant is that they are spending more on processed food," he said.

Subrahmanyam said after the NSSO survey, the consumer price index will have to be rebalanced to represent current consumption patterns.

"The contribution of food to CPI inflation will be lower and probably was lower in earlier years also. This means inflation was being overstated and is probably less as food has been a major contributor to inflation," he said, adding that the NSSO survey may have implications on GDP.

"Foundation of India`s development is that the Centre and States work together and head towards a certain direction and make cooperative federalism even more meaningful. Not only this, we have to try to bring competitive, cooperative federalism not only among states but also districts," said the Prime Minister.

"In the COVID period we saw how Centre and States worked together, the nation succeeded and a good image of India was built before the entire world. Today, when we are going to complete 75 years of independence, this Governing Council meet becomes even more significant. I would urge the states to form committees by connecting all the people of the society in their respective states," he added.

PM Modi also said that in the past few years, India saw how the opening of bank accounts, increase in vaccination and health facilities, free electricity connection, and free gas connection to empower the poor, has reflected a phenomenal change in their lives.

"The kind of positive response this year`s budget received shows the mood of the nation. The country has made its mind. It is ready to move forward at a fast pace without wasting time," he said.

The Prime Minister said that the private sector in the country could be seen coming forward with more enthusiasm in the development journey of the country and the government should respect that enthusiasm and energy of the private sector, and give it as much opportunity under the Atmanirbhar Bharat campaign.

India is set to make the Public Distribution System location independent to ensure that no one, especially the inter-state migrants, is left behind, NITI Aayog CEO has said, citing the 'One Nation, One Card' initiative being implemented by the government as a transformative solution in response to the COVID-19 pandemic.

Addressing the special event on the Sustainable Development Goals (SDG) Acceleration Actions on the margins of 2020 High-Level Political Forum on Tuesday, Amitabh Kant said collective action through international cooperation is more relevant and important than ever before in these truly unprecedented times.

He told the session that the "One Nation, One Card' initiative is an example of a recent transformative solution by India presently being implemented as a response to the pandemic.

"The first half of 2020 has underscored the importance of responsive and adaptive policy making, more than ever before. When challenges are dynamic and unprecedented, peer learning and knowledge exchange are of utmost significance. We are deeply committed to foster this spirit and accelerate progress on the SDG targets by not only focusing on the recovery but by building back better for long term transformation," Kant said.

The "One Nation, One Card' initiative ensures right-based access to food supplies and covers over 800 million people at cost as low as 3-5 cents. He added that this is operationalised through beneficiary cards issued by the sub-national governments.

"By leveraging the technological capacity meticulously built over the last few years, India is all set to roll out interoperability in making access to the Public Distribution System location independent," Kant said adding that it is a "momentous step to ensure that no one is left behind, especially the inter-state migrants."

The COVID-19 pandemic has also highlighted the power of collectivised problem solving, he said.

Under the "One Nation-One Ration Card' initiative, eligible beneficiaries would be able to avail their entitled foodgrains under the National Food Security Act (NFSA) from any Fair Price Shop in the country using the same ration card. The Food Ministry aims to implement this facility across the country by March 2021.

Kant added that "invigorated and renewed synergy" between the government and the private sector has resulted in over 400,000 PPEs and 220,000 N-95 masks being manufactured in India, every day.

"In February this year, we were producing none. This aligns closely with our flagship 'Make in India' approach, through which we aim at becoming a globally competitive manufacturing hub," he said.

Meanwhile, India on Monday presented its second Voluntary National Review (VNR) at the High-Level Political Forum.

India's VNR report titled "Decade of Action: Taking SDGs from Global to Local' highlights not only the country's progress on the SDGs, but also captures the inclusive and participatory process followed in its preparation.

Kant told the session that India is aggressively expanding its renewable energy programme, increasing the renewable energy capacity by 75 per cent since 2014 and aiming to achieve the ambitious target of 450 GW by 2030.

"We have made the global pledge, as part of our Nationally Determined Contributions, to have 40 per cent of cumulative electric power installed capacity from non-fossil fuel sources," he said, adding that India's renewable energy sector has become a prime destination for global investors, with a potential to attract 10 billion dollars of annual investments.

In the global Ease of Doing Business rankings, India has jumped 79 places in the past five years: from 142 in 2014 to 62 in 2019.

