Anniversaries are meant to be a celebration. They represent a moment of reflection – a marker, a milestone, a time to look back. And therein lies their biggest problem. For anniversaries have that unfortunate effect of turning any subject – be it a past event, a married couple, or indeed an international institution – into an object of intense scrutiny. For the North Atlantic Treaty Organization (NATO) celebrating its 70th anniversary in London on December 3-4, that scrutiny has come at an unfortunate time.

Founded in 1949 with the signing of the Washington Treaty, NATO at 70 represents one the longest-standing and arguably most successful political and military alliances in history. Yet NATO’s evolution, longevity and very survival continues to draw debate for academics, practitioners and world leaders alike. Since the end of the Cold War, NATO’s raison d’etre has been constantly criticised, with many seeing it as a dinosaur of a bygone era.

Yet Russia’s resurgent efforts to disturb and disrupt the North Atlantic region since the 2014 annexation of Crimea has also seen a renewed impetus for NATO as a security alliance. And new threats are looming, as my own research and teaching on international negotiation has examined.

NATO in 2019 in fact faces an unenviable agenda and a political environment increasingly unconducive to building a consensus. NATO’s core geopolitical challenges not only include a resurgent Russia amid claims of a “New Cold War”, but an increasingly influential and encroaching China. China was on the agenda of this leaders’ meeting for the first time.

The alliance must also address new hybrid threats ranging from cyber-attacks on critical infrastructure, to public disinformation. Arms control is again a top agenda item for the alliance, not only over nuclear and chemical weapons, but now also addressing space as a new operational domain. Climate change and migration have also become hot topics for NATO.

NATO’s security environment has therefore become something of a multi-headed hydra, with each head representing a new challenge that only a strong and united NATO can ultimately meet.

Fraying solidarity a NATO hallmark

Fraying solidarity has nevertheless become a hallmark for the alliance. The Syrian crisis has involved the US and Turkey both undertaking unilateral action without consulting with NATO allies. That action has been further exacerbated by Turkey’s growing ties with Russia, including the purchase of the S-400 missile system.

The French president, Emmanuel Macron, has also challenged the cohesion of the 29-nation alliance by emphasising his own preference for a strong European security architecture, independent of the US and citing NATO’s “brain-death”. Macron’s comments were sharply challenged by both Germany’s chancellor, Angela Merkel and US president, Donald Trump.

Amid it all, political contentions continue to fester within NATO over burden-sharing, and the US push for all 29 nations to meet their spending obligations to spend 2% of GDP on defence.

All this would seem to suggest that NATO’s anniversary really has come at the worst possible juncture for an ageing, somewhat challenged, alliance. As the London NATO leader’s meeting has highlighted, forced family gatherings can be fuelled by squabbling and the airing of past and current grievances rather than affection and unity. While anniversary gatherings are intended to celebrate, they also shine a spotlight on the cracks that fester.

Introverted, yet successful

For a naturally introverted NATO that operates most effectively as a military alliance away from the political spotlight, the London anniversary meeting must have been gruelling. It is only when you remove the spotlight and political grandstanding of this 70th anniversary that NATO’s truest successes come to the fore.

For the success of NATO is its longevity, its adaptation, its ability to look out and seek to address the risks of an ever-changing security environment and its ability to maintain the ties that bind among its growing family. As NATO secretary general Jens Stoltenberg remarked at a conference the day before the leaders met, in contrast to most politicians who are criticised for being good on rhetoric but bad on substance, NATO is the opposite – it is “bad on rhetoric but good on substance”.

For all of the cracks that this 70th anniversary has revealed, it has provided a moment for reflection. As the declaration published after the three-hour meeting of leaders identifies, what is now needed is a “forward-looking reflection process.”

NATO’s 70-year history is itself testimony of the organisation’s ongoing self-reflection, coupled with a willingness to adapt. But this meeting has provided just such a time for deep reflection on the alliance’s future as both a political and military organisation.

In tackling the challenges facing NATO today, that reflective process must consider NATO’s institutional procedures, decision-making and political structures under a soon-to-be 30-nation alliance, with North Macedonia set to join in 2020. A focus on consultation will also be critical in ensuring the cohesion of the alliance and maintaining solidarity.

Moving beyond this anniversary, NATO has much to do and hard questions to answer. But take away the spotlight and NATO will continue to work away quietly on the substance over the rhetoric … at least until its 80th.

