Why have relations improved?

A turning point came when <a href="http://www.wionews.com/world/north-koreas-kim-jong-un-ends-beijing-visit-as-trump-summit-looms-189192">Kim travelled to Beijing to meet with President Xi Jinping </a>last year -- the young leader's first foreign trip since he came to power.

Since then, the leaders have met three more times in China, though Xi has yet to act on invitations to visit North Korea.

A closer relationship with Beijing gives Pyongyang leverage over the US, analysts say. As North Korea's main trading partner and sole major ally, China's economic support and diplomatic backing are also crucial to Pyongyang in case talks with the US fall through.

"Kim may be working to play China and the United States off of each other -- in making frequent visits to Beijing, Kim is signalling to the Trump administration that he has other options," said Emily Weinstein, a research analyst at Pointe Bello.

But the improved ties should not be exaggerated, said Bonnie Glaser, a senior adviser at the Center for Strategic and International Studies.

"I believe that Kim recognises that he must show some deference to China, but he seeks to reduce his country's dependence on China and diversify its options," she said.

Is China worried about Trump and Kim's bromance?

Despite the frequent meetings, there appears to be little love lost between the Asian leaders.

Former US ambassador to China Max Baucus told the BBC in 2017 that Xi "does not like that man (Kim) at all", and analysts say their relationship is strategic rather than one based on trust.

In contrast, Kim and Trump have shifted from trading vicious personal attacks to a budding bromance, with the US president saying they "fell in love" upon exchanging a series of letters following their meeting in Singapore.

"A Trump-Kim deal in which the US and North Korea keep talking and there is incremental progress toward the goal of denuclearisation is beneficial for China."

They said the Metropole Hotel would be a backup location for the summit and Kim could possibly stay in the Melia hotel. A Reuters witness saw workers laying communication cables in the streets behind the Metropole late on Friday.

At the same time, some foreign media organisations received a note from Vietnam's foreign ministry prohibiting live broadcasts in and around the Melia hotel and Hoan Kiem lake in the centre of Hanoi.

The JW Marriott hotel, where Trump is widely expected to stay, will also be out of bounds to live broadcasts, according to a copy of the note reviewed by Reuters.

Several hotels visited by Reuters on Saturday around the scenic Hoan Kiem lake said they had been told by the authorities to restrict access to their rooftops.

But plans for economic projects, such as linking railways, reopening a joint industrial centre, and allowing South Korean tourists to visit the North, have been on hold while the United States opposed loosening sanctions until more progress is made on denuclearization.

Moon asked Trump to make use of South Korea's role as a "concession" to expedite North Korea's denuclearization, saying he was ready to undertake anything from reconnecting rail and road links between the two Koreas to other inter-Korean economic cooperation, according to a statement from Moon's spokesman Kim Eui-kyeom.

"We're determined to take up that role if President Trump asks if that's the way to lessen the US&nbsp;burden," Moon said.

Moon said it was Trump's "leadership and firm resolve" that had brought difficult negotiations with North Korea thus far, as well as progress in inter-Korean ties, according to the statement.

Exuding confidence ahead of his high-profile meeting with Kim Jong-un later this month, US President Donald Trump has said the <a href="North Korea officials en-route to Vietnam ahead of Trump-Kim summit">second summit</a> will be a "very successful one" as he has established a "very good" relationship with the North Korean leader.

President Trump and Chairman Kim are scheduled to meet in Hanoi, Vietnam on February 27 and 28.

Trump described his first-ever historic meeting with Kim as "really fantastic" and said they had agreed to sign an unspecified document after their "very positive" summit, aimed at normalising ties and complete denuclearisation of the Korean peninsula.

"I hope we have the same good luck as we had in the first summit. A lot was done in the first summit. No more rockets going up. No more missiles going up. No more testing of nuclear (weapons). Got back our remains, the remains of our great heroes from the Korean War. We got back our hostages," Trump told reporters at the White House on Friday.

"We hope we are going to be very much equally as successful. I'm in no rush for speed. We just don't want to test," he said.

Noting that the sanctions against North Koreans remain in place, Trump&nbsp;said both China and Russia were helping the US and he was also working closely with South Korea and Japan.

"But China, Russia, on the border, have really been at least partially living up to what they're supposed to be doing," he said.