"Our structural reforms in taxation, FDI regime, and insolvency and bankruptcy have contributed to this improvement," he said.

Emphasising that 21st century challenges need 21st century solutions, Kant said the role of innovation is critical in designing solutions for SDG acceleration and building back better. Today, India is home to the third largest start-up ecosystem in the world, with the third largest number of unicorns.

"We firmly believe that these disruptions in the innovation and entrepreneurial ecosystem will accelerate our pace of achieving the SDGs," he said.

He also pointed out that the government's Aspirational Districts Programme aims at accelerating transformative socio-economic improvement in 112 districts of the country with relatively greater development challenges.

By improving the lives of over 165 million citizens in these districts in terms of health, education, basic infrastructure, agriculture and water, and financial inclusion and skill development, the initiative highlights the efficacy of the cooperative and competitive federalism approach to development, he said.

"Sharing SDG acceleration actions and successes will be incomplete without discussing SDG localisation in India. Fostering sub-national peer-learning and competitiveness is the approach we took when we released the world's first government-led sub-national SDG Index in 2018," he said.

Kant said the SDG India Index and Dashboard, which annually ranks Indian States based on their SDG performance, has reshaped the SDG framework adoption and localisation discourse in the country. It has resulted in sub-national entities instituting monitoring systems and preparing development strategies aligned to the goals of the 2030 Agenda, which are customised to the local and hyper-local context.

Niti Aayog Vice Chairman Rajiv Kumar expressed surprise over the stock market reacting negatively on the Budget proposals, saying investors probably expected some big bang reforms and ignored the initiatives towards investment and growth.

Kumar in an interview to PTI said the Budget has done nothing wrong, and it has "ticked all the boxes".

Giving a thumbs down to the Budget, the market benchmark Sensex logged its biggest single-day plunge in more than a decade, wiping out Rs 3.46 lakh crore investor wealth.

"I am actually quite surprised by the market's reactions yesterday, going down 1,000 points. I was trying to understand why did that happen," he wondered.

Kumar added that "... The Budget does nothing wrong, it has got nothing anti-private investment or anti-private sector or anti-growth, the Budget is ticking all the boxes".

Probably, the market was expecting some big bang reforms that are associated with huge push for consumption as was witnessed in the aftermath of Lehman Brothers crisis in 2008.

"So my own thought was that market expected so called big bang reforms and by big bang reforms, normally everybody understands in India, a huge impetus for consumption. And I think the best example of that was in 2008 Budget which preceded the Lehman Brothers crisis," he said.

Pointing out that the UPA-1 gave lot of sops in 2008 Budget because elections were due, Kumar said it had resulted in ballooning of the fiscal deficit to 6 per cent in 2009 from 2.5 per cent.

"If the market had expected that kind of consumption boost without any regard to fiscal discipline, it was not possible," he said adding that Prime Minister Narendra Modi was very clear that Fiscal Responsibility and Budget Management (FRBM) target should not be breached.

"Therefore, if you notice, we used 0.5 per cent escape clause (under FRBM) and remained within that," Kumar stressed.

Asked if it is still possible to achieve USD 5 trillion target by 2024-25, the eminent economist said it is not an unreal goal and will be achieved.

"In the next 5 years, there is no reason to believe that you can't achieve that unless rupee depreciates out of the blue etc. If you do 6-6.5 per cent (growth) now(2020-21), and jump up to 7-8 per cent (growth) in remaining four years, you will achieve that, that's not an unreal target," he said.

Moreover, Kumar said, the Prime Minister has mentioned it as a inspirational target, more to drive the people together.

"And I think, we should keep that intact. Any revision will only create massive discouragement, and not push the people, especially in government to go towards that," the Niti Aayog vice chairman observed.

On the finance minister's decision to increase customs duty on certain products, Kumar said he was always a votary of trade liberalisation.

"I hope ...It (hike of custom duty on certain products) is a temporary measure to provide relief to Indian industry which is feeling very threatened with the Chinese imports, and hopefully enough will be done by the industry and the government to give them kind of competitiveness so that they will be able to stand up against (Chinese) imports without the support," he said.

Kumar further said that trade restriction "does not work quite often, it boomerangs, the shorter it stays the better it is".

