Hemant Soren has staked claim to form government in Jharkhand and will take oath as the CM on Thursday (Jul 4), after&nbsp;Champai Soren quit as the chief minister.

Hemant Soren&nbsp;had tendered his resignation from the post on January 31, ahead of his arrest by the Enforcement Directorate (ED) in a money laundering case linked to an alleged land scam.

He was granted bail by&nbsp;the Jharkhand High Court last week. The court ruled that&nbsp;there was reason to believe that he was "not guilty of the offence as alleged".

The Jharkhand Mukti Morcha (JMM) leader was again elected as legislature party leader on Wednesday (Jul 3).

"A decision was taken in the meeting to replace Champai Soren with Hemant Soren," news agency PTI quoted a party source as saying.

As per reports, not everything is well in the JMM camp as the outgoing CM Champai is feeling 'insulted' by the move.&nbsp;But Champai may be offered the post of&nbsp;JMM's executive president.

<h2>Assembly elections on the horizon</h2>

Assembly elections are slated to be held in Jharkhand in November/December this year and the JMM wants to fight elections with&nbsp;Hemant Soren as its face.&nbsp;

But a rift in the JMM camp can very well derail the party's election agenda.

Champai's unceremonious exit from the government has already provided the opposition Bharatiya Janata Party (BJP) in the state with ammo to go after the JMM.&nbsp;

Nishikant Dubey, BJP MP from Jharkhand's Godda, said in a social media post that the "Champai Soren era is over in Jharkhand".

"In the family-oriented party, people from outside the family have no political future. I wish the chief minister drew inspiration from Bhagwan Birsa Munda and stood up against the corrupt Hemant Soren ji," he said targeting the JMM leader.

Champai is a veteran leader of the party, having been around for decades now. He has also worked with JMM founder and Hemant Soren's father Shibu Soren. He has also served as a cabinet minister in &nbsp;the Hemant Soren government.

There is a situation of confusion. Being the constitutional head, we expect you will soon take steps for the formation of a popular government."&nbsp;

As per media reports, on January 30, Hemant Soren was able to take signatures from JMM MLAs on two blank papers, one to support Kalpana Soren while the other to support Champai Soren. This was reportedly a contingency plan in case Hemant Soren gets arrested, which indeed happened.

The event was termed as 'Sankalp Diwas' by mark beginning of an era of new Jharkhand.

JMM fought the Assembly elections in alliance with the Congress party and Lalu Prasad's Rashtriya Janta Dal (RJD) and got a comfortable majority with forty-seven seats in the 81-member house.

JMM won 30 seats, while Congress and RJD secured 16 and one seat respectively in the recently concluded Assembly polls.

JMM fought the Assembly elections in alliance with the Congress party and Lalu Prasad's Rashtriya Janta Dal (RJD) and got a comfortable majority with forty-seven seats in the 81-member house. JMM won 30 seats, while Congress and RJD secured 16 and one seat respectively in the recently concluded Assembly polls.

Chief minister Raghubar Das who was leading from Jamshedpur East by 1,449 votes was trailing with Independent candidate Saryu Rai leading by 771 votes.

Reacting to the development, CM Raghubar Das told ANI: "These trends are not the final word. There are more rounds of counting to be held," adding,"Had Saryu Rai caused damage, I would not have received the votes, which I did so far. Let me clearly state that we're not only winning but we'll also form govt under the leadership of BJP in the state." &nbsp;

JMM's Hemant Soren was leading from Barhait seat by 5, 319 votes but was trailing from Dumka &nbsp;by 5,381 votes. Former Jharkhand chief minister and JVM(P) chief Babulal Marandi was leading from Dhanwar seat by 5980 votes.

AJSU party's Sudesh Mahto was trailing in Silli seat with JMM's Seema Devi leading by 284 votes. JVM(P)'s candidate Babulal Marandi was leading from Dhanwar seat by 2,841 votes. However, Marandi said the results were "not as per our expecations".

"We will have to accept people's mandate. We will play the role which people's mandate has given us. Let the results come, then we will sit and discuss what to do," Mahto said.

The Communist Party of India(Maxist-Leninist) (Liberation) was leading in one seat in the state.

Jharkhand elections: Congress-JMM-RJD alliance lead as BJP trails; CM Raghubar Das falls behind

In midst of the nationwide chorus against NRC and high-profile campaign by Prime Minister Narendra Modi and Home Minister Amit Shah on national issues in Jharkhand, Congress continues to press on with its low-profile campaign in the state.

