<p>The Tamil Nadu Government has permitted the resumption of filming television serials and other programmes, on the condition that stipulated restrictions are strictly followed. This announcement comes after the relevant industry bodies have requested the State Information and broadcasting minister to ease the lockdown restrictions.</p>

<p>An official statement from the Government said that indoor shooting alone would be permitted, but will not be allowed in containment zones across the state.&nbsp;</p>

<p>While filming in open/public spaces is not permitted in urban areas. There is no restriction on filming in rural areas (except in containment zones).&nbsp;</p>

<p>It has been stated that shootings must be conducted with no more than 20 people including the actors and technicians and also spectators cannot be allowed to witness the shooting. Disinfection of shooting venue before and after filming, besides the disinfection vehicles used for logistics, camera equipment and cranes have also been mentioned.&nbsp;</p>

<p>Except for actors, all on set must wear masks and maintain social distancing and actors must wear masks during the breaks. Persons with cough, cold, fever and breathlessness must not be allowed on set. If such symptoms are noticed, they must immediately be taken for a medical check.&nbsp;</p>

<p>To shoot in Chennai the crew must obtain the permission from the Corporation and in the case of other districts, the permission can be sought from the relevant district authorities.</p>

<p>All guidelines as stated by Central and State Government are to be followed. While the Government's go-ahead has brought cheer to thousands of workers who are dependent on the industry, it remains to see when the full-fledged shooting would begin.</p>

<p>58 per cent students admitted to not not having any internet connection, and 46.4 per cent students said they have a broadband connection, which makes it very hard for them to take an online exam.</p>

<p>A lot of students and few teachers took to Twitter to express their concern for their fellow classmates who did not have proper means to take an exam.&nbsp;</p>

<p>#DUWithSolutions was used to express their concerns.</p>

<p>Students and teachers also complained that the online teaching was not conducted as efficiently and regularly as physical classes could have been. They fear that this will adversely affect the students as the students are not fully ready or equipped for an exam. More than 58 per cent students complained that they were unable to attend online classes properly.</p>

<p>More than 71 per cent students said they were not able to concentrate at their house/hostel and 75.4 per cent said the pandemic has affected their mental health.</p>

<p>Members of ABVP have suggested the DU to promote the students of first and second year without any exams.&nbsp;</p>

<p>The final decision, amid the criticism, is still pending.</p>

<p>Prime Minister Imran Khan said that developing countries like Pakistan face the dilemma of whether to protect their people from COVID-19 or hunger as he defended his decision to ease the nationwide lockdown to save millions of people who would have starved to death due to the coronavirus-related restrictions.</p>

<p>"G-20 countries are coming up with a debt relief [initiative] but we need more details. The reason why there should be [such an initiative] is because we need that fiscal space to divert resources to healthcare and the environment," he said.</p>

<p>He said already a lot of the developing countries lack the fiscal space to put money into healthcare and it was now becoming even more difficult due to their economic fallout from the COVID-19 outbreak.</p>

<p>"I have spoken to the leaders of Nigeria, Ethiopia and Egypt and they told me that they were facing similar issues such as drop in exports and revenue," he said.</p>

<p>Khan said that the pandemic did not hit the developing countries like Pakistan, India and Bangladesh with the speed as it did in the Europe and the US.</p>

<p>"Firstly, the speed with which the virus spread in the Europe and the US, it didn't spread in the same way here," he said, adding that countries like Pakistan faced tough economic challenges.</p>

<p>He said the virus hit Pakistan at the worst time when it was in a position to make economic recovery after tough reforms.</p>

<p>Khan said that the coming year would be a challenge for Pakistan and also for the rest of the world.</p>

<p>"After the pandemic, every country looked within and became insular. But ultimately we are all connected and the response has to be global," he said.</p>

<p>They, however, may also choose to categorise sub-division, ward or any other appropriate administrative unit into the colour-coded zones after detailed analysis at their end, duly taking into consideration the geographical spread of cases, contacts and their zone of influence in terms of disease spread, the ministry said.</p>

<p>This comes after the Home Ministry issued guidelines for the fourth phase of the nationwide lockdown, giving power to the states and Union Territories to delineate red, green and orange zones as per the COVID-19 situation.</p>

<p>In her letter, Sudan said demarcation of the zones would be based on total active cases, cases per lakh population, doubling rate calculated over a seven-day period, case fatality rate, testing ratio (number of tests per lakh population) and sample positivity rate.</p>

<p>The benchmarks or thresholds for critical and desirable levels for total active cases would be more than 200 and zero or no reported case in the last 21 days respectively.</p>

<p>For active cases per lakh population, the critical threshold would be when more than 15, while for doubling rate calculated over a seven-day period, the critical level would be less than 14 days and desirable when more than 28 days.</p>

<p>As for case fatality rate, more than six per cent would be considered critical and less than one per cent desirable. The critical threshold for testing ratio (number of tests per lakh population) would be less than 65 while the desirable level would be more than 200, according to the letter.</p>