On the criticism that the government has not done anything for job creation in the Budget, he said that all investment enhancing measures announced will lead to employment generation.&nbsp;

"2G mobile data on postpaid mobile for accessing white-listed websites shall be allowed in all 10 districts of Jammu and Kupwara, Bandipora in Kashmir division. Mobile internet shall remain suspended in Budgam, Ganderbal, Baramulla, Srinagar, Kulgam, Anantnag, Shopian and Pulwama," Kansal told media today during a press conference.&nbsp;

Telecom services were snapped in Jammu and Kashmir last year in August after the abrogation of Article 370.&nbsp;

Earlier this week, restrictions on the internet services in parts of <a href="https://www.wionews.com/india-news/broadband-and-mobile-internet-services-partially-restored-in-jammu-kashmir-274350">Jammu and Kashmir were lifted in five districts</a>.

Access to the internet was said to be granted to institutions catering to duties and websites of the government such as the banking firms.

The move came after the Supreme Court, earlier this month, directed the administration to review within a week all telecom restrictions in Jammu and Kashmir.&nbsp;

Union Home Minister Amit Shah chaired the sixth meeting of the Island Development Agency (IDA) on Monday.

"For the first time in the country, an initiative of sustainable development in the identified Islands within scientifically-assessed carrying capacity has been taken-up. Development plans with a focus on the creation of jobs for the islanders through tourism promotion as well as the export of seafood and coconut-based products made in the Islands have been prepared and are being implemented in four islands of Andaman and Nicobar and five islands of Lakshadweep," the release read.

"In the second phase, suitable sites in 12 more islands of Andaman and Nicobar and five islands in Lakshadweep have been covered," it added.

In the meeting, a detailed presentation was made by the CEO of NITI Aayog highlighting the current status of the planned projects being implemented for the benefit of the islanders.

The status of the implementation of decisions taken in the last meeting were also highlighted in the presentation.

Shah expressed satisfaction at the progress made and called upon all concerned to expedite implementation of the on-going projects for islanders'&nbsp;benefits.

NITI Aayog on Monday released its latest SDG India Index 2019, assessing each state and Union Territory’s progress on the sustainable development goals (SDG) adopted by the United Nations General Assembly in 2015.&nbsp;

Kerala retained its rank as the top-performing state in the country by being a front runner with a score of 70, while Chandigarh also retained its top spot among the Union Territories with the same net score.&nbsp; 
&nbsp; 
Himachal Pradesh, Andhra Pradesh, Tamil Nadu, Telangana, Karnataka, Goa and Sikkim were the other states that achieved above 65 points, taking the total tally to eight with Sikkim showing the highest improvement among them by jumping from 58 to 65 points.&nbsp; 
&nbsp; 
Bihar performed the lowest on the report with a score of 50 even after graduating as a performer, followed by Jharkhand and Arunachal Pradesh with a score of 53. While Ladakh and Jammu and Kashmir shared the bottom spot at the list for Union Territories with 59 points each.&nbsp;

Uttar Pradesh marked as the highest gainer for increasing its overall score from 42 in 2018 to 55 in 2019 while observing the biggest improvement in Goal 7 of attaining affordable and clean energy by jumping by 40 points.&nbsp;

Bihar performed the lowest on the report with a score of 50 even after graduating as a performer, followed by Jharkhand and Arunachal Pradesh with a score of 53. While Ladakh and Jammu and Kashmir shared the bottom spot at the list for Union Territories with 59 points each. Digitisation and structural reforms make India attractive destination for investment: NITI Aayog CEO

The Niti Aayog has lauded Yogi Adityanath led government in Uttar Pradesh for its successful arrangements in the state during 2019 Kumbh Mela in Allahabad.

A report prepared by the Centre-run organisation stated that requisite measures were not only taken to manage the crowds but also to keep the premises of the event clean.

"The Yogi government also took care of every aspect, including institutional arrangements in Prayagraj, development of infrastructure in the city, efficient traffic management through technology and disaster management," the report read.

It also mentioned about the use of artificial intelligence tools to manage scores of devotees while proving them the facilities.

"To make it historic, the development of both permanent and temporary infrastructure was done on the instructions of Chief Minister Yogi Adityanath. For this, Uttar Pradesh Prayagraj Mela Authority was created. The Prayagraj Act 2017 came into force on November 30, 2017. In Kumbh Mela, the authority coordinated five departments of the central government and 28 departments of the state government," the report stated.

