Civic group Rashtriya Ekata Abhiyan on Tuesday submitted a memorandum to Nepal’s Minister for Land Management, Cooperatives and Poverty Alleviation, Sashi Shrestha seeking its intervention in China's ongoing efforts to infringe on Nepali territory.

The group members met Minister Shrestha to discuss the border issue with China and submitted the memorandum.&nbsp;

Drawing the government’s attention, the organisation in the memo said, “The encroachment in various areas of the Nepal-China border including in Ruila, Gurkha is violating international laws and values. It is not only an insult to the friendship between the two countries but also a direct challenge to the sovereignty of Nepal.”

“However, despite the diplomatic efforts made by the government, it is said that border encroachment continues,” it added.&nbsp;

The organisation sought ‘decisive and strict action’ by the Nepal government.&nbsp;

“China has captured no man's land in the Gurkha district of Nepal. This is not the first time such an incident is taking place, China is continuously taking over Nepalese territory forcefully. In Humla too, they built 12 buildings inside Nepal’s territory and have captured the area,” Vinay Yadav, chairperson of the organisation told WION.&nbsp;

“We have been trying to draw attention but no heed was paid by the Nepal Government. So, today we ourselves have come to the Ministry, and requested to take measures to solve the border issue,” he added.&nbsp;

The organisation also claimed that China is trying to capture Mount Everest too.&nbsp;

“China sees Nepal just like it used to see Tibet before taking over,” he added.&nbsp;

Earlier on July 15, Nepal and China on Thursday agreed to carry out a joint inspection of the border through mutual consultation.&nbsp;

The government had earlier formed a committee under the coordination of Home Ministry Joint Secretary Jaya Narayan Acharya to study the dispute over the Nepal-China border in the Humla district last year.

The committee report noted that the Chinese side encroached on the border and suggested that the two sides work together to resolve the issue.&nbsp;

The Nepal government has not made the report public yet.&nbsp;

The report outlined a series of issues along the border by the Chinese side including a missing border pillar, wiring and fencing of the border pillar, and restrictions imposed on Nepalese locals by the Chinese authorities.&nbsp;

Lok Bahadur Thapa, Head of North East Asia Division, Nepal Foreign Ministry, and Hong Liang, Director General of the Department of Border and Ocean Affairs of the Chinese Foreign Ministry leading delegations held a virtual consultation meeting on border affairs.&nbsp;

As per the Nepalese Foreign Ministry, the meeting took stock of the overall state of Nepal-China relations and held a discussion on various matters relating to boundary and border management between the two countries.

“Underscoring the importance of joint inspection of Nepal-China boundary, the two sides agreed to initiate the process for activating the existing bilateral mechanism through mutual consultation,” said the Foreign Ministry of Nepal in a statement.&nbsp;

This comes after a committee formed by Nepal’s Ministry of Home Affairs came up with a report highlighting issues along the border between two countries in the Humla district.&nbsp;

The report was commissioned last September following claims that China has been trespassing in the district of Humla, in the far west of Nepal.&nbsp;

The First Nepal-China Border Joint Inspection Committee was formed in May 1977 and was completed in 1979 and the Boundary Protocol was signed for the second time.&nbsp;

As per the decision to conduct joint border inspections every ten years, the second was carried out in 1989.&nbsp;

The third Joint Inspection was carried out in 2006 and there hasn't been one since.

“To find a permanent solution to this, the border issue should be included in Nepal’s state policy. Such sensitive and bilateral matters related to the border need to be addressed through a permanent mechanism. Still, it is found that no such initiative has been taken,” the report by the committee stated.&nbsp;

The report outlined a series of issues along the border by the Chinese side including that of a missing border pillar, wiring and fencing of the border pillar and restrictions imposed on Nepalese locals by the Chinese authorities.&nbsp;

In the virtual consultation meeting on border affairs, officials from both sides agreed to resume two-way trade through Rasuwagadhi/Keyrung border port, following COVID-19 health protocol and guidelines.&nbsp;

The trade between the two countries is suspended since the COVID-19 pandemic, severely affecting the traders and business people in the Himalayan nation.&nbsp;

With a view to supporting the livelihood of people in the northern Himalayan region of Nepal, the two sides decided to open Hilsa/Purang border port for transportation of goods and construction materials from China, by putting in place necessary COVID-19 health protocol and guidelines.

The development comes just a day after Liu Jianchao, Head of the International Liaison Department of the Chinese Communist Party paid a four-day visit to Kathmandu, and met key leaders of all political parties including Prime Minister Sher Bahadur Deuba.&nbsp;

Nepal, China to initiate bilateral mechanisms to solve border issues

The Nepal Government led by Prime Minister Sher Bahadur Deuba on Wednesday decided to form a committee to study the border issue with China in the Humla district of Nepal.&nbsp;

Last year, in the month of September, China encroached upon Nepalese territory and constructed nine buildings in border area from Limi Lapcha to Hilla in Namkha village municipality of Humla district.

