Rubiales' actions not only overshadowed the team's World Cup triumph, but snowballed into a "Me Too" moment that had been building for years as the players had been trying to combat sexism and achieve parity with their male peers for nearly a decade.

That included two dressing room rebellions that ended the international careers of several players before they finally accomplished change thanks to the latest boycott.

"(Gender equality) is a global struggle and all the players feel it is a little bit our own," Bonmati said. "We are here to play football but we have a loudspeaker and a responsibility to leave football and women in a better place than we found it."

Between six and nine RFEF' senior officials will be invited to leave their jobs or will be sacked as part of a deal to end the boycott, a federation source told Reuters.

Secretary general Andreu Camps and Miguel Garcia Caba, director of integrity, were the first to be removed from their positions, RFEF announced over the weekend.

The decision was reached around 5 a.m. (0300 GMT) after more than seven hours of meetings at a hotel in Oliva, an hour from Valencia, involving the players, RFEF officials, the National Sports Council (CSD) and the women's players' union FUTPRO.

The players had said they would not represent Spain until there were further changes at the federation, deepening a crisis that started after former (RFEF) boss Luis Rubiales kissed Jenni Hermoso on the lips during the World Cup presentation ceremony. "A joint commission will be created between RFEF, CSD and players to follow up on the agreements, which will be signed tomorrow," CSD President Victor Francos told reporters. "The players have expressed their concern about the need for profound changes in the RFEF, which has committed to making these changes immediately."

Neither Francos nor Rafael del Amo, president of the RFEF committee for women's football, would elaborate on the changes to be made, only saying they would be announced "soon". Spain's High Court on Friday imposed a restraining order to prevent former soccer chief Luis Rubiales approaching national team player Jenni Hermoso, as he appeared in court to be investigated for sexual assault for kissing her on the lips.

The incident, which occurred at the medal ceremony after Spain's women's team won the World Cup in Sydney, Australia, on Aug. 20, has triggered a furore over sexism in Spanish sport and society and prompted protests similar to the "Me Too" movement.

Rubiales, 46, insists the kiss was consensual, while Hermoso says it was forced on her.

The order prevents Rubiales trying to contact Hermoso or coming within 200 metres of her, according to a court statement. Judge Francisco de Jorge rejected a request by the prosecution that Rubiales should report to the court every two weeks.

Dressed in a black suit over a white shirt, Rubiales left the High Court in Madrid with his lawyer Olga Tubau following a closed-door investigative hearing that lasted about an hour. He did not speak to the media waiting outside.

During the testimony, Rubiales denied the accusations, according to a statement by the prosecutor's office.

After weeks of resisting calls from players, politicians and women's groups to step down as president of the Royal Spanish Football Federation (RFEF), Rubiales finally quit on Sept. 10.

But he remains unrepentant, saying he acted with consent in a moment of celebration and joy.

As he went to court, local media reported that female players, including the World Cup-wining squad, planned to continue their boycott of the national side until there were further changes in the federation set-up.

After Hermoso told prosecutors that Rubiales kissed her on the mouth without her consent while holding her head with both hands - a moment seen by millions on television - state prosecutor Marta Durantez Gil filed a judicial complaint.

She added a possible crime of coercion after Hermoso said she and her relatives had been put under pressure by Rubiales and his entourage to say that she had approved what happened.

<h2>'Proving consent crucial'</h2>

De Jorge leads the investigation, which must precede any formal charges under Spanish law and will decide whether the case goes to trial. If it does, he could be jailed for between one and four years.

"In criminal proceedings, being able to prove consent becomes crucial," said legal expert Gonzalo Jimenez, partner at law firm Martinez Echevarria.

He said it was important to prove malice or intentionality to make a sexual action punishable as assault.

De Jorge has ordered media, including state broadcaster TVE, to send him footage of the incident and subsequent videos such as one with the players celebrating on a bus with Rubiales and referring to the kiss in what appeared to be a light-hearted manner. The investigation could take several months.

"We can stand up what we said from the beginning. It was a kiss without consent, everyone saw the images," Hermoso's lawyer Carla Vall told reporters after the hearing.

The legal case will also be a public test of the leftist coalition government's flagship "Solo sí es sí" (Only yes is yes) law, which puts consent at the heart of sexual relations.