The Niti Aayog official also complimented the laying out of the key infrastructure like electricity, water and sanitation facilities, public accommodation, convenience shops, food courts, vending zones, banks, ATMs, transport facilities, 40 police booths and health centers.

"The Indian Inland Waterways Authority set up five jetties in the Mela area which facilitated the operation of large cruises and motorboats in the Ganga and Yamuna rivers in Prayagraj for the first time," the report read.

Talking about the sanitation, the report lauded the state government for building lakhs of the toilet at a regular distance.

"More than 1.2 lakh toilets were built at every 200 meters. Along with this, a proper system of electricity, water supply and waste management was planned, which is a new chapter in the history of Kumbh Mela. Water ATMs, stand posts and hand pumps were also installed in the fair area to ensure 24 x 7 supply of drinking water," the report read.

"Under Swachh Bharat Mission, more than 15,00 cleaners and paid volunteers were deployed in the area. These workers were making people aware to use toilets and maintain cleanliness in the fair area. In addition, over 1,000 Ganga Prahari and Ganga Task Force volunteers from the NMCG were engaged as foot soldiers," the report read.

The Maha Kumbh Mela is the largest religious congregation in India, attended by millions. The over month-long fair is marked by the construction of a massive tented township, complete with cottages, huts, platforms, civic facilities, administrative and security measures.

It is organised immaculately by the government, the local authorities and the police. The mela is especially renowned for the presence of an extraordinary array of religious ascetics - sadhus and mahants - enticed from remote hideaways in forests, mountains and caves.

This year, it was organised in Allahabad from January 15 to March 4.&nbsp;

The Aam Aadmi Party on Friday said that Delhi is ahead of other states in the figures released by NITI Aayog`s innovation index list.

"The NITI Aayog, an institution under the Central government, also believes that Delhi`s governing model is the best and if we look at the numbers of innovation index list, then Delhi is far ahead of other states," AAP leader Ajoy Kumar said in a press conference.

He asserted that the National Capital is ahead of other states in education, health, electricity and water.&nbsp;

Hitting out at the BJP government at the Centre, Kumar said that while the AAP is working day and night to make the life of the people of Delhi easier, the BJP leaders are unhappy with these pro-people initiatives.

Referring to BJP MP Vijay Goel, he said that Goel objected to free electricity being provided to the people of Delhi. "I want to tell Goel that as an MP gets 50,000 units of free electricity annually, he should sacrifice that free electricity and pay the electricity bill. If he can get free electricity then why can`t common people get the same," asked Kumar.

&nbsp;He claimed that the BJP is against the facilities being provided to the people of Delhi.

Stressing on Delhi`s Gross Domestic Product (GDP), he said: "On the basis of savings in electricity only, today the people of Delhi are getting benefits ranging from about Rs 2,400 crore to Rs 3,800 crore. When the people of Delhi spend this money for their families, then the GDP of Delhi gets a boost. That is, there is an increase in GDP of Delhi from about 2400 crore to 3800 crore."

He claimed if AAP had benefited any 10 industrialists in place of these 14 lakh families of Delhi who are getting concession in electricity bills, BJP would have seen development in it.&nbsp;

Former Prime Minister Manmohan Singh said on Saturday that the Centre should have taken suggestions from state chief ministers before amending the terms of reference for the 15th Finance Commission.

He further stated that unilateralism is not good for the cooperative federalism and federal policy.

In July, the government had changed the terms of reference for the commission and mandated the panel to give suggestions for allocation of non-lapsable funds for defence and internal security.

"The best course would have been for the Central government that if it wants to tailor the terms of reference, it should be backed by a chief ministers'&nbsp;conference under the auspices of NITI Aayog. Otherwise, there would be a strong feeling that the government is trying to rob the states of due resource allotment," he said.

"I think that it is not good for the federal polity of our country and cooperative federalism we all swear by these days," Singh added while addressing the gathering at National Seminar on Additional Terms of Reference of the 15th Finance Commission: Implication for the States.

"The commission's report goes to the Finance Ministry, and then it goes to the Cabinet. Therefore the government of the day can take a view that whatever the mandate of Parliament, the government would abide by that, rather than imposing its view unilaterally on the reluctant state commissions," he said.

