Oluwajuwonlo Adeyemi is a Nigerian artist who grew up witnessing her mother throw away big plastic kegs of cooking oil that she used for her catering business in Lagos. Disgusted with the idea of adding trash to expansive landfills in a city where only a small percentage of trash is recycled, Adeyemi transformed them into faces that have come to be recognised as a signature of the artwork.

The crew of detained Crude Oil tanker MT Heroic Idun are being questioned by Nigerian authorities, while the ship remains anchored in Bonny, in the West African nation. Those in touch with the ship's crew and their families told WION that 16 of the 26 crew members have been taken ashore for questioning, while the remaining ten are on board the vessel. The very large crude carrier and its crew have been detained in West Africa since August this year, which has caused severe agony for the sailors and their families.

Authorities in Nigeria have levelled serious allegations. They claim that in August of this year, the vessel attempted oil theft in Nigerian waters and that it sailed on without an identifying flag, despite orders from the Nigerian Navy. The vessel is said to have eventually sailed towards Equatorial Guinea, where it was detained by the country's authorities.

Manoj Joy from the Sailors Society has been maintaining contact with the ship's Indian crew and providing moral support for their families in India. The former sailor told WION that the allegations made by the Nigerian side are baseless and that it has become common practice for authorities around the world to treat seafarers as a soft target.

According to OSM Group, the ship manager for Heroic Idun, the vessel was ordered to load a cargo of oil in early August from the Akpo terminal in Nigeria. Whilst waiting for the necessary clearance papers after having tendered notice of readiness (being ready to receive cargo) in line with voyage orders received from charterers, the Nigerian navy approached the vessel under cover of darkness in a way that caused serious concerns and it was believed to be an attempted piracy attack. The vessel following ‘Best Management Practice’ escaped from the area and out into international waters.

The company added that the tanker was interdicted in International waters by the Navy of Equatorial Guinea, for allegedly not displaying the flag of that country. "A fine was paid at the end of September against a promise of release of the vessel and its crew. However, both the ship and crew remain in captivity" OSM said.

OSM Group CEO, Finn Amund Norbye said, “The vessel and its 26 multinational crew members have now been detained in Equatorial Guinea for more than 80 days. The seafarers have been treated as criminals, without any formal charges or legal process for close to 3 months, it is nothing short of a shocking maritime injustice.”
MT Heroic Idun is manned by a 26-member crew, which comprises 16 Indians, eight Sri Lankans, one Filipino and a Polish national. The families of the Indian sailors were hopeful that the crew would be released and could return home from Equatorial Guinea. However, the vessel being taken back to Nigeria increases the families' agonising wait. It is feared that the crew might have to face trial in the West African country, which could pose further challenges to their return home. Some crew members are said to have possessed their mobile phones till the bygone weekend and it is believed that those devices have now been confiscated by Nigerian authorities.

Rolf Thore Roppestad, the CEO of Gard, the ship's insurance firm, said, “the treatment received by the crew shows a blatant disregard for basic human rights and international law. They have been held for more than 80 days, without any charges and without any legal representation locally to protect their interests. The situation is quite frankly outrageous.”

26 crew members including 16 Indian and eight Sri Lankan sailors of an oil vessel have been detained and handed over to the Nigerian Navy for alleged oil theft.

Nigeria: 26 sailors charged for attempting to steal crude oil, vessel seized by Navy

Days after 16 Indian sailors in the custody of Equatorial Guinea's navy appealed to the Indian government to help them return home, Equatorial Guinea's neighbour Nigeria released a detailed statement with fresh allegations and counter-clarifications. The ship Mt. Heroic Idun, carrying 16 Indian sailors as well as an unspecified number of sailors from Poland, Sri Lanka, and the Philippines, has now been handed over to the Nigerian Navy by Equatorial Guinea, the Nigerian government said in a statement on Friday.

"The handover was carried out in Equatorial Guinea on November 6, 2022. It is now expected that the Vessel will return to Nigeria, for further investigations by the Nigerian Government," the statement said.

At the time of filing this report, WION can confirm that the Mt. Heroic Idun has arrived at Nigeria's Bonny Terminal-II under naval escorts. The Nigerian navy is likely to issue a statement.

Nigeria has accused the vessel Mt. Heroic Idun of entering the restricted zone around an oilfield without authorisation, illegally attempting to load crude oil from Nigeria without appropriate documentation which, it said, 'is tantamount to economic sabotage'. Nigeria has also alleged that the ship with Indian sailors onboard falsely accused the Nigerian Navy ship of piracy.

The family members of detained Indian sailors have said that the vessel was told to leave the Nigerian waters by authorities citing they did not have prior information about their arrival. However, a family member of the ship's master Tanuj Mehta added, as the ship moved towards Equatorial Guinea, it was followed by a Nigerian Navy ship which issued an alert. As a result, the ship was detained when it arrived in Equatorial Guinea in mid-August, the concerned family member of detained Indian shipmaster said.