Many players, sports bodies and politicians have backed Hermoso in a campaign coalescing around the hashtag #SeAcabó (It’s Over) on social media.

More than 80 of Spain's top female players, including the 23 world champions, have refused to play for the national team until there are changes in the RFEF management line-up and style.

On Friday, the players told the RFEF they would continue with their boycott despite Rubiales' resignation and the replacement of team coach Jorge Vilda with his assistant Montse Tome.

Spain's male-dominated football establishment was dealt another blow on Thursday when police arrested three Real Madrid youth players on accusation of distributing a sexual video featuring a minor.

The mother of a 16-year-old in the Canary Islands filed a complaint about the video, which she said had been taken without her consent, police said.

De Jorge has ordered several media, including state broadcaster TVE, to send him footage of the incident and subsequent videos such as one of the players celebrating on a bus with Rubiales and referring to the kiss in what appeared to be a light-hearted manner. The investigation could take several months.

Friday's hearing is behind closed doors. The legal case will also be a public test of the leftist coalition government's flagship "Solo si es si" (Only yes is yes) law that puts consent at the heart of sexual relations.

Many players, sports bodies and politicians have backed Hermoso in a campaign coalescing around the hashtag #SeAcabó (It’s Over) on social media, showing the nation's increasing intolerance to abuse.

Spain's top 87 female players, including the 23 world champions, have refused to play for the national team until there are changes in the RFEF management line-up and style. The RFEF has since sacked women's team coach Jorge Vilda, appointing his assistant Montse Tome instead as the first woman at its helm.

Striker Olga Carmona said this week that the players were yet to determine if changes were enough for them to return to the team.

In a dramatic turn of events in the last 48 hours, Rubiales resigned from his office while Hermoso returned to training for the first time since the World Cup.

She had accused the RFEF chief of forcefully kissing her during the presentation ceremony when Spain beat England in the final.

Spain won the contest 1-0 at in Sydney as they became the second nation to win both the men’s and women’s World Cup after Germany.

She also accused Rubiales of pressuring her to speak out in his defence immediately after the furore over the kiss erupted, which prosecutors said could be considered a crime of coercion.

Spanish public prosecutors have filed a lawsuit against football chief Luis Rubiales for sexual assault and coercion after he kissed player Jenni Hermoso on the lips without her consent, the prosecutors office said Friday.

Spanish football federation (RFEF) president Rubiales, 46, sparked a worldwide backlash after forcibly kissing Hermoso on the lips during the medal ceremony following Spain's Women's World Cup triumph in Sydney on August 20.

"The prosecutors request that Luis Rubiales be questioned as an accused (party) and Jenni Hermoso as a victim," the prosecutors office said in a statement.

The move comes after Hermoso, 33, filed a complaint at the National Court on Tuesday, formally accusing Rubiales of sexual assault.

A judge at the court must now decide whether to accept or archive the request.

If the judge accepts the request, a magistrate will be assigned to head an investigation which will end either with a recommendation for the case to go to trial or be dismissed.

Under Spanish law, sexual assault includes a wide array of crimes from online abuse and groping to rape, each with different penalties. The punishment for a non-consensual kiss can range from a fine to four years in prison.

Hermoso, who plays for Mexican club Pachuca, has said the unwanted kiss had left her feeling "vulnerable and like the victim of an assault", with a statement on social media describing it as "an impulsive, macho act, out of place and with no type of consent on my part".&nbsp;

She has also accused Rubiales of pressuring her to speak out in his defence immediately after the scandal over the kiss erupted, which prosecutors said could be considered a crime of coercion.

Rubiales insists the kiss was consensual.

World football governing body FIFA provisionally suspended Rubiales for 90 days after he refused to resign from his post.

Some 81 players went on strike from the women's side in protest after Rubiales' fierce defensive speech following the incident, in which he railed against "false feminism".

They said they would not return until the RFEF's leadership was changed -- controversial women's coach Jorge Vilda was sacked this week.

Spain's top sports court (TAD) also agreed to investigate Rubiales after the government lodged a complaint.

However, the suspended chief said he would continue to defend himself "to prove the truth" over his kiss with Hermoso.

In a statement last week Rubiales reiterated that the kiss was "a mutual and consensual act" with "overflowing jubilation on both sides".

