&ldquo;I am not claiming that Delhi is a state as it has an assembly and a council of ministers headed by the chief minister. But like the executive powers of the states and the Centre are defined and made exclusive, a similar solution needs to be found for Delhi,&rdquo; Jaising added.

India: Anil Baijal takes oath as Delhi's Lieutenant Governor

Career bureaucrat Anil Baijal will be the next Lt Governor of India&#39;s capital Delhi, a post which fell vacant after Najeeb Jung&#39;s sudden controversial resignation last week.

Baijal&#39;s appointment papers were cleared by President Pranab Mukherjee today evening. The government had recommended to the president to accept his resignation earlier in the day.

A 1969 batch IAS officer, Baijal served as federal home secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries.

A former vice chairman of the Delhi Development Authority, he retired from service in 2006 as Secretary, Urban Development Ministry.&nbsp;

He was also actively associated with the designing and roll-out of the Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by Manmohan Singh&#39;s UPA government in 2013.

The former bureaucrat was also on the executive council of the think-tank Vivekananda International Foundation, several of whose former members have been appointed to senior positions by the Modi government including National Security Advisor Ajit Doval.

Anil Baijal will be Delhi's new Lieutenant Governor

Najeeb Jung on Friday called on Prime Minister Narendra Modi, a day after springing a surprise by tendering resignation as Delhi&#39;s Lieutenant-Governor even as he said that he had wanted to quit earlier but was asked by the PM to continue. 
 
Jung reached the Prime Minister&#39;s Office (PMO) at South Block here around 11.30 am and spent a little over an hour inside. 
 
Sources said it was a courtesy meeting. Yesterday, in his brief resignation statement, Jung had thanked Modi for his help and cooperation. 
 
Rejecting speculation that he quit as pressure was mounting on him, Jung was quoted as saying by NDTV that there is no politics behind his decision and that he wanted to quit earlier as well. 
 
&quot;I had offered to resign as I had been appointed by the previous UPA government, but the PM asked me to carry on. 
 
After three years, I requested the PM to relieve me but he asked me to carry on,&quot; he said. 
 
&quot;After three and a half years, I requested the PM again on Tuesday that I would like to resign on personal grounds,&quot; Jung was quoted as saying. 
 
Jung also said that he would like to write a book. 
 
Over the last two years, Chief Minister Arvind Kejriwal has time and again taken on Jung over his perceived closeness to Modi. 
 
Earlier in the day, Kejriwal had an hour-long meeting with Jung over breakfast during which the latter reminisced their nearly two-year-long association in governing the city besides discussing other issues. 
 
The Delhi Chief Minister said he was invited by the Lt Governor for the breakfast meeting that came a day after Jung&#39;s sudden resignation from the post. 
 
Sources said Jung and Kejriwal spoke about the bittersweet times and spent some light moments. 
 
Deputy Chief Minister Manish Sisodia also called on Jung.

Delhi Lieutenant-Governor Najeeb Jung has submitted his resignation, after months of hot exchange between him and Delhi chief minister Arvind Kejriwal.

Jung would be returning to his &quot;first love&quot; which is academics, Indian news agency ANI quoted the governor&#39;s office as saying.

The sixty-five-year-old thanked Kejriwal and&nbsp;the people of Delhi &quot;for all their support and affection&quot; which allowed him to run the administration in Delhi &quot;smoothly and effortlessly&quot;.

He also thanked Prime Minister Narendra Modi for his help and cooperation and&nbsp;Arvind Kejriwal for his &quot;association&quot;.

Sources close to Jung told the Press Trust of India, that his resignation had nothing to do with the bitter relationship he shared with the Kejriwal government and that he had been planning to quit for months.

&quot;His decision to quit was not at all related to his relationship with the AAP government. It was purely a personal decision which he was mulling over for quite some time,&quot; the source said.&nbsp;

Jung was the vice chancellor of a Jamia Millia Islamia, a central university in Delhi, between 2009 and 2013.