"A committee comprising Department of Survey, Nepal Police, Armed Police, and Border Experts will be formed under the coordination of Home Ministry Joint Secretary to study the problems in the border area in Humla district,” announcing the decision of the Council of Ministers, Law Minister Gyanendra Bahadur Karki said.&nbsp;

In relation to the border issue in Humla, later the committee will present a report to the government.&nbsp;

Prime Minister Deuba was earlier criticised for not addressing border issues with China in the government’s Common Minimum Programme.

The&nbsp;programme was prepared by seven members of the ruling alliance, which failed to include the boundary dispute, particularly in the Humla district.&nbsp;

Earlier in September 2020, Nepal Government had sent a team to the Humla district to investigate the issue.&nbsp;

Under the 'one-China' policy, Beijing emphasises other countries to recognise Taiwan and Tibet as part of China, it said.

As China firmed up its ties with Nepal, which shares borders with Tibet, with heavy investments besides loans and financial assistance, Beijing wants Kathmandu to stop the free-flow of Tibetans to travel to Dharamshala in India to meet Tibet's highest spiritual leader the Dalai Lama, the statement said. Nepal also has a large chunk of the Tibetan population.

The 85-year-old Dalai Lama fled to India in 1959 following a crackdown on an uprising by the local population in Tibet. India granted him political asylum and the Tibetan government-in-exile is based on Dharamsala in Himachal Pradesh since then.

China views the 14th Dalai Lama as a "separatist" working to split Tibet from China.

The Chinese Foreign Ministry statement, giving details about Wei's visit to Nepal, said that he told the Nepalese leaders that China will continue to keep close communications with the Nepalese side and provide support and assistance for the military development of Nepal and make more contributions to the benefits of both peoples and regional peace and stability.

He held bilateral talks with Nepal Army chief Gen. Thapa at the army headquarters here during his "working visit" to Nepal, the highest-level visit from China after President Xi Jinping's two-day state visit that took place in October last year.

Wei's visit, however, received low-key coverage in the Chinese state media.

China's political profile in Nepal has been on the rise in the recent years with billions of dollars of investments under Beijing's multi-billion-dollar Belt and Road Initiative (BRI), including the building of the Trans-Himalayan Multi-Dimensional Connectivity Network.

Besides the investments, China's ambassador to Nepal Hou Yanqi has made open efforts to garner support for Oli, who faced a massive rebellion in his party from the faction led by 'Prachanda', also a former prime minister.&nbsp;

The government said it was serious about reports emerging in sections of the media while adding that local administrative officers had reached ground zero in Humla district and as soon as the team sends the report of the chief district magistrate of Humla district is presented, it will be made public.

Nepal foreign minister Pradeep Kumar Gyawali asserted that his country does not have any border dispute with China. He said that even if there is a "small dispute, we can resolve it by sitting amongst ourselves."

The foreign minister said at a press conference that a similar news item had appeared three years ago and after that the country's inter-ministry committee had made an inquiry and found that the building that China had built was one kilometre from the border in its area. "Therefore, this time the building that is being talked about can also be built in the same area of ​​China," the minister added.

The chair of Namkha Rural Municipality had told Kathmandu Post that, "Chinese side claimed that the area where the houses are built falls within the Chinese territory".&nbsp;

However, the Chinese mission in Nepal had said that, "the building mentioned by the media has been verified to be on the Chinese side of the China-Nepal border" and "Nepali side may make verifications again".&nbsp;

"China and Nepal have no territorial disputes. The two sides have always maintained close communication on border affairs," it added. 
 
The Nepalese government has asked Dattaraj Hamal, assistant chief district officer of Humla district to write a clarification within 24 hours for providing a wrong information to the media houses.

Meanwhile, China also rebuffed reports that it constructed buildings on the Nepali side of the Nepal-China border. Reacting to a question, the Spokesperson of the Chinese Embassy called China and Nepal "friendly neighbours".

China-Nepal border row: Nepal rebuffs reports of Chinese construction on its soil

Nepal Prime Minister Oli's government faces serious charges of corruption, and now, the prime minister himself is under the scanner.

The Global Watch&nbsp;alleges that the Nepali prime minister is corrupt. The report says that Nepal is a “classic example” of how China uses corrupt leaders to make inroads into weaker countries.