"So we will have a meeting on the 27th and 28th of February, and I think that will be a very successful one. I look forward to seeing Chairman Kim.&nbsp;We have also established a very good relationship, which has never happened between him or his family and the United States. They have really taken advantage of the United States. Billions of dollars have been paid to them. And we won't let that happen," said the US President.

Trump said North Korea had tremendous potential as an economic force.

"Their location between South Korea and then Russia and China - right smack in the middle - is phenomenal. We think that they have a great chance for tremendous economic prosperity in the future. So I look forward to seeing Chairman Kim in Vietnam," he said.

"He's calm. I'm calm," Trump said this week.

The US leader has claimed a diplomatic win, citing the "tremendous progress" and "great responses" from Pyongyang since he met Kim at a summit in Singapore in June.

The historic meeting resulted in a lofty joint statement, though momentum appeared to have stalled in recent weeks, with the two sides unable to agree on how Kim would get rid of his nuclear weapons.

But on Friday, US Secretary of State Mike Pompeo said he hoped for a second summit between Trump and Kim "before too long" to press ahead with efforts to denuclearize North Korea.

"I hope the two leaders get together again to continue to make progress on this incredibly important issue for the entire world," Pompeo said.

The development came after Kim this week welcomed South Korean President Moon Jae-in to Pyongyang.

The North Korean leader agreed to close a missile testing site, giving new momentum to nuclear negotiations with the US, and said the North could dismantle its best-known nuclear facility at Yongbyon -- provided the US takes "corresponding measures."

Experts praised the positive developments but cautioned much remains to be done, noting the steps Kim has so far taken do not ensure North Korea will get rid of its nuclear weapons.

"Trump still thinks the first (summit) was a major success," Jon Wolfsthal, director of the Nuclear Crisis Group, told AFP.

"He needs a foreign policy success soon to reverse his domestic decline," the former Obama administration official added.

Denuclearization first

Pompeo has said Washington is ready to "immediately" begin negotiating with Pyongyang and has invited his North Korean counterpart to meet on the sidelines of next week's United Nations General Assembly in New York.

But the top US diplomat has quietly ignored North Korea's demand for countermeasures, such as sanctions relief, as the US has long insisted on denuclearization before it rewards Pyongyang.

"Nothing can happen in the absence of denuclearization," State Department spokeswoman Heather Nauert said.&nbsp;

"After a nice letter from (Kim), the president says he's willing to have a summit -- though none of the problems have been fixed," Bruce Klingner, who formerly worked for the CIA and now specializes in Korean and Japanese affairs for the Heritage Foundation think tank, told AFP.

"Pyongyang is trying to decouple Trump from the rest of the administration. They see him as more likely to offer concessions, as he did in Singapore, without demanding things in return -- and Kim is right to think so."

The US could try to use North Korea's eagerness to meet with Trump as some sort of leverage to get concrete steps ahead of the meeting," Klingner added.

Still, many experts view the prospect of new talks positively.&nbsp;

While the announcements made by the North this week are limited, "it is the first time where we have seen this initiative where North Koreans are willing to talk to South Koreans about denuclearization," said Joseph Yun, who was the US special representative for North Korea until days before Trump accepted the Singapore summit invitation.

"The offer is worth pursuing," added Wolfsthal.

Contrary to the all-or-nothing approach espoused by the Trump administration, US officials appear to be engaging in a process of limited reciprocal concessions.&nbsp;

A jubilant-sounding President Donald Trump declared Wednesday that his "deal" with Kim Jong Un has ended the North Korean nuclear threat, as his top diplomat said he hoped to see "major disarmament" of the country by 2020.

Despite the lack of detail, or binding terms in the joint statement agreed with Kim -- which has alarmed a majority of observers of the nuclear standoff -- Trump struck a resolutely bullish tone.

"There is no longer a Nuclear Threat from North Korea," he tweeted in one of a series of early morning pronouncements.

Trump added that everybody "can now feel much safer than the day I took office" and people could "sleep well tonight!"

Critics said the unprecedented encounter between Kim and Trump was more style than substance, producing a document short on specifics about the key issue of Pyongyang's atomic weapons.

But the US president trumpeted the outcome as a "deal" with North Korea and vowed there would be "no more rocket launches, nuclear testing or research!"

Secretary of State Mike Pompeo, speaking to reporters in Seoul, said the United States hoped for "major disarmament" of North Korea by the end of 2020.

