India’s National Investigation Agency has filed a chargesheet against American citizen Matthew Aaron Van Dyke and six Ukrainian nationals for alleged immigration offences, while investigation under anti-terror law UAPA remains open. The seven men were arrested on 13 March 2026 at airports in Kolkata, Delhi and Lucknow. The original case was registered under Section 18 of the Unlawful Activities (Prevention) Act, along with other provisions, over allegations that they illegally entered Myanmar and trained ethnic armed groups in drone warfare.&nbsp;The NIA charged them under Sections 21 and 23 of the Immigration and Foreigners Act for illegal entry, stay and movement. The chargesheet was filed as the statutory 180-day custody period under the UAPA framework was due to expire on 8 September. Under Indian law, if a chargesheet is not filed within the applicable period, an accused may seek default bail.&nbsp;Investigators allege the group arrived in India on tourist visas in December 2025, travelled through Guwahati to Mizoram without the required Protected Area Permit, and crossed into Myanmar to provide training in drone operations, assembly and jamming. They are then said to have re-entered India through an unauthorised route in March. The NIA has also alleged links between some Myanmar-based groups and insurgent organisations in India’s north-east.&nbsp;The filing itself records that investigation under the UAPA is continuing. The agency may file a supplementary chargesheet if further evidence supports additional offences. Indian criminal procedure allows further investigation after a first chargesheet. Officials say the absence of UAPA counts in the current document should not be read as a withdrawal or closure of the terror inquiry. US diplomats have raised Mr Van Dyke’s detention with Indian authorities. The charges against him have been filed for supporting, furthering ISIS ideology and uploading incendiary posts on Facebook. An NIA special court in Chennai has filed cases under sections 124A and 505(1)(b) of IPC and section 13(1)(b), 38 and 39 of UAPA.&nbsp;

The case against this Madurai-based individual was registered at the Theppakulam Police Station in Madurai City, on April 10th of this year. Following this, a probe was conducted by the NIA, which revealed the grave nature of the accused's intentions.

“Abdullah was uploading posts on his Facebook account to instigate people to establish Khilafah (an institution governing a territory under Islamic rule) and threaten the unity, security and sovereignty of India. He was also seeking cooperation from other countries to set up an Army to establish an Islamic State in Tamil Nadu through Jihad.” the premier investigation agency said.

An investigation by the NIA has revealed that Abdullah, who went by the alias Saravana Kumar is a highly radicalized Hizb Ut Tahir (HuT) member and was espousing the fundamentalist ideology of ISIS.&nbsp;

Notably, the HuT is banned in many countries.&nbsp;

The accused had knowingly and willingly associated himself with ISIS recruiters with an intention to propagate and support ISIS activities, said NIA. The investigation, in this case, is still underway, they added.

The National Investigation Agency (NIA) in its charge sheet in the 2019 Pulwama terror attack case has named Jaish-e-Mohammad chief Masood Azhar, his brothers Abdul Rauf Asghar and Ammar Alvi, slain JeM terrorist Mohammad Umar Farooq, suicide bomber Adil Ahmed Dar and other terrorist commanders operating from Pakistan.

The 13,500-page charge sheet names people who were arrested from Pulwama for providing shelter and shooting the last video of Adil Dar, the suicide bomber who used around 200 kgs of explosives in the vehicle that rammed into the CRPF convoy on February 14 last year killing 40 personnel near Lethpora in South Kashmir.

Besides Azhar, those charge-sheeted include seven terrorists who were killed in various encounters and four absconders, two of whom are still hiding in Jammu and Kashmir — one of them a local and the other a Pakistani national.

Two relatives of Masood Azhar -- Abdula Rauf and Ammar Alvi -- have been named in the charge sheet as the main conspirators behind the case. The dead include a nephew of JeM terrorist Mohammed Umar Farooq who had entered India through natural caves at the international border in Sambha in late 2018.