"I respectfully request to the authorities to still take this view that they will go by the advice of the Chief Ministers if there is new controversy with regard to additional terms of reference of the commission," said Singh.

The senior Congress leader also talked about the role of commission.

"There are certain basic issues like allocations for health, education and other important subjects like environment protection where all states have a legitimate interest. What should be done by the government is to evolve a broad national consensus in dealing with all these issues, otherwise, there would be bickering and dissatisfaction. This is not good for the federal polity of our country."

Singh said that cooperative federalism demands give-and-take, and which is why it is important for the Central Government to make efforts to consult the states and take their suggestions.

Centre should take CMs' views on changing Finance Commission's terms of reference: Manmohan Singh

NITI Aayog Vice-Chairman Rajiv Kumar met chief minister YS Jagan Mohan Reddy here on Friday to discuss funds for the development of the state from Centre.

Senior officials of the state gave a presentation to Kumar explaining the department wise situation of the state.

"NITI Aayog alone can cooperate Andhra Pradesh which is suffering losses after bifurcation. 15th Finance Commission and NITI Aayog should liberally help the state. The Centre is planning to achieve a $5 trillion economy. The state will also be a part of achieving that target if the Centre gives a helping hand," said LV Subrahmanyam, Andhra Pradesh Chief Secretary.

Highlighting the works of the state government, Subrahmanyam stated that the state is implementing transparent policies in governance. They brought the Judicial Preview Act for the first time in India; under which tenders will be reviewed by a Judge. Clusters in Visakhapatnam - Chennai, Chennai - Bangalore corridors are being developed.

The state government has also selected 25 engineering colleges for skill development.

"The Centre should constitute Kadapa steel plant, as assured in the bifurcation act. The state government brought village secretariat concept for decentralisation of governance. We are developing the state as an investment hub, for which we need the Centre's cooperation. Moreover, they are going to introduce electric buses to prevent pollution. The government is also going to launch a new scheme 'Amma Odi' (Mother's lap) for the eradication of illiteracy, for which we need cooperation from HRD ministry," he said.

The Niti Ayog vice-chairman said that they will provide maximum help to the state as the vision and plans are good of the Chief Minister YS Jaganmohan Reddy.

"The state should take initiative on banning single-use plastic. We are in favour of encouraging zero budget natural farming. What I observe is that the revenue deficit of the state is a matter of concern. Non-budget expenses are high. The state government should focus on investments and public debts. We are ready to work with the state government," he said.

The vice-chairman also suggested the state to focus on housing in rural and urban areas. He said that they are trying to provide support price to promote the cultivation of legumes and oilseeds in the state.

"In Andhra Pradesh, anaemia in women is very high. The state should focus much on women and child welfare. Proper care should be taken so that minerals and vitamins be available in food. The state should focus on food processing and agro products exports," he said.

Addressing Kumar, Chief Minister Jaganmohan Reddy said: "The state government is implementing plans to overcome illiteracy. We are developing 44000 plus schools in the state in a phased manner. In the first phase, we are providing at least 9 minimum facilities in 15,000 schools. English medium is being introduced in Class 1 to 8 from next academic year. That will be extended to 9th and 10th classes in the later year."

He further informed that under "Amma Odi" scheme, every mother sending her children to school would be given Rs 15,000. This scheme will be started on January 26. Quality education with all facilities will be provided in government schools. "Our aim is to bring illiteracy to zero levels. The Amma Odi scheme can be a role model for the entire nation if Ministry of Human Resource sponsors the scheme," he said.

The government is taking steps to eradicate malnutrition in children and to maintain sanitation, cleanliness of drinking water and prevent unhealthy atmosphere. Also, the government is going to bring a water grid to provide clean water to every household.

The government has increased the quality of food being provided under mid-day meal in schools and to Anganwadi centres so that the level of anaemia which is prevalent in tribal areas and remote areas can decrease.

The government is soon going to launch the Arogyasri scheme under which all families which are below the poverty line can get treatment in corporate hospitals on the expense of government fund.

"In particular, Dengue and Malaria are being brought into the ambit of Arogyasri. This scheme will be launched from December as a pilot project in West Godavari district. We are developing all government hospitals to meet national standards," he said.

Reddy further stated that the state is suffering from some problems that are inherited from the previous government.

