As per one member state, there are 500-1,500 fighters while another unit said it could rise to as many as 10,000 over the medium term.&nbsp;

The report states that Shahab al-Muhajir cooperates with Sheikh Tamim, who heads the al-Sadiq office.&nbsp;

Tamim’s office is tasked with building networks to connect ISIL-K with ISIL presences in the wider region.

Afghanistan's Kabul airport has been fitted with an air defence system to counter incoming rockets, officials said Sunday, as the Taliban pressed on with a blistering offensive across the country.

Washington and its allies are due to end their military mission in Afghanistan at the end of next month, even as the insurgents say they now control 85 percent of the country -- a claim impossible to independently verify and disputed by the government.

The Islamic fundamentalist group's rapid gains in recent weeks have raised fears about the security of the capital and its airport, with NATO keen to secure a vital exit route to the outside world for foreign diplomats and aid workers.

"The newly installed air defence system has been operational in Kabul since 2:00 am Sunday," the interior ministry said in a statement. "The system has proven useful in the world in repelling rocket and missile attacks."

Interior ministry spokesman Tariq Arian told AFP it had been installed at the airport, though officials did not offer details about the type of system or who had installed it.

The Taliban have regularly launched rockets and mortars at government forces across the countryside, with the jihadist Islamic State group (IS) carrying out similar strikes on the capital in 2020.

IS also claimed responsibility for a rocket attack this year at Bagram Airbase, the biggest US military facility in the country, which was recently handed over to Afghan forces.

Over the years the US military installed several C-RAMs (Counter Rocket, Artillery, and Mortar Systems) across its bases, including at Bagram, to destroy incoming rockets targeting the facilities, a foreign security official and media reports said.

The C-RAMS includes cameras to detect incoming rockets and alert local forces.

From bad to worse&nbsp;

Turkey has promised to provide security for Kabul airport once US and NATO troops leave next month.

Turkish President Recep Tayyip Erdogan on Friday said Turkey and the United States had agreed on the "scope" of how the airport would be managed under the control of Turkish forces.

Taliban militants have waged a rapid offensive across the country, but mostly in the northern and western provinces, since early May, when the final US troops began leaving Afghanistan.&nbsp;

India on Sunday became the latest country to evacuate diplomats as the security situation deteriorates, with its foreign ministry saying it was pulling staff from its consulate in southern Kandahar, where the Taliban are fighting with Afghan forces on the edge of the city.

The fighting has led some veteran warlords to deploy militiamen to counter any attacks.

In the western province of Herat, where the Taliban this week captured a key border crossing with Iran, veteran warlord Ismail Khan mobilized his fighters in the provincial capital.

Pakistan's envoy to Kabul called on the international community to help strengthen Afghanistan's security forces, warning that deploying militia to fight the Taliban could worsen the situation in the violence-wracked country.

"If things translate into some kind of warfare between militias and Taliban, it will be dangerous," Mansoor Ahmad Khan said in an interview with AFP on Saturday.

"Therefore, it is important that Afghan government's capacity to defend these attacks and these security challenges is strengthened."

The Afghan government has repeatedly dismissed the Taliban's gains as having little strategic value, but the seizure of multiple border crossings and the taxes they generate will likely fill the group's coffers with new revenue.&nbsp;

The war in Afghanistan — launched on October 7, 2001 in the wake of the September 11 attacks — is the longest ever waged by the United States.

Here are some key figures about the conflict with US and foreign troops having all but withdrawn from Afghanistan:

At its peak, under president Barack Obama in 2011, the United States had 98,000 personnel on the ground, according to Pentagon figures.

A NATO alliance of 38 countries committed to the Afghan conflict in December 2001, but the United States has always provided the largest military contingent.

As of February 2020, when Washington signed a deal with the Taliban committing to withdrawing its troops, the Pentagon estimated that around 14,000 remained in the country.

By May 1, 2021 — the original deadline for the withdrawal, pushed back to September 11 by new President Joe Biden — there were about 9,500 foreign troops in Afghanistan, of which American troops made up the largest contingent of 2,500.