NATO meeting: Solidarity reinforced despite uncomfortable time for alliance to be in the spotlight

The United States has completed its <a href="https://www.wionews.com/opinions/syria-troop-withdrawal-is-donald-trump-burying-the-post-war-liberal-world-order-186963">military pullback</a> in northeastern Syria, settling into a more stable posture of about 600 troops in the rest of the country after repositioning and reducing forces, Defense Secretary Mark Esper said.

Esper's remarks in an interview with Reuters could signal the end of a period of turbulence and uncertainty surrounding the <a href="https://www.wionews.com/world/united-states-planning-to-send-14000-troops-to-middle-east-report-266277">US military</a> presence in Syria after President Donald Trump's initial withdrawal order in October.

Since then, troop levels in Syria have fallen about 40 per cent from around 1,000.

Esper stressed he retained the ability to move in and out smaller numbers of forces as needed into Syria. But he suggested the number of troops will fluctuate around the 600-level for the foreseeable future.

"It will be relatively static around that number. But if we see things happen ... I can dial up a little bit," Esper said late on Wednesday during a flight back from the <a href="https://www.wionews.com/world/trump-meets-erdogan-unannounced-at-nato-summit-266252">NATO summit</a> on the outskirts of London.

Esper also didn't rule out being able to reduce US troop levels in Syria further if European allies contributed to the Syria mission.

"The coalition is talking a lot again. We could see some allies want to volunteer troops," Esper said, without suggesting any new contribution was imminent.

"If an allied country, a NATO country, decided to give us 50 people, I might be able to turn off 50 people."

The US military says it is focused on preventing a resurgence of Islamic State in Syria and carried out a raid last month that led to the death of Islamic State leader <a href="https://www.wionews.com/opinions/al-baghdadis-death-the-rise-and-fall-of-the-leader-of-islamic-state-258617">Abu Bakr al-Baghdadi</a>.

Trump, in London, said he wanted remaining US forces to ensure Syria's oil reserves don't fall back into the militant group's hands.

"We kept the oil. And the oil is what fueled ISIS," Trump said, using an acronym for Islamic State.

Trump softened his pullout plans for Syria after backlash from Congress, including among key Republicans, who say he cleared the way for a long-threatened Turkish incursion against Kurdish forces in Syria who had been America's top allies in the battle against Islamic State.

NATO diplomats worry that Turkey, a NATO member since 1952 and a critical ally in the Middle East, has increasingly acted unilaterally, launching its incursion in Syria against US-backed forces and buying advanced Russian S-400 air defences.

Washington says the S-400 system is incompatible with NATO air defences, poses a threat to Lockheed Martin Corp's F-35 stealth fighter jets and announced in July it was removing Turkey from the F-35 program. It has also warned of possible US&nbsp;sanctions.

After summit talks between Trump and Turkish President Tayyip Erdogan, Esper suggested Ankara had not budged yet on the <a href="https://www.wionews.com/world/turkey-bought-s-400s-from-russia-to-use-them-not-to-put-them-aside-262580">S-400 issue</a>.

"There's no movement at this point," Esper said.

Still, after lobbying by NATO allies, including the United States, Erdogan backed off from a threat to block defence plans for the Baltic states and Poland unless allies declared Kurdish fighters in Syria terrorists.

"I think it was a positive move forward," Esper said, of the change in position by Turkey.

"They've been a valuable part of NATO for decades, from the earliest days. So we got to keep them in the fold."

That is likely to include a push to broaden&nbsp;NATO&nbsp;politically to consider a bigger role for the alliance in the Middle East and possibly Africa, although Berlin and Paris must first seek&nbsp;NATO&nbsp;support for a "wise persons" group to draw up reform plans.

In a final communique,&nbsp;NATO&nbsp;allies will recommit to their pledge to defend each other, while Britain is also expected to put six warships, two fighter squadrons and thousands of troops at&nbsp;NATO's disposal to meet a US&nbsp;demand for European armies to be more combat-ready.

NATO&nbsp;will also warn China for the first time that it is monitoring Beijing's growing military might, agreeing to gradually prepare the alliance to defend against any possible future hostilities, in arenas ranging from the Arctic to computer networks.

But the debate is unlikely to be easy.

All 29 member states have a target of spending 2 per cent&nbsp;of their gross domestic product on defence and Trump has singled out Germany for falling short of that goal.

But Macron stood by his criticism of NATO and said its real problem was a failure to forge a clear purpose since the end of the Cold War.

"If we invest money and put our soldiers' lives at risk in theatres of operation we must be clear about the fundamentals of NATO," he said in a tweet at the end of a day overshadowed by tensions between the French and US&nbsp;leaders.

