A police official said the search parties comprising Army and police personnel busted a hideout at the recent encounter site in Bhatti Durrian forest, leading to the recovery of an AK assault rifle, a magazine with 29 rounds, two grenades and two detonators.

Shah said that the law and order situation has improved a lot in Jammu and Kashmir, adding that he was hopeful "we will be able to realise a peaceful Jammu and Kashmir as envisaged by Prime Minister Modi during our lifetime".

"Stone-pelting incidents are only seen when we try to look for them. There was a time when stone pelting was common in Kashmir. Such incidents have decreased to a huge extent. But, I want to say that there is no need to be satisfied," Shah said.

"Narendra Modi government has a zero-tolerance policy towards terrorism. We cannot bear it. It is against humanity. It should be our priority to save the people of Kashmir from the persons who are linked to this heinous crime against humanity," he said.&nbsp;

The Home Minister expressed his gratitude to the CRPF and other security forces for ensuring that there was no bloodshed after Article 370 was revoked in August 2019.

"There are many changes that are happening on the development front, in infrastructure, industrial and education sectors because the Army and CRPF are ensuring that all sinister designs are defeated," Shah said.

He said when Articles 370 and 35A were revoked, there were many apprehensions that "there would be a huge reaction".

"It was possible as well, that perhaps there could have been bloodshed, but today I have come here to tell you and tell you freely that because of your alertness not a single shot was fired. It is a huge thing for us.

"The alertness with which 28,000 jawans and also J-K policemen worked after a major decision was taken in national and J-K's interest, no blood was shed and a new era of development was started in Kashmir,"' he said.

Its effect is visible in the fact that the Pulwama which was known across the country and the world over for the terror attack on CRPF will now have a medical college to be built at the cost of Rs 2000 crore, he said.

Shah said during 2004-14, an average of 208 civilians and 105 security personnel were killed every year, but in the 2014-21 period, it has come down to 60 personnel and 30 civilians per year.

However, he asked why should even 30 civilians lose their lives to terror incidents.

Shah said the people of J-K have accepted the decision of the revocation of Article 370.

"All the forces here have taken care of the law and order situation in a right manner. So, as the country's Home Minister, I thank you for the good work," he said.

Union home minister Amit Shah spends night at CRPF camp in Pulwama

Union Home Minister Amit Shah arrived here on Saturday for his first visit to Jammu and Kashmir since Article 370 was revoked in August 2019 and drove straight to meet the family of a police officer killed by terrorists earlier this year.

Shah, who will also be visiting Jammu where he will address a public rally, will review the security situation in the Valley during his three-day trip to the union territory and also flag off the inaugural Srinagar-Sharjah flight.

He was received at the Srinagar airport by Lieutenant Governor Manoj Sinha and other senior officials of the Jammu and Kashmir administration, officials said.

From the airport, Shah went straight to the residence of Inspector Parvaiz Ahmad in Nowgam on the outskirts of the city. The police officer was shot dead on June 22 as he was returning home after praying at a local mosque.

This is Shah's first visit since Jammu and Kashmir's special status under Article 370 was revoked on August 5, 2019, and the state bifurcated into the union territories of Jammu and Kashmir, and Ladakh.

Security was beefed up across Kashmir ahead of Shah's visit that comes in the wake of the spate of civilians, particularly non-locals and minorities, being killed. Additional forces had been deployed, particularly in the city, officials said.

Later, Shah reviewed the security scenario at a meeting held at the Raj Bhawan here and attended by top civil administration officials, including Lieutenant Governor Manoj Sinha, and senior security officials from the Army, CRPF, police and other agencies, officials said.

The home minister was briefed about the steps taken to eliminate terrorism from Jammu and Kashmir and counter-infiltration measures taken by the forces, the officials said.

Three persons, including a mother-son duo, were detained for questioning during an ongoing search operation in the forest belt of Jammu and Kashmir's Poonch and Rajouri border districts where nine soldiers were killed in two separate gunfights with terrorists over the past week, officials said on Sunday.

Five Army personnel, including a junior commissioned officer (JCO), laid down their lives in a fierce gunfight during a counter-insurgency operation in Surankote forest on Monday. Four soldiers, including another JCO, died in another encounter in the Mendhar sector on Thursday evening.

A man along with a 45-year-old woman and her son, all residents of Bhatta Durrian forest, were taken into custody for questioning on the suspicion of giving logistic support to terrorists, the officials said.

It was a matter of investigation whether they provided food and shelter to the terrorists voluntarily or at gunpoint, they said.

The officials underlined that the area is mountainous and the forest is dense, which makes the operation difficult and dangerous.

So far, contact with hiding terrorists was established thrice -- first on October 11 in Poonch's Surankote which was followed by another exchange of fire between the security forces and the fleeing terrorists in the adjoining Thanamandi forest in Rajouri district the same day but the ultras managed their escape in both the encounters.

