Japan's ageing population and declining labour force meant there were not enough young technicians. The older workers stayed home, given the greater risk of contracting the virus. Even with the availability of greater manpower Japan would still need to find the components to make the ventilators. Most of it comes from China, its largest trading partner. With the factories shut in China, Japan was left on its own. This is the story across industries in Japan, which explains its stagnancy. The pandemic has disrupted global supply chains on which Japan is heavily reliant to ship its products. Japan is the world's third-largest economy and its economic output -- measured by GDP fell 3.4 per cent in the January to March period. The slump came on an even steeper fall of 7.3 per cent in the October to December period. That's two-quarters of consecutive decline in GDP and that has pushed Japan into a recession. The last time the eastern superpower faced a recession was in 2015. Some economists have pulled out economic history to show how this fall is similar to the one after World War-II when Japan had found itself on the wrong side of the war. But its rapid re-building in the post-war period was commendable. Prime Minister Shinzo Abe has already announced a stimulus package worth one trillion dollars. That's 20 per cent of its five trillion dollars economy. The money is at hand, but not the means to put it to good use. Japan in recent times has been relying on tourism, which accounts for close to eight per cent of its GDP. Over 30 million people visited Japan last year. Prime Minister Shinzo Abe was counting on the Olympics to bring in a historic 40 million visitors with pockets full of money. But the pandemic has led to the postponement of the global sporting event. One out of five companies is running out of cash. Borrowing rates have slipped below zero and will remain so at least for another year. Transport, utilities, retailers, steel and carmakers are the most worried. Japanese firms have been criticised for hoarding cash all these years by the end of December, Japanese companies held a record 2.47 trillion dollars in cash. In just five months, they have burnt the cash in trying to stay afloat. Output and new orders have slipped at the fastest pace in a decade. In April, Japan's exports fell the most since the 2009 global financial crisis. There are fears that Japan's economy could slip by over 22 per cent in the April to June quarter. Some of the world's leading carmakers are Japanese and they are all expecting their profits to slip by over 80 per cent, including Toyota and Mitsubishi. Japan will be officially out of lockdown once restrictions are eased in Tokyo next week. Japan's Masayoshi Son of SoftBank who has funded the world's gig economy, including Uber, said: "The reason for failure lies not externally but within yourself." That sums up Japan's economic problem.

Abe has urged Japanese companies to build 2,000 ventilators. However, this will seemingly add&nbsp;to an already existing unused stock of 4,700 ventilators in hospitals. A further 8,300 are deployed in critical care units, of which only a fraction are used to keep COVID-19 patients alive.

The industry&nbsp;industry experts have claimed that Japan's small-scale ventilator manufacturers will not be able to produce more than few dozen ventilators a month, in comparison to their usual manufacturing. Health officials, too, feel that as&nbsp;almost all their ventilators are purchased overseas, the hospitals likely have enough.

"It is probably more than Japan needs now," said Akihisa Maeda, an official at the Ministry of Health, Welfare and Labour who is responsible for medical device policy, about the number of ventilators. However, she also stated that Japan doesn't have enough qualified officials to operate the ventilators.

The decision of Japanese PM is being seen as a move to bring back manufacturing to Japan, and reduce the import&nbsp;dependency on China. Japan is also offering firms money to shift production of face masks and other products from China.

The same is being followed to reduce imports from the US and&nbsp;Europe. "It's a matter of national security. The coronavirus outbreak has shown that," said Health Minister.

However, what ventilator manufacturers are concerned about is availability of technicians, manpower and few components that are mainly available overseas.

"My first thought was, it's going to be tough to get the parts," said Akikazu Endo, sales and marketing manager at ventilator maker Sanko Manufacturing, about the government's plan.

At its small plant next to a vegetable field, Sanko is making coronavirus ventilators with parts from human anaesthesia machines and ventilators designed for cats and dogs. The manufacturer proposed to build 300, a jump of 270, but later scaled back to 50 due to the underlying issues of tough availability of small parts and less manpower.

The shakeout in global trade was underlined in recent March data, with exports shrinking the most in nearly four years due to plunging US-bound shipments.

Even the nation's major globe-trotting manufacturers weren't spared the pandemic's sweeping impact.

Toyota Motor Corp has said it will cut domestic vehicle production by 122,000 units in June and expects an 80% drop in full-year operating profit.

The gloom in&nbsp;Japan&nbsp;is expected to deepen over coming months.