In the summit statement, Kim pledged to "work toward the complete denuclearization of the Korean Peninsula" -- a stock phrase favored by Pyongyang that stopped short of longstanding US demands for North Korea to give up its atomic arsenal in a "verifiable" and "irreversible" way.

When questioned on the wording, Pompeo said Trump's intention was to allow the US the opportunity to pursue further productive conversations on the issue with Pyongyang.

"Let me assure you that 'complete' encompasses verifiable in the minds of everyone concerned," Pompeo said.

Pompeo said he expects the US would next speak to North Korean officials "fairly quickly after we return to our home countries," adding he was "very confident" that some form of engagement would occur in the next week.

In North Korea, state media praised Kim for "opening a new chapter" in relations with the United States, and said Trump had accepted an invitation to visit the North.

Just months ago, Kim and Trump were trading threats and personal insults as the North conducted its sixth and most powerful nuclear test.

Adam Schiff, a top US Democrat and staunch Trump critic, warned the standoff was far from resolved.

"North Korea still has all its nuclear missiles, and we only got a vague promise of future denuclearization from a regime that can't be trusted. North Korea is a real and present threat.&nbsp

"So is a dangerously naive president," Schiff said.

But Victor Cha, a former US pointman on North Korea, gave Trump more credit, writing in The New York Times: "Despite its many flaws, the Singapore summit represents the start of a diplomatic process that takes us away from the brink of war."

Pyongyang has reason to feel confident after the meeting, where Kim stood as an equal with Trump in front of their nations' flags.

In North Korea, the official KCNA news agency described the summit as an "epoch-making meeting" that would help foster "a radical switchover in the most hostile (North Korea)-US relations."

KCNA also asserted Trump had "expressed his intention" to lift sanctions against the North -- something the US president had said would happen "when we are sure that the nukes are no longer a factor."&nbsp

With the headline: "Meeting of the century opens new history in DPRK-US relations," the North's ruling Workers Party official daily Rodong Sinmun splashed no fewer than 33 pictures across four of its usual six pages.

In his post-summit press conference, Trump made the surprise announcement that the US would halt joint military exercises with its security ally Seoul -- something long sought by Pyongyang, which claims the drills are a rehearsal for invasion.

He defended that decision Wednesday, tweeting: "We save a fortune by not doing war games, as long as we are negotiating in good faith - which both sides are!"

The Pentagon could not immediately provide an estimate of how much the drills cost.

Both Seoul and US military officials have said they had no idea the announcement was coming, while Japan's Defense Minister Itsunori Onodera warned the drills played a "vital role in East Asia's security."

While Trump and Kim search each other’s eyes and words for signs of trust or deceit, the rest of the world will be watching, hoping that somehow these two unpredictable leaders can find a way to defuse one of the planet's most dangerous flashpoints.

Chinese proverb? Ivanka's tweet baffles China

After successfully concluding his talks with North Korea, President Trump said the <a href="http://wionews.com/world/great-epoch-making-significance-says-north-koreas-ally-china-on-trump-kim-talks-143846">deal with Kim was a "great thing for China"</a>.

Trump said he would call Xi, probably before he lands in Washington on his way back from Singapore, to tell him about the results of the meeting. He said he would be including Beijing in follow-up discussions.

Meanwhile, UN Secretary-General Antonio Guterres today said an "important milestone" was reached towards denuclearization of the Korean Peninsula after the successful completion of Trump-Kim talks in Singapore on Tuesday.

"The summit held in Singapore was an important milestone in the advancement of sustainable peace and the complete and verifiable denuclearisation on the Korean peninsula," Guterres said in a statement.

President Trump and North Korean leader Kim Jong-un held their first face-to-face meeting after months of uncertainty over the summit. The meeting was held in a cordial atmosphere with both leaders comfortable with each other with Trump repeatedly praising the North Korean leader.

Guterres had earlier complained after North Korea dismantled its nuclear sites without the presence of UN experts with just foreign journalists invited. The UN chief this time, however, welcomed the talks in Singapore between Trump and Kim.

Guterres urged the leaders to "seize this momentous opportunity" and offered UN help to achieve North Korea to dismantle its nuclear weapons programme as promised by Kim during his meeting with President Trump.

One of the key UN permanent members Russia said that the mere fact that the meeting took place was a "positive step". Japanese PM Shinzo Abe too welcomed the Trump-Kim summit calling it a "first step" towards denuclearisation.