The third encounter took place in the Nar Khas forest in the Mendhar area of Poonch on Thursday evening.

"The presence of terrorists in the forest area connecting Poonch and Rajouri was observed two-and-a-half months ago and accordingly tactical operations were launched to track them down," Deputy Inspector General of Police, Rajouri-Poonch range, Vivek Gupta said on Saturday.

"A joint security grid was tracking different groups of terrorists but sometimes operations take time depending on the topography of the area. Contact with the terrorists was established thrice this week based on intelligence inputs," the officer said.

The terrorists are holed up and the joint forces are on the job to take the operation to the logical conclusion, he added.

Officials said the entire forest area from Mendhar to Thanamandi remains under a strict cordon and a massive search operation is on to neutralise the terrorists moving from one place to another in an attempt to escape the dragnet.

The Army has deployed para-commandos and a helicopter was also seen hovering over the forest area for surveillance on Saturday.

Officials said the traffic between Mendhar and Thanamandi along the Jammu-Rajouri highway remained suspended for the third day on Sunday in the wake of the ongoing operation.

Most of the killings that have taken place this year in the Kashmir valley were done using pistols. Many of these attacks were carried out by these "part time or hybrid terrorists".&nbsp;

Police are now trying to break the chain of these attacks. More than 500 people have been detained by the Jammu Kashmir Police in the last few days after the rise of civilian killings.&nbsp;

"There is a new modus operandi of terrorists to kill innocent civilians using pistols. All the policemen who have been killed this year were all without weapons at the time of killing, and most of the attacks were carried out by pistols. It's very easy to carry and attack with a pistol. Pakistan has chosen a new modus operandi to let them use pistols," Kumar added.

The security forces are now trying to formulate a new strategy to break through the new modus operandi of the terror groups.&nbsp;

Taking a tough stand against organisations with ‘separatist’ affiliations intent to foment trouble” in the Jammu and Kashmir valley, the Indian government is considering banning both the factions of the All Party Hurriyat Conference under the Unlawful Activities (Prevention) Act (UAPA), Indian media reported citing unnamed Indian officials.

This comes after a probe conducted by the government officials revealed that some organisations that were part of the Hurriyat Conference used to collect money from Kashmiri students in lieu of securing MBBS seats in Pakistani institutions, and using that money to fund terror organisations in the Union Territory.

The officials said both the Hurriyat camps are likely to be banned under Section 3(1) of the UAPA, in which “if the Central Government is of opinion that any association is, or has become, an unlawful association, it may, by notification in the Official Gazette, declare such association to be unlawful.”

During the probe, the officials said they found about the alleged involvement of members of the Hurriyat Conference with proscribed terrorist organisations Hizb-ul-Mujahideen (HM), Dukhtaran-e-Millat (DeM) and Lashkar-e-Taiba (LeT).

Constituted in 1993, the Hurriyat Conference consisted of 26 groups, including some pro-Pakistan and banned outfits such as the Jamaat-e-Islami, JKLF and the Dukhtaran-e-Millat. It also included the People's Conference and the Awami Action Committee headed by Mirwaiz Umer Farooq.

The separatist organisation split into two factions in 2005 with the moderate group being led by the Mirwaiz and the hard-line headed by Syed Ali Shah Geelani, until he quit the party in June 2020 due to health reasons.

Meanwhile, there were some reports that the Tehreek-e-Hurriyat, the extremist faction of the Hurriyat Conference led by Syed Ali Shah Geelani, on Sunday removed its signboard at the group's head office at its leader’s residence in Srinagar's Hyderpora area.

The Centre’s “zero-tolerance” policy towards terrorism comes in the backdrop of Union Home Minister Amit Shah asking the stakeholders in the Kashmir valley to monitor growing radicalisation.

Subsequently, a series of raids were conducted by the National Investigative Agency (NIA) in the Union Territory where several of the conglomerate’s cadres were arrested and jailed.

Many of the second-rung cadres of both the factions are in jail since 2017, the officials said.

Both factions of Hurriyat likely to be banned for 'involvement' in terror funding activities in J&K

Minister of State for Home Affairs Nityanand Rai on Wednesday informed the Rajya Sabha that nine properties of Hindus have been restored by the Jammu and Kashmir administration so far. 
 
In a written reply to a star question Rai, citing the information provided by the government of Jammu and Kashmir, said, "Regarding restoration of properties to its rightful and original owner, 9 properties have been restored, as per the information provided by the Govt of Jammu &amp; Kashmir". 
 