A French presidency official said Trump often makes strident statements ahead of bilateral meetings and cools his rhetoric later. He noted that Macron and Trump "exchanged jokes and were very relaxed" at a joint news conference in London.

The phone records were obtained from AT&amp;T, the report says.

An AT&amp;T statement acknowledged the company complied with a request.

"Like all companies, we are required by law to provide information to government and law enforcement agencies," the statement said. "In all cases, we ensure that requests for assistance are valid and that we act in compliance with the law."

A spokesman for Nunes did not respond to a request for comment.

The report also sought to push back at a frequent defence of&nbsp;trump&nbsp;by Republican lawmakers - that the political novice was simply doing what all presidents do.

"The President’s misconduct was not an isolated occurrence, nor was it the product of a naïve president," the report argues.

The leaders of NATO's 29 member states kick off a two-day summit on Wednesday where they are set to approve a report on how the alliance should approach China and its growing international assertiveness.

"We have now recognised that the rise of China has security implications for all allies," the NATO secretary general said at an event in London.

"China has the second-largest defence budget in the world and has recently displayed a lot of new, modern capabilities including long-range missiles able to reach the whole of Europe and the United States."&nbsp;

The fiercely contested South China Sea has become a flashpoint for Beijing and the US, with Washington accusing China of "intimidation".

Beijing has built military installations, rammed vessels and sent survey ships into disputed territory in the sea, where several countries have competing claims.

NATO's defence remit is limited to Europe and North America, but Stoltenberg said China's influence was beginning to reach its shores.

In the face of growing security challenges to Europe, from an antagonistic Russia, to instability in the Middle East, cyberwar and terrorism, there is a growing recognition that enhanced cooperation between the EU and NATO will be key to an effective response.

Calibrating such cooperation to respond to perceived common threats, however, has never been straightforward. The political context, as well as rivalry between the EU and NATO, have often hampered the capacity of the institutions to work together.

The meeting of NATO leaders in London on December 3-4 offers an occasion to further move that relationship forward. But having tracked EU-NATO relations for over a decade, I wouldn’t count on any major strategic or political breakthroughs.

Ever since NATO was created in 1949, with the dual aim of keeping the peace among the Allies and providing a security alliance against the Soviet Union, there has been a tension between whether or not NATO should drive the security agenda in Europe.

Since 1949, a number of European-wide organisations have tried to coordinate European defence policy – from the failed attempt at a French proposal for an integrated European Defence Community in 1954, to its alternative, the Western European Union (WEU), a military alliance of the UK, France, Belgium, Luxembourg, and the Netherlands.

Forging a relationship 
 
The precursor to the EU, the European Community, didn’t really put security matters on its agenda. So it was in the mid-1990s following the Maastrict Treaty that the newly-formed EU began to develop its own common foreign and security policy and the relationship with NATO began to shift.

NATO had already developed a good working relationship with the WEU, but this really became germane in 1996 with attempts to use the WEU as an institutional bridge between the EU and NATO.

As long as the EU remained an organisation without a defence component to support its common security policy, and NATO an organisation focused strictly on collective defence of its members, the EU had little need to develop military ties with NATO. However, as some EU member sates started to consider an autonomous EU defence and security instrument towards the end of the 1990s, this relationship became unavoidable.

After a 1998 joint summit between the UK and France at Saint Malo, the formal process began towards creating the EU’s Security and Defence Policy (ESDP – now termed CSDP). Attention started to focus on an alternative arrangement to the WEU as the bridge between the two institutions.

Once the EU formally adopted the WEU’s “Petersberg Tasks”, which set out the conditions under which militaries could be deployed, the relationship between the EU and NATO changed from one of informal meetings to something more institutionalised. Formal committees and structures began to be mapped out by 1999.

However, cultural and institutional differences between the EU and NATO still had to be reduced before any official arrangements could be finalised. NATO retained a very strict security regime dating back to its Cold War years, while in contrast, the EU was designed as an open and transparent organisation. In order to adapt to a stricter security policy, the EU modelled its security framework on NATO. This was also helped by the fact that most EU states have also been NATO member states – currently 22 are members of both.

Formal and informal 
 
By 2000, both the US and France had overcome enough of their initial reservations about the relationship to pursue joint EU-NATO committees, set up to tackle various common security challenges. Formal political exchanges started up between NATO and the EU, such as those between the EU’s Political Security Committee (PSC) and NATO’s North Atlantic Council (NAC).