The low-key Congress campaign is focused on local issues and has avoided taking Modi-Shah combine on any of the polarising statements. Even senior Congress leaders who were roped in for campaign were asked to limit themselves to issues of the state. The best example was the press conference by former finance minister P Chidambaram, who spoke on the economy and then went on to address local issues. Sources in the Jharkhand Congress said that the state unit also did not invite controversial and controversy making leaders to ensure that attention is not diverted to non-issues.

Even the posters issued by the Jharkhand Congress are very different in design and content. The posters do not showcase central leadership of the party. It showcases the issues which the party has taken up in the state. Even the tagline, “AA RAHEE HAI CONGRESS” has been promoted without adding a face to it. This is very different from Gujarat and Karnataka campaigns where Rahul Gandhi was pitched as the face of the election.

A functionary closely associated with the election campaign told WION that the Jharkhand campaign took the cue from the Chhattisgarh elections where Congress swept the state. Chhattisgarh also witnessed a very low-key campaign unlike Madhya Pradesh and Rajasthan in 2018.

Congress has picked up the issue of land acquisition and promised to return the land to the tribal's under a new scheme. The campaign is also focused on the issue of malnourishment, death of children due to lack of food, women safety and unemployment. Congress has also taken special care not to get tripped by the Pathalgadi rebellion issue which led to largescale violence in the state.

Like Chhattisgarh, procurement price for rice and farmers' loan has been a prominent part of the election campaign. Chhattisgarh CM Bhupesh Baghel too was looped into the campaign by the Jharkhand Congress. Congress is a junior partner to Jharkhand Mukti Morcha (JMM) in the state. This time the Congress ensured that it settles seats even if it didn’t suit their interest in order to stitch the alliance. JMM is contesting in 43 seats, Congress 31 and RJD in 7 seats in the state.

Congress secured a mere 10.60 per cent of votes in 2014 assembly elections whereas the BJP secured 31.80 per cent of votes. Even in the Lok Sabha elections of 2014 and 2019, BJP secured 40.71 per cent and 51.61 per cent of votes.

The data shows that there was a dip of 10 per cent of votes immediately after the Lok Sabha elections even in 2014. Similarly, BJP’s vote share dipped in the Haryana assembly election in 2019. This has made small parties like JMM and Congress slightly confident. Though BJP remains the dominant party in Jharkhand, it does not have friends in the local set up. Congress, on the other hand, is heavily banking on 26 per cent of Adivasis and 14 per cent of Muslim votes for electoral success.

Though the BJP created a very successful non-tribal polarization in 2014, it failed to get a simple majority in the house of 81 in the state. BJP secured 37 seats in the election followed by 19 of JMM.

In 2014, BJP had contested 72 seats and now it is contesting 79 seats. Only support it can expect is from AJSU as it decided not to field a candidate against Sudesh Mehto. The last phase of polling is on December 20th and counting will take place on December 23rd.&nbsp;

Congress applies Chhattisgarh model on Jharkhand

Soren is Jharkhand Mukti Morcha`s (JMM), acting president. The meeting scheduled to take place on Saturday in the national capital will be attended by AICC general secretary KC Venugopal and Congress general secretary in-charge of Jharkhand, RPN Singh.&nbsp;

The main agenda of the meeting would be about the alliance as Congress leaders are not keen to announce the Chief Minister candidate before Jharkhand Assembly polls, which are due to be held by the end of this year.

Soren wants to be declared as the chief ministerial candidate for the upcoming polls in the state, however, seniors Congress leader Subodh Kant Sahay and Jharkhand Vikas Morcha (JVM) leader Babu Lal Marandi have opposed the idea.

Yesterday, two factions of the state Congress unit owing allegiance respectively to former Union minister and senior Congress leader Subodh Kant Sahay as well as Ajoy Kumar were involved in a fight outside the party office.

The police had to intervene separate the two groups. Congress Jharkhand unit has been in the state of disarray since the party suffered a humiliating defeat in the 17th Lok Sabha elections.&nbsp;

Taking the onus for its electoral defeat Congress` state party president Ajoy Kumar offered to resign from the party post.

The Congress had fought on seven seats in alliance with the JMM, RJD and JVM-P in the polls. The Congress won the Singhbhum seat and JMM won the Rajmahal seat.