Asked about what steps the J&amp;K Government was taking to restore the ancestral property of Hindus who had to flee from Kashmir in the wake of terrorist violence, the Minister said that under the J&amp;K Migrant Immovable Property (Preservation, Protection &amp; Restraint on Distress Sales) Act, 1997, the District Magistrates of the concerned districts in Jammu &amp; Kashmir are the legal custodians of the immovable properties of migrants, who take suo moto action on eviction proceedings in cases of encroachment. The migrants can also request the District Magistrates in such cases. 
 
He informed that after the abrogation of Article 370, a total of 520 migrants have returned to Kashmir for taking up jobs under the Prime Minister`s Development Package-2015. 
 
In reply to another question on whether the Government has altered the land laws of Jammu and Kashmir wherein no domicile or permanent resident certificate is required to purchase non-agricultural land in the UT, Rai informed that after August 5, 2019 all provisions of the Constitution of India have been made applicable to the Union Territory of Jammu and Kashmir which necessitated changes in existing laws in Jammu and Kashmir by Adaptation Orders so as to conform with the provisions of the Constitution of India.

As per the adapted land laws of Jammu and Kashmir, the Government may, by notification in the official gazette, allow transfer of land for public purposes such as education, charitable and healthcare. 
 
He said in his written reply that under the Jammu and Kashmir Big Landed Estates Abolition Act, 1950, the land was transferred to the tillers. The Act also prescribed a limit to right of ownership to 182 standard kanals (22.75 acres).

However, this Act has been repealed and another legislation, `The Jammu &amp; Kashmir Agrarian Reforms Act, 1976`, for transfer of land to tillers, is in force. This Act prescribes a ceiling restriction of 100 standard kanals (12.5 acres).

9 ancestral properties of Hindus restored in Jammu & Kashmir: Centre

Top Army and police officials claimed on Saturday that security forces had killed 89 terrorists in Jammu and Kashmir this year, including seven Pakistani nationals, while maintaining that over 200 ultras remain active in the union territory.&nbsp;

"Seven of the 89 terrorists were FTs (foreign terrorists or Pakistanis).Although the number is lower than previous year, more top commanders have been slain this year "Vijay Kumar, Kashmir's Inspector General of Police (IGP), said.&nbsp;

He was speaking at a joint news conference with Lieutenant General Devendra Pratap Pandey, the Army's 15 Corps commander, and Major Gen Rashim Bali, the commander of the Victor Force in south Kashmir.

Lt Gen Pandey responded to a query regarding the number of militants in J&amp;K by saying that around 200-225 ultras were operating across the UT.

He did say, however, that no successful infiltrations along the Line of Control (LoC) have occurred this year.&nbsp;

"There has been information about one or two infiltrations. We have launched operations, which are on to check or neutralise them (infiltrators). But, according to ground inputs, there has been no successful infiltration or intrusion in the 15 Corps zone in the Valley so far," LT Gen Pandey said.

Top Army and police officials claimed on Saturday that security forces had killed 89 terrorists in Jammu and Kashmir this year, including seven Pakistani nationals, while maintaining that over 200 ultras remain active in the union territory. "Seven of the 89 terrorists were FTs (foreign terrorists or Pakistanis).Although the number is lower than previous year, more top commanders have been slain this year "Vijay Kumar, Kashmir's Inspector General of Police (IGP), said. He was speaking at a joint news conference with Lieutenant General Devendra Pratap Pandey, the Army's 15 Corps commander, and Major Gen Rashim Bali, the commander of the Victor Force in south Kashmir. Lt Gen Pandey responded to a query regarding the number of militants in J&K by saying that around 200-225 ultras were operating across the UT. He did say, however, that no successful infiltrations along the Line of Control (LoC) have occurred this year. "There has been information about one or two infiltrations. We have launched operations, which are on to check or neutralise them (infiltrators). But, according to ground inputs, there has been no successful infiltration or intrusion in the 15 Corps zone in the Valley so far," LT Gen Pandey said. (With inputs from agencies)

We started a three day recruitment rally for the Kashmir zone, and started with Central Kashmir and then North Kashmir and today South Kashmir. In one battalion we have to recruit 650 females",&nbsp;said Danish Rana, ADGP Co-ordination.

The women who had come for the rally were excited to don the uniform and work for the country. Some even saying that they are not scared to be part of police in the valley at all.

''I am so happy to be here, I have so many dreams and I hope I&nbsp;will make them come true. I always wanted to join police services, I am not scared at all. I want to work for the society and people and I am feeling very proud that I have come here. I have full support from my family", said Munazah Farooq, aspirant.

Some of the aspirants also said that wearing the uniform has been their dream and now its seems to be coming true.

''I have always wanted to wear uniform and work for the country. I have full support from family and that's why i am here. I am feeling very happy'', said Manjeet Singh.

There will be a written exam for the candidates who qualify in the first round. The third leg of this rally will be help in Leh&nbsp;and Kargil.