"Through this US-North Korea summit, Chairman Kim Jong Un's intent for complete denuclearisation of the Korean peninsula was confirmed in writing," Abe said.&nbsp

"I support this as a first step to the comprehensive resolution of issues concerning North Korea," the Japanese PM added.

U.S. President Donald Trump may have promised that North Korea will become "very rich" on the back of American investment if Pyongyang ditches nuclear weapons but economists and academics who have studied the isolated country say it is China not the U.S. that will be the engine of any transformation.

The nearest template would not be based on American-style capitalism, but China's state-controlled market economy first championed by Deng Xiaoping, who became China's leader in 1978, these experts said. China was just coming out of the turmoil of the 27-year reign of Mao Zedong, a period during which capitalism was banned and private businesses and property were seized by the state and placed under collective ownership.

Deng introduced wrenching reforms that are widely regarded as creating the foundations of China's economic miracle in the past 40 years. The changes were massive, the growth phenomenal, but most importantly the Chinese Communist Party has achieved all of this while not only retaining power but increasing its control over the country.

And in the run up to the unprecedented summit between Trump and North Korean leader Kim Jong Un on Tuesday in Singapore, it has been China that Pyongyang has been increasingly turning to.

Kim has made two visits to meet Xi since March, while a high-level delegation from his ruling Workers' Party toured China's industrial hubs in an 11-day visit in May that focused on China's high-tech urban transport and latest scientific breakthroughs.

That delegation went to China only weeks after Kim declared an end to nuclear and missile tests and vowed an all-out effort toward "socialist economic construction."

Chinese media labelled Kim's announcement North Korea's "opening and reform", shorthand for Deng's policies, sparking a flurry of investment in housing in Dandong, the Chinese border town.

"Kim is talking to Trump because he needs to get the United States to back off sanctions. After that, headlines will be all about Kim and Xi Jinping," said Jeon Kyong-man, an economist at the Institute for Korean Integration of Society, with reference to the Chinese president.

China is already North Korea's most important ally and biggest trade partner. And since Kim assumed power in 2011 the trade relationship has become even more important. China now represents more than 90 percent of Pyongyang's trade, making it just about North Korea's only economic lifeline.

Stagnating economic growth in China's northeastern rustbelt has also spurred interest in ramping up Chinese economic ties with North Korea, according to Adam Cathcart, an expert on China-North Korea relations at Leeds University in the United Kingdom.

China's model of shifting from a planned economy to a market economy is attractive for Pyongyang because it was achieved with political, economic and social stability, according to Zhang Anyuan, chief economist at Dongxing Securities in Beijing.

"Taking into consideration geographic location, economic system, market size, economic development stage, China-North Korean economic cooperation has advantages that are irreplaceable and hard to replicate," Zhang said.

But Cathcart said that progress on economic liberalisation would likely be slow because North Korea will want to be careful about the increased political risks that could come from relaxing restrictions on the currency and migration.

As well as China, North Korea may also look to other economies where tight top-down control has been kept, including Vietnam or even the 'chaebol' business structures of South Korea, which could allow something closer to "a capital dictatorship," according to Cathcart.

Xi, under intense pressure from Trump, started enforcing sanctions strictly in the second half of 2017. By March this year, China imported no iron ore, coal or lead from North Korea for a sixth month in a row, in line with U.N. Security Council sanctions.

That has hurt North Korea's coal-intensive heavy industries and manufacturing sectors. But more importantly, plunging trade with Beijing has been "killing the most thriving part of the economy" - unofficial markets where individuals and wholesalers buy and sell mostly Chinese-made consumer goods and agricultural products, Jeon said.

"More than anything, it was China's decision to enforce sanctions that squeezed the economy and made removing of the sanctions an urgent task for Kim," he said.

Even after sanctions are lifted, North Korea will likely pursue state-managed growth because loosening controls is potentially destabilising for the regime, says Kim Byung-yeon, an economics professor at Seoul National University. "It could leave Kim Jong Un with less than half the power he has now."

As part of efforts to maintain control, any opening could initially be limited to "special economic zones," where Pyongyang has sought to combine its cheap labour with China's financial firepower and technological know-how, according to BMI Research, a unit of Fitch Group.

The Wonsan Special Tourist Zone in the east coast, or the suspended inter-Korean factory park in the North's border city of Kaesong are some other examples Kim might pursue to maintain state controls over the economy, experts say.