"The earlier government had introduced Rs 2.27 lakh crores budget, though it was voted on account only. We kept the budget at the same level but made some internal changes. The state government gets income from state revenue and Central taxes. There are the Fiscal Responsibility and Budget Management Act (FRBM) limitations on debts. In this wake the central government should not reduce the grants to the state," he added.

The state ministers Buggana Rajendranath, K Kannababu, M Gowtam Reddy, G Jayaramulu; NITI Aayog delegation members and senior bureaucrats from state government were also present in the meeting.

"NITI Aayog alone can cooperate Andhra Pradesh which is suffering losses after bifurcation. 15th Finance Commission and NITI Aayog should liberally help the state. The Centre is planning to achieve a $5 trillion economy. The state will also be a part of achieving that target if the Centre gives a helping hand," said LV Subrahmanyam, Andhra Pradesh Chief Secretary. Highlighting the works of the state government, Subrahmanyam stated that the state is implementing transparent policies in governance. They brought the Judicial Preview Act for the first time in India; under which tenders will be reviewed by a Judge. Clusters in Visakhapatnam - Chennai, Chennai - Bangalore corridors are being developed. The state government has also selected 25 engineering colleges for skill development. "The Centre should constitute Kadapa steel plant, as assured in the bifurcation act. The state government brought village secretariat concept for decentralisation of governance. We are developing the state as an investment hub, for which we need the Centre's cooperation. Moreover, they are going to introduce electric buses to prevent pollution. The government is also going to launch a new scheme 'Amma Odi' (Mother's lap) for the eradication of illiteracy, for which we need cooperation from HRD ministry," he said. The Niti Ayog vice-chairman said that they will provide maximum help to the state as the vision and plans are good of the Chief Minister YS Jaganmohan Reddy. "The state should take initiative on banning single-use plastic. We are in favour of encouraging zero budget natural farming. What I observe is that the revenue deficit of the state is a matter of concern. Non-budget expenses are high. The state government should focus on investments and public debts. We are ready to work with the state government," he said. The vice-chairman also suggested the state to focus on housing in rural and urban areas. He said that they are trying to provide support price to promote the cultivation of legumes and oilseeds in the state. "In Andhra Pradesh, anaemia in women is very high. The state should focus much on women and child welfare. Proper care should be taken so that minerals and vitamins be available in food. The state should focus on food processing and agro products exports," he said. Addressing Kumar, Chief Minister Jaganmohan Reddy said: "The state government is implementing plans to overcome illiteracy. We are developing 44000 plus schools in the state in a phased manner. In the first phase, we are providing at least 9 minimum facilities in 15,000 schools. English medium is being introduced in Class 1 to 8 from next academic year. That will be extended to 9th and 10th classes in the later year." He further informed that under "Amma Odi" scheme, every mother sending her children to school would be given Rs 15,000. This scheme will be started on January 26. Quality education with all facilities will be provided in government schools. "Our aim is to bring illiteracy to zero levels. The Amma Odi scheme can be a role model for the entire nation if Ministry of Human Resource sponsors the scheme," he said. The government is taking steps to eradicate malnutrition in children and to maintain sanitation, cleanliness of drinking water and prevent unhealthy atmosphere. Also, the government is going to bring a water grid to provide clean water to every household. The government has increased the quality of food being provided under mid-day meal in schools and to Anganwadi centres so that the level of anaemia which is prevalent in tribal areas and remote areas can decrease. The government is soon going to launch the Arogyasri scheme under which all families which are below the poverty line can get treatment in corporate hospitals on the expense of government fund. "In particular, Dengue and Malaria are being brought into the ambit of Arogyasri. This scheme will be launched from December as a pilot project in West Godavari district. We are developing all government hospitals to meet national standards," he said. Reddy further stated that the state is suffering from some problems that are inherited from the previous government. "The earlier government had introduced Rs 2.27 lakh crores budget, though it was voted on account only. We kept the budget at the same level but made some internal changes. The state government gets income from state revenue and Central taxes. There are the Fiscal Responsibility and Budget Management Act (FRBM) limitations on debts. In this wake the central government should not reduce the grants to the state," he added. The state ministers Buggana Rajendranath, K Kannababu, M Gowtam Reddy, G Jayaramulu; NITI Aayog delegation members and senior bureaucrats from state government were also present in the meeting.