The RFEF apologised for the "totally unacceptable behaviour" of Rubiales on Tuesday and fired Vilda on Tuesday in the wake of the scandal.

Vilda's former assistant Montserrat Tome is the new coach -- it is the first time a woman has led the team.

The world champions' next matches are in Nations League qualifying against Sweden and Switzerland on September 22 and 26 respectively.

Spain's Jenni Hermoso files criminal complaint over Luis Rubiales' kiss

Spain's football federation on Tuesday apologised for the "totally unacceptable behaviour" of Luis Rubiales over his World Cup kiss and fired the team's controversial coach, appointing a woman in his sted as part of an overhaul.

The apology came more than two weeks after the 46-year-old RFEF boss sparked worldwide outrage when he forcibly kissed Spain midfielder Jenni Hermoso during the medal ceremony after Spain defeated England in the final on August 20.

In a letter signed by its interim president Pedro Rocha, the RFEF offered its "most sincere apologies... for the totally unacceptable behaviour of its highest institutional representative during the final of the FIFA Women's World Cup 2023 and in the moments that followed".

Although the kiss drew condemnation from across the footballing world and beyond, prompting FIFA to suspend him, it was another eight days before the RFEF called for Rubiales to stand down as its president.

But he has refused to resign, defending the kiss as "just a peck" which he claimed was consensual -- which Hermoso completely denies.

"The damage caused to Spanish football, Spanish sport, Spanish society and to the values of football and sport as a whole has been enormous," the RFEF said, extending the apology to FIFA, UEFA "and especially the players of the Spanish national women's team".

Shortly afterwards, the federation announced it was firing Jorge Vilda, 42, who had served as coach to the national team since 2015, and naming its first-ever woman to coach the World Cup-winning squad.

"The RFEF... has decided to dispense with the services of Jorge Vilda as sports director and women's national team coach," the RFEF said in a statement, later naming Montse Tome as his replacement.

"She will be the first woman to hold the position in Spain," it said of Tome, a former player who has served as the team's assistant coach since 2018.

Vilda's dismissal had been widely expected after he was seen applauding Rubiales after a belligerent speech in which he refused to resign and railed against "false feminism".

The pair were known to be close.

The RFEF said his dismissal was "the first of a string of restructuring measures" aimed at improving the governance in the wake of the scandal, which has exposed what critics say is a deep-rooted misogyny within Spanish football.

Vilda came under fire a year ago after 15 national players said they would not wear the La Roja shirt while he remained as coach, pointing to incidents under his leadership that were affecting their performance on the pitch.

RFEF offered no criticism of Vilda, saying only he had been "key to the remarkable growth of women's football that had left Spain as world champions and second in the FIFA rankings".

A day later, the federation accused her of "lies" over the incident, threatening legal action against her.

Both RFEF statements were subsequently removed from the federation's website.

In its apology, the federation said Rubiales' statements after the incident were "inappropriate and meaningless" and "not (the position) of the RFEF" which was "saddened and embarrassed" by the distress they had caused.

"The actions of Mr. Rubiales do not represent the values defended by the Spanish federation... and must be attributed solely and exclusively to him, since he is the only one responsible for his actions before society, before the sporting bodies and, if applicable, before the courts."

The RFEF said it had opened an investigation into his actions in order "to ensure that such behaviour is not repeated".

It had also committed to conducting "a thorough review of all policies and procedures of the organisation".

And it pledged to present "in the coming days a whole set of actions to improve the governance of the Spanish football federation and to repair, as far as possible, the damage caused" -- the first of which was the firing of Vilda.&nbsp;

Hermoso later said the unwanted kiss had left her feeling "vulnerable and a liked the victim of an assault", with a statement on social media describing it as "an impulsive, macho act, out of place and with no type of consent on my part".&nbsp;

The court said it was opening the investigation in light of the "unequivocal nature" of her statements, saying it was necessary "to determine their legal significance".&nbsp; "Given the public statements made by Jennifer Hermoso, the sexual act she was subjected to by (Luis) Rubiales was not consensual," the court statement said.&nbsp;

Legal experts would also contact the player "to offer her the option of legal action, giving her the chance to contact National Court prosecutors within 15 days for information about her rights as a victim of an alleged sexual assault... should she wish to file a complaint", it said.