Delhi Lieutenant-Governor Najeeb Jung has submitted his resignation, after months of hot exchange between him and Delhi chief minister Arvind Kejriwal. Jung would be returning to his "first love" which is academics, Indian news agency ANI quoted the governor's office as saying. The sixty-five-year-old thanked Kejriwal and the people of Delhi "for all their support and affection" which allowed him to run the administration in Delhi "smoothly and effortlessly". He also thanked Prime Minister Narendra Modi for his help and cooperation and Arvind Kejriwal for his "association". Sources close to Jung told the Press Trust of India, that his resignation had nothing to do with the bitter relationship he shared with the Kejriwal government and that he had been planning to quit for months. "His decision to quit was not at all related to his relationship with the AAP government. It was purely a personal decision which he was mulling over for quite some time," the source said. Jung was the vice chancellor of a Jamia Millia Islamia, a central university in Delhi, between 2009 and 2013. Sh Jung's resignation is a surprise to me. Delhi Lieutenant-Governor Najeeb Jung submits his resignation

Indian Supreme Court will now hear together the Delhi Government&#39;s civil suit seeking a declaration that the national capital is a state and its petition against the order of the high court which held that the city is a union territory with Lt Governor as its administrative head. 
 
This was stated by a bench of Justices A K Sikri and N V Ramana today after the Arvind Kejriwal government informed the apex court that it will file an appeal shortly against yesterday&#39;s high court verdict. 
 
As AAP government&#39;s earlier suit came up for hearing, the court said that instead of pursuing its earlier civil suit, the city government should file an appeal challenging the Delhi high court&#39;s decision. 
 
&quot;You have to challenge the order of the Delhi high court. Whether the HC has decided the issue rightly or wrongly would be decided by the Supreme Court in a special leave petition (SLP). What is the use of this suit now. What is the point in duplicating the proceedings,&quot; a bench of Justices A K Sikri and N V Ramana said. 
 
The observation came when senior advocate Indira Jaising, appearing for the Arvind Kejriwal government, informed the bench that a fresh appeal would be filed shortly in the apex court against the decision of the high court. 
 
She sought adjournment of the proceedings on the original civil suit earlier filed by Delhi government seeking various reliefs including a declaration that the national capital is a state and not a union territory. 
 
She said that the law suit and the SLP, which will be filed shortly, be heard together. 
 
Attorney general Mukul Rohatgi and solicitor general Ranjit Kumar, both representing the Centre, vehemently opposed the plea of Delhi government saying that they cannot pursue parallel recourse for the same relief. 
 
The bench termed one of the applications of the Delhi government as infructuous in which it had sought directions restraining the high court from pronouncing verdict on its petition on the conflict of power with the LG. 
 
During the brief hearing, the bench asked the Delhi government to apprise it about the issues already addressed by the high court in its verdict yesterday. 
 
The bench considered the submissions of Delhi government and adjourned the hearing on the lawsuit to August 29. 
 
It, however, clarified that the lawsuit and the SLP will be heard together. The Chief Justice of India will decide which bench will hear the matter. 
 
The high court had yesterday held that Delhi will continue to remain a union territory under the Constitution with the LG as its administrative head. 
 
The special constitutional provision Article 239AA dealing with Delhi does not &quot;dilute&quot; the effect of Article 239 which relates to the Union territory and hence, concurrence of the LG in administrative issues is &quot;mandatory&quot;, the bench headed by Chief Justice G Rohini had said.&nbsp; 
 
Kejriwal-led government had approached the court alleging that it was unable to function as most of its decisions were either annulled or changed by the federal government at the behest of the lieutenant governor. 
 
The court also held that no action can be taken by the anti-corruption branch against federal government officials.&nbsp;Delhi unit of India&#39;s ruling Bharatiya Janata Party Satish Upadhyay welcomed the court order. 
 
&quot;They will have to follow the high court&#39;s order. They will have to rule within law. The president has given powers to the governor as an administrator. You will have to take the needed permissions and sanctions from the governor,&quot; said Upadhyay. 
 
The relations between Delhi and Prime Minister Narendra Modi&#39;s government have remained frosty since AAP swept to power in the national capital in last year&#39;s polls.&nbsp;AAP alleges that Modi government is creating hurdles in the functioning of Delhi government, a charge the latter denies.
