New Zealand unveiled new legislation Friday aimed at ensuring only "fit and proper" people can own guns in the wake of the Christchurch mosque attacks that killed 51 Muslim worshippers.

Prime Minister Jacinda Ardern had immediately banned military-style semi-automatic rifles after the shootings in March but said further restrictions were needed to target the black market.

"Owning a firearm is a privilege, not a right," she told reporters in Christchurch on Friday.

"That means we need to do all we can to ensure that only honest, law-abiding citizens are able to obtain firearms licences and use firearms."

Under the new legislation, a registry will be set up that is designed to track ownership of every legally owned firearm in the country.

The measure also increases the jail term for supplying firearms to an unlicensed person from three months to two years, as well as tightening gun importation and sales.

Police will determine if someone is "fit and proper" to hold a licence, with power to exclude anyone promoting extremism, convicted of violent crime or with mental health issues, including attempted suicide.

The register, expected to take five years to complete, will contain details of the estimated 1.2 million firearms in New Zealand, for a population of around five million.

Police Minister Stuart Nash said the existing gun legislation was introduced in 1983 and needed updating.

Authorities refused to name the websites which will be blocked for at least six months saying it could bring them more traffic.

Several other websites were asked to take down content and had complied, Inman Grant added.

"The remaining rogue websites need only to remove the illegal content to have the block against them lifted," she said.

One of the eight websites was a blog focusing on the so-called&nbsp;"Threat of Islam," according to an explanatory statement lodged with the Federal Register of Legislation.

The Communication Alliance a telecommunications&nbsp;lobby group said&nbsp;internet providers had already blocked all eight websites voluntarily before the order but welcomed the legal clarity provided by the government decision.

A bus carrying 27 people, mostly Chinese tourists, rolled over on a highway in New Zealand's North Island on Wednesday, killing five people and injuring six, police said.

Police are investigating the accident on State Highway 5 near Rotorua, a popular destination for tourist groups from China, in which the bus flipped to the opposite side of the road on a "moderate to easy bend", an official said.

"It's a traumatic incident for all concerned, and it has far-reaching consequences," Brent Crowe, an inspector in the Bay of Plenty region, told a news conference.

Ethnic liaison officers were coordinating with victims' families and Chinese officials, he said, adding that police were working with the foreign ministry and the Chinese consulate to notify the next of kin.

Contrasting half-centuries from BJ&nbsp;Watling and Colin de Grandhomme helped New Zealand lead by 138 runs in their first innings against Sri Lanka on day four of the rain-hit second Test on Sunday.

"The way Colin came out and played in that last session was outstanding for us. To put us in a position is really good," he told reporters.

"Hopefully we can put some runs on the board and bowl at some stage and put Sri Lanka under pressure."

It was Latham's fourth hundred against Sri Lanka and one of the hallmarks &nbsp;was the confidence with which he played the spinners.

"It's just that having different options to different bowlers. They are different to each other and it is important to have different options," he said.

"Stick to low percentage of shots for certain bowlers and use the feet and play the sweep shot often. Just managed to do that.

"Playing in New Zealand is complete different. Little bit more down the ground and in these conditions playing square of the wicket is good."