- Losses -

Just over 38,000 civilians were killed between 2009 and the end of 2020, according to the United Nations Assistance Mission in Afghanistan, which began systematically recording civilian casualties in 2009. The deadliest year was 2018.

More than 70,000 others were wounded over the same period.

In the last three years, more than 395,800 Afghans have been displaced, the Ministry of Refugees and Repatriation said.

The United States has paid the highest price in terms of foreign fatalities in Afghanistan, with more than 2,400 military personnel killed and more than 20,700 wounded.

As for other NATO coalition members, Britain lost the second-highest number of personnel, with 455 killed, according to icasualties.org, which monitors the dead and wounded in conflicts such as Afghanistan.

The Afghan government no longer publishes data for losses within its army, which are significant, but President Ashraf Ghani in 2019 said more than 45,000 members of the country's security forces have been killed since 2014, when he became leader.

Factoring in all those costs, the Brown researchers say the US "wars on terror" in Iraq, Syria and Afghanistan since 2001 have cost $6.4 trillion.

Before being deposed in 2001, the Taliban banned girls from studying and stoned to death women accused of crimes such as adultery.

Afghanistan's Ministry of Education said there are now around 9.7 million children enrolled in schools, 42 percent of them girls. There are currently 18,000 active schools across the country, up from 3,000 two decades ago.

There are 68 women lawmakers in the Afghan parliament, about 30 percent of the lower house. Over the past two decades, women have also held senior political and government positions such as senators, ministers and governors.

But their most significant gains have been in the northern half of the country, a traditional stronghold of the US-allied warlords who helped defeat them in 2001.

The Taliban now control roughly a third of all 421 districts and district centres in Afghanistan.

The gains in northeastern Badakhshan province in recent days have mostly come to the insurgent movement without a fight, said Mohib-ul Rahman, a provincial council member. He blamed Taliban successes on the poor morale of troops who are mostly outnumbered and without resupplies.

“Unfortunately, the majority of the districts were left to Taliban without any fight,” said Rahman. In the last three days, 10 districts fell to Taliban, eight without a fight, he said.

Hundreds of Afghan army, police and intelligence troops surrendered their military outposts and fled to the Badakhshan provincial capital of Faizabad, said Rahman.

Even as a security meeting was being held early Sunday to plot the strengthening of the perimeter around the capital, some senior provincial officials were leaving Faizabad for the capital Kabul, he said.

In late June the Afghan government resurrected militias with a reputation of brutal violence to support the beleaguered Afghan forces but Rahman said many of the militias in the Badakhshan districts put up only a half-hearted fight.

The areas under Taliban control in the north are increasingly strategic, running along Afghanistan's border with Central Asian states.

Last month the religious movement took control of Imam Sahib, a town in Kunduz province opposite Uzbekistan and gained control of a key trade route.

The inroads in Badakhshan are particularly significant as it is the home province of former President Burhanuddin Rabbani, who was killed by a suicide bomber in 2011. His son, Salahuddin Rabbani, is part of the current High Council for National Reconciliation.

US President Joe Biden is looking forward to a meeting with his Afghan counterpart Ashraf Ghani during which the two leaders will discuss ways to ensure Afghanistan never again becomes a safe haven for terrorist groups who pose a threat to America, the White House has said.

Biden will meet Ghani at the White House on Friday for the first face-to-face interaction ahead of the withdrawal of the remaining US and NATO forces from the war-torn country by September 11.

"The President looks forward to welcoming him to the White House for a meeting on Friday. I expect their focus of their conversation will be to continue to discuss how we can work together to ensure that Afghanistan never again becomes a safe haven for terrorist groups who pose a threat to the US homeland," White House Press Secretary Jen Psaki told reporters on Monday.

Their conversation will also be about how they can work together to continue to implement humanitarian assistance, other assistance that the United States remains committed to, even as the US works to draw down its troops from Afghanistan.