India's Ministry of External Affairs informed issued a statement on Saturday saying that it is constantly monitoring the developments in the Africa's West coast.

"Our missions in Malabo, which is the capital of Equatorial Guinea, and in Abuja of Nigeria, are closely engaged with their respective local authorities in this case. We are also in touch with the detained sailors," Arindam Bagchi, spokesperson of India's Ministry of External Affairs said.

"We have actually had several rounds of consular access to these sailors and we are making all efforts for the early resolution of this issue," he added.

Nigeria is amid the worst flooding that the country has witnessed in a decade, as of Sunday, at least 600 people have been killed and more than 2 million have been affected. According to the country’s humanitarian ministry, the southern region experienced particularly heavy rains.

The ministry also indicated that more than 200,000 homes have been completely or partially damaged by the flooding and at least 1.4 million people have been displaced. The minister of humanitarian affairs, disaster management and social development, Sadiya Umar Farouq, during the update on October 16 said at least 110,000 hectares of farmland have submerged.

Furthermore, the flooding is expected to continue until the end of November, said the country’s meteorological agency. This comes amid Nigeria’s seasonal flooding, however, this year has been significantly worse which the government has reportedly attributed to unusually heavy rains due to climate change.

Meanwhile, the country’s National Emergency Management Agency did warn of catastrophic flooding for states along the Niger and Benue rivers, adding that three of the country’s overfilled reservoirs were expected to overflow. This is in addition to the emergency release of excess water from both dams in the west African country and in neighbouring Cameroon which has also contributed to these devastating floods, said NEMA.

In a press conference, on Sunday, the minister of humanitarian affairs said, “We are calling on the respective State Governments, Local Government Councils and Communities to prepare for more flooding by evacuating people living on flood plains to high grounds, provide tents and relief materials, fresh water as well as medical supplies for a possible outbreak of water-borne diseases.” She added that despite efforts and early warnings many states "did not prepare" for the flooding.

According to Nigerian President Muhammadu Buhari, floods have affected 33 out of the 36 states in the country, with at least 700,000 people being displaced in the southern state of Bayelsa alone. He also asked all the federal agencies to ramp up their rescue and disaster management response. Reportedly, Buhari has also ordered 12,000 metric tonnes of food from the country’s strategic reserve to help communities, said media reports.

85 feared dead after overloaded boat capsizes in Nigeria's flooded river

Citing loss of revenue and violation of laws, the Advertising Regulatory Council of Nigeria (ARCON) has sued Meta, the parent company of Facebook and its Nigerian public relations agency AT3 Resources at the Federal High court, Abuja Judicial Division.

The council through its legal head said that "it is carrying out its statutory responsibility of ensuring that advertising, advertisements and marketing communications conform with the lawful enactments."

ARCON is seeking ₦30 billion (~$50 million) in sanctions for the violation of the advertising laws and for loss of revenue as a result
of Meta’s continued exposure of unapproved adverts on its platforms.

The regulatory body believes that Meta’s continued exposure of unvetted adverts had also led to a loss of revenue to the federal government as it reiterates that it would not permit unethical and irresponsible advertising on Nigeria’s advertising space.

This move comes after a new bill by ARCON was passed by the National Assembly and approved by the Nigerian president in August. The new bill repealed the Advertising Practitioners (Registration, etc.) Act, Cap. A7, Laws of the Federation of Nigeria, 2004 and enacting the Advertising Regulatory Council of Nigeria (ARCON) Act, 2022, which recognizes ARCON as the apex authority for the Nigerian advertising industry.

Responding to questions from WION, Chukudi Ezeaba, Head (Legal Advertising), ARCON, enlightened practitioners on the laws that govern advertising in the country, be it on or off the social media space.

"The principal legislation governing advertising in Nigeria is the Advertising Regulatory Council of Nigeria Act No. 23 of 2022 and the Nigeria Code of Advertising Practice. There are fragments of other statutory provisions concerning advertising in some specific legislations like the Electoral Act and some industry-specific regulations. Overall, the ARCON Act is preeminent."

He cleared the air on reports that suggest the council will be stifling small businesses in Nigeria..

"That position is very incorrect and mainly peddled by those who carry out advertising that ordinarily would not be approved by the Advertising Standards Panel (ASP) and primary and secondary online media platform owners. ARCON has provided a very business-friendly model for SMEs for the vetting of advertisements from small businesses. That has been encouraging for those who comply with the statutory provisions. Most of the critics have not availed themselves with the opportunities offered by the model."

ARCON also shared that it’s not regulating the online media space but advertising and marketing communications on online platforms in line with its establishment act and advised practitioners to "Simply ensure that their advertisements are vetted and approved before exposure."

Recall that ARCON in August announced the ban on the use of all foreign models and voice-over artists in Nigeria, a move that has been met with mixed feelings as Nigerians look forward to its pros and cons in the coming years.

This move, according to Ezeaba, is "to ensure ethical advertising business and practice in Nigeria. Making constructive business-friendly and productive policies that will encourage SMEs and other businesses to thrive in Nigeria.