Analysts polled by Reuters estimate&nbsp;Japan's economy will shrink an annualised 22.0% in the current quarter, which would be a record decline, with pressure on output intensifying after Prime Minister Shinzo Abe in April declared a nationwide state of emergency amid the widening pandemic.

The emergency was lifted for most regions on Thursday, but remained in effect for some big cities including Tokyo.&nbsp;Japan&nbsp;has so far reported 16,337 coronavirus cases and 756 deaths.

Private consumption, which accounts for more than half of&nbsp;Japan's $5 trillion economy, slipped 0.7% in January-March, less than a market forecast for a 1.6% drop, as robust demand for daily necessities partially offset the impact on services spending.

All the same, it marked the second straight quarter of decline, as households endured the double-whammy of the coronavirus and a sales tax hike to 10% from 8% in October last year.

Capital expenditure fell 0.5% in the first quarter after plummeting 4.8% in October-December last year, the GDP data showed, suggesting that uncertainty over the outlook is discouraging companies from boosting spending.

All of this has put a strain on the labour market. The jobless rate in March rose to its highest in a year, while job availability slipped to a more than three-year low.

The government has already announced a record $1.1 trillion stimulus package, and the Bank of&nbsp;Japan&nbsp;expanded stimulus for the second straight month in April. Abe has pledged a second supplementary budget later this month to fund fresh spending measures to cushion the economic blow from the outbreak.

Still, many analysts warn that government support will come too little, too late.

"As always in&nbsp;Japan, the implementation is very slow. It will take the later half of the second quarter (and) the third quarter" for government stimulus to kick in, said Martin Schulz, chief economist at Fujitsu.

"The recovery will be slower than many are hoping for ... To recover from this crisis, it will take about two years at least."

He said: "Now I am digging into my savings for a living, so I have to earn money by myself."

The demand for Uber Eats has significantly increased due to the lockdown but Miyake is not worried about getting infected. He said: "The risk of getting infected with the coronavirus is low," said Miyake.

"Although you might think you have a lot of contact with people because you deliver goods, as recommended by the application I put the food in front of people's doors and there is no contact."

Governments are now more trusted than businesses, non-profits and the media. It was the only institution trusted by more than 62 per cent&nbsp;of the population.

Edelman has surveyed more than 13,000 people in 11 countries including the U., U., India and China.. The latest report contrasts with their January survey.

The January survey showed businesses as the most trusted institution while government and media tied as the least trusted. As per the new results, &nbsp;trust in government jumped nearly 11 per cent from 54 per cent&nbsp;in January to 65 per cent&nbsp;in April.

Public trust in government was highest in China, India and Saudi Arabia. In India, there has been a 6 per cent&nbsp;rise in people's trust in the government.

The countries where the trust was found lowest are France, the US and Japan.

The countries which witnessed a massive shift in public's trust were the UK, Canada, Germany and South Korea. These countries witnessed a double digit rise in public trust.

In the United States, 46 per cent respondents said that they trusted the federal government. While 66 per cent&nbsp;said they had trust in local or state government. Globally, a large majority of people even said that they wanted government to lead in multiple areas of the pandemic response. This includes containing the pandemic, informing the public and providing economic relief.

Since 2011, mistrust in governments has been on a rise. For the first time in years, the public is relying on the government to protect them in a manner not seen since World War II.

This kind of rise of trust is a classic example of what experts call "rallying around the flag".

The seasonally adjusted unemployment rate rose to 2.5%, its highest level since March last year, internal affairs ministry data showed, and matching economists' 2.5% median forecast.

The unemployment rate stood at 2.2% in December, the lowest since 1992.

The jobs-to-applicants ratio fell to 1.39 in March, the lowest since September 2016 and below the median forecast of 1.40, health ministry figures showed.

"The employment situation is expected to worsen further in April, so I think it's still the start of a deterioration," said Atsushi Takeda, chief economist at Itochu Research Institute.

"There is no doubt that the number of unemployed people is rising," he said. "I think there will be a sharp reduction in job offers in April."

The statement sparked massive outrage on social media, as people condemned the Japanese leader's statement and accused him of being "disrespectful &nbsp;to women and men."

Despite its highly educated female population, Japan ranked 121 out of 153 countries in the World Economic Forum's 2020 gender gap index, primarily because of its poor showing in political representation.

Traditional gender roles are still deeply rooted in Japanese society and women are often still expected to take primary responsibility for childcare and domestic chores, even while holding down professional jobs.