In Wonsan, Kim has already built a ski resort and a new airport to turn the city of 360,000 people into a billion-dollar tourist hotspot.

"These are the sorts of projects that are most likely to get underway first if the sanctions are eased," BMI Research said.

Jeon says this is "mosquito-net style" reform - similar to Deng Xiaoping's model - with limited foreign investment and market liberalisation contained within firm strictures of state control.

Deng championed a string of special economic zones along China's east coast where unique local legislation encouraged foreign investment in manufacturing joint-ventures that sold to export markets, while protecting Chinese industries from going head-to-head with multinationals.

"Deng designated Shenzhen as a special economic zone and made that sleepy fishing village to a manufacturing hub of the world," Jeon said. "Kim will be eager for those, especially as he will want minimal changes to other parts of the economy."

North Korea seen looking to China, not US, for help in any economic transformation

US President Donald Trump arrived in Singapore on Sunday for a historic summit with North Korean leader Kim Jong Un that could lay the groundwork for ending a nuclear stand-off between the old foes and the transformation of the isolated Asian nation.

Trump flew into Singapore's Paya Lebar Air Base aboard Air Force One, looking to strike a deal that will lead to the denuclearisation of one of America's bitterest foes. He came from a divisive G7 meeting in Canada with some of Washington's closest allies that further strained global trade ties.

After stepping down from Air Force One on a steamy tropical night, Trump was greeted by Singapore Foreign Minister Vivian Balakrishnan.

Asked by a reporter how he felt about the summit, Trump said: "Very good".

North Korea's Kim landed in Singapore earlier on Sunday.

When Trump and Kim meet on Tuesday at Sentosa, a resort island off Singapore's port with a Universal Studios theme park and man-made beaches, they will be making history.

Enemies since the 1950-53 Korean War, leaders of North Korea and the United States have never met previously - or even spoken on the telephone.

Kim arrived at Singapore's Changi Airport after his longest trip overseas as head of state, wearing his trademark dark "Mao suit" and distinctive high-cut hairstyle. He has not left his country since taking office in 2011 other than to visit China and the South Korean side of the border Demilitarised Zone.

Arriving on a plane loaned by China, which for decades has been North Korea's only major ally, Kim was also greeted by Balakrishnan.

Travelling with him were top officials including Foreign Minister Ri Yong Ho and Kim Yong Chol, a close aide of Kim who has been instrumental in the diplomacy that culminated in Tuesday's summit.

Kim Yo Jong, leader Kim's younger sister, was also spotted in his delegation. She emerged as an influential figure in Pyongyang's opaque leadership in February, when she led a North Korean delegation to the Winter Olympics in South Korea.

Officials who arrived with Trump include Secretary of State Mike Pompeo, National Security Adviser John Bolton, White House Chief of Staff John Kelly and White House Press Secretary Sarah Sanders.

Bolton’s hardline rhetoric last month infuriated North Korea and nearly derailed the summit. He called for North Korea to follow a "Libya model" in negotiations. Libya unilaterally surrendered its nuclear weapons programme in 2003, but its leader, Muammar Gaddafi, was killed in 2011 by NATO-backed rebels.

'SPUR OF THE MOMENT'

Trump, speaking in Canada on Saturday, said any agreement at the summit would be "spur of the moment," underscoring the uncertain outcome of what he called a "mission of peace".

He initially touted the potential for a grand bargain with North Korea to rid itself of a nuclear missile programme that has advanced rapidly to threaten the United States.

But he has since lowered expectations, backing away from an original demand for North Korea's swift denuclearisation.

He has said the talks would be more about starting a relationship with Kim for a negotiating process that would take more than one summit.

Non-proliferation expert Daryl Kimball, director of the Arms Control Association, said that to make the summit a success, Trump and Kim would need to agree on a framework for expert-level negotiations "to hammer out the details and time frame for specific action-for-action steps".

"As the leaders arrive in Singapore it is still not clear yet whether Trump and Kim are on the same page about the end goals, the pace, and the sequencing of the many steps involved in the complete 'denuclearisation' of the Korean peninsula," he said in a Twitter message.

White House spokeswoman Sarah Sanders said US&nbsp;and North Korean officials would hold working-level talks on Monday. She said the U.S. delegation would be led by Sung Kim, a veteran diplomat who recently held talks with North Korean officials.