The charges against Oli are serious. During his first stint as prime minister, Oli allegedly tried to invest in the telecom sector of Cambodia. Reports say the then Chinese ambassador to Nepal Wu Chuntai had extended assistance to Oli for the deal.

In his second term, Oli allegedly used his powers to award contracts to Chinese companies. Several deals struck under Oli are under scanner like the agreement to set up a digital action room with video conferencing facilities in the prime minister’s office. The contract reportedly went to China communication service, a subsidiary of Huawei without any competitive bid.

The valley of Kalapani along with the Lipulekh pass forms the Indian route to the Kailash-Mansarovar which is an ancient pilgrimage site. It is joined by the Limpiyadhura pass five miles south-west. India considers these areas to be part of Uttarakhand's Pithoragarh district.

Nepal has already resolved the so called border dispute by declaring these territories its own. The Nepal Communist party has tabled a special resolution in the Parliament which aims to&nbsp;seek&nbsp;control of these territories.

Amid row with India, Nepal PM Oli defends new political map

A delegation from China&#39;s ruling Communist party has called on Nepal President Bidya Devi Bhandari and discussed the bilateral relations in Kathmandu, days after Beijing provided Rs 15.80 billion to the Himalayan nation for post-quake reconstruction activities.

The meeting between the President and Communist Party of China (CPC) delegation led by their chief of Publicity Department Liu Qibao took place at the presidential residence Sheetal Niwas on Sunday.

The team discussed the current bilateral relations.

The leaders also discussed about taking the bilateral relations to a more harmonious and stronger level, according to a press statement issued by the President&#39;s office.

Chinese ambassador to Nepal Yu Hong was also present.

China has provided Rs 15.80 billion to Nepal for post-quake reconstruction activities after a Cabinet meeting on December 11 decided to accept the grants worth Nepalese Rupees 15.80 billion provided by China.

China on December 9 launched a new cargo service linking Tibet and Nepal as dozens of trucks carrying goods worth USD 2.8 million left the Tibetan border port of Gyirong en route to Kathmandu.

The new rail and road cargo service linking Guangdong, Tibet and Nepal aims to boost trade with the South Asian neighbour as China pushes forward its Belt and Road (Silk Road) initiative.

It was the first such consignment being sent to Nepal after the new Prachanda government took over from his pro-China predecessor KP Sharma Oli, who had signed the transit trade deal with Beijing in March this year in a bid to reduce Nepal&#39;s dependence on India despite it being expensive due to the mountainous terrain.&nbsp;

Chinese delegation meets Nepal President, discusses bilateral ties

Nepal&#39;s deputy prime minister Krishna Bahadur Mahara will leave for Beijing tomorrow on a six-day China visit as a special envoy of Prime Minister Prachanda while dates are being finalised for a similar visit to India by another Nepalese special envoy, the official media reported today. 
 
Secretary at the ministry of foreign affairs, Shankerdas Bairagi said that Mahara, also minister for finance, would hold discussions with senior Chinese officials focusing all aspects regarding Nepal-China relations as well as Chinese President Xi Jinping&#39;s maiden Nepal visit this year during his stay in Beijing. 
 
Special envoy Mahara would hand over an invitation letter to the Chinese government sent by President Bidya Devi Bhandari to Xi, also general secretary of the ruling Communist Party of China. 
 
Similarly, Mahara would also hand over an invitation letter to the concerned official sent by Prime Minister Prachanda to Chinese Prime Minister Li Keqiang to visit Nepal. 
 
Creating the environment conducive for the visits of Chinese President and Prime Minister and assuring Chinese side from all aspects is the main objective of DPM Mahara&#39;s China visit. 
 
Deputy prime minister Mahara will be accompanied by Joint-Secretary at the Foreign Ministry, Jhabindra Prasad Aryal, Nepal&#39;s National News Agency (RSS) reported. 
 
Meanwhile, deputy prime minister and minister for home affairs, Bimalendra Nidhi, is leaving for India as a special envoy of Prime Minister Prachanda this very week. 
 
&quot;We have been preparing to hold DPM Nidhi&#39;s India visit this week. We have urged Indian officials to make it happen as soon as possible,&quot; said foreign secretary Bairagi. 
 
He said problem had surfaced as there were public holidays on Sunday and 70th Independence of Day of India on Monday. 
 
Nidhi&#39;s visit would focus on strengthening of relations between Nepal and India and Indian President&#39;s Nepal visit. The special envoy would also hold discussions with high-level officials about President Bhandari&#39;s cancelled visit to India. 
 
The government on August 11 had decided to send DPM Mahara and DPM Nidhi to China and India respectively as the special envoys of Prime Minister Pushpa Kamal Dahal &#39;Prachanda&#39;.