The Berlin Plus agreement was then negotiated between 1999 to 2002. This became the framework agreement between the two organisations to allow the EU to access NATO assets and capabilities that it did not possess (and in some cases, still do not) for its own operations such as the EU-led military Operation ALTHEA in Bosnia and Herzegovina. The Berlin Plus arrangements also created an EU-NATO security agreement to allow non-NATO members access to classified NATO documents.

Turkey and Cyprus 
 
The American NATO expert David Yost set out the problems at the heart of the EU-NATO relationship in a 2007 book. As he put it: “Difficulties include institutional and national rivalries, the participation problem, and disagreements about the proper scope and purpose of NATO-EU cooperation.”

The “participation problem” is a central impediment to formal EU-NATO relations that stems from the ongoing dispute between Turkey (a NATO-only member) and Cyprus (an EU-only member). This led to Turkey directly blocking formal EU-NATO cooperation in 2004 beyond that of Operation ALTHEA. Formal meetings between the PSC and NAC were suspended as Turkey objected, and still does, to Cyprus sitting in on such meetings without a NATO security agreement – which Turkey refuses to allow.

Informal meetings do take place but these have been described to me by both PSC and NAC ambassadors during my research as “dull”, “highly scripted” and “uninspiring”. As a result, there has been a move towards enhancing cooperation at the inter-organisational level to compensate for deficiencies at the formal political level.

As I have argued elsewhere, the reality today is that the EU and NATO cooperate far more outside of the formal Berlin Plus relationship than they do inside it. There has been a renewed impetus to enhance relations since the signing of a EU-NATO Joint Declaration in 2016 but there are still major obstacles to an effective strategic partnership between the two institutions.

The French government will summon the Turkish envoy in Paris for talks after what it termed "insults" by Turkey's President Recep Tayyip Erdogan, who accused Emmanuel Macron of suffering "brain death", the president's office said Friday.

Erdogan repeated an expression Macron had used to describe NATO to hit back at the French leader over his criticism of fellow NATO member Turkey's intervention against Kurdish forces in Syria.

"This is not a statement, these are insults," an Elysee official said, adding: "The ambassador will be summoned to the ministry to explain things."

The official added that France had "no comment to make on these insults."

Macron has been one of the most vocal critics of Ankara's offensive against a Kurdish militia that took the fight to the Islamic State (IS) group in Syria, with the backing of a US-led anti-IS coalition.

During a press conference alongside NATO chief Jens Stoltenberg in Paris on Thursday, Macron said Ankara had presented its NATO allies with a "fait accompli" by launching a military operation "that endangers the actions of the anti-IS coalition."

The comments drew a stinging rebuke from Erdogan during a televised speech on Friday.

"Have your own brain death checked. These statements are suitable only to people like you who are in a state of brain death," Erdogan said.

"You know how to show off but you cannot even properly pay for NATO. You are a novice," he added.&nbsp;

Officials are worried that Trump's frustration -- combined with doubts about the direction of the alliance expressed by France's President Emmanuel Macron -- will overshadow next week's summit.

So NATO has coordinated a week of spending announcements in Brussels to encourage a display of unity in London.

On Friday, Stoltenberg said European countries and Canada would increase defence spending by 4.6 per cent in 2019, stressing that they would have spent a combined $130 billion between 2016 and the end of next year.

This would keep the countries on course to spend two per cent of their GDP on defence by 2024. But only nine countries have hit the target so far, and Germany admits it will not do so.

While Britain has provided helicopters and security personnel to help France's 4,500-member Barkhane force in West Africa, and the US provides intelligence support, Paris has so far failed to persuade other allies to make a significant contribution.

Macron also said he would begin an in-depth review of Barkhane with "all options on the table", underscoring that France is acting "on behalf of everyone".

"In this context, and in light of the decisions that France will take, a bigger engagement by its allies is obviously something that would be quite positive," he said.

'Cost-sharing'

Macron also defended his move to try to establish a working relationship with Russian President Vladimir Putin, which has riled EU leaders who have shunned Moscow since its annexation of Crimea from Ukraine.

"We want a lucid, robust and demanding dialogue with Russia, with neither naivety nor complacency," Macron said.

He also said European nations must be involved in any talks to forge a new pact limiting mid-range nuclear missiles held by the US and Russia, after a landmark Cold War-era accord fell apart this year.

Russia has called on the US and other NATO member to implement a moratorium on deploying medium-range missiles, something Stoltenberg has so far ruled out.

"An accord that would replace the INF... requires the involvement of Europeans," Macron said. "It's a question of the security of Europe."

The comments set the stage for another possibly fractious NATO summit in London on December 3-4, which will be attended by US and Turkish presidents Donald Trump and Recep Tayyip Erdogan.