The US defence department said that Defense Secretary Lloyd Austin and the military leadership are constantly looking at the pace we're going at, and the capabilities we have, and the capabilities that we're going to need throughout to complete the withdrawal. Biden has directed the Pentagon to withdraw troops from Afghanistan by September 11 this year.&nbsp;

Ghani pointed out that the Afghanistan National Defence and Security Forces have been carrying out most of the operations independently since the US-Taliban agreement of February 2020 to defend the people and the country.

Over the last 24 hours, security forces evacuated Saghar district in Ghor, Arghandab district in Zabul and Posht Rod and Lash districts in Farah, bringing the total to 23, reported Tolo News.

Security agencies said that government forces have either shifted the centres of the districts or they have made tactical retreats. The Taliban has claimed to have captured these districts.

"There were clashes in Posht Rod district last night during which the police headquarters fell to militants," said Dadullah Qane, head of the Farah provincial council." "Security outposts were attacked by the enemy in Khan Abad and Ali Abad districts. So far, the security and defence forces have responded strongly," said Inamuddin Rahmani, spokesman for the Kunduz police.

The Taliban claimed on Sunday to have captured the centre of Arghandab district in Zabul and two markets in Ali Abad district in Kunduz, reported Tolo News. However, security forces said the Khashrod district in Nimroz was retaken hours after it fell to the Taliban. "Security outposts were attacked by the enemy in Khan Abad and Ali Abad districts. So far, the security and defence forces have responded strongly," said Inamuddin Rahmani, spokesman for the Kunduz police. The Ministry of Interior Affairs said that security forces have been directed to arrest those who attempt to mediate between government forces and the Taliban to hand over security forces outposts. "The reason that soldiers leave their outposts is that they are faced with the lack of facilities, equipment and personnel," said Shogufa Nawrozi, an MP from Helmand. Clashes have been reported in at least 20 provinces over 70 districts, according to sources and officials. Footage obtained by Tolo News shows some soldiers in Lash wa Joyan district in Farah province, apparently pleading for help. The Ministry of Defense responded by pledging that the security forces will receive support when they need it. "The enemy has suffered its highest casualties in Nimroz, Badghis and Helmand provinces," Defense Ministry spokesman Rohullah Ahmadzai said. Local security officials in Ghazni and Takhar on Sunday said security forces had progressed in the two provinces and that the Taliban suffered "heavy casualties" during their operations.

Kabul: Blasts in buses kill at least 7

The United States believes keeping an international diplomatic presence in Kabul requires a 'functioning, secure' airport, a State Department spokesperson said on Friday, suggesting that embassies could be forced to close without one. 
 
The statement came a day after a Taliban spokesman effectively rejected Turkey's proposal that its troops remain to guard and run the Hamid Karzai International Airport after the departure of the rest of the US-led foreign force. 
 
The Taliban's position poses serious questions for the United States, other countries and international organisations with missions in Kabul about how to evacuate personnel from landlocked Afghanistan should fighting threaten the capital. 
 
"We underscore that a functioning, secure airport is essential to any international diplomatic presence and will benefit Afghan travellers and the Afghan economy," the State Department spokesperson said in response to the Taliban statement. 
 
The spokesperson declined to elaborate. But their comment appeared to be a message to the Islamist Taliban that unless countries with embassies in Kabul feel that their diplomats can safely access a functioning airport, they could close their missions. 
 
US&nbsp;officials have said they believe the insurgents seek international legitimacy and an end to their pariah status. 
 
Australia shuttered its embassy in Kabul last month because of security concerns. US&nbsp;Secretary of State Antony Blinken this week vowed to keep the US&nbsp;embassy open. 
 
President Joe Biden's decision to withdraw from America's longest war, stalled peace talks and unrelenting violence are fueling fears that Afghanistan is headed into an all-out civil war that could return the Taliban to power. 
 
Biden is expected to discuss the issue when he holds talks with Turkish President Tayyip Erdogan in Brussels on Monday.
