<p>"In those cases where we do issue declarations, it is often where there is a threat to life, a threat to property, and civil defence emergencies," she told parliament.</p>

<p>"If we do not respond to climate change, we will continue to have these emergencies on our shores."</p>

<p>Lawmakers passed the largely symbolic emergency declaration by 76 votes to 43 after Ardern urged them to back the move.</p>

<p>"Vote in favour of this declaration, be on the right side of history, be part of the solution we must collectively deliver for the next generation," she said.</p>

<p>Britain's parliament became the first in the world to declare a climate emergency, passing the motion in May last year, followed closely by Ireland.</p>

<p>According to The Climate Mobilisation, a US lobby group pushing for such declarations, more than a dozen nations have followed suit, along with 1,800 local authorities in cities and towns globally.</p>

<p>The group argues that such declarations represent a critical first step in acknowledging the scale of the climate challenge and will spur action towards reversing global warming.&nbsp;</p>

<p>New Zealand's centre-right opposition National Party rejected the climate emergency declaration, labelling it "virtue signalling".</p>

<p>"It can do harm in making people think that by declaring an emergency something has happened, when it hasn't," National leader Judith Collins told Radio New Zealand.&nbsp;</p>

<p>"It's quite false and misleading." &nbsp;</p>

<p>Ardern last year committed New Zealand to become carbon neutral by 2050 and to generate all its energy from renewable sources by 2035.</p>

<p>Parkes refused to detail who was facing charges in case the court granted them name suppression, although the identities of some were revealed through other sources.</p>

<p>Two tour company operators told local media that they had been charged, while Prime Minister Jacinda Ardern announced that two government agencies were also being prosecuted.</p>

<p>She said the agencies are GNS Science, responsible for monitoring volcanic activity, and the National Emergency Management Authority, which handles disaster planning.</p>

<p>"There is no easy process here but it is the job of WorkSafe to ensure that if there are questions to be answered that they lead the charge on that," she said.</p>

<p>"It's an independent decision for them... we really need to leave it at that."</p>

<p>The prosecution by WorkSafe does not carry the threat of jail time for those who took tourists sightseeing on the island, with hefty fines being the maximum penalty.</p>

<p><strong>Adventure scrutiny</strong></p>

<p>Parkes said the organisations involved could be fined up to NZ$1.5 million (US$1.1 million), with individuals facing maximum fines of NZ$300,000.</p>

<p>He said it was the most extensive and complex investigation his organisation had ever carried out.</p>

<p>A separate inquiry by the coroner's office has been running in parallel with the WorkSafe probe and could potentially result in more charges being recommended.</p>

<p>But it will not release any findings until the WorkSafe cases have been dealt with.</p>

<p>"The Chief Coroner's inquiry into the Whakaari/White Island eruption deaths remains on hold until other agencies' prosecutions have gone through the judicial process," a spokesman for the coroner said.</p>

<p>The disaster put the spotlight on the regulation of New Zealand's adventure tourism industry, which offers adrenaline-fuelled activities such as bungee-jumping, jet-boating and black water rafting.</p>

<p>Day trips to White Island were promoted to visitors, including cruise ship passengers, as a thrilling opportunity to stand on an active volcano.</p>

<p>But critics said New Zealand's light-touch regulatory regime meant there was little communication about the genuine risks involved.</p>

"When I had to go swimming I was able to wear long sleeves - a full swim suit."</p>

<p>She also shared that she had hoped to be able to help victims and suffering families after the Christchurch attack. "It was when I was just training to get into police, that the Christchurch terror attack happened and if I was a fully-fledged constable then I would have gone down to support the victims and their families," she said.</p>

<p>She was elected first as a Member of Parliament belonging to the Labour Party in September 2017.</p>

<p>In 2019, she was appointed the Parliamentary Private Secretary to the Minister for Ethnic Communities.</p>

<p>Her work in that area has helped her build the base for her new role of Minister for Diversity, Inclusion, and Ethnic Communities.</p>

<p>In addition to this, she has become the Minister for the Community and Voluntary Sector and Associate Minister for Social Development and Employment.</p>

<p>She has become New Zealand's first-ever Kiwi Indian Minister, the New Zealand Herald newspaper quoted Indian Weekender as saying.</p>