<p>Sample positivity rate would be considered critical if it's more than 6 per cent while less than 2 per cent is desirable.<br />
The health ministry, however, underlined that the benchmarks or thresholds for critical and desirable levels are dynamic and may be revised by the Centre as per the evolving situation at the field level.</p>

<p>"The most important task once the zones are identified is field action in terms of implementation of containment plan of action. This entails identification of containment and buffer zones inside the red, orange and green zones from where cases have been primarily reported.</p>

<p>"A containment operation (large outbreak or cluster) is deemed successful when no case is reported in last 28 days from the containment zone," the letter stated.</p>

<p>According to the guidelines, the containment zones are delineated based on mapping of cases and contacts, geographical dispersion of cases and contacts, area having a well-demarcated perimeter and enforceability of perimeter control.</p>

<p>"It is reiterated that this is the primary area where intensive action is to carried out with the aim of breaking the chain of transmission," the letter stated.</p>

<p>Stringent action needs to be initiated within these containment zones in terms of an active search for cases through physical house-to-house surveillance by special teams formed for the purpose, testing of all cases as per sampling guidelines and contact tracing, identification of local community volunteers to help in surveillance, contact tracing and risk communication and strict enforcement of social distancing among others, it said.</p>

<p>The ministry also said a buffer zone has to be delineated around each containment zone and it shall be appropriately defined by the district administration or local urban bodies with technical inputs at the local level.</p>

<p>"Buffer zone will be primarily the area wherein additional and focused attention is needed so as to ensure that infection does not spread to adjoining areas. For effective containment, it is of paramount importance that the buffer is sufficiently large," the letter stated.</p>

<p>The incident has happened few days after Mamta Banerjee assured that the state will be bearing the complete cost of migrant workers returning back from the 'shramik trains'.</p>

As the country was was able to flatten the curve, the government eased down the lockdown and allowed people to step out and continue with their day-to-day lives, but with social distancing rules applied.</p>

<p>One such restaurant, Olive Restaurant, in Wellington City, took the social distancing rules seriously and denied Jacinda Ardern a table as they had met the maximum capacity.</p>

<p>In another tragic incident, six migrant workers, who were walking along the Muzaffarnagar-Saharanpur highway, were killed after a speeding bus ran over them on late Wednesday night.</p>

<p>The incident took place near Ghalauli check-post. Three more workers were injured in the accident. A case has registered against an unknown bus driver, by the Muzaffarnagar Police in connection with the incident.</p>

<p>According to the police, the migrant workers who lost their lives belonged to Gopalganj, Bihar and were returning to their native place during the lockdown on foot. Further investigation is underway.</p>

<p>The initiative by a group of Indian-origin South African musicians showcasing their talent online during the nationwide coronavirus lockdown has become an international hit.</p>

<p>The ''SA Musicians against COVID-19'' project helps artists to showcase their talent in Indian music and song, sometimes accompanied by dance as well.</p>

<p>The project was started by Johannesburg residents -- Lexy Shunmoogam, Chitra Perumal, Kreasan Moodley and Guru Pooven Pillay -- as a way to keep people entertained for a few hours in the weekend during the lockdown by bringing all singers and musicians together in a musical extravaganza via Facebook.</p>

<p>The initiative has now become an international hit. The group members said they now have their hands full every day of the week with demands from artists who want a slot on their Facebook page.</p>

<p>Almost every leading artist from South Africa who performs religious or cultural songs, especially in the Tamil community, has already been featured, with the organisers having to turn down many requests from performers in India and other countries.</p>

<p>"Our aim was to showcase the talent that we have right here at home, including providing a platform for children who are learning the art form with local teachers. We could hardly foresee how artists who have never ever performed together would be on the same platform at some stage," Mr Shunmoogam said.</p>

<p>"What started as a small and humble initiative has now become a unique and almost unequalled ''Concert from Home'' event, galvanising tens of thousands of people across the world through music," he said.</p>

<p>Last week the ''SA Musicians against COVID-19'' Facebook page featured priests from various temples across the country performing Kavady prayers.</p>

<p>"The demand for performances of light music and cover versions of Indian film songs has also been huge, so we had a special weekend from May 15-17 where artists will perform in this genre only," Mr Shunmoogam said.</p>

On March 22, India put a hold on all international flights to contain the virus, three days later on March 25, India imposed complete lockdown. The lockdown is to be lifted on May 17.&nbsp;</p>

<p>Ziebat's case was unlike other stranded passengers, he has a criminal record in Germany with many cases of assault and other criminal activities. The German embassy has refused to take custody of Edgard Ziebat because he was at a foreign location. Due to his criminal record, India has denied Ziebart a visa.&nbsp;</p>

<p>Ziebart stayed in the terminal with his only luggage, according to airport authorities the German spent his time by reading newspaper talking to his friends and family over the phone, eating a few of the fast-food outlets that are still in operating within the terminal, interacting with housekeeping and security staff, taking walks within the transit area, and using the airport’s washrooms and toilets.&nbsp;</p>

<p>The airport staff provided Edgard Ziebat with recliner, mosquito net, toothpaste and food.&nbsp;</p>