FIFA suspended Rubiales as president of Spain's RFEF football federation at the weekend, and he could face further sanctions in Spain with the country's National Sports Council (CSD) meeting on Monday to discuss to examine the complaints against him.

Acting Labour Minister Yolanda Diaz said on Monday that Rubiales' defiance and the support from some federation members showed that macho behaviour was systematic in Spanish society. "What footballer Jenni Hermoso experienced should never have happened," Diaz said in a video statement prior to a meeting with the women players' union.

The mother of Spanish soccer chief Luis Rubiales started a hunger strike inside a church on Monday to protest against what she called her son's "inhumane treatment" over his grabbing and kissing player Jenni Hermoso, his cousin said.

Rubiales, who is president of the Royal Spanish Football Federation (RFEF), was suspended on Saturday by FIFA amid a furore after he kissed Hermoso on the mouth during the awards ceremony following Spain's World Cup victory in Sydney on Aug. 20. Hermoso says she did not want to be kissed.

He has refused to resign even as the matter has spiralled into a national row over macho behaviour, women's rights and sexual abuse.

The RFEF, which has defended Rubiales, has called an urgent meeting on Monday to evaluate the situation.

"What footballer Jenni Hermoso has experienced should never have happened," Diaz said in a video statement prior to the meeting.

Rubiales' cousin, Vanessa Ruiz, told reporters that the family was suffering and facing harassment over what she described as "unfair" premature judgements.

"We want to be left alone and justice to prevail...Jenni, we want you to tell the truth." Ruiz said.

She said his mother Angeles Bejar had gone on hunger strike and did not wish to leave the parish church of Divina Pastora in Rubiales' hometown in Motril, southern Spain.

Bejar told state news agency EFE her strike would last "until a solution is found to the inhumane and bloody hunt they are carrying out against my son with something he does not deserve".

"There is no sexual abuse since there is consent on both sides, as the images prove," Bejar told EFE. "My son is incapable of hurting anyone."

Rubiales, 46, has been defiant over the kiss - which has been condemned as unwanted by Hermoso, her team mates, several male players, and the Spanish government.

At a federation meeting on Friday where he had been widely expected to step down, Rubiales instead refused to quit, seeking to defend his behaviour and calling the kiss "spontaneous, mutual, euphoric and consensual".

RFEF has said Rubiales will defend himself legally to prove "his complete innocence".

Hermoso said she did not consent to the kiss and felt "vulnerable and the victim of an aggression".

Gender issues have become a prominent topic in Spain in recent years. Tens of thousands of women have taken part in street marches protesting against sexual abuse and violence, and the Socialist-led coalition government has presided over legal reforms including around equal pay or abortion rights.

Feminist groups have called a demonstration on Monday in Madrid entitled "With You Jenni". Hundreds of people staged a demonstration on Sunday in Salamanca against Rubiales.

The Spanish government cannot fire Rubiales but has strongly denounced his actions and said on Friday it was seeking to get him suspended using a legal procedure before a sports tribunal.

All 23 of Spain's cup-winning squad including Hermoso, as well as dozens of other squad members, said on Friday they would not play internationals while Rubiales remained head of the federation. Their next match is away to Sweden in the Nations League on Sept. 22.

Spanish football legend Andres Iniesta on Sunday added to mounting criticism of the country's suspended federation president Luis Rubiales, saying his forced kiss with Jenni Hermoso after the women's World Cup final was "damaging the image" of Spanish football.

"After what has happened this week, I would like to convey my sadness as a person, as a father of three daughters, as a husband and as a footballer" at what has happened around "our football and around the Spanish women's national team", Iniesta wrote on his social networks.

He promised to modernise the structure, increase turnover and make the federation more transparent, following the arrest of former president Angel Maria Villar on corruption charges.

However, Rubiales' mandate was full of controversies, including the shocking decision to sack Spain manager Julen Lopetegui two days before their opening 2018 World Cup match and accusations of wrongdoing over a multimillion-euro deal to relocate the Spanish Super Cup to Saudi Arabia.

There was also a mutiny within the Spain women's squad last September, when a large group of players demanded that long-standing coach Jorge Vilda be sacked. The RFEF backed Vilda and he cut 12 of the 15 players involved in the dispute from his World Cup squad.
